The acceptance of a Club s nomination(s) to compete in the District s Pennant Competition is contingent upon the availability of its course to host pennant rounds. 2 Eligibility a) A Player wishing to compete in the Pennant Competition may play for any Club of which she is a Financial Member provided her Home Club lies within the B&DLGA Inc area. b) Home Club is where her handicap records are held on Golf Link. c) A player must hold a current Golf Australia Handicap. d) The minimum age for the Pennant Competition is 15 years on the first day of Competition. e) The maximum age for the Junior Pennant Competition is under 18 at the start of the Competition. f) There will be a minimum of 5 teams and maximum of 7 teams per division. Where possible every Home match will be a BYE. g) The 2019 Pennant season will comprise of the following divisions: GOLD 1 & 2 SILVER 1 & 2 BRONZE Shall commence on FRIDAY 22FEBRUARY WEEKEND 1 & 2 Shall commence on SUNDAY 24FEBRUARY JUNIOR PENNANTS Shall commence on SUNDAY 03FEBRUARY h) A player may participate in only ONE Pennant Competition in a calendar year. Exceptions to i): a. A junior girl may compete in another Pennant Competition including Junior Pennant, providing she meets the appropriate criteria. b. A player may play up into a higher division to fill in on ONE (1) occasion only. c. No Registered Player may play in any lower division at any time. d. Only 1 team per club per division is permitted on a first in best dressed basis e. WEEKEND PENNANTS is regarded as a separate competition. WEEKEND PLAYERS may not play in FRIDAY PENNANTS or fill in for FRIDAY PENNANTS. Similarly, a Registered FRIDAY PENNANT Player may not play WEEKEND PENNANTS or fill in for WEEKEND PENNANTS. i) All teams will comprise 5 players with the exception of JUNIORS who will have teams of 3. j) A Club may enter two (2) teams in the JUNIOR PENNANT competition. k) Composite Teams may be submitted in the JUNIOR PENNANT competition. l) At the end of the season the 1 st and 2nd placed teams may be promoted to a higher division and the last 2 placed teams may be relegated to a lower division. m) If more than 7 teams nominate for any division it may be zoned North & South to accommodate teams. 2
3 n) If a registered player has played 3 matches in any division and her GA handicap moves either up or down during the season they may still play in the division for which they are registered. They must play using their current GA handicap on the day. o) If a Club plays a non-registered player in a higher division, that player may still play in a lower division. The match played in the higher division will then be regarded as their one allowable play-up. Player Registration Form (PRF) The Player Registration Form MUST be submitted to the B&DLGA as early as possible but no later than the first scheduled match for that division. The PRF MUST list a minimum of 5 players for that team. The PRF MUST contain all details as requested. Reserve Players may be listed but must be clearly indicated as a RESERVE PLAYER. Failure to submit the PRF by the deadline will mean the team is not registered and therefore may not be permitted to play in the pennant competition. If a Club plays a non-registered player in a higher Division, that player may still play in a lower Division. The game played in the higher Division will be regarded as the one allowable play-up. 3
4 Additional Regulations Additional Regulations for GOLD 1 All matches will be played OFF THE STICK. The maximum handicap of any player is GA12 Order of Play will be 1/2/3/4/5 Additional Regulations for GOLD 2 All matches will be played OFF THE STICK. The handicap range of any player is MINIMUM GA 8 to MAXIMUM GA16. Order of Play will be 1/2/3/4/5 Additional Regulations for SILVER 1 All matches will be played OFF THE STICK The handicap range of any player is MINIMUM GA 10 MAXIMUM GA19 Order of Play will be 1/2/3/4/5 Additional Regulations for SILVER 2 All matches will be played OFF THE STICK The handicap range of any player is MINIMUM GA16 MAXIMUM GA24. Order of Play will be 1/2/3/4/5 Additional Regulations for BRONZE All matches will be played with FULL HANDICAP DIFFERENCE The handicap range of any player is MINIMUM GA 21 MAXIMUM GA29. Players with a GA higher than 29 may play in the competition but must play using the max GA 29 Order of Play will be 1/2/3/4/5 Additional Regulations for WEEKEND 1 All matches will be played OFF THE STICK The handicap range will be to a Maximum GA16 Order of play will be 1/2/3/4/5 Additional Regulations for WEEKEND 2 All matches will be FULL HANDICAP DIFFERENCE The handicap range will be Minimum GA12 to a Maximum GA28 Order of play will be 1/2/3/4/5 Additional Regulations for JUNIOR Pennants a) All Matches will be Handicap Match Play, with the ¾ (Three Quarter) handicap difference in handicaps to apply. b) The maximum handicap of any selected team member is a GA Handicap of 32. c) The winning team will receive a felt pennant, and all players who have played for the winning team will receive a memento. 4
