Chelsea The Facts Chelsea is available to serve you 24 hours a day, 7 days a week. Except between the hours of 3 PM and 5 PM daily. Statistics show that the most popular (heaviest used) times for the Chelsea System are between the hours of 5 PM and 8 PM. If you call and get a busy signal, the system is in use. If you get the Welcome message and a busy signal, your phone is set on pulse instead of tone. You must have a touch-tone phone and it must be set on tone. If your home phone system has call waiting and you attempt to use it while using Chelsea, the system will hang up on you. Once you have been connected and there is no activity for a 30-second period, Chelsea will hang up on you. How many telephone calls can we handle in a day? Remember, since this is not a first come first serve system, the time of the call is important. Therefore, members have the ability of calling whenever the club has the system running. There is no peak calling time. An average call is approximately 35 seconds. How does the system handle duplicate sign-ups? Duplicate sign-ups will be rejected at the time of the attempt. What is preferred placement? Preferred placement is a methodology whereby members receive tee times. At Heritage Palms, the method of Preferred Placement used is play history. Play History Placement is based on the last 10 days. The system assigns one point for each round of golf a member plays and one point for each guest that a member brings to play. The total number of rounds a member played plus guest plays with the last ten (10) days is added to a team total. The total is then divided by # of players in the team. For Example: Today s date is April 14. Number of Plays Charged between April 4 and April 14: Member A 10 Member B 0 Member C 20 Member D 10 Total 40 Divided by # of Players 4 Average Team Total 10 11

Chelsea The team with the lowest average team total gets placed first, the second lowest second, and so on. Two teams with the same average number of plays are decided by random numbers assigned by the computer. Why is preferred placement better than first come, first serve? 1. Preferred placement is fair and equitable because it places the teams based on play history. 2. Tee time requests can be made any time at the member s convenience. No more long lines in front of the Pro Shop three days in advance, or members being put on hold for twenty minutes while other members make a tee time. 3. Member arguments regarding placements and favoritism have no basis. The member questioning his placement can look at the points of all the members on his team, the team average and the ranking of his team against the other teams. Welcome to the Heritage Palms Golf and Country Club Chelsea Automated Tee Time System Instruction Call-in Sheet Prior to requesting a tee time, you will need to have the following: 1. a touch tone phone (set to tone not pulse) 2. the day you wish to play 3. the number of players in your group 4. numbers for all players Note: Your number is determined by taking your member number and placing a: Example: 1 at the end for a male member 2 at the end for a female member Enter member again for any guest Please refer to your member list Your Heritage Palms membership number (example): Chelsea number for male is ####1 Chelsea number for female is ####2 And Chelsea number for a guest is your member number entered again, then answer prompt. Club staff may deny access or continued presence on Club common area or facilities to anyone dressed in violation of the Dress Code. 23

Rules The hours of operation of the various Club facilities shall be determined by the General Manager and may be adjusted seasonally as Owner usage dictates. Gambling contrary to applicable law is not permitted on Club common areas. Subscriptions, petitions or notices not concerning Club affairs shall not be distributed or posted on Club property except as expressly permitted in writing by the Club s General Manager. The cost of replacing any property of the Club, broken, damaged or removed by an Owner, Transfer Member, guest or any member of their families shall be charged to the Owner. No food or beverage shall be brought into or consumed in either clubhouse unless purchased from the Club, except that food may be brought into and consumed in the Lodge when reserved for that purpose. Animals are not permitted in either clubhouse, pool areas, or on the tennis courts, golf course, or playground. All bicycles are to be parked in bike racks, and the Club is not responsible for any unattended bicycles whether or not parked in bike racks. Smoking, including E-Cigarettes & all other smoking devices are not allowed at any time while inside either clubhouse or on adjacent patios or pool areas except in specifically designated areas. Parking on Club property must be in marked parking locations, and all parking signage shall be obeyed. Private golf cart parking areas have been provided at the driving range, and management shall restrict such parking in the lot of the main Clubhouse as needed to accommodate demand for full-vehicle parking in such lot. Personal property should not be left unattended on Club property. The Club is not responsible for damaged, lost or stolen property. Access to swipe-card controlled facilities shall be restricted to such access, and any guests or children under the age of 18, shall be accompanied by an adult Owner, parent or custodian except as otherwise stated in these Rules or determined by the General Manager. Common areas and amenities, are subject to limited restrictions (and related fees, damage deposits and other requirements) for private functions as determined by the General Manager and as allowed by the Club s Governing Documents. Cell phones should not be used in such a way as to disturb others or delay play on the golf course, and cell phone use during formal dining at the Clubhouse is prohibited. 24

