EU Strategy for the Danube Region The Danube Fairway Master Plan Is a key tool to improve fairway conditions along the Danube and its navigable tributaries in order to provide a competitive mode of transport (draught, reliability) while safeguarding sustainability Aims at continuous availability of 2.5m fairway depth (predominantly) and specified fairway widths ( Fairway Continuity ; Recommended Levels of Service ) Identifies critical locations along the waterway(s) regarding fairway rehabilitation and maintenance Specifies the required national measures and additional investments needed to reach minimum Levels of Service si Infrastructurii Slide No. 18
EU Strategy for the Danube Region The Danube Fairway Master Plan Was prepared in close cooperation of PA1a, the European Commission and the Danube waterway administrations in 2014 Was endorsed in 2014 by the majority of Danube region Transport Ministers Is operationalised via national Roadmaps (annual updates to be adopted by PA1a) Is being partially implemented by FAIRway project as of 2015 si Infrastructurii Slide No. 20

Improving fairway conditions in an integrated fashion - reflections by WWF Irene Lucius, WWF ilucius@wwfdcp.org EUSDR Forum 2015 EUSDR Forum 2015
Master Plan: Sediments: management? Impact on habitats? Monitoring essential for understanding real bottlenecks Depth: 2.5 m (ENR) on 94% of days plus moderate width right direction
More flexible width requires: hydrographic surveys, waterway marking & maintenance, RIS, real time fairway information equipment budget for maintenance staff capacity
Flexible width fewer bottlenecks / critical sectors remaining bottlenecks: dredging & structural measures designed to minimise impact on biodiversity and based on adequate information (e.g. from captains)
Structural measures: extensive hydrodynamic & morphological modelling needed saves capital costs and minimizes environmental impacts.
Dredging: where and how important! fish spawning periods and habitats based on surveillance and experience re-deposit material well
Reflections by WWF Working with nature minimum engineering intervention Still the exception rather than the rule Non-structural measures to be better investigated (e.g. innovative traffic management in frame of RIS activities) SEA capture cumulative impact (e.g. incision) help finding sustainable solutions. Appropriate Assessment WFD art Sept
Conclusions: basin-wide agreement on more flexible width & reasonable depth fewer interventions reduced costs less conflict Preconditions: better fairway maintenance sufficient funds motivated and trained staff RIS

EU Strategy for the Danube Region Focus Theme 2 Reduction of Administrative Barriers along the Danube Waterway Mr Gert-Jan Muilerman (viadonau) si Infrastructurii
EU Strategy for the Danube Region Administrative Processes status Initiative within PA 1a in cooperation with PA11 on Security and the DARIF project Administrative processes and paperwork are seen as a significant competitive disadvantage for transports on the Danube and its tributaries Background: not all Danube riparian states are in the EU; not all EU states are in the Schengen area, i.e. necessary border checks for passengers & crews; required customs clearance for imports & exports Slide No. 46
EU Strategy for the Danube Region Work Programme 2014/15 - Survey among shipping companies / vessel operators at border crossings - Practical manual for border control procedures - Final recommendations on improved control procedures along the Danube Slide No. 47
EU Strategy for the Danube Region Survey on border controls enter discussions with solid arguments and have a mandate to initiate necessary measures bring results to the attention of the involved control authorities and decision-makers at the EU-level Contents and distribution General information and feedback on a specific & recent control Online survey: Distribution at control points Slide No. 48
EU Strategy for the Danube Region Generalized feedback on the control processes transparent waiting time 0% 20% 40% 60% 80% 100% 24% had to pay a fee or fine. Was the payment perceived as justified? duration of control treated fair and just opening hours disagree 5% neutral 14% strongly disagree 12% strongly agree 32% level of detail agree 37% well coordinated strongly agree agree neutral disagree strongly disagree Slide No. 52
EU Strategy for the Danube Region Generalized feedback on the control processes Difficulties and inconveniences Time consuming controls / waiting time before controls Required documents / lack of harmonisation Improper treatment by authorities Suggested improvements Reduce idle time at control points Simplify and harmonize forms and documents Enable e-submission of required data prior to the control Conduct controls service-oriented Improve control processes, e.g. using RIS for the monitoring of idle time and to schedule control procedures Slide No. 53
EU Strategy for the Danube Region Publication and dissemination Full survey report and Summary Slide No. 54
EU Strategy for the Danube Region Practical manual for border control procedures Compare procedures and raise awareness at control points for the steps skippers have to undergo, provide basis for harmonisation Ensure time-efficient controls for involved authorities and skippers Facilitate market entry for newcomers, reduce disadvantages caused by lack of information Contents one chapter per country including an overview of the steps of the control process and control forms per border crossing point: involved authorities, contact information and opening hours, overview of the places of control, useful additional information Slide No. 55
EU Strategy for the Danube Region Systematic overview of control processes Slide No. 57
EU Strategy for the Danube Region Practical manual for border control procedures Publication available since 25 th September 2015 via Slide No. 58
EU Strategy for the Danube Region Work plan the way forward 1. Information: Provide available information on administrative procedures in order to raise transparency (e.g. manual) 2. Harmonisation + Simplification: Same river same rules; apply same rules and procedures in a non-discriminatory way along the Danube corridor Avoid duplication of data requirements 4. Digitalisation: Support control processes with modern information technology and avoid data errors Slide No. 59
