4 Western Pennsylvania Golf Association The WPGA Mission is to promote the interests and true spirit of the game of golf throughout Western Pennsylvania; to lend assistance to the United States Golf Association; to encourage a spirit of cooperation among golf clubs; to promote the interchange of information among Member Clubs; to administer the WPGA Scholarship Fund; to conduct tournaments; to cooperate with other golf organizations; and to coordinate and/or regulate the USGA Handicap System within the area. A strong non-commercial and impartial body of amateur golf is vital in each state or region to represent and administer the game s principal concerns. Since 1899, the Western Pennsylvania Golf Association has been amateur golf s ruling body in this area. Starting with five clubs in Pittsburgh, the association now consists of over 130 clubs spread from State College to the Ohio border and Erie to West Virginia, and 28,000 individual members. The Association s primary functions include: championships; administration of the USGA Handicap System ; educational programs for Member Clubs officials and employees; the sharing of information among clubs; administering the WPGA Scholarship Fund and administering amateur status. The WPGA s goal is to be a full service golf association and it can only do so with everyone s help. The WPGA always seeks volunteers to assist in tournament administration, handicapping, course rating and other tasks. The WPGA s relationship with the USGA includes conducting qualifying rounds for USGA Championships, administrating amateur status, implementing the USGA Course Rating and Handicap System, and working in other areas of mutual interest. The Association, in its program development, listens to its members and all golfers are encouraged to contact the organization with suggestions and constructive criticism. WPGA PLAY DAYS The WPGA holds multiple Play Days, which are an opportunity for members to play clubs that otherwise may not have access in a non-competitive format. CHAMPIONSHIPS AND EVENTS The WPGA was founded in 1899 to conduct competitions and it remains one of three primary focuses today. The WPGA conducts individual championships, team championships and qualifying round(s) for USGA championships. The WPGA Frank B. Fuhrer, Jr., teams represent the Association at two events per year. Individual championships are the West Penn Open, West Penn Amateur, Mid-Amateur, Senior Amateur, Boys, Junior, Spring Stroke Play, Public Links, Senior Public Links, and the C.R. Miller Junior Match Play. Qualifying rounds for the Amateur and Open are also held. Partners championships include the Fred Brand Foursomes, Semple Brothers Century Foursomes, Father & Son, Brothers, Four-Ball, and Senior Four-Ball. The Jamison Cup Inter-Club Finals is for league winners, and is open to other clubs at committee discretion. The WPGA, in conjunction with USGA committee members, conducts qualifying for the U.S. Open, U.S. Women s Open, U.S. Senior Open, U.S. Amateur, U.S. Mid-Amateur, U.S. Junior Amateur, U.S. Girls Junior, U.S. Senior Amateur, U.S. Senior Women s Amateur, and U.S. Amateur Four-Ball. The Association selects teams for two annual matches: Palmer Cup vs. the Tri-State 3

5 Section PGA, and the Williamson Cup Matches, a junior event conducted with twelve other regional associations. They are funded through the generosity of Frank B. Fuhrer, Jr. CLUB REPRESENTATIVES The WPGA Club Representative program identifies someone at each club to serve as an Association liaison. The Annual Meeting and Club Rep Day provide the WPGA and its Member Clubs opportunities for communication. Club Representatives are informed about correspondence between the Association and the club and are asked to help the Association to secure facilities and ensure that surveys and other information are returned promptly. COURSE RATINGS The Western Pennsylvania Golf Association is licensed by the USGA to provide Course Rating services to courses within its jurisdiction. Member Clubs are generally rated on a five-year revolving cycle or when a course has undergone significant changes. The Course Rating Review Committee regularly reviews each USGA Course Rating and Slope Rating in its region. The Association has rating teams throughout its region, and the Course Rating Review Committee performs Course Ratings at 1-2 courses each year as a calibration exercise. More than thirty courses, both member and non-member clubs, undergo Course Rating each year. When a USGA Course Rating and Slope Rating is issued, a Certification Poster with each USGA Course Rating and Slope Rating is issued to the club, as well as the applicable Course Handicap Conversion tables. Pace of Play reports are also issued to the club upon request. The most critical factor in course rating is determining the yardage of the golf course accurately from each set of tees. The course is measured at the time of the initial rating and when any changes have been made on the golf course. Each golf course is measured at least every ten years. Permanent yardage markers are offered to be installed on teeing grounds to indicate where the hole has been measured from. The Association has developed an Official Distance Marker program for Member Clubs that do not have permanent markers installed on their teeing grounds and provides one set of bronze tee markers at no cost to each member club. The WPGA also rates non-member clubs for a fee plus expenses upon request. FINANCES Nominal dues per golfer are the WPGA s primary revenue source. Most programs, such as championships, operate on a break-even basis. The Association s yearly financial report is available upon request to Members Clubs. WPGA is a tax-exempt organization on a non-profit basis according to Section 501-c6 of the IRS code. GOVERNANCE / MANAGEMENT The affairs and property of the Association are directed by an Executive Committee composed of members. Several committees also participate, each with a mixture of representation from the Executive Committee and other interested golfers in the area. To conduct daily business, the Association employs a small full-time staff with offices in the Blawnox area north of Pittsburgh. HANDICAP ADMINISTRATION The handicapping structure of the Western Pennsylvania Golf Association consists of its Member Clubs, Handicap Committee, office staff and their collective relationships with the United States Golf Association (USGA). 4

