All juniors and their parents are encouraged to take a moment at each event and personally thank golf course staff and the dozens of volunteers for their dedication to junior golf. There are so many individuals who give a tremendous amount of time and energy to ensure your experience with our program is positive and a simple thank you goes a long way to let them know how much you appreciate their effort

6 MEMBERSHIP OJG Membership is open to golfers who are at least 7 years of age (as of 8/15/2018) but no older than 18 years of age (as of 4/1/2018) and are permanent or summer residents of Oregon or SW Washington (including Clark & Skamania Counties Only No Exceptions). The 2018 Membership Fee is $30.00 for all members Membership also includes Youth on Course registration and simply requires the completion of the online curriculum or renewal survey for activation. Youth on Course provides benefits of $5 green fees at participating facilities during set days/times. For additional information, please visit Financial Assistance is available, please contact OJG for more information. Membership is required to participate in OJG Majors, but not other events. Members will receive a $10 discount on their entry at all OJG Sanctioned Tournaments, $5 discount on Erling Jacobsen Tour events, and a $20 discount at all Winter Series events (excluding Bandon Dunes). All OJG Members will also become OGA members and, in addition to other benefits of OGA Membership, each member without a GHIN number will be assigned one. A GHIN number is a unique number that is used to track your scoring history and establish an official USGA Handicap Index. Your Index will allow you to track your progress as you gain skill as a golfer. Please review the handicapping section of this handbook to learn additional information regarding your handicap, including how to post your scores. A permanent, personalized bag tag will be mailed to each OJG member beginning in May

7 REMINDERS for 2018 Each year, the Oregon Junior Golf Committee meets to thoroughly review the season to make sure that our policies and procedures align with our mission the Committee amended the below policies to better serve our membership. New Age Adjustment to Oregon Junior Golf Eligibility Eligibility for Oregon Junior Golf will now include all players who are 8-18 years of age as of the final day of the tournament for which he or she enters. For purposes of team events such as the Eddie Hogan Cup Team Matches, North Pacific Jr. Ladies Team Matches, Junior America s Cup and Girls Junior America s Cup, players must meet this age requirement AND have not matriculated* in a college or university. *to be enrolled in a college or university as a candidate for a degree. Youth on Course age eligibility is now 7-18 (and valid until the member begins college). Pace of Play In 2018, OJG WILL continue to enforce Pace of Play at all Majors and USGA Qualifiers. OJG will move to a 4-checkpoint system (with checkpoints at holes 4, 9, 13, 18). Be sure to familiarize yourself with this policy on PAGE 8-9. OJG Majors / Membership In 2018, OJG will require OJG Membership to participate in Majors. The entry fee for OJG Majors and for all other events will remain unchanged. OJG Sanctioned Tournament Awards OJG will be providing medals at all 2018 OJG Sanctioned Tournaments. Medals will be awarded to the Champion and Runner-Up in each division (regardless of the number of entries). Team Points OJG has updated the Team Point Table in an effort to ensure consistency awarding points fairly to those who compete and perform at the highest level. 8 PACE OF PLAY These guidelines will be in effect at all OGA Adult Championships and select Oregon Junior Golf Events. Compliance with Pace of Play is the player s responsibility. However, if you feel a fellow competitor or opponent is unduly delaying your group, it is your responsibility to notify the Committee as soon as practicable. CHECKPOINT HOLES: The Pace of Play Committee will designate four (4) holes on the course as Pace of Play checkpoint holes. A Checkpoint Official will be stationed at each checkpoint hole to monitor and indicate (if needed) a group s position on the course. A hole is deemed to be completed when the flagstick has been replaced into the hole after all players in a group have completed play of the hole. MAXIMUM TIME: The maximum time is defined by the time listed on your score card and relates to the official time. The maximum time includes time spent searching for lost balls, rulings and poor play. Each group is expected to play efficient golf in order to bank time throughout the round. The maximum time may be adjusted by the Committee. OUT OF POSITION: Lead Group the lead group is out of position if they complete any checkpoint hole over the maximum time. Following Group A following group is out of position if they complete any checkpoint hole over the maximum time and are 15 minutes or more behind the group in front ( 14:59 = In Position; 15:00 = Out of Position). PENALTIES: When a group misses their maximum time and is out of position, the group will be notified by the checkpoint official that they may be in breach of the Pace of Play Policy. Any group so notified may be monitored by a Rules Rover or member of the Committee. A Rules Rover, when monitoring a group, may individually time strokes made by a player(s). A time exceeding 40 seconds to play a stroke may be considered excessive if the group becomes liable to penalty. Information gathered at any time by a Rules Rover or a member of the Rules Committee may be used by the Pace of Play Committee during the review process to determine whether a group or player(s) is in breach of these guidelines

9 PACE OF PLAY If a group completes a checkpoint hole above the Maximum Time and is out of position, the following penalties may be applied to the hole where the breach occurred. Any penalties will be applied at the end of the round in the scoring area. 1 st missed checkpoint Warning* 2 nd missed checkpoint Liable to a one stroke penalty 3 rd breach Liable for additional two stroke penalty 4 th breach Liable for disqualification *If a group has cleared the first three check points but misses the final check point and is out of position, the group is liable for a one stroke penalty. APPEAL PROCESS: 1) Appeals will only be handled in the scoring area at the completion of the stipulated round. Discussion of missed checkpoints during the round will only cause further delay of the group. 2) Once you have arrived at the scoring area, you will be notified of any breach(es) and you may submit a written appeal to the Committee before you have exited the scoring area. If you leave the scoring area for any reason you may no longer submit an appeal. 3) If the group misses more than one checkpoint, separate appeals must be submitted and each will be addressed separately. 4) An appeal will be successful if there is evidence that the player or group was: i. delayed by the Committee, ii. delayed because of a circumstance beyond control of the player or group; or iii. delayed because of another player in the group. NOTE: Nothing in this policy excludes a player from being assessed the general penalty under Rule