Rules USE OF THE GOLF FACILITIES Except as provided by the Governing Documents or by Rules promulgated by the Heritage Palms Board, the use of the golf courses (including age restrictions) is controlled by the Club s General Manager and golf staff, and all Owners, Transfer Members, guests and other golfers shall follow the directives of the General Manager and golf staff. All players, whether using a cart or walking, must register at the golf shop before playing the golf course. Except for shotgun starts and certain circumstances in which golf staff allows play to start off the 10th tee, all play must start on the first tee. No more than four players per group are permitted, unless otherwise allowed by the golf staff. All paper, bottles, cans and other trash should be placed in your golf bag or cart until you reach a trash receptacle. No coolers are allowed on the golf courses unless supplied by the Club. Each player must have a set of clubs and golf bag when playing the course. The only permitted activity on the golf courses is playing golf, and all other activities including practicing golf, ball hawking, biking, walking or jogging and fishing, are prohibited. The General Manager may exercise discretion to provide by written notice that certain such activities may take place when a golf course is closed. Neither the Club or its staff shall have any responsibility for damage to any private property caused by any golfer. While the Club provides drop area racks for the convenience of golfers, the Club shall have no responsibility for unattended golf clubs or other equipment located at such racks or elsewhere, which responsibility will be with the owner of such clubs or equipment Golf Carts No privately owned carts are allowed on the golf courses. Parking of privately owned carts in the parking lot of the main Clubhouse is subject to such restrictions as determined by management to accommodate scarce full-vehicle parking, at which times such parking at the Clubhouse shall be limited to the designated area at the driving range. Operation of golf carts on the golf courses or elsewhere in the Community is limited to licensed drivers. Carts are restricted to two riders and two bags. During normal operating conditions, the 90 degree rule is always in effect except as otherwise allowed by golf staff. Carts are to remain on cart paths until reaching a point adjacent to where the ball lies. At that point, carts may be driven across the fairway directly to the ball and should return to the cart path on the same line after the shot has been played. Cart path only restrictions on par 3s, by signage or as posted, shall be obeyed. 25

Rules Carts are not permitted on the shoulder or surface of any tee, green or bunker. Stakes and roped areas should be honored. Carts with approved handicapped flags, except as required by the golf staff, are not obligated to follow the 90 degree rule, and may park at the staked area provided for such carts. Those with such flags must follow the related rules. The person(s) using the cart always assumes responsibility for returning the cart in the same condition and is responsible for any damage or injury that occurs through operation of the vehicle. At day-end, carts shall be returned to the golf shop at times required by golf staff. We have installed the Visage GPS System on all of our golf carts. The Visage GPS provides the latest in HiDef Golf GPS Technology. The system shows the exact pin location and yardage to the hole, allows you to keep score and to yourself or friends, see how far you hit your last tee ball, send and receive messages with the Golf Shop, know where you are allowed to drive the cart, keep track of your pace of play, and know your location on the course in real time. This is a first class amenity for our members and their guests. Tee Times, Chelsea and Green Fee Policies Players must be ready to commence play at the time established by their starting time or lose their starting time. In the event of such loss, the players may not commence play until authorized by golf staff. The rules of the Chelsea tee time reservation system shall be honored, and no person shall use the membership number of another or other means to avoid any fees or the counting of plays in the Chelsea system. Golf Etiquette, Care for the Courses, Pace of Play and Respect for Rangers Golf is a game where courtesy and etiquette, as well as care for the golf courses, should always be observed. All golfers shall repair their ball marks on greens, sand their divots in fairways and rake their tracks before leaving a sand bunker. After finishing a hole, all golfers shall place the flag in the hole, leave the green area immediately and proceed to the next tee, waiting to mark scores at the next tee. All golfers shall be respectful of private property surrounding the golf course. Under no circumstances shall carts be driven on, or any shot played from, private property. All golfers shall maintain a pace of play that keeps them up with the group in front of them and abide the Club s pace of play rules. Rangers and/or golf shop staff consistently monitor the speed of play and are required to enforce the Club s pace of play rules for the enjoyment of the entire field. All golfers shall be obedient and respectful to the directions of the Club s rangers, who are authorized to impose the following requirements. First Warning - The group has fallen behind the group in front of them and has fallen behind the allotted time limit for their position on the course. The ranger will ask the group to catch up with the group in front of them or better their time. Second Warning - The group has not improved their position. The ranger will approach the group and inform them of their second warning and that the next warning will require them to move to the next tee. Third Warning - The group has been warned properly and has not improved their position. The ranger will escort the group to the next tee. 26

The Club s restrictions will be at least as restrictive as required by law and may be more restrictive, and the Club s restrictions must be followed at all time even where more restrictive than that required by law. No Owner or Neighborhood Association shall allow the operation of residential irrigation system(s) owned or controlled by such Owner (or Owner s lessee or guest) in violation of the Club s posted restrictions. The Club will monitor compliance and issue a one-time warning of noncompliance to any homeowner in violation of posted restrictions via mail or to the Owner s current address. The Owner will then have 1 week to correct the violation. Failure to correct the violation will result in a second letter of violation and a fine of $100 for each repeat violation. The Owner will have 15 days in which to pay the fine(s) and correct the violation or be subject to suspension of privileges including use of golf and tennis facilities and bar-code gate access.