6 The Association administers the USGA Handicap System throughout its jurisdiction and employs the GHIN Service to perform computations for its Member Clubs. This is one step for compliance with The USGA Handicap System. The Association, including its Member Clubs, are responsible for the other fifteen requirements. Other Handicap Committee responsibilities include Handicap Certification, Club Licensing, communications, WPGA Hardware Program support, education, and reviewing and developing publications. The WPGA provides computer systems to all its members that meet the requirements of at least 50 members registered on the GHIN Service. These computers include a PC, a touchscreen monitor, an ink-jet printer, and a label printer. Requirements for Compliance The Western Pennsylvania Golf Association meets its obligations by assisting golf clubs, members and non-members alike, in administering The USGA Handicap System. The WPGA monitors club procedures and becomes involved in determining when a club may not be in compliance. Compliance Checklist Does the golf club: Meet the USGA definition of a golf club? Have a handicap committee composed mostly of members and chaired by a member? (Section 8-1) Make it possible for a player to record the correct USGA Course Rating and Slope Rating with each posted score from every set of tees? (Sections 5-2, 8-2b and 8-4c) Require the posting of all acceptable scores? (Section 5-1) Require use of USGA procedures to adjust hole scores before posting? (Section 4) Require that nine-hole scores be posted? (Section 5-2c and 5-2d) Insist that the Rules of Golf be followed? (Section 5-1a) Follow the National Revision Schedule and posting season of the authorized golf association having jurisdiction in the region? (Section 8-3a and 8-3b) Have a representative from the golf club complete an annual club compliance and education assessment? Perform computations and adjustments in accordance with the USGA Handicap Formula? (Sections 8-4 and 10) Make current scoring records and a Handicap Index listing of all members readily available for inspection by others? (Section 6-3) Reduce or increase a Handicap Index of any player whose Handicap Index does not reflect the player s potential ability? (Section 8-4c) Notify an authorized golf association when permanent changes have been made to the golf course so that the association can issue a new USGA Course Rating and Slope Rating? (Section 14-5b) Include the letter L after local handicaps, which exceed the USGA maximum limits of 36.4 for men and 40.4 for women? (Section 3-4) Utilize the current USGA Course Rating and Slope Rating issued by an authorized golf association? (Section 14) Have a representative from the golf club participate in a USGA Handicap Seminar (whether conducted by the USGA or an authorized golf association) including passing a test exhibiting knowledge about the system? Have a signed license agreement in place with a local authorized golf association or the USGA prior to issuing a Handicap Index? If the answer to all questions is yes, the golf club is following The USGA Handicap System and may issue a Handicap Index. If any answers are no, the authorized golf association or the USGA should be contacted to determine necessary action to achieve compliance. (Section 8-2, pg. 50, The USGA Handicap System, ) 5

