1 Current Rules 2019 With the opening of the season, every IVGC and IVGCL Golfer should read and understand the following important information that applies to our play throughout the 2019 season. Every player should show up at a golf course intending to play the game under the USGA Rules of Golf, which you should all be familiar with. Where appropriate, the USGA allows for the local committee to establish local rules to deal with local conditions. Our 2019 IVGC Rules Committee, Ed Summers, Doug Baker, Jerry Diamond, Bob Pike and Travis White. Although there are 34 rules in the Rules of Golf we would like to mention a couple of important, new, or revised rules. These include the most important rule in golf, Rule 13; Ball Played as it Lies. Preferred Lies USGA Rule 13; Ball Played as It Lies Important: Due to early course conditions and until further notice, we will be using preferred lies (a.k.a. 'Bumping the ball'), on a ball lying in your own fairway. The procedure is; If you are in the fairway of the hole you are playing you may find the nearest piece of playable turf, within reasonable distance and no nearer to the hole, to play your shot from. Summary of the Major Changes in the Rules of Golf for 2019 Ball at Rest

2 Ball moved Player accidentally moves his/her ball or ball marker on the putting green or during search No Penalty -- Replace the ball on its original spot. Ball Replaced How to replace the ball lying off the putting green when it moves, and its exact original spot isn t known. Replace the ball on it s estimated spot; if that spot was on, under or against attached natural objects, replace the ball on that spot on, under or against those objects. Standard for deciding whether the player caused his/her ball to move; The player will be found to be the cause only it is known or virtually certain (meaning at least 95%) to be the case. Ball in Motion Accidental Deflection Player s ball in motion accidentally hits player, caddie, person attending flagstick or the or the attending or removing flagstick No Penalty Double hit Player accidentally hits the ball more than once during a stroke No Penalty Taking relief Where a ball must be dropped. The ball must now be dropped from knee height and always stay in the relief area where it was dropped. If the ball comes to rest outside of the relief area the player will drop a second time in the relief area. If the ball again comes to rest outside the relief area, the player will place the ball where the ball touched the ground on the second drop. Measuring the size of the relief area where the ball must be dropped and played The relief area is measured by measuring 1 or 2 club lengths.

3 Club-length Now to measure out a club length, the longest club in your golf bag (except for the putter) must always be used. Lost ball -- Search time allowed to search for a ball is only 3 minutes Substituting ball A player may always substitute a ball when taking relief. Embedded ball Taking relief for a ball embedded in its own pitch-mark. A player may take relief without penalty for an embedded ball anywhere in the general area (new term for through the green ) unless a Local Rule has been adopted restricting relief only to areas cut to fairway height or less. The general area is the new term for through the green Areas of the Course -- Putting green Replacing a ball on the putting green when it moves from its spot after it already had been lifted and replaced. The ball must always be replaced on its original spot, even if it was blown by the wind or moved for no clear reason. Repairing damage on the putting green A player can repair almost any damage (including spike marks and animal damage but not including natural imperfections) on the putting green. Player touches the line of putt or touches the putting green in pointing out the target No Penalty, so long doing so does not improve the conditions for the player s stroke. Putting with an unattended flag stick No Penalty if a ball played from the putting green (or anywhere else) hits the unattended flagstick in hole.

4 Penalty areas Area the Committee may mark as a penalty area (where relief with 1 stroke penalty is allowed) Red and yellowmarked areas penalty areas may now cover areas of desert, jungle, lava rock, etc., in additional to areas of water. Player moves loose impediments, touches the ground with hand or club or grounds the club in a penalty area when the ball is in the penalty area No Penalty Expanded use of red-marked areas Committees are given the discretion to mark all penalty areas as red so that lateral relief is always allowed (but they may still mark penalty areas as yellow where they consider it appropriate) Elimination of the opposite side relief option for red penalty areas A player is no longer allowed to take relief from a red penalty area on the opposite side from where the ball last entered that penalty area, unless the committee adopts a Local Rule allowing it. Bunkers Player moves or touches loose impediment in a bunker when the ball is in the bunker No Penalty Player touches the sand in a bunker with his/her hand or club when the ball is in the bunker No Penalty except when the player touches the sand (1) with his/her hand or club to test the conditions of the bunker, (2) in making a practice swing, (3) with the club in the area right behind or in front of the ball or (4) in making the backswing for the stroke.