10 VOLUNTEER INFORMATION EVENT VOLUNTEERS Without the assistance of the TAG (Tournament Assistance Group), it would be impossible to provide the enjoyable experience juniors have come to expect at OJG Majors. TAG volunteers help with Registration, Starting, Rules Officiating, Pace of Play and Scoring. Additionally, at each event there is always a need for walking scorers with Pee-Wee groups. This is a wonderfully rewarding position that serves a critical function helping our youngest members around the course. As a parent for our Pee-Wee players, you will often be asked to help in this function at events where your child is participating. OFFICE ASSISTANCE Whether it s helping us maintain our historical library, assisting with mailings or helping us maintain databases, volunteers are necessary to help us keep on top of our projects so that our staff can deliver unparalleled service to our members. MEDIA/COMMUNICATIONS We are always looking for support at our championships in areas of photography, videography, and news/story writing, and we are also looking for content contributors for our website. If you have experience that might be beneficial to our members or their parents, let us know! Lastly, please VOLUNTEER your thoughts if you have a suggestion that would improve our program, pass it on. We would love to hear from you!

11 SCHEDULE Oregon Junior Golf has a variety of events that are suitable for a wide range of skills. ERLING JACOBSEN TOUR, part of the JACOBSEN YOUTH INITIATIVE Juniors who are just getting into golf are encouraged to sign-up to participate in Erling Jacobsen Tour events. The Erling Jacobsen Tour (EJ Tour) is a non-competitive play day for novice golfers who are at least 7 years of age but no older than 18 years of age. Various USGA Rules are addressed in a short educational demonstration. Lunch and raffle prizes are also included. Erling Jacobsen, the father of Peter and David Jacobsen and for whom the tour is named, was known for his support of junior golfers of all skill levels. Registration will open on the OJG Online Schedule May 1st. Entry fees for all EJ Tour Events are processed at the time of registration. OJG SANCTIONED TOURNAMENTS Juniors comfortable on the course, are encouraged to sign-up and participate in one-day tournaments in their area. At all one-day events, Oregon Junior Golf Members will compete with other juniors in their division and of similar skill. Awards are provided for the Champion and Runner-Up in each division. OJG MAJORS OJG has two levels of Majors. The first being all two-day majors. These are a great place to gain experience competing against better competition. Because many two-day events are team point earning events, the region s best Juniors compete in these competitions. An even higher level of competition will be found at our two state championships (Oregon Junior Stroke Play and the Bob Norquist Oregon Junior Amateur). These are the most prestigious events conducted by OJG. The Oregon Junior Stroke Play is a limited field event, open to the best juniors ages and does not have age divisions. This event features a cut prior to the final round of play. The Bob Norquist Oregon Junior Amateur is a match-play championship that celebrates players of all abilities through the use of consolation matches. All players approved to compete will play a minimum of 3 days. NATIONAL AND REGIONAL QUALIFYING EVENTS Oregon Junior Golf conducts various national and regional qualifiers. These events feature the very highest caliber players, many who travel from neighboring areas to compete. These events often have handicap limits as an eligibility criteria and most require registration with other organizations. If you have interest in playing in these events and need help locating registration information, please contact OJG. USGA Qualifying events require advance registration through the USGA at champs.usga.org and have firm deadlines for registration

The Tournament of Major Champions, is an invitation-only event for all players who have won their division at any Major Tournament throughout the season. Players are eligible to earn entries to both events. Be sure to stick around for awards and receive your formal invitation following the competition. Juniors will compete in the same division for which they won in during the season. Players must be age 8-18 as of the day of either Tournament of Champions to be eligible. To be eligible to receive a stipend, junior golfers who qualify must be a current member of Oregon Junior Golf and also must be a regular participant in Oregon Junior Golf competitions. Stipends are limited to $400 each. Winter Series OJG will schedule approximately 10 days of competition during the months of October-March will be the sixth season the Winter Series is offered. This schedule will be available online after September 1, Tournament dates are either on weekends or school holidays. All Winter Series events are operated by OJG staff and volunteers. NOTE: All events on the OJG schedule with an * are fully administered by Oregon Junior Golf Staff. Sanctioned Tournaments are not administered by Oregon Junior Golf Staff but are run by host staff or volunteers who have received a document of best practices in an attempt to provide consistency. 15 RULES, POLICIES, AND PROCEDURES OJG oversees events throughout the region. To provide our members a consistent experience, we ask that you review the following pages and please let us know if you have any questions or concerns. Unless otherwise stated, OJG Rules, Policies, and Procedures apply to all programs administered by OJG. Failure to comply with these guidelines will result in a warning and, in the case of repeat offenses or a single serious breach, may lead to disqualification, removal of the junior from the course, forfeiture of funds, and suspension from future events. CODE OF CONDUCT The following code of conduct governs behavior at all OJG sanctioned tournaments, OJG Majors, and all USGA Qualifiers administered by OJG. OJG Code of Conduct does not allow: 1. Cheating 2. Club throwing 3. Obscene or vulgar language 4. Use of alcohol, drugs or tobacco products 5. Littering (Tournament Level) 6. Defacing or destroying club property or the property of other players or spectators 7. Failure to attempt repair of a divot anywhere on the course (Tournament Level) 8. Disrespecting and/or ignoring instruction of club personnel, volunteers, or OJG staff 9. Use of electronic devices during the stipulated round including cell phones in a nonemergency situation (Tournament Level) 10. Failure to appear for your starting time without notifying the Committee or properly withdrawing from the event 11. Withdrawing during a competition without an acceptable reason or failing to notify the Committee prior to withdrawing (Acceptable reasons for withdraw include illness, injury, or family emergency), and 12. Any other behavior deemed by the Committee to be unacceptable or disrespectful. A player breaching the Code of Conduct during a competition will receive a warning. Any subsequent offense during the same season may result in your immediate removal from the course and possible future suspension from future OJG competitions. Exception: Some breaches of the Code of Conduct are labeled as Tournament Level and will not stay on your record for the season. Multiple Tournament Level breaches during the same competition may result in your immediate removal from the course

