1 1 - GUIDELINES FOR PENNANTS HOST CLUB OFFICIALS References: a. RULES GOVERNING THE CONDITIONS OF THE NORTH HARBOUR GOLF ASSOCIATION MEN'S, WOMEN S AND MIXED COMPETITIONS b. PENNANTS TEAM RESULT SHEETS These should be read in full by all pennants host club officials and can be viewed on the Association Programme Information and Pennants Document pages in the Form Downloads section of the association website at: All correspondence required to be forwarded to North Harbour or The Association should be sent to Kevin Tregunno, Golf Operations Manager, kevin@harbourgolf.co.nz Timeline Action/Information -2 Weeks plus Preparation: Decide on and reserve tee times for the event. Notes: - The draw is available on the Pennants or Form Downloads pages of the harbour golf web site. - Host clubs may arrange tee times to suit allowing for travelling distances etc. - To minimise disruption to Club Members playing rights, the Association strongly recommends that 18-hole Pennants competitions be played using a two tee start from between am. Organise Match Committee, Marshalls, Spotters, etc. Personnel for the day. Notes: - Match Committee to be two experienced members of the club in matters of club operations, rules and general golfing experience. These people need to be named on the Club information sent out prior to the day of competition and available throughout the day to all managers/captains and players. - The Match Committee of the Host Club shall be the "Committee in Charge" of this round of pennants competition. - Members of the Host Club Match Committee shall be appointed to actively supervise at starting tees. Ensure staff - green keepers, caterers, bar and starters - are advised of requirements for the day.

2 -10 Days plus Advice to visiting Clubs: Starting tee times are to be forwarded to all visiting clubs and the association. Host Clubs are responsible for advising Clubs and publishing starting times that have been reserved for matches. Advice to visiting Clubs containing starting times is to be in the hands of those Clubs at least 10 days prior to the event to be played. It is recommended that other Host Club requirements and information be included such as: - Standard of dress both on the course and in the club house. - Availability of facilities such as showers, towels, catering, etc. - Additional specific course or club information as appropriate. -2 Days Receipt of Team Sheets: Confirm all visiting team sheets have been received. Team entry forms (including team advisor), preferably typed for legibility, correctly made out in order to play, and must be electronically forwarded to the Host Club and the Association by 10:00 AM on the Friday prior to the date of the match. Handicap Pennants entry forms must have the handicap index of all players listed on the entry form. Unless an exemption has been granted by the Executive Officer, late entries will be subject to a penalty of Forfeiture of any possible Bonus Point for that round. Inform the Association and the appropriate club of any team sheets that have not been electronically received by 10:00 AM. Print cards, for all players listed on the team sheets, and any additional club information such as local rules as appropriate. Ensure Local Rules in force are R&A approved Local Rules with unambiguous wording. If Clean and Place is in operation, the full R&A recommended Local Rule wording should be published so all players are aware of the correct process to follow. The minimum required wording that must be published on the card or Local Rules board is as follows: Clean & Place is in operation. 15cm on closely mown areas through the green. As per specimen Local Rule on page 143 of current Rules Book. Prepare Pennants Result Sheets with player names etc. And a Progress Points table in preparation for use on playing day. Result sheets are available through the Forms Download and Progress Points through the Golf Men s Pennants sheets on the Harbour Golf website.