7 Handicap Points to Ponder The following address common issues in handicapping: Active Season The Active Season is the period of time when scores are acceptable for handicap purposes as determined by the WPGA. The active season is from April 1, 2018 to October 31, Course Rating/Course Measuring The Association offers all Member Clubs and other area clubs course measuring and course rating services. The WPGA re-rates its Member Clubs on a five-year cycle. Non-member clubs pay applicable fees and must be rated at least every ten years to comply with The USGA Handicap System. GHIN Numbers A golfer may only have one Handicap Index. A club s Handicap Committee should insure that members who belong to more than one club have only one scoring record and that these records match at each club. A club should contact the WPGA to set up a golfer with more than one index as a multi-member in each club s handicap records. This procedure will automatically reflect the golfer s scoring records at all home clubs for each revision. Handicap Committee A club Handicap Committee has a challenging duty to preserve the integrity of The USGA Handicap System. Handicapping is the backbone of golf for the overwhelming majority of players. While each golfer is responsible for upholding the spirit of The USGA Handicap System, no handicap program can succeed without a Handicap Committee recognizing its roles. The WPGA is not only interested in handicap computations, but in assisting clubs develop an active and effective Handicap Committee and handicap procedures. Inactive Season The Inactive Season is the period of time when local scores are not accepted for handicap purposes. The inactive season for each year stretches from November 1 to March 31. The WPGA Handicap Committee is responsible for this decision and all area clubs, whether or not they are affiliated with the Association, shall observe inactive season dates. However, scores recorded by a player in an area observing an active season must be posted for handicap purposes, even though the round was played while his/her home club is in an inactive season. Membership Communications Club committees should insure that all golfers are aware of the procedures of The USGA Handicap System and his/her responsibilities through bulletin boards and mailings. The USGA Handicap System The USGA Handicap System is in booklet form and can be obtained from the WPGA or USGA marked a revision year for The USGA Handicap System, and the present version is in effect until December 31, The book is routinely provided to USGA Member Clubs and by the WPGA to its Member Clubs. Please check with your club for the latest version. WPGA Handicap Service The WPGA Handicap Service is not a self-monitoring system. Careful and responsible monitoring on a weekly, if not daily basis at the club level is required. Monitoring can be done by club committee members or employees. Committee members and club staff should be familiar with transmission schedules, should insure that all outgoing transactions move on schedule, and that reports are posted promptly. Junior Handicap Service The Junior Handicap Service is an optional service to all Member Clubs with golfers age 17 or less at the start of the Association s active season. In an effort to better regulate the Junior Service and to increase our support of junior golf, the GHIN Service and the WPGA require that Member Clubs provide birth dates for each junior golfer enrolled in this service. The club will not be billed for any junior golfer who has a birth date recorded that shows the golfer is 17 or less as of the start of the active season. Additionally, each junior golfer that has a valid birth date must be marked with a membership type of J. All junior birthdays MUST be in the WPGA office or transmitted to the GHIN Service no later than April 30 in order to receive proper credit. 6

8 Official Handicap Season 2018 The official active season of the Western Pennsylvania Golf Association begins April 1, At this time and until October 31, 2018, all scores played in the Western Pennsylvania region are acceptable for handicap purposes. All other rounds played in the district before or after this date are not to be posted for handicap purposes. However, any rounds played in regions observing an active season should be posted as soon as practicable, or at the beginning of the active season. If the golf club where the round was played uses the GHIN Service, the score can be posted and routed back to the player s scoring record. Scores returned to the club for score posting may be posted by a staff member or member of the handicap committee. For any questions regarding whether scores should or should not be posted, please contact the Association office. Roster Deletion Deadline Clubs will be billed for all names that appear on their handicap rosters as of the season s ninth revision. To avoid being billed for players who will not be members of the club in 2018, please inactivate or delete these names on the club roster before transmission of data to the GHIN Service on April 30, INTERNATIONAL GOLF NETWORK The International Golf Network (IGN) is an organization of state and regional golf associations that provides a central distribution point for score posting. Scores posted at any club that is affiliated with an IGN member association will automatically be routed back to the poster s home club regardless of the handicap provider used by that association. The WPGA is a member of the IGN. MANAGEMENT The WPGA is a conduit of information to its Member Club s employees and members with information that will help them manage their facilities. Programs include: Tax issues Employment assisting Member Clubs in filling staff vacancies in cooperation with the appropriate professional groups of managers, professionals and golf course superintendents. Meetings and Seminars o Rules of Golf o Handicapping / Course Rating o Green o Club Management Annual survey on the golf industry among Member Clubs Communication with state and national golf organizations of all kinds including: o National Golf Foundation o Western Golf Association o International Association of Golf Administrators o National Golf Course Owners Association o Pennsylvania Golf Association o PGA of America,and Tri-State Section, PGA o Golf Course Superintendents Association of America and their three local chapters (Greater Pittsburgh, Northwest PA, and Mountain & Valley) o Club Managers Association of America (Pittsburgh Chapter) 7

9 RULES OF GOLF The association administers the Rules of Golf as established by the United States Golf Administration and the Royal and Ancient Golf Club. Many of the association s staff and volunteer officials also serve on USGA Championship Committees and as rules officials at USGA Championships. Our staff and volunteers also officiate at many college events and other events such as the Sunnehanna Amateur Championship. The Association conducts annual rules seminars open to the general public and specific rules meetings for clubs at their facilities. Rules Seminars are also conducted at local colleges for the team members and others. The WPGA will be happy to schedule a rules meeting for any of our member clubs. Please contact the WPGA office to schedule. Any person or club with a rules question may contact the WPGA offices at during normal business hours for assistance. WPGA SCHOLARSHIP FUND Started in 1927 for caddie issues, the WPGA Scholarship Fund began distributing money in the form of tuition assistance to deserving students in It has awarded over 600 scholarships to Member Club employees. The Fund is a 501-c3, tax-exempt foundation, separate from the WPGA. The Scholarship Fund grants partial scholarship stipends approximately $4,000 annually. Member Club employees with at least two seasons of work experience who exhibit financial need, sound academic records, and a well-rounded profile of school and community activities are eligible. Interviews and processing take place in the winter and scholarships are finalized in the spring. The WPGA encourages the golf community to consider making contributions to this worthy cause. Eligibility Club employees at WPGA Member Clubs for at least two years as caddies (fifty rounds per year), in the golf shop, club house or course maintenance. Applicants must not be later than a sophomore in college. Financial Standing Applicants must demonstrate financial need at the college or university of acceptance. Academics At least in the top third of one s high school graduating class or its equivalent for college students who apply. Students who record a 2.8 GPA for the previous semester will have their scholarships renewed for the following semester. Activities Extra-curricular participation - sports, music, student government, charities, etc. Timetable Applications will be posted on the WPGA website (wpga.org) in August and are distributed to WPGA Member Clubs (club manager, professional, and club representative), and to guidance counselors at high schools in the region. Funding The WPGA Scholarship Fund is supported by Member Clubs, individual contributors, alumni, fund raising events, and United Way directed donations. We thank all of the individuals and organizations for their continuing support of the program. Applications Those interested in applying for the scholarship program should obtain an application from either our website or office and return it by November 30. 8