16 RULES, POLICIES, AND PROCEDURES CODE OF CONDUCT (CONTINUED) Any player that breaches the Code of Conduct (with the exception of a Tournament Level breach) will receive a written notice of the breach and be informed that a subsequent breach during the season may result in the player s immediate removal from the course and possible suspension from future OJG competitions. In the event that the Committee deems the player to have committed a serious breach of the Code of Conduct, the Committee reserves the right, without warning, to remove the player from the course and render an immediate suspension from the current and/or future competitions. OJG DRESS CODE OJG has developed the following standard dress code that is in effect at all OJG Sanctioned Tournaments, OJG Majors, and all USGA Qualifiers administered by OJG Staff. Juniors who are at an event and fail to comply with this code may not be permitted to play. This dress code will be in effect before, during and after your round of golf and applies to all club premises (golf course, club house, pro shop, etc.). Acceptable attire does not include denim, spandex body-wear, cut-offs, running shorts, shortshorts, tank tops, halter tops, or tee-shirts. The OJG Committee and OJG Staff has the right to deem attire inappropriate and if your attire is unacceptable, you will not be permitted to compete. Please contact OJG staff with any questions, prior to arriving at a tournament site. BOYS Bottoms: Acceptable attire includes neat and clean pants, slacks, cords, or shorts, appropriately tailored and/or hemmed. Shorts must be no more than 6 inches above the top of the knee or 2 inches below the bottom of the knee. A belt must be worn with all bottoms that have belt loops. Tops: Acceptable tops include sweaters, sweatshirts and golf shirts with collars. Shirts must be tucked in at all times. Baseball style and similar styled hats must be worn forward at all times and should be removed anytime you enter a building

17 RULES, POLICIES, AND PROCEDURES DRESS CODE (CONTINUED) BOYS (CONTINUED) Shoes must be worn at all times, however metal or traditionally designed spikes are not permitted and their use will result in an immediate disqualification. GIRLS Bottoms: Acceptable attire includes neat and clean skirts, pants, slacks, cords, capris, or shorts, appropriately tailored and/or hemmed. Shorts and skirts MUST be no shorter than mid-thigh. It is recommended shorts and skirts be no more than 6 inches above the top of the knee. Rain suits are also acceptable. If you are unsure if your attire is acceptable, it is recommended you bring an additional pair of pants to be sure you will be able to compete. Tops: Acceptable attire includes sweaters, sweatshirts and golf tops. Shirts do not need to be tucked in, however the midriff must be covered at all times (including during the swing). Shoes must be worn at all times however metal or traditionally designed spikes are not permitted and their use will result in an immediate disqualification. DRESS CODE FOR ALL Players and Spectators are expected to follow the dress code (even if the golf course may have a more lenient policy). During OJG competitions, players are representing OJG as a group and it is important to be respectful of the host facility. Junior golfers who do not meet the dress code will be approached by an OJG Staff Member or Volunteer at the first point of contact. Players will need to change into acceptable attire in order to compete. OJG recommends that you bring rain pants or a second pair of pants so if we deem your attire unacceptable, you can still play

18 RULES, POLICIES, AND PROCEDURES RULES OF GOLF USGA Rules of Golf will be in effect at all OJG Majors and OJG Sanctioned Tournaments except as modified by the OGA Local Rules and Conditions of Competition (available at each tournament or on our website under Policies and Procedures) and any supplemental Local Rules provided at each tournament site. At all OJG Major tournaments and Qualifiers, OJG Volunteer Rules Officials will be on course to assist with any Rules questions you may have. Juniors competing in Majors MUST complete and pass the Rules Assessment prior to gaining entry. OJG recommends additional Rules resources from the USGA; visit USE OF GOLF CARTS, CADDIES, OR PULL CARTS OJG does not permit the use of golf carts at any of our events by players except as permitted due to a medical condition. Please contact OJG for more information. OJG does not permit the use of a caddie, except when players are originally scheduled to play 36-holes in a single day. In such cases, the player may select anyone to caddie except a parent, step-parent or guardian. The use of pull carts are permitted at all times, though players must follow any course specific rules governing their use. Players using pull carts should always avoid tee boxes, the fringe, and the putting green. AGE GROUPS Age groups are determined by your age on the last scheduled day of an event. Playing up to an older division requires juniors to submit a Playing-Up Application to the Junior Golf Committee for approval prior to April 1st of the coming year. If you wish to be considered, please contact OJG Staff for an application. Age groups for our competitions are as follows except when noted otherwise in a particular event s online event information. 19 OPEN DIVISION FAQs OPEN Divisions were introduced in 2013 to provide more skilled and experienced juniors the opportunity to compete against one another over a more challenging, longer course. OPEN Divisions are available at all OJG Majors except the Bob Norquist Oregon Junior Amateur and the Oregon Junior Stroke Play. When events have OPEN Divisions, Junior Team Points are only available to players competing in the OPEN Divisions. The OPEN Divisions are open to year old girls and year old boys. Though all players in this age range are eligible, the division is intended only for more skilled and experienced players. The course yardages will be approximately yards for girls and yards for boys. The Oregon Junior Golf Committee would rather not restrict players through a formal eligibility structure. However, players should not register for OPEN Divisions until they can meet the following benchmark. The junior should have the ability to regularly break 85 for girls and 80 for boys on a regulation course, played under the Rules of Golf. A regulation course would be a course of approximately 6200 yards or longer for boys or 5400 yards or longer for girls. While OJG believes it to be the player s choice to compete within such divisions, it is also our responsibility to restrict players from future enrollment within that division if they do not meet certain criteria. OJG will continue to enforce the following policy regarding the Open Divisions: A Boys Open player scoring 90 or above (or a Girls Open player scoring 95 or above) (10 shots over the recommended score) at least once in two separate Majors, will be required to compete in his/her age division in the following Major. Any Open Division player scoring over 100 (just once), will be required to compete within their age division in the next Major. Any player in breach of the above policy will receive an from OJG enforcing the policy. RULES, POLICIES, AND PROCEDURES The OPEN Divisions were designed to better serve a broad skill level of players in the best possible way. The OPEN Divisions allow for players to compete at a very high level on a course length that is suitable for review and analysis by college coaches. Additionally, by shortening the length of the course for our already established divisions slightly we will provide a more comfortable environment to encourage more juniors to participate in competitive junior golf. If you are uncertain if you or your son or daughter should register for the OPEN Division or the regular divisions, please contact Oregon Junior Golf for additional guidance