5 General Conditions a) The Rules of Golf as adopted by the R&A Rules Limited will apply, together with such Local Rules of the Club on whose course the match is being played, which are approved by the B&DLGA Tournament/Pennants Committee. Matches shall be played according to the Official Draw and the placement of teams in all competitions will at the discretion of the B&DLGA Inc Tournament/ Pennants Committee. b) The Team Captain may be a playing or a non-playing member. Should the Captain be a playing member of the team the team may appoint one additional person who may give advice to members of that team. The opposing Team Captain must be notified if such a person is present. c) A Professional, Trainee Professional or ex-professional (minimum 2 years since being a Professional) are NOT permitted to caddie for any player in any Pennant Competition. d) A Player shall be at the Tee and ready to play when her match is called by the starter on the tee or, in the absence of a starter, when her match is deemed ready to commence. e) Matches finish after play of 18 holes i.e: if the match is square after 18 holes the match is a draw. f) In the event of bad weather the Pennant Co-ordinator, in conjunction with the Host Club Captain, will make a decision a MINIMUM OF 12 HOURS prior to commencement of play whether or not play will proceed. Team Captains will be advised by and/or text message of the decision and it will be their responsibility to then inform all players accordingly. At the same time, the B&DLGA website will also be updated. g) AFTER PLAY HAS COMMENCED.the course must be deemed unplayable by the Host Course Superintendant or Host Club Captain before play can be called off. If dangerous conditions prevail i.e Lightning the Host Club Captain may either suspend play for a reasonable time or cancel matches. At all times the safety of players and their caddies must be taken into consideration. The decision to cancel matches must be advised as soon as possible to all Captains present and the B&DLGA Pennant Committee. Scores for matches already finished before the cancellation will stand and any cancelled matches will be allotted 1 point per player per team to give a final result for the match. h) In the event of SUDDEN (over-night) bad weather that makes courses unplayable the home club Team Captain will notify the Team Captains as soon as possible to inform them of the cancellation of play for that day. It will then be the responsibility of each Team Captain to notify their players of the circumstances. A match will only be cancelled if the course is not playable. i) If a match is cancelled it MAY be re-scheduled at the end of the season on the proviso that the original host venue is available. If the host venue is not available the match will be scored with each team awarded 1 point and 2.5 games. If it was a BYE match then the home or BYE team will not be awarded any points. j) Points will be allocated as follows: a. Two (2) points for a Team Win; b. One (1) point for each Team for a Draw; c. Zero (0) points for a Team Loss. k) Should there be a Tie in any Division a count back will be done, initially on the overall number of individual matches won: if still tied, when the teams played each other. l) Each Division winner will be awarded a Silver pennant AND a Felt pennant. 5
6 Mobile Phones & Electronic Devices a) Mobile phones must be OFF or in Mute Mode at all times whilst playing a match. If there are extenuating circumstances that might need the player or caddy to be contacted urgently then common sense should prevail advise your opponent, seek agreement, use texting only, do not engage in lengthy conversations. Wait till after you finish or at the 9hole turn to respond. Without prior consent from your opponent the use of mobile phones on course by either a player or caddy is a breach of etiquette. Penalty: First occasion loss of hole being played; subsequent occasion loss of match. b) The use of approved electronic measuring devices is permitted and must be declared and shown to the opponent prior to the commencement of the match. c) The use of a mobile phone as a GPS device is not permitted. d) The use of Lasers that show contours of fairways and/or wind direction is not permitted. e) When using any Distance Measuring Device players and caddies should be aware of Pace of Play and not take excessive time when checking distances. Motorised Carts There are no longer any restrictions on the age or use of motorised carts. At the commencement of the Pennant Season the B&DLGA will attempt to negotiate Member hire rates for buggy hire but will not be responsible for any rates charged by Clubs. Please ensure that only one person is responsible for booking Cart/Buggy hire at each course to avoid duplication of bookings. Drug and Alcohol Policy A competitor shall not knowingly make use of any drug to enhance her performance. Infringement of this condition may mean disqualification. The consumption of alcohol by players and caddies on the course during a stipulated round is strictly prohibited. The penalty for breach of this condition is loss of match. 6
