9 New Rules 2019 Jan. 1st. Lots of Rule Changes 1. Dropping Procedure: When taking relief (from abnormal course condition or penalty area, for example), golfers will now drop from knee height. 2. Measuring in taking relief: The golfer s relief area will be measured by using the longest club in his/her bag (other than a putter) to measure one club-length or two club-lengths. 3. Removing the penalty for a double hit: The golfers will simply count the one stroke they made to strike the ball. Also, if a ball in motion is accidently deflected by the golfer or their equipment, there will be no penalty and the ball will be played from where it comes to rest. 4. Balls Lost or Out of Bounds: Alternative to Stroke and Distance: A new Local Rule will now be available in Jan. permitting committees to allow golfers the option to drop the ball in the vicinity of where the ball is lost or out of bounds (including the nearest fairway area), under a two-stroke penalty. The local rule is not intended for higher levels of play, such as professional or elite level competitions. 5. Elimination or reduction of ball moved penalties: There will be no penalty for accidentally moving a ball on the putting green or in searching for a ball: and a player will not be responsible for causing a ball to move unless it is virtually certain that her or she did so. Go to USGA.org/rules to download the new rules app 6. You now will be able to fix spike marks. 7. Only 3 minutes to look for lost ball. 8. Hitting a ball into a water hazard is now called penalty area. You are free to touch/move loose impediments and ground your club, you still cannot put your club down toimprove the conditions for the stroke. You can move loose impediments in bunkers too, although touching the sand in a bunker in front of or behind the ball is still prohibited. 9. You can now play a club that has become damaged in any fashion. If you caused the damage, however, you can t replace the club with a new one. 10. No penalty for hitting the flag stick when putting. 11. Courses may implement a Local Rule (not for competition) that offers an alternative to the stroke and distance penalty for lost balls or shots hit out of bounds. A player may drop a ball anywhere between where the original ball was believed to come to rest (or went out of bounds) and just into the edge of the fairway, but no nearer the hole. The golfer takes a two stroke penalty and plays on instead of going back to the tee and hitting another ball.