20 RULES, POLICIES, AND PROCEDURES PRACTICE ROUNDS Unless otherwise indicated on the online event information, practice rounds are not included in your entry fee. If a special practice round rate has not been arranged, at public facilities, you are welcome to contact the host course to schedule a practice round at the going rate. Please do not contact private facilities requesting practice rounds. LODGING The Oregon Junior Golf Association has attempted to secure discounted blocks of rooms for our members at some events. When successful, we will post the discounted rate and instructions on the online event information. SPECTATORS OJG encourages parents to attend and passively participate in spectating at our events. However, please understand that spectators must never take action to influence play in any way and must abide by the following rules. Failure to follow the below rules may result in penalties and sanctions against both the spectator and the player, including removal from the course. a. Spectators may not leave the rough or the cart path during their time on the course. They may not stand or walk in the following areas: the fairway, teeing areas, fringe or putting greens and water hazards or bunkers. b. Spectators must remain at least 20 yards (60 feet) from ALL players when spectating. (Exception: Spectators may be located within 20 yards for the following reasons only: Medical assistance, food, water or clothing exchange and assisting players in searching for a ball.) c. Spectators must not communicate (either visual or verbal) with any player in a way that could influence or suggest how a player should play the game. This includes information related to the Rules of Golf. Spectator carts are not allowed. (Exception: with DMV/Disabled Sticker.) Spectators with any questions regarding the policies above should contact OJG Staff or a member of the Junior Golf Tournament Committee for clarification

21 RULES, POLICIES, AND PROCEDURES SPECTATOR CART POLICY OJG only permits spectator carts when one of the riders has been issued a permanent or temporary DMV Disabled Person Parking Permit. Spectator carts must stay on the cart path and remain 20 yards (60 feet) from all players at all times and may not under any circumstances be used to transport or carry anything for any player in the competition (including rain gear, umbrellas, food & water, or other items). Spectator carts are not to be used to shuttle other spectators around the course and at no time should a cart be in motion without the disabled individual driving or riding. However, spectator carts may be used to provide transportation in the event of a medical emergency to a player or another spectator. If you wish to rent a cart, you must present your DMV permit in the golf shop and pay any applicable cart rental fee charged by the facility. Spectators with any questions regarding the policies above should contact OJG Staff or a member of the Junior Golf Tournament Committee for clarification. NOTE: This policy is modified during OJG Winter Series events where spectators may rent a cart regardless of reason. Please note that carts will only be permitted at select Winter Series venues and this information will be published in advance through the Online Event Registration. When carts are permitted, they are available on a first-come, first-serve basis and all carts used must remain on the cart paths at all times

22 TOURNAMENT REGISTRATION In 2018, OJG will process all entries for OJG Majors, OJG Sanctioned Tournaments and Erling Jacobsen Tour events online through your player account. You may also withdraw online. Starting times are provided approximately five days prior to each event. For general event information, including approximate starting times, click on the event title. For other events on our schedule, click on the event name on our online event schedule to view registration details. PLAYER ACCOUNT You will want to familiarize yourself with the functions available in your Player Account. Access to your player account will always be available on our online schedule. Once logged-in, you will be able to signup for events, edit your profile, and even upload a picture that will show up online when others view your tournament scores! Please ensure you keep your username and password private. If you have any trouble accessing your account, please contact OJG Staff. CONFIRMATION OF ENTRIES For each entry you submit, you will receive an confirmation that will be sent to the e- mail listed in your account profile. You can change this address at anytime by logging into your player account. After you have logged into your profile, you can click on the register tab to edit your profile. Note that a confirmation of entry is not the same as an approval. A confirmation of entry simply means your entry has been received by OJG staff. Please see OJG criteria for approval of entries to learn more about the process used to approve entries for each event. CANCELLATION/REFUND POLICY All entries will be processed via credit card on our secure online payment system. Note that OJG does not charge your credit card until the entry is approved in the days after the closing deadline for each event. Until the closing deadline, you may cancel/withdraw your entry without fee. However, after the closing deadline, no refunds will be available except in the case of a family emergency or medical emergency, where a $5 administrative fee applies