Scholarships are available to caddies in the region who qualify academically, financially and otherwise. Candidates may apply for both the WPGA Scholarship and the Evans Scholarship. One student may be selected by both foundations to receive a joint scholarship. Eligible caddies are encouraged to apply to both foundations to be considered for this joint scholarship. For further information on the Evans Scholarships, please see their website at SURVEYS For over 25 years the WPGA has conducted a survey of Member Clubs that covers topics such as finances, policies, human resources and budgets. The surveys are initiatives of the Membership and Green Committees. The WPGA Green Operations Survey is published annually. WEB SITE The WPGA website (wpga.org) is the portal for up-to-date information on the Association, its members and events of interest to golfers in the region. Players wishing to enter WPGA championships can find all the relevant information about our events there. Players may enter online with a credit card. WHY TO JOIN AND HOW The Western Pennsylvania Golf Association needs not only the continued support of its members, but we also need to grow so that we truly represent amateur golf in the region. The organization provides a structure and network in which interested golfers can learn more about this great game and also contribute to its welfare. 9

Annual seminars in areas such as Club Leadership, Rules, Handicapping and Greens issues that not only provide worthwhile information, but allow professionals, managers and superintendents to accumulate education points. CLUBS The WPGA accepts membership applications from public or private golf facilities and groups wishing to form their own club or league. Three types of clubs may join the WPGA. The first are traditional green-grass courses or clubs with a golf facility where players can meet to play. This can be a private, semi-private, daily-fee, resort or municipal course. The second type of club is formed by a group of at least ten individuals who have a reasonable and regular opportunity to play golf with one other. These clubs are usually a grouping of friends, co-workers, fraternal organizations or other groups. It can include golf leagues. The third type of club is one that is managed by an organization such as the WPGA and provides its members with information about other members and gives them opportunities to play together. This type of club is in a specific geographical area and players in it must play together and in club sponsored events a specific number of times each year in order to maintain membership. Those interested in joining such a club may contact the WPGA office and we will be happy to direct you to a club. Membership brings many benefits listed on the following page. 48 WPGA Play Days WPGA Play Days allow all Association members and friends to experience and explore WPGA Member Clubs in a relaxed, enjoyable, and non-competitive environment. WPGA Play Days offer members the opportunity to bring a group of players, large or small, or to come individually, and meet other WPGA Members. Individual WPGA members are welcome to sign up as many players as they choose for a great day of golf. These events offer a no-pressure and fun golf atmosphere in which players can choose the time they would like to play and the teeing grounds they would like to play from. This is a great opportunity to entertain clients or get your regular group together to play a quality golf course at a great price. Players must register online. An account will be needed to register. Once registered in a WPGA Play Day, players will select a tee time by contacting the host club golf shop no sooner than two weeks in advance. Tee time windows will vary depending on the site selected, but typically will be available between 10:00 AM and 12:30 PM. Payment of $45 per player will be made the day of the scheduled round at the host club. Payment options include cash, check, or credit card. Please inquire with the host site upon arranging your tee time. Grab a few of your golf buddies and get registered to enjoy some of the great clubs in our area. Entry fee includes 18 holes of golf, cart, and a sleeve of golf balls. 50 SCHOLARSHIP FUND The Caddie Welfare Committee for the Western Pennsylvania Golf Association started in 1927, addressing caddie issues at Member clubs, mostly about employment. In 1941, the Scholarship Fund for college tuition assistance was initiated with the awarding of two scholarships to students at the University of Pittsburgh and Duquesne University. Since then, nearly 650 scholars have attended colleges or universities with the assistance of a WPGA scholarship. Donations to the WPGA Scholarship Fund provide more students with help to meet the ever increasing financial demands of college.
