2 INTRODUCTION The Vietnamese Golf Alliance of Southern California (VGA of SoCal) formerly known as SCVGA was established in VGA of SoCal was formed by a group of friends who shared a great passion for the game of golf. Over the years, VGA of SoCal has grown to over 100 members strong. VGA of SoCal is the largest and the longest standing Vietnamese golf club in the United States. As the only Vietnamese golf club in the Southern California region, our members resides in Orange, San Diego, Riverside, San Bernardino and Los Angeles counties. VGA of SoCal held monthly tournaments and events for members and their guests to play at some of the most beautiful and challenging courses throughout Southern California. Our tournaments are organized to include all levels of play. Our members compete in this great game of golf regardless of age, gender, talent or race. VGA of SoCal provides opportunities for members to interact with the other Vietnamese-American communities throughout Southern California as well as Vietnam. Most importantly, our vision includes giving back to our communities. We have donated to several local and abroad charities to benefit our Vietnamese brothers and sisters in the states as well as in Vietnam.

3 HISTORY On October, 2016, the 1st ever VGA of SoCal Invitational Tournament and VGA Cup Competition between the Vietnamese Golf Alliance of Southern California (VGA of SoCal) and the Vietnam Golf Association (VGA) took place at Ho Tram Golf Club, Vietnam. More than sixty (60) members of VGA of SoCal (some with family members) travelled from the United States to participate in this unique and special event in Vietnam. Long lasting memories, friendship, culture exchange, and charity fundraising resulted from this golf competition event. Many generous sponsorships and donations in this golf tournament and charity fundraising event helped contribute to the purchase of ten (10) ambulances for distribution throughout the rural parts of Vietnam. To continue this new and great tradition, to reciprocate, there will be more than fifty (50) friends and golfers from Vietnam to participate in the 2nd VGA of SoCal Invitational Tournament and the 2nd VGA Cup Competition between the VGA of SoCal and the VGA; this event will take place on August 11th and 12th, 2018 at the Pacific Palms Resort and Golf Club; located at 1 Industry Hills Parkway, City of Industry, CA

4 TOURNAMENT DESCRIPTION The VGA of SoCal Invitational Tournament The VGA of SoCal Invitational Tournament and VGA Cup Competition comprise of two separate events. The first, VGA of SoCal Invitational Tournament; since this event is Invitational, it will include all guest players from Vietnam, VGA of SoCal Invitational Tournament and The 2nd VGA Cup sponsor guests, invited guests players from various Vietnamese golf clubs throughout the United States (up to four (4) players from each club) and VGA of SoCal members. This shotgun start event will take place over two (2) rounds of 18 holes each in the form of combine strokes competition. There will be best gross winner, winners from A-Flight, B-Flight and C-Flight, hole-in-one prizes, near-pin prizes on all par-3 s and long drive prizes.

5 TOURNAMENT DESCRIPTION The VGA Cup With the many positive experiences resulted from the October of 2016 event, the VGA of SoCal and VGA to compete in team format. The team play format is as follows: Saturday - Team Four Ball (team best ball (better ball) matches) Sunday - Single matches A-Flight Team o Twelve (12) players during competition with two (2) alternates o Handicap index B-Flight Team o Six (6) players during competition with one (1) alternate o Handicap index greater than 7.1 Honorary Team o Six (6) players during competition with one (1) alternate o Team member must be older than 48 years of age Lady Team (if available) o One (1) player At conclusion of all matches played, the team with a higher total score wins The VGA Cup. At conclusion of all matches played, should the matches end in a tie, the winning team from the previous VGA Cup retains the VGA Cup.

TOURNAMENT MANAGEMENT 1.1 Management The VGA of SoCal Invitational and The 2nd VGA Cup (hereinafter referred to as The Tournament) shall be managed by the Tournament Committee (hereinafter referred to as the Committee) whose decisions in all matters relating to the tournament shall be final. 1.2 Hosted By: Vietnamese Golf Alliance of Southern California (VGA of SoCal) 1.3 Event Advisor: Mr. Gary Nguyen 1.4 The 2nd VGA Cup Team Captains: Vietnamese Golf Association o Mr. Andrew Hung - Captain o Mr. Khoi Nguyen - Vice-Captain VGA of SoCal o Mr. Hai Tran - Captain o Mr. Duke Dang - Vice-Captain

ELIGIBILITY The Championship is open to all golfers who are Amateur Golfers in accordance with the Rules of Amateur Status as approved by the R&A Rules Limited.