3 -20 Min Plus Team Managers/Captains report to host club Official: Confirm team sheet as received is correct or amend with substitute/s as advised by team manager/captain. Notes: Any player may be substituted on or before the day of competition. If a player is replaced or withdrawn from any Pennants Team after the team list has been forwarded the following shall apply: (a) Nobilo/West Coast/Rangitoto - The substitute must play in the (b) vacated position. Sunderland/Kaipara Any substitute must play in the correct handicap order in the team. Failure to do so will result in disqualification. All changes must be done no later than 15 minutes prior to the scheduled tee time. Check any Association approvals for motorised assistance. Motorised assistance If a player or his caddie has a disability that requires the use of motorised assistance ensure they have written approval from the Association. If a player has an exemption, that does not automatically grant his caddie an exemption. If the exempt player chooses to have a caddie, the caddie must walk while the player rides unless the caddie has also been granted a medical exemption. Issue team score cards and any additional information (Local Rules) to team Manager/Captain -10 Min Announce Team Matches and call players to the tees: Captains to decide team honour by lot. Provide any additional information such as course conditions (Play the Lie Blue Tees, etc.), availability of Marshals, Spotters and Referees, etc. Remind players of requirement to maintain their place in the field and possible penalties for slow play. SLOW PLAY: A reasonable time for singles Match Play is deemed to be 4 hours 10 minutes per round. Players are to maintain their position in the field by keeping up with the group in front. If your group loses ground it is to be made up within the next couple of holes. Start Time Member of Match Committee controls the start on each tee: Remind players of requirement to be able to identify their ball and check the number of clubs in the bag. Confirm Playing Conditions Play the Lie, Blue Tees etc. Announce individual players to the tee ensuring they tee off in the correct order of team honour and position on the team entry sheet. Late Arrivals: If a player arrives at his starting point, ready to play, within 5 minutes after his starting time, the penalty for failure to start on time is loss of the first hole in match play. After 5 minutes, the penalty is disqualification.

4 During Play Course Marshalling: Have no less than two Marshals on each nine of the course if possible. The location of Marshals is entirely dependent on the nature of the golf course. If there are known areas that cause golfers difficulty and time ensure someone is placed in this location. Speed of Play - Marshals can also be roving meaning that they travel around looking to identify problem areas and gaps in the field and monitor the pace of play in accordance with item number 31 under Rules Governing NHGA Competitions. If possible it is recommended that marshals use golf carts as this makes the task a lot more effective. This is at the discretion of the clubs and the conditions. Monitor Conditions of Competition - Alcohol, etiquette, behaviour, etc. Monitor weather and playing conditions. Postpone play as necessary and abandon play for the day if required - (Refer Rule 33-2d Rules of Golf). Host Clubs shall have available a siren to signal players regarding the above. One prolonged blast on the siren will indicate that play is to be suspended and two such blasts will indicate that play is to resume. Three short blasts indicate postponement of play and players must return to the Clubhouse where the duration of the stoppage will be announced. Two prolonged blasts will indicate resumption. In the event of abandonment, three prolonged blasts will be sounded and play will not resume that day. Prepare clubhouse display of Result Sheets and Progress points for players to view on completion of play. Completion of Matches Resolve any claims or disputes: Notes: The player making the claim must have complied fully with Rule 2-5 of the Rules of Golf. Collect all players cards from the team Manager/Captain, ensuring they are signed and indicate a win/half/loss result. Complete the appropriate results sheet with win/half/loss results and points total including bonus points as appropriate. Each Team Captain or Manager shall be responsible for returning of their team s match play cards, correctly filled in and signed, to the Host Club Duty Officer promptly on completion of matches. The Team Captain or Manager must then sign the completed result sheet. No team points will be scored until all the team s cards are returned. Obtain signatures from team Captains to certify results as correct. Update points table from current round results Announce results - updated points - next venue, date, and draw and any other relevant information.

5 As soon as Practicable Forward all result sheets to Harbour Golf: The Host Club shall be responsible for advising results of all Pennants Matches to the association immediately after the matches are concluded via . Enter handicap Match Play cards for handicapping: NZ Golf does not require Off the Stick Match Play cards for Handicapping however they should be retained for a period in case of any disputes. Reminder When hosting North Harbour Pennants your club is being represented and critiqued by the level of success of the day s event. If the day is run well, the pace of play is acceptable, and all the players have a good time your club will create a favourable impression.