23 TOURNAMENT REGISTRATION Online registration will be used for all OJG Sanctioned Tournaments & OJG Majors. All events will open for pre-registration on May 1st. Though you may pre-register for our events beginning on May 1st, the official opening date will fall into one of three waves as listed below. This will allow a junior or their parents peace of mind and more flexibility by allowing sign-ups during a "window of time" rather than on a single day. APPROVAL OF ENTRIES Oregon Junior Golf approves entries based on a combination of the player s Date of Entry and the player s Priority Level as detailed in this document. DATE OF ENTRY APPROVAL OF ENTRIES An early Date of Entry is the best way to ensure your entry is approved for an event. If you sign-up for an event on or after the Official Opening Date for that event, your official Date of Entry will match the date you sign-up. However, when entries are submitted during preregistration, the Date of Entry will match the Official Opening Date of the event. Event Date Pre-Registration Opens Official Opening Date Events prior to June 29 May 1 May 8 June 29 July 31 May 1 June 5 Aug 1st or later May 1 July 10 Pre-registration has been provided only for convenience. Though it allows juniors and/or parents the convenience of submitting entries for most events beginning May 1st, it does not guarantee approval into an event through early entry. For example, pre-registration will be available for the Central Oregon Junior beginning May 1st. However, the Official Opening Date for this event is June 5th. All entries submitted on or before June 5th will have an official Date of Entry of June 5th and all entries submitted after June 5th will have a Date of Entry matching the date the entry is submitted

24 APPROVAL OF ENTRIES PRIORITY LEVELS In the event a division receives more entries with a date of entry matching the official opening date than can be accommodated, Oregon Junior Golf will grant entry to players in order of priority all Priority 1 players will be approved first, followed by all Priority 2 players who will be approved second, and so on. Priority 1 - Players in the Top 15 and ties on the Girls and Boys 2018 Team Points List. Priority 2 Includes players who finished the 2017 season in the Top 15 of the 2017 Team Points List. Priority 3 Includes players pending eligibility for the 2018 Tournament of Champions (i.e. champions of both OJG Majors and OJG Sanctioned events). Priority 4 Includes players eligible for the 2017 Tournament of Champions. Priority 5 Includes players who have participated in 3 or more Oregon Junior Golf Majors or Sanctioned Tournaments in In the event that the above criteria fails to determine priority between entries received, the following method will be used to grant entry, in order: 1) The player who has participated in the greatest number of 2018 Majors and Sanctioned Tournament event days will be approved, followed by the player who competed in the most 2017 Majors and Sanctioned Tournaments event days. 2) If players have participated in the same number of event days, the Oregon Junior Golf Committee will consider equally the sportsmanship and level of play in prior tournaments giving more weight to performance in Oregon Junior Golf events. 3) If the Junior Golf Committee is still unable to clearly determine which player to approve, the oldest player will be approved for entry. Note: When priority levels are used, all metrics are based on the closing date for the event in question. For example, if a particular event opens for registration on June 1st and the last day to register is June 20th, Priority 2 will include Girls ranked 1-15 and ties on the Team Points List as of June 20th. 25 WITHDRAWAL/NO-SHOW POLICY WITHDRAWAL/NO-SHOW POLICY Due to the increased number of withdrawals and no-shows in recent years, OJG will address withdrawals and no-shows outside of this policy under OJG Code of Conduct. HOW TO WITHDRAW PRIOR TO THE START OF AN EVENT You may withdraw from an event prior to the start for any reason, however you must follow one of the two options or you will be in breach of the code of conduct. Just calling the golf course is not an acceptable method of withdrawal. ONLINE WITHDRAWAL PROCEDURE 1. Log-in to your player account at 2. Click the Event Registration Tab on the left column 3. Select the Directory of the event you are withdrawing from. 4. Click Edit registration next to event you wish to withdraw from. 5. Click on the Action drop down menu and select cancel registration. Once you complete the process you will receive an confirmation of your withdrawal. You can process an online withdrawal until the closing deadline of the event. If you need to withdraw after the close of entry or call the OGA at ext PHONE-IN WITHDRAWAL PROCESS 1. Call the OGA at (503) When the voice message begins, press 227 to be directed to Junior Golf 3. If your call is not answered by a person, leave a message with the following information: a. Your name and phone number b. Your GHIN number c. The date of the event d. The name of the event e. However, to officially withdraw from an event you must complete one of the two processes above

26 WITHDRAWAL/NO-SHOW POLICY WITHDRAWAL POLICY (CONTINUED) HOW TO WITHDRAW AFTER THE START OF AN EVENT In all cases, you must withdraw as instructed below, however if you do not have an acceptable reason you will be in breach of the Oregon Junior Golf Code of Conduct. Acceptable reasons for withdrawing after beginning an event include: illness, injury or family emergency. DURING A ROUND OF GOLF If you are unable to finish your round, before stopping play: 1. Inform the people you are playing with you need to withdraw and 2. Find OJG Staff, golf course staff, or a Rules Official and let them know why you need to withdraw. You will be instructed to sign the scorecard of the player you are marking for and give it to the group you are leaving. BETWEEN ROUNDS IN A MULTIPLE ROUND EVENT If you are playing in a multiple round event, it is expected you will compete in all rounds. If you must withdraw between rounds, you must: 1. If you are at the course, inform OJG Staff, golf course staff or a Rules Official why you need to withdraw. 2. If you are not at the course, call the OGA at (503) i. When the voice message begins, press, 227 to be directed to Junior Golf ii. If your call is not answered by a person, leave a message with the following information: a. Your name and phone number b. Your GHIN number c. The date of the event d. The name of the event e. Your starting time, if known f. The reason for your withdrawal

