5 GENERAL INFORMATION 1. Handicaps All members (men and women) of an English affiliated Club must have submitted at least 3 scores per calendar year in either qualifying competition, Supplementary Scores or 9 hole qualifying events to have a competition handicap (marked with a c ). Those that have not achieved a C status will only have a non- competition handicap. It must be stressed that a non- competition handicap is still an official CONGU handicap and can be used as before. A Club may however impose conditions within some competitions whereby those with non- competition handicaps are prevented from entering the event or from winning prizes. A competition handicap is when a player has returned at least 3 qualifying scores per annum. A noncompetition handicap identifies that less than 3 qualifying scores have been returned. In order to have a competition handicap, a member is required to return 3 qualifying scores in the previous calendar year. These can include scores returned in club qualifying competitions (both home and away), Supplementary Scores and 9 hole qualifying competitions. Scores returned in nonqualifying events and in social golf are not acceptable. A non-competition handicap is still an official CONGU handicap. You will still be entitled to receive a handicap certificate and enter events that do not require a competition handicap as an entry requirement. Having a non-competition handicap does not mean you have lost your handicap. Each qualifying score will adjust your current handicap accordingly. It is a requirement that 3 qualifying scores are returned per calendar year. In 2016 the handicap year runs from 1 March to 31 December. Thereafter the handicap year is from 1 January to 31 December. Scores returned in the previous year are not carried over. A player will only be exempt from receiving a non-competition handicap under the following circumstances: Injury/illness over a lengthy period of time that has given the member insufficient time to return 3 qualifying scores. Golfers new to the game who are being issued with their first CONGU handicap. Once the handicap has been awarded the member shall be active for a period of 12 months from the date of allocation. Members who do not wish to return qualifying scores or are unable to compete at weekends will not be exempt from receiving a non-competition handicap. 5

In addition on the day of the competition and before commencing play, they must ensure their entry has been registered in the competition record and paid any required fee by applying their swipe card to the computer terminal ( in the pro shop). A player who fails to enter the competition in the required manner is deemed to have neither a score for the competition, nor a score for handicap purposes. Starting Times: The Ladies section has designated starting times for their monthly competitions. On Tuesday: from On Saturday: from Ladies have priority within these times and are encouraged to use them. However the competition is open for play at any time during the day. Outside the tee reservations, players may start from 1 st, 5 th, 10 th or 13th tees. Sunday Playing: On Sunday competition day s non-competitors may play after by using unallocated reservable tee times but they may not book them in advance. Members playing in club knockout competitions may book tee times after in advance. On other Sundays, Men and Ladies may play at any time. It is not permitted on the day to play the course before a stroke play competition Cancellation of a Competition: The Lady Captain is responsible for the cancellation of any competition, although if she decides, she may delegate this responsibility to another authority to make the judgment on the day. 4. Completion of Competition Cards A player is responsible for knowing the rules, and must complete a card in accordance with the rules. An official club competition card is required to be completed by the player and marker. On completion of the round, all competitors must ensure their competition cards, whether or not complete, are checked and signed by their marker and themselves. Their scores should then be entered onto the computer terminal and their cards put in to the collecting box in the spike bar. If a lady member of more than one golf club plays in a qualifying competition at either club the resulting card MUST be recorded for handicap purposes. 7

8 A card must contain the following: Name Current Handicap Date Correct score in the appropriate box Signatures of player and marker. Failure to comply may result in a disqualification. Completed cards are to be placed in the collecting box in the spike bar. Marking Competition Cards: In a major competition, a player is only permitted to play with others taking part in the competition. It is only the Competition Secretary, on behalf of the Ladies Committee, who can authorize an official marker in any situation which may arise. For example through players dropping out or being unable to find a playing partner. 5. Caddies, Buggies and Distance Measuring Devices Caddies: A player may be assisted by a caddie, but is limited to only one caddie at any one time, in accordance with the R & A Rules of Golf. In addition the Ladies Committee prohibit the use of a professional golfer to serve as a caddie during the stipulated round. If you are intending to have a caddie, as a courtesy you should advise your opponent at least 1 day prior to the match If a caddie is being used for a competition final, the referee & opponent(s) must be advised prior to the match. Buggies: Buggies are allowed in all competitions except in 36 hole competitions when a buggy will only be permitted if supported by medical evidence. In this case the player should inform the Competition Secretary before the day of the competition. Distance Measuring Devices: It has been agreed that, for all play at this course, a player may obtain distance information by using a device that MEASURES DISTANCE ONLY. If, during a stipulated round, a player uses a distance measuring device that is designed to gauge or measure other conditions that might affect his/her play (gradient, wind speed, temperature etc.) the player is in breach of Rule 14-3, for which the penalty is two strokes in Stroke play or loss of hole in Match play. For a subsequent offence the penalty is disqualification. 8

9 6. Match Play Competitions Each player is EQUALLY responsible for fixing dates and times to play rounds of the competition, and for ensuring that she is aware of the shot difference to be given or received. Players should also be aware that the rules pertaining to match play can differ from those of stroke play and are advised therefore to consult the Rules of Golf if in doubt or where there is a disagreement with their opponent. Combining Stroke Play and Match Play is strictly forbidden Match Extensions Extensions will not be given for trivial reasons. In exceptional circumstances an extension may be granted at the discretion of the Competition Secretary in consultation with the Lady Captain (or a nominated member of the Ladies Committee). 47 Appendix B - Etiquette On the Course All players should familiarise themselves with Section 1 of the R & A Rules of Golf which provides guidelines on the manner in which the game of golf should be played. The overriding principle is that consideration should be shown to others on the course at all times. The game relies on the integrity of the individual to show consideration to others and to abide by the rules. Players should be mindful of the following: The safety of others on the course Not to disturb or distract other players To play at a good pace and keep up with the group in front. If a clear hole is lost the group behind should be invited to go through irrespective of the number of players in that group The care of the course : all bunkers should be raked, divots replaced and pitch marks repaired To be aware of and adhere to tee closures That the professional, the Club Captain and the Lady Captain have priority on the course and should be offered that courtesy Competitions All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be. Players should note: You are expected to arrive at the tee at least 5 minutes before the agreed tee time If you are unable to play in a competition you should inform your playing partners by telephone as soon as possible. In knockout competitions once the draw has been done you should contact the Competition Secretary if you are unable to play. Do not remove your name from the notice Before entering a knockout competition you should ensure that your diary will be flexible enough to arrange matches throughout the period of the competition It is the responsibility of all players to contact their opponent(s) and should be done as soon as possible to ensure there is enough time to play. The closing date of the round just played does not have to be reached before playing the next one. You should aim to offer a minimum of 4 dates, taking into account that some players have work commitments. If after being offered a number of dates you are unable to agree a date to play you must give the match or decide on the toss of a coin After the match the losing player should enter the winner s name on the board and put the card in the box in the spike s bar Extensions will not be given except in exceptional circumstances -see general information section 47

48 Winter Matches In the event of hole closures a player should agree with their opponent before going out how the match is to be played. The options are as follows: Play the course as it is. i.e. over the shortened course Agree which hole(s) to replay to replace the ones that are closed. For example if the 3 rd hole is closed you could agree to play the 12 th hole again after finishing the 18 th (if the match is not over) If there are several holes closed the best option may be to play the front or back 9 twice. In this case if there an odd number of shots, the extra shot should be taken over the FIRST nine 48