7 Team Lists a) The Team List shall name the players with their handicaps as determined by the GA Handicapping Regulations. b) The list should show both the GA Handicap and the Playing Handicap for the course being played. c) Order of play shall be in Playing Handicap order with the lowest handicap player to hit off first, ie: 1/2/3/4/5. The Team Captain or designated person shall exchange Team Lists in handicap order not less than 10 minutes prior to the scheduled starting time for that match. d) Once Team Lists have been exchanged they may only be amended if Exceptional Circumstances occur. If these exceptional circumstances occur, the 2 team captains may agree to play players out of order. If agreement cannot be reached then a B&DLGA representative may be contacted for resolution. e) Please use the Template provided in this Handbook. Forfeits a) Should a Club find it is unable to field the full team of players, the Team Captain must contact the Opposing Team Captain and inform her of the number of players in the team. The player receiving the forfeit wins the match and all players must still play in correct order. b) A player who is not ready to play when her match is called by the starter on the tee; or in the absence of a starter, when her match is deemed ready to commence, the Penalty is forfeit of the match. All subsequent players must move up, with the forfeit being awarded to the last player to hit off unless Exceptional Circumstances exist. c) If a player plays in an incorrect position in the team that player will forfeit her match and all subsequent matches will be forfeited. d) The penalty for a breach of the GA Handicapping Regulations shall be the FORFEIT OF THAT MATCH AND ANY OTHER MATCHES WHICH ARE THUS WRONGLY PLACED. The Opposing Team shall thereby gain the forfeit(s) and the points for any match or matches so affected. e) If, during the season, a Club s circumstances change so that it is unable to continue participating, all points for and against that Club are cancelled. f) A Club will not give an Opposing Team a walkover if it is able to raise three (3) players for all divisions or two (2) players for Juniors. g) A FORFEIT, once given, cannot be recalled unless all matches on the day are cancelled. Exceptional Circumstances The following guidelines outline valid circumstances where Exceptional Circumstances can be accepted. A time limit of 30 minutes from the scheduled tee time of the first player will apply to allow the player to arrive. Major accident: A major accident is one which involves multiple collisions and closures of major traffic routes or highways. Unforeseen mechanical problems requiring assistance: eg: Car will not start - flat battery or flat tyre. NOTE: Getting lost and heavy traffic are not considered as valid reasons. It is considered players should leave sufficient time to allow for any of the above contingencies. 7
8 Contravention of Regulations a) If a team is seen to be contravening Regulations, the Captain of any team may bring the matter up within 48 hours to the attention of the B&DLGA Inc. Tournament/Pennants Committee. b) The Dispute Resolution Procedure is to be followed when making a protest. c) The B&DLGA Inc Tournament/Pennants Committee will investigate the circumstances of the complaint and decide on what course of action must be adopted. d) The decision of the B&DLGA Inc Tournament/ Pennants Committee shall be final Duties of Pennant Captain a) Check your team s scheduled starting time in the Official Draw and ensure all your players know the time they should arrive. b) Consult with the Club Handicap Manager and each player to ascertain handicaps are correct and the Players are in the correct position in the team. c) Prepare four (4) copies of the Team List in the order of play. One list is for the Opposing Captain, another for the Hostess and the third for the Starter. d) The name of the Team Captain (Playing or Non-Playing) must appear on the list. A contact phone number for the Team Captain is requested for the official result sheet. e) Ensure all players have read the Regulations and are carrying a Rules of Golf book. f) Ensure Team Lists are handed in at least ten (10) minutes prior to the scheduled hit-off. g) Remind players to read the Local Rules Board. h) Introduce player to opposing player. i) The Club listed first in the draw has the HONOUR. j) Notify your Club Captain of the result. k) SIGN THE RESULTS SLIP BEFORE LEAVING THE VENUE. Contact Phone Number requested on the result sheet. l) If a team has a Non-playing Captain then that person s duties are the same as above. m) A Non-playing Captain may give advice to players. n) Brief all players with regard to Pace of Play and use of Distance Measuring Devices. o) To foster better inter-club relations, team members should be encouraged to enjoy the post-match time by sitting with their opponents rather than in their own club groups. p) Ensure that only one person is responsible for booking Cart/Buggy hire at each course. 8