VGA of SoCal Invitational Tournament and The VGA Cup Format of Play 5.1 Individual Two-Days Combine Stroke Play The VGA of SoCal Invitational Tournament shall be decided by stroke play over two (2) rounds of 18 holes each (36 holes total) The GROSS winner shall be the competitors who records the lowest aggregate score at the end of the Championship The NET winners shall be the competitors who records the lowest score when subtracting the player s handicap from the gross score at the end of the Championship The Net division shall be decided by Handicap stroke play over the combine two (2) rounds of 18 holes each (36 holes total). There are four Handicap Category: A-Flight: Handicap Index 0-7.0; maximum three under par (-3) after one round B-Flight: Handicap Index ; maximum three under par (-3) after one round C-Flight: Handicap Index ; maximum four under par (-4) after one round The winner shall be the competitor who returns the lowest aggregate Net score at the end of the Tournament. In the event of a tie, the Committee shall decides the ties as follows: If the players scored the same Net score, the winner of the tie shall be decided by a count-back system of matching scorecards in the order stated in Article 10 below. 5.2 The 2 nd VGA Cup Team Championship (VGA versus VGA of SoCal) Play format: o Saturday, 12:00 starting tee-time, The Zaharias (Babe) Course - Team Four Ball (team best ball (better ball) matches) o Sunday, 12:00 starting tee-time, The Eisenhower (Ike) Course Single matches

9 5.2 The 2 nd VGA Cup Team Championship (cont.) All participants must be 21 years of age or older and must be of amateur status Non-Vietnamese a maximum of three (3) non-viet to be allowed in each team A-Flight Team o Twelve (12) players during competition with two (2) alternates o Handicap index B-Flight Team o o Six (6) players during competition with one (1) alternate Handicap index greater than 7.1 (Note: we assign B-Flight at the beginning of every season which starts in September, 2017) Honorary Team o o Six (6) players during competition with one (1) alternate Team member must be older than 48 years of age Lady Team (if available) o One (1) player Point distribution of each match o A-Flight = 1 point o B-Flight = 0.5 point o Honorary 0.5 point o Lady (if available) = 0.5 point o A-Flight square match after 18 holes, 0.5 is awarded for each team o B-Flight/Honorary/Lady square match after 18 holes, 0 point is awarded for each team At conclusion of all matches played, the team with a higher total score wins The VGA Cup At conclusion of all matches played, should the matches end in a tie, the winning team from the previous VGA Cup retains the VGA Cup

10 5.3 General Rules The Championship shall be decided over two (2) rounds of 18 holes each, subject to the Committee s right, in the event of circumstances which make the playing of 36 holes impracticable, to cancel any round or rounds at its discretion. The players must start from the tee marker setup by the Committee. o o o A-Flight Blue marker B-Flight Blue marker C-Flight White marker 6. RULES OF PLAY The Rules of Golf and Rules of Amateur Status as approved by R&A Rules Ltd and The USGA, their interpretations as contained in the Decisions on the Rules of Golf, and any additional Conditions of Competition together with the additional Local Rules established by the Tournament Committee for Competition. 8. PAIRING AND STARTING TIMES The Tournament Committee will make the tournament pairings and starting times for the first rounds and will be posted at the Clubhouse. Such posting will be considered sufficient notice for information and distribution. The draw for the subsequent rounds will be arranged according to the scores after first day of play; the lowest scores will tee off last from the first tee. The Committee reserves the right to vary the starting times, at its absolute discretion, before tee-off time. 9. DECISIONS OF TIES In the event of a tie for the Best Gross Champion of The VGA of SoCal Invitational Tournament, the tie shall be decided by a count-back system of matching scorecards in the following order: a. Last 18 Holes b. Last 9 Holes c. Last 6 Holes d. Last 3 Holes e. And finally, the last hole (18 th hole) In the event of a tie for any other placing of Net Division, the tie shall be decided by a count-back system of matching scorecards in the following order: a. Last 18 Holes b. Last 9 Holes c. Last 6 Holes d. Last 3 Holes e. And finally, the last hole (18 th hole) Note: Where there is more than a one (1) point start, it is considered the last 9 holes, last 6 holes, last 3 holes, and the last hole is considered to be holes for 10-18, 13-18, 16-18, and the 18 th hole.

INDEMNITY / LIABILITIES In signing the Entry Form, participants in the Tournament shall indemnify and not hold liable, VGA of SoCal, the Sponsors, the Organizers or the Host Club for any loss or damages to their equipment or personal belongings or harm or any form of injuries that the participants may result as a result of the participation in this Tournament. 11. DECISIONS If the Committee appointed a referee, his/her decision is final (Rule 34-2). In the absence of a referee, any dispute or doubtful point on the Rules shall be referred to as the Tournament Committee whose decision shall be final rule (34-4).