27 TOURNAMENT INFORMATION STARTING TIMES Starting times for upcoming events are made available in two ways on our Junior Golf Schedule. To help you plan your day far in advance, general times and teeing order will be available by clicking on an event. However, exact times cannot be posted until all players are approved after the closing deadline for an event. Exact times are posted approximately five days prior to each event in the right hand column of each respective tournament. At multiple round events, starting times for subsequent rounds will be posted as soon as possible on the Junior Golf Schedule. Please understand that OJG Staff may be delayed for numerous reasons during an event and will post them once they are finalized. WAITING LIST If an event receives more entries than can be accommodated, some players will be placed on a waiting list. These lists are maintained by division and your place on the waiting list is determined by OJG criteria for approval of entries. All players on the waiting list will be notified via in the days leading up to an event. The will include their position on the list and event specific instructions. OJG is not able to predict how likely an individual player is to gain entry into a field. FOOD & BEVERAGES At most events, your entry fee will include a small lunch and beverage. If this is not part of your registration fee, this will be noted in your approval notification sent via after the close of entries. TIE-BREAKING PROCEDURE At all OJG Majors, a tie for first in any division will be decided by a hole-by-hole play-off. If more than two players are tied, the play-off will only be used to determine the Champion. The Champion, following the play -off, will receive an invitation to the Tournament of Major Champions. All remaining places will be determined by the USGA Scorecard play-off (last 9 holes, last 6 holes, last 3 holes, final hole). Should this method not identify a winner, lot will be used. At OJG Sanctioned Tournaments, OJG Staff recommends that a tie for first in any division be decided by an on-course play-off. However, if an on-course play-off is not used, all players involved will be deemed the winner and will each receive an invitation to Charlotte s Tournament of Champions

28 OJG POINTS SYSTEM OJG maintains one unique points lists as described below. Please reference the specific document for each list for additional information about eligibility, selection criteria and point distribution. JUNIOR TEAM POINTS LIST Junior Team Points are awarded based on the point schedules at selected events as indicated in the Junior Team Points document. In Majors where Open Divisions are offered, only players competing in the Open Divisions are eligible for Junior Team Points. Two Junior Team Points Lists are maintained, one for girls and one for boys. These lists are an integral part of determining which players are selected to represent the Oregon Junior Golf Association at regional and international team competitions. OJG PLAYER OF THE YEAR The Junior Golf Committee will make a selection to award one girl and one boy OJG Player of the Year. The Player of the Year will be determined by a vote of the Committee

29 JUNIOR TEAM POINTS 1) OVERVIEW Junior Team Points are awarded based on the point schedules at selected events (available online in the Junior Points List section). Two Junior Team Points Lists are maintained, one for girls and one for boys. These lists will be an integral part of determining which players are selected to represent the Oregon Junior Golf Association at regional and international team competitions. 2) ELIGIBILITY a. Only OJG Members are eligible to receive Junior Team Points. b. Junior Team Points are awarded based on a player s overall finish within the Open Division of the player s respective gender at all OJG Majors except where noted below. i. At the Bob Norquist Oregon Junior Amateur, Junior Team Points are awarded by division in the Championship flights as no Open Division exists for match play brackets. However, during stroke play qualifying, points are awarded by gender based on the overall finish of all players of the same gender playing the longest set of tees (i.e. Junior and Boys Divisions compete from the same tee markers and points are awarded based on overall finish between the two divisions). ii. At the Oregon Junior Stroke Play and USGA Junior Amateur qualifying, Junior Team Points are awarded based on your finish within your gender as these events do not use divisions. iii. At the US Junior Amateur Qualifier and US Girls Junior Qualifier hosted by OJG, points are awarded only to OJG Members based on their finish among other OJG Members, not based on their finish among the entire field. For OJGers competing at a qualifier not run by OJG, a limited number of points are only awarded for juniors who qualify or earn an alternate position. c. All team competitions OJG currently participate in require that players are under the age of 19. Depending on the date of a player s 19th birthday, he or she may not be eligible for selection to some team competitions even though the points earned may merit selection. In addition, players may not participate on a team if they have already matriculated in a college or university. d. All players selected must be a permanent resident living with a parent(s) or legal guardian within the Oregon Junior Golf Association s region of Oregon and SW Washington. (including Clark & Skamania Counties only). Special consideration may be given to unusual or unique circumstances

30 JUNIOR TEAM POINTS 3) TEAM COMPETITIONS OJG selects players based on the criteria below for the following four international team events: North Pacific Junior Ladies Team Matches, Girls Junior America s Cup, Junior America s Cup and Eddie Hogan Cup Team Matches. 4) JUNIOR TEAM SELECTION CRITERIA a. Players must have competed in a minimum of two events where Junior Team Points are awarded to become eligible for Junior Team Selection. Note that participation in the Adult Oregon Amateur and the Adult Oregon Stroke Play do not count toward this two event minimum. b. Junior Team Points Lists standing is the primary criteria used to select players. c. The Selection Committee will also take into account the below additional criteria to select players. i. Conduct & Sportsmanship (on and off the golf course), ii. Volunteer Participation, iii. Previous Golfing Record, iv. Age (preference given to the older player), and v. Exceptional performance in an OGA, USGA, PNGA or other significant competition where Junior Team Points are not awarded. 5) JUNIOR TEAM POINTS DISTRIBUTION Oregon Junior Golf has created the Junior Team Points Distribution based on a number of factors. Genders and divisions have different point allotments available primarily based on average field size of each division. Point distribution tables and events are listed on the following pages