9 Duties of the Club Captain / Hostess Ensure that Player Registration Forms are collected at the commencement of the pennant season and forwarded to the B&DLGA Secretary. a) Check the B&DLGA website for amended draws. b) Advise all players/team captains of any amended draws. c) Ensure a copy of the current Pennant Regulations is available at the venue. d) Ensure that all details recorded on the Team List is current and correct. e) Check that the Local Rules are prominently displayed. Attach a copy of any additional Local Rules to the scorecard. Local Rules given in writing on the day will over-ride any other advice given. f) Ensure that Slow Play is monitored and that all players are aware of the Local Rules regarding call-up on Par 3 s. g) Provide visiting teams with the required number of scorecards that clearly indicates the Match Indexes per hole. h) Ensure that the GA Handicap and Course Slope Index Sheet is in a prominent position and all players are aware of the Slope Rating for the course being played. i) Ensure the Starter has Starting Sheets and knows the correct intervals between matches. j) It is the responsibility of the Venue Club to ensure that the pennant matches proceed uninterrupted. k) Write names, handicaps and results of matches on a display board in the Clubhouse. l) Fill out the Official Results Form and ensure all Team Captains sign it before leaving. In the event of any queries or problems arising on the day, firstly refer to the Pennant Regulations, and if still unsolved, contact a Tournament/Pennant Committee Member of the B&DLGA Inc. m) Fax or Scan and Result Forms ASAP after the finish of play to the appointed member of the B&DLGA Inc. n) To foster better inter-club relations, team members should be encouraged to enjoy the post-match time by sitting with their opponents rather in their own club groups. o) If at all possible provide a Marshall on-course to keep players and caddies reminded of and to AVOID SLOW PLAY 9
10 Duties of Players a) Know the Rules of Golf and be familiar with the current Pennant Regulations as forwarded to your Club and/or advertised on the B&DLGA website. b) It is strongly recommended that you arrive at the Venue at least 15 MINUTES PRIOR TO THE TEAM S SCHEDULED HIT-OFF TIME. Remember, the Venue Club has allotted these times and cannot hold them for late players. (Rule 6-3a) c) Confirm your Handicap ensuring that your place in the team order of play is correct. d) You should play without undue delay (Rule 6-7) and be aware of Local Rules regarding Slow Play and call-ups on Par 3 s. e) Players are reminded that they are responsible for their caddie adhering to the Rules of Golf, Pennant Regulations and the dress requirements of the Venue Club. (f) It is the Player s responsibility, NOT their caddie, to resolve any rules disputes that may occur during the match. g) If there is a dispute in any match, players must declare that they are in dispute, but continue their match until all possibilities of a result can be determined. This will be viewed by the B&DLGA Inc Tournament/Pennant Committee. h) When using any Distance Measuring Device players and caddies should be aware of Pace of Play and not take excessive time when checking distances. a) If the host Club has a Marshall on-course to police SLOW PLAY please be mindful of their duties and responsibilities.be courteous and heed their warnings! Everyone wants to enjoy their match in a reasonable time-frame. 10
11 Dispute Resolution Procedure It is the intent of the B&DLGA that this competition is to be played within the spirit of the game of golf, and that a dispute is to be brought before the Tournament/ Pennant Committee of the B&DLGA, only if it cannot be resolved during the game, or at the venue. Furthermore, if a match is declared in dispute during play, the match shall continue until all possibilities of a result can be determined. On the rare occasion that a dispute needs to be referred to the B&DLGA Inc Tournament/Pennants Committee, the following procedures are to be used as a guideline: 1. Lodgement of the dispute to the B&DLGA Pennant Committee should be done as soon as possible and within 48 hours of the completion of the match. Disputes either written or orally received after 48 hours will not be accepted. 2. On the day of play, lodgement can take the form of verbal communication, but it is to be followed by a written submission. 3. Any subsequent lodgement within the time restriction needs to take the form of a written submission. 4. A copy of the complaint will be provided to the opposing team captain by the B&DLGA Inc Tournament/ Pennants Committee or its representative. 5. The opposing Team Captain will be given the opportunity of a timely right of reply. 6. The B&DLGA Inc Tournament/Pennants Committee will decide on what course of action will follow. If a meeting of the two parties is required, it will be at a mutually agreeable time. 7. The decision of the B&DLGA Inc Tournament/Pennants Committee is final.