5 Unplayable ball relief options A player may take relief outside the bunker back on the line from the hole through where ball was at rest for 2 penalty Strokes. Equipment -- Damaged clubs Use of clubs damaged during a round A player may keep using any damaged club, no matter the nature or cause of the damage, even if the player damaged it in anger. Adding clubs to replace a club damaged during round A player may not replace a damaged club, unless the player was not responsible for the damage. Other equipment Use of distance-measuring devices (DMD s) The use of DMDs is allowed, unless a Local Rule has been adopted prohibiting their use. Playing a ball -- Advice and help Caddie standing behind a player to help with the player s alignment -- A caddie is not allowed to deliberately stand on or close to the extended line of play behind a player while the player is taking his/her stance until the stroke is made. Caddie lifts and replaces the player s ball on the putting green A caddie may lift and replace the player s ball on the putting green without the player s specific authorization to do so. When to play during a round --Pace of play

6 Recommendation on how to play promptly Recommends that players make each stroke in no more than 40 seconds, and usually in less time. Playing out of turn in stroke play No Penalty (as today), and ready golf is encouraged when it can be done in a safe and responsible way. New alternative form of stroke play A new Maximum Score from stroke play is recognized, where a player s score for a hole is capped at a maximum score (such as two times par, a fixed number or net double bogey) that is set by the committee. Match play If the ball strike opponent in match play the ball must be played as it lies; you can no longer choose to cancel the stroke and repeat the stroke (except for on the green) Wrong green Player is not allowed to play shot from the wrong green, you now must take a free drop if the ball is so close to the green that you would have to stand on it. Ball hits the player or equipment -- Player behavior Standard of conduct Playing in the spirit of the game Explains and reinforces the high standards of conduct expected from players and gives Committee the discretion to disqualify players for serious misconduct. Code of players conduct Committees are given authority to adopt their own code of players conduct and to set penalties for the breach of the standards in the code. Integrity

7 Eliminating announcements requirements before lifting a ball under certain Rules When a player has good reason to mark and lift a ball to identify it, check for damage or see if it lies in a condition where relief is allowed (such as to see weather it is embedded), the player is no longer required first to announce to another player or his/her marker the intent to do so or to give that person an opportunity to observe the process. Player s reasonable judgement and measuring under a rule When determining a spot, point, line, area or other location under a Rule, a player s reasonable judgement will not be second-guessed based on later evidence (such as video review) if the player did all that could be reasonably expected under the circumstances to make an accurate estimation or measurement. Anchoring Club Reminder USGA Rule 10-1b; Prohibition on Anchoring the Club While Making a Stroke. Since most clubs will be enforcing this new rule we will be enforcing it as well. As of January 1, 2016, this rule prohibits anchoring the club during the stroke either directly or by using an anchor point. Penalty is loss of hole in match play or a two-stroke penalty in stroke play. Note 1: The club is anchored "directly" when the player intentionally holds the club or a gripping hand in contact with any part of his body, except that the player may hold the club or a gripping hand against a hand or forearm. Note 2: An "anchor point" exists when the player intentionally holds a forearm in contact with any part of his

8 body to establish a gripping hand as a stable point around which the other hand may swing the club. Maximum Clubs Reminder USGA Rule 4-1c: Maximum of Fourteen Clubs: IVGC will enforce this Rule for IVGC tournaments, Wednesday play. and away day events. A few Rules to remember: 1. Practice putting: not permitted on the green you are about to putt on. Penalty in Match play: loss of hole. Stroke play: 2 strokes. 2. Gimmies: although not allowed, they happen. To be fair to the field keep them inside the leather Club Rule: practice clubs should not be in your bag. 4. Loose impediments: In the rough areas where we have pine needles, rocks, etc., players will sometimes use their feet, a club, or their hands to clear the area behind and in front of the ball. Many times, they are moving loose soil which is prohibited. Loose impediments are the only things allowed to be removed. Penalty: Match play, loss of hole. Stroke play: 2 strokes. 5. Pace of Play: Choose your set of tees according to your ability --- Play ready golf tee to green --- Drop your partner off at his ball and drive to your ball --- Use rules with discretion. take no more than 3 minutes to look for a ball, drop and hit --- While others are putting, prepare for your putt. Order of Play Our official IVGC Local Rules for the 2019 Golf Season: USGA Rule 10; Order of Play For the purpose of speeding up our play we will continue to waive Honors

