The assessment was conducted over two separate days due to time constraints. This assessment was brought about at the request of the HOA and several concerned citizens who live in the area. Also note that this was necessary largely due to the Golf course closing and we have a major drainage conveyance through this system (Bay Road outfall). Our assessment is largely based on how well the system is maintained and if there are any major blockages (trees, bushes, and debris) in the ditches that could cause flooding. We were not there to assess the condition of the greens and fairways which were in need of cutting since this did not affect the drainage. The first assessment took place on May 12, 2016 at which time holes 13, 14 and 15 were assessed as well as the drainage ditch leading from Bay Road to the outfall structures at Blue Heron Blvd. At this time, we found the majority of the ditches were in very good shape - the only issues found were on the 13 th hole adjacent to Bay View Golf Villas. It appeared that there were numerous blockages from trees and bushes overgrown in the ditch. It also appeared as if it had not been maintained for many years. The other perimeter ditches were found to be clear of any major blockages - it was apparent that the homeowners were taking responsibility of the ditch behind their houses and keeping it maintained. The Bay Road ditch was in need of some minor repair and it would benefit for the ditch to be widened at the point it comes onto the 13 th hole. It was apparent that the course had not been cut for some time but the ditches still looked to be in very good condition. The Pond on Hole 16 has filled in with sediment but not to the point that it is affecting flow. The outfall structure is in good shape but now that the ponds are not being used for irrigation and there are concerns for flooding I would highly recommend that a

2 board be removed from the weir to allow the pond to drop 6 inches. This would allow more storage capacity in the ponds and the adjacent ditches. The second part of the inspection was completed on May 19, At this time, the rest of the course was assessed. At some time since the previous visit the course had been cut. The fairways were not cut, just the perimeter of the fairways. This was a little unsightly but did not affect the drainage. There were only a few issues seen at this time and they were areas that abutted Cypress River Plantation. The areas that appeared to have poor drainage were largely due to the yards and fences built out into the course and not graded properly. Thomas B. Roth Deputy Stormwater Manager