33 GIRLS INVITATIONAL TEAM MATCHES Every year, OJG participates in two international girls team events. Players are selected for these events based on the Junior Team Selection Criteria as outlined in the Junior Team Points Guidelines. North Pacific Junior Ladies Team Matches (6 Girls) These matches feature an elite group of 24 junior girls selected from the Pacific Northwest and British Columbia. Six girls each from Oregon, Washington, Idaho, and British Columbia will compete. The 2018 Team Matches will be held May hosted by Rock Creek Country Club (Portland, OR). OJG covers all expenses including transportation, housing, and meals for all juniors selected to represent Oregon. OJG provides team uniforms to the 6 team members representing Team Oregon. The selection of the 2018 team is based on the final 2017 Junior Team Points List and the 2019 team is selected based on final 2018 Junior Team Points. Girls Junior America s Cup Team Matches (4 Girls) The Girls Junior America s Cup was established in Today the tournament brings girls together from various states and countries fostering new friendships and mutual respect. Each team consists of the top four girls from each state/country. These golfers exemplify not only outstanding skill and experience, but also true sportsmanship, discipline, courtesy and strength of character. The tournament consists of teams playing a 54-hole competition plus many fun events. The 2018 Girls Junior America s Cup Matches will be held July 23 - July 27 at Hiwan Golf Club (Evergreen, CO). Oregon Junior Golf covers all expenses including transportation, housing, and meals for the juniors selected. OJG provides team uniforms and golf bags to the 4 team members representing OJG. The 2018 team selections will be based on the Junior Team Points Lists at the conclusion of the Oregon Junior Stroke Play where the selections will be announced during the awards ceremony on July

34 BOYS INVITATIONAL TEAM MATCHES Every year, OJG participates in two international boys team events. Players are selected for these events based on the Junior Team Selection Criteria as outlined in the Junior Team Points Guidelines. Boys Junior America's Cup Team Matches (4 Boys) The Junior America s Cup showcases the best junior golfers throughout the western region. The competition brings together an elite international field of 17 teams of the top four boys representing 12 western states, 2 Canadian Provinces and Mexico competing in a team format. Team results are based on the lowest three gross scores of the four team members. Players also compete for low individual medalist honors, the Sally Pini Award. Many former participants have gone on to become successful Tour players, and its likely many of this year's participants will follow in the footsteps of such JAC alumni as Tiger Woods, Phil Mickelson, Fred Couples and some of Oregon's own including Robert Garrigus, Jason Allred, Jeff Quinney and Peter Jacobsen. The 2018 Matches will be held July at Fairmont Hot Springs Resort GC (Anaconda, MT). Oregon Junior Golf covers all expenses including transportation, housing, and meals for all juniors selected to represent Oregon. OJG provides team uniforms and golf bags to the 4 team members representing OJG. The 2018 team selections will be based on the Junior Team Points Lists at the conclusion of the Oregon Junior Stroke Play where the selections will be announced during the awards ceremony on July

35 BOYS INVITATIONAL TEAM MATCHES Eddie Hogan Cup Team Matches (8 Boys - 2 teams of 4 players) - This 36-hole team event is held annually at Riverside Golf & Country Club in Portland and features the best junior golfers from the Western United States and Canada against each other in a team format with the three lowest scores each day determining the team total. Medals are awarded to the top three teams as well as the top three individuals in the field. The event began in 1969 in commemoration of the vast achievements and contributions to the sport by Eddie Hogan, the head golf professional who served Riverside G&CC from 1939 until his tragic drowning death in Hogan, an Oregon Amateur Champion and PNGA Amateur Champion, was credited for transforming the role of the golf professional, developing what is now considered the standard for the green grass pro shop. Hogan was also dedicated in helping OJG develop its widely-recognized junior golf program. Being selected to compete in the Hogan Cup is an honor that has been bestowed to few individuals, and the excellence of past participants is indicative of the quality of the limited field. Hogan Cup alumni include tour players such as Tiger Woods, Fred Couples, Ricky Fowler, Patrick Cantlay, Jason Gore, Scott Simpson, Robert Gamez, and Kirk Triplett as well as Oregon natives, John Fought, Peter Jacobsen, Jason Allred, Jeff Quinney, and Casey Martin. Oregon Junior Golf provides on site meals for all juniors selected to represent Oregon. OJG provides team uniforms and golf bags to the 8 team members representing OJG. The 2018 team selections will be based on the Junior Team Points Lists at the conclusion of the Portland City/Bob Allard Memorial where the players will be announced during the awards ceremony on July 31. 36 HANDICAPPING FAQs Every player wants to enjoy a fair game on any golf course. The USGA Handicap System is the best method to allow all players to compete equitably. Even though you will have your own GHIN number which enables you to post scores and build your own record, a handicap is more than just a personal possession. Because you will likely be playing against and with others in both casual play and in competition, a handicap is ultimately shared and communal. This is why it is very important to be honest and thorough in posting all of your scores, not just tournament scores, in following the rules of the Handicap System. Here are a few common questions and answers to help you understand the USGA Handicap System. Please don t hesitate to call on the Handicapping & Course Rating Department at the OGA if you need assistance! WHAT IS A HANDICAP INDEX? A Handicap Index indicates a measurement of a player s potential ability, and is not about determining averages. It is expressed as a number taken to one decimal place (example: 10.4). A Handicap Index is a great way to track your improvement, because it indicates your best performance what you will play to approximately one out of four or five rounds. HOW MANY SCORES DOES IT TAKE TO CALCULATE A HANDICAP INDEX? After at least five 18-hole scores have been posted to your GHIN number, you will be issued a Handicap Index. Indexes are updated on the 1 st and 15 th of the month throughout the OGA s active season (March 1 November 30). Keep playing and posting! It s fun to see your Handicap Index change.. WHAT IS A GHIN NUMBER? GHIN stands for Golf Handicap Information Network. It is a service that the USGA started over 30 years ago to assist golf associations like the OGA. The USGA Handicap System is the set of rules, procedures and formulas for handicapping, and GHIN in turn crunches all of the numbers. Each OJG member has a specific GHIN number to post scores to. It is your record to maintain and be responsible for, but it is open to review by others. WHY DO I HAVE A HANDICAP INDEX AND A COURSE HANDICAP? A Handicap Index represents potential playing ability and is based on a standard calculation for everyone who has one. A Course Handicap represents a whole number of strokes needed on a specific set of tees, based on that tee s Slope Rating. You never actually play with your Handicap Index, but you need it to convert to a Course Handicap so you can use it to play. There are several ways to convert an Index to a Course Handicap, but the common method is to to use a Course Handicap Table (Slope Chart) found posted at every golf course