Players in any one season may play Pennants or Interclub competitions for only one Club within the North Harbour District unless a transfer is applied for and approved by the Association Match Committee. However, a player can represent another club for the Mixed Pennants Competition if they are also a full playing member of that club. Motorised assistance If a player or his caddie has a disability that requires the use of motorised assistance, ensure they have submitted medical documentation to and received written approval from North Harbour. - 2 Days plus Enter Team for next Round: Official North Harbour pennants team entry forms, available on the Forms Downloads Page are to be used for all pennants team entries. Team entry forms (including team advisor), preferably typed for legibility, correctly made out in order to play, and must be electronically forwarded to the Host Club and the Association by 10:00 AM on the Friday prior to the date of the match. Handicap Pennants entry forms must have the handicap index of all players listed on the entry form. Unless an exemption has been granted by the Executive Officer late entries will be subject to a penalty of Forfeiture of any possible Bonus Point for that round. Handicap (Sunderland/Kaipara) competition teams are to be entered in Handicap Index order, lowest at No. 1 and highest at No. If a player is replaced, the substitute will take his place in the team keeping the handicap index order intact. The maximum handicap index for this competition is 16.4.

Any player may be substituted on or before the day of competition. Players to check Local Rules Board or place where Local Rules in operation are officially published. -10 Min Manager/Captain Report to Starter: Confirm all team members are present and ready for their tee time. Decide first tee team honour with opposition team Manager/Captain. -5 Min Players report to Starter on appropriate tee: Introduce yourself to your opponent As necessary confirm playing handicaps and number of shots given/received. Identify ball type and identification markings to other players in your group Confirm playing conditions of the day with starter Play the Lie, Blue tees, etc. Start Time During Play Tee off in correct order as advised by starter: If a player arrives at his starting point, ready to play, within 5 minutes after his starting time the penalty for failure to start on time is loss of the first hole in match play. After 5 minutes, the penalty is disqualification. Observe the Rules of Golf and North Harbour Conditions of Competition: ALCOHOL: The consumption of alcohol on the course during any NHGA event is prohibited. Any player, or player's caddie, found in breach of this rule will result in disciplinary proceedings.

8 During Play MOTORISED ASSISTANCE: Motorised assistance If a player or his caddie has a disability that requires the use of motorised assistance ensure they have written approval from the Association. If a player has an exemption, that does not automatically grant his caddie an exemption. If the exempt player chooses to have a caddie, the caddie must walk while the player rides unless the caddie has also been granted an exemption. DISTANCE MEASURING DEVICES: In North Harbour Golf Association competitions a player may obtain distance information by using a device Range Finder or GPS - that measures distance only. Players should read and fully understand the implications of General Rule 32 in the reference documentation. ETIQUETTE: Players are to conform to the etiquette of the game of golf and maintain their integrity. Do not shout, throw clubs, nor use abusive or bad language. Be polite and do not argue with club officials. Ensure any use of electronic devices does not distract or annoy other players. SLOW PLAY: Maintain your position in the field by keeping up with the group in front. If your group loses ground catch it up within the next couple of holes. 5 hour plus rounds have become the norm for pennants match play in North Harbour when this should be well under 4 hours. Reference (a) rule 31. A reasonable time for singles Match Play is deemed to be 4 hours 10 minutes per round. Pennants Team Managers are to make sure their players are aware of these requirements and are responsible for ensuring they are adhered to. RECORD HOLE RESULTS: Ensure the result of each hole is agreed with your opponent and recorded on your score card strokes taken by each player and win/half/loss result. If a dispute on rules arises that cannot be resolved by the players call an official if available. Do not delay play if one is unavailable, make a choice on how you wish to proceed and play without delay. Ensure all claims are made in accordance with the procedure explained in Rule 2-5 of the Rules of Golf. Completion of Match Player confirms result with opponent, ensures the card is annotated with a match win/half/loss result, checks it is signed by both parties and returns it to his team manager/captain Manager/Captain collects all team score cards, ensures they are completed correctly and returns them to the host Club official. Check the match result sheet has been filled out correctly and attest to this by signing in the appropriate place.