9 provisions of Rule 10 that relate to honors and order of play. In Home, the player who is ready to hit should hit even though that player may not have the honors or that player may not be the furthest from the hole. Examples: Teeing Ground: As soon as you get to the next teeing ground, any player who is ready to hit should go ahead and hit. Through the Green Through the Green: If a player is ready to hit (safely) he should hit even though he may not be the player furthest from the hole. Putting Green: Even though a player may not be furthest from the hole, if he is ready to putt and the further player is not, he should go ahead and putt. Exceptions to Ready Golf in all IVGC events: Our Match Play competitive events to include the Desert Rats versus Mountain Men Match Play Competition, the IVGC versus TIGC Match Play Competition, and our IVGC Match Play Championship. At these events, we may note that Honors will be honored, and Order of Play will be adhered to as appropriate. All other play: Play Ready Golf; it definitely speeds up play. Caddies Reminder USGA Rule 6-4 Caddie. IVGC will adopt the note to this rule, which allows the handicap committee to approve the use of a caddie in any event two weeks prior to the event. Measuring Devices USGA Rule 14-3; Artificial Devices (Measuring Devices). The USGA does not officially permit the use of artificial measuring devices but makes a note that the local committee may make a Local Rule allowing players to use

10 devices that measure or gauge distance only. IVGC Local Rule; Artificial Measuring Devices: Use of artificial measuring devices (of any type) is permitted and scores achieved with the use of these devices should be posted. If, during a stipulated round, a player uses a distancemeasuring device to gauge or measure other conditions that might affect his play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule Immovable Obstructions Where USGA Rule 24-2; Immovable Obstructions does provide relief if your ball lies in or on the obstruction, or when the obstruction interferes with your stance or the area of your intended swing (the path of your club head), it does not provide relief if the sprinkler head(s) are simply in your intended line of play unless a local rule is adopted. Local Rule Local Rule: Through the Green Relief for the bridge on Hole #12. IVGC Local Rule for Sprinkler Head Covers around the Green (interfering with your putt or chip to the hole): (which is consistent with the Championship Course Local Rule) also referred to as the '2 by 2' rule: If the obstruction (sprinkler head) is in your intended line of play, and, * Your ball is within two club lengths of that sprinkler head, and * That sprinkler head is within two club lengths of the green, then * You may take relief. Determine the spot that provides the nearest point of relief, then drop a ball at the nearest point to where the ball lay that (a) is not nearer the hole, (b) avoids intervention and (c) is not in a hazard or on a putting green. This means you will be dropping at a spot several

11 inches away from the intervention by the sprinkler head. You are not provided a club length of relief. If your drop does not provide relief (the ball bounces into a similar lie), you must re-drop and if intervention of line of play still exists, the ball is placed where it first struck the ground. Tee Selection The Championship Course Tees we play from in 2019: We will be playing our Wednesday events from your choice of Five tees: Blue, Combo (Blue/White), White, Combo (White/Gold) and Gold. The tees we play from in Tournaments will be announced by the Tournament Chair and Rules Committee. Course Rating Differential for play from different Tees: In choosing your tees, keep in mind that your Course Handicap for the course (tees) you are playing will be adjusted by the difference in the course rating of the courses in play for that event. This is in compliance with the USGA Rules of Golf (Rule 3.5; events played from different tees) and is administered under ForeTees for our IVGC Championship Course Events. To both determine your course handicap and to view your handicap when different tees are used, go to Rule 3-5 Index Analysis The tees you are playing from on Wednesday's are maintained in the ForeTees system and will be printed out on your scorecard. Changing Tees If you change your mind before or during the season, you must notify the Rules Committee (Ed Summers, Doug Baker, Jerry Diamond, Bob Pike, Travis White and/or Kyle Thornburg) and we will have your tee choice changed in the ForeTees database.

12 You must provide at least one-week notice of this change. Action: * New Members: Notify Ed Summers, Doug Baker, Jerry Diamond, Bob Pike and/or Travis White) of the Tees you will be playing in our 2019 Championship Course events. We need to enter those tee choices in ForeTees. Pace of Play in 2019: Over the past three seasons, we have made tremendous progress in improving our pace of IVGC play. Almost all our play is now completed in under four hours. Our IVGC guidelines remain the same: * Four golfers should finish a round of golf in four hours or less, the industry standard. Disregard the Championship Course guideline of 4 hours and 15 minutes; it applies to all play and it takes into account the many visiting players that have never played the course. The vast majority of our players are 'with our pace-of-play program'. We will continue to 'work' with those who are slow with expectations they will improve their pace of play. Posting Scores Posting Scores: The individual player is responsible for posting each and every score played with the exception of official IVGC Tournaments (i.e. Wednesday play, Men's Invitational, Member-Member, and Director's Cup). Post all your scores unless we announce that the scores for that event (a Tournament event) will be posted by the Handicap Chairman.