37 HANDICAPPING FAQs WHAT IS COURSE RATING AND SLOPE RATING? Each golf course is rated following USGA standards and procedures, measuring length and evaluating obstacles such as bunkers, trees, water hazards and green surface and size. This assessment gives us two important numbers that are part of the handicap formula. One is Course Rating, which is denoted as a number taken to one decimal place, like 70.1, and Slope Rating, which is denoted as a whole number, such as 125. Look at a scorecard from your favorite course, and you ll see these numbers listed, usually by each set of tees for both men and women. For example, at the OGA Golf Course, the men s white tee rating is 68.9/119, and the women s white tee rating is 73.9/134. Because Course Rating and Slope Rating are crucial to the Handicap Index formula, it is very important that you post your score using the correct information provided. IF I AM PLAYING A SET OF TEES THAT IS NOT RATED FOR MY GENDER, CAN I STILL POST THE SCORE? Yes. The OGA is able to provide a Course Rating and Slope Rating for those sets of tees that are yet unrated for either men (boys) or women (girls). This happens sometimes where you will see a rating for women only on the forward set, and for men only from the set farthest back. Please contact us whenever you cannot locate a Course Rating or Slope Rating on a scorecard or a database. WHEN I POST, IT ASKS FOR MY ESC SCORE. WHAT DOES ESC MEAN? ESC is a mandatory procedure in the Handicap System, short for Equitable Stroke Control. This keeps an exceptionally bad hole score from changing your Handicap Index too much and sets a maximum number that a player can post on any hole depending on that player s Course Handicap. Figuring this out is easier than it sounds! Remember to start with your Handicap Index, then convert it to a Course Handicap using a Slope Chart. Refer to the ESC Chart here it will tell you your maximum hole score number. For example, if my Handicap Index is a 10.5 and I m playing a set of tees with a Slope Rating of 125, my Course Handicap is a 12. On the ESC chart, this would mean that for handicap purposes, you can t post a score higher than a 7 on any given hole. If your ESC was 7 and you had two 8 s on your card with the rest 7 or less, you would subtract two from your final score. You shot 92 but would post your ESC score of 90 to your GHIN record. Course Maximum on 9 or less Double Bogey or more

38 HANDICAPPING FAQs WHICH SCORES WOULDN T I POST? Most of the time, you re going to post your score. There are very few times when you would not post your score during our active season which is March 1 November 30. HOW DO I POST MY SCORE? There are several ways to post your score quickly and easily. One is to post at the course where you played your round. Another way is to go to and click on Post Scores. You ll use your GHIN number and last name to proceed to the posting screen. You don t even need a scorecard you can simply use the Course Rating database on the posting screen to find the course / tees you played. The most convenient way to post is via the OGA s official app found on the Android Market and itunes Store (search GHIN Mobile to download). IMPORTANT TIPS a. Do not post your score if you are playing in an OJG Major or OJG Sanctioned Tournament. The Tournament Committee will post your tournament score to your GHIN number as results are finalized. If you post these scores yourself you will end up with a double score entry and an inaccurate Handicap Index. b. Post all scores from other rounds as soon as possible after you play. c. Post correctly using the proper Course Rating and Slope Rating. d. Remember: Start with your Handicap Index, then convert to a Course Handicap. e. Know your ESC number so you can make a downward adjustment to your score if necessary. 41 Jacobsen Youth Initiative In 2012, the Oregon Golf Association, with the support of the Jacobsen family, introduced the Jacobsen Youth Initiative. The initiative focuses on lowering costs for underserved junior golfers while also providing multiple avenues to reduce the intimidation that often deters the beginner and non-golfer from taking up the game. OJG is a 501(c)(3) charitable organization and is expanding our operations and redirecting a portion of funds to continue to support this initiative, which includes two distinct avenues: Youth on Course and The Erling Jacobsen Tour. 42 Jacobsen Youth Initiative YOUTH ON COURSE Youth On Course is a subsidy-based access program aimed at providing a low cost option that allows youth the opportunity to play the game on a regular basis for no more than five dollars. In , OJG piloted Youth On Course through a partnership with the City of Portland s five courses and youth from The First Tee of Greater Portland / The Children s Course and Leisure Hour Junior Golf Program. In June 2014, we launched the Youth On Course Program to the greater golf community in hopes of providing youth access to golf at a dramatically reduced cost. In 2017, we continue to add participating facilities and anticipate this program growing statewide (including SW Washington) in future years. All 2017 OJG Members have access to Youth on Course and will become members of the program after successful completion of the online curriculum. Additional information may be found at ERLING JACOBSEN TOUR The Erling Jacobsen Tour originally started in 1996 and provides a fun, stress-free environment to play the game without competition. In 2018, The Erling Jacobsen Tour will include 15 events anticipating over 600 participants, one girls-only event, plus a season ending Finale.
