1 2018 LT JOSEPH HELTON FOUNDATION REGIONAL PRECISION PISTOL OUTDOOR TOURNAMENT NRA REGIONAL PISTOL CHAMPIONSHIP, SERVICE PISTOL EIC,.22 RIMFIRE EIC, DISTINGUISHED REVOLVER, FREE PISTOL, & STANDARD PISTOL MATCHES April 6 April 8, 2018 ELIGIBILITY This Tournament is open to all shooters and new shooters are welcomed. NRA membership is not required for participation, but priority for range assignment will go to pre-registered individuals and NRA Members. NRA applications will be available at registration. NOTE: If your 18th birthday occurs after the tournament date you MUST contact Art Rozier at the addresses below for a waiver form which must be signed by a parent and turned in at registration. No waiver, no shoot, no exceptions. ENTRIES Entries for the Regional will be limited to the first 56 competitors and will be accepted up until the first shot of the Centerfire Match. In the case of more than 56 applicants, priority will be given to advanced entries, subject to the Good Host rule (no member of the host club will be squadded until EVERY guest has been squadded. Squadding will occur the day of the match, with every effort made to accommodate requests. Team entries and fees will be collected the day of the match. Pricing in the Basic Tier is for participation in the event. Pricing in the Prize Tier is for participation in both the event AND the associated Prize Pool. This represents up to $190 in value, but costs less than the individual BASIC TIER prices.

Friday, April 6, Registration 0800 International 50 Meter Match (conducted at 50 yards with B-19 target) 0900 Air Pistol Centershot Re-Entry Matches begin (Event Running Concurrently all days) 0900 Metal Silhouette Challenge Re-Entry Matches begin (Event Running Concurrently all days) 1030 International Standard Pistol Match (conducted at 25 yards) 1300 NMC Relays Begin, 3 minimum Saturday, April 7, Registration Relay Relay Rimfire EIC Match 1300 CF 900 Relay CF 900 Relay (Estimated will start earlier if ahead of schedule) NMC Relays Begin Sunday, April 8, Registration Relay Relay NMC Relays Begin 1530 Awards Ceremony NATIONAL MATCH COURSE RELAYS The National Match Course Relays will be available for competitors to participate in the NRA Distinguished Revolver Match, the CMP Service Pistol EIC Match and/or the CMP.22 Rimfire EIC Pistol Match. Multiple relays will be held each day, as time allows. All matches are held in accordance with current NRA and CMP rules. Each NMC Relay will be designated as a Distinguished Revolver Match, CMP Service Pistol EIC Match, or CMP.22 Rimfire Pistol EIC Match. There will be no infiltration of the.22 Rimfire EIC match, however, the Distinguished Revolver and Service Pistol EIC matches can be infiltrated. TEAM MATCHES If there is only 1 relay, Team Matches will be conducted during the time allocated for Relay 2. The entry fees for the Team Matches will be split 25% going to the Junior Shooter programs and 75% going to the Team Match Prize Pool. The rules for the Team Matches can be found on a separate page of this match bulletin. RE-ENTRY EVENTS The Air Pistol Center Shot Match and Metallic Silhouette Challenge Match will be conducted throughout the weekend and the winners will be awarded cash prizes based on the number of entries. Entry Fees will be divided between the Lt Helton Foundation, the RBGC Scholarship Fund, and the Prize Fund. Additional Entries in both events will increase the number of placed paid and overall Prize Fund.

3 Air Pistol Center Shot Match Unlimited sighting shots and five record shots fired in a time limit of seven minutes. This will be a closest to the Center event. Pistols and pellets will be available or the competitor may use their own. Metallic Silhouette Challenge Match Five sighting shots on paper and ten record shots with.22lr pistol at specified distance, in two five round stings; place of finish determined by number of targets knocked down, with ties broken by elapsed time. For example, ten targets knocked down in 45 seconds beats nine targets hit knocked down in 30 seconds, and 9 down in 45 seconds beats 9 down in 50 seconds All ammunition must be lead; no jacketed or magnum ammunition allowed. Pistols and ammo will be available or the competitor may use their own. AWARDS NRA Regional 2700 Champion - Lt Joseph Helton Foundation Trophy Plaque, Gold NRA Regional Medallion 2 nd Place Silver NRA Regional Medallion 3 rd Place Bronze NRA Regional Medallion EIC Matches EIC Trophy and EIC points earned Class Awards will also be awarded, based on the number of entrants. PRIZE POOLS The NRA Regional 2700, the Service Pistol EIC Match and the.22 Rimfire EIC Match will each have their own Prize Pool. Each Prize Tier entrant will receive one Prize Pool Drawing ticket for that event. On Sunday, at the conclusion of all shooting events, the Prize Pools will be constructed and resolved as below. NRA Regional 2700 If a Prize Tier entrant, in addition to the Trophy Plaque, the Champion will be awarded their choice of either a Trophy Pistol or Championship Prize ($500 Minimum). All Prize Tier entrants, other than the Champion, will participate in a random drawing for $500. If eligible 2 nd Place and 3 rd place finishers in the 2700 will be awarded 3 and 1 additional Prize Pool Drawing tickets. Service Pistol EIC Match Assuming participation in the Prize Pool, the 1 st, 2 nd and 3 rd place finishers will be awarded 5, 3 and 1 additional Prize Pool Drawing tickets, respectively. A random drawing will be held to determine the winner, who will have their choice of either the Service Pistol EIC Match Prize or a Cash Prize ($200 Minimum)..22 Rimfire EIC Match Assuming participation in the Prize Pool, the 1 st, 2 nd and 3 rd place finishers will be awarded 5, 3 and 1 additional Prize Pool Drawing tickets, respectively. CLASSIFICATION/CATEGORIES: NRA classification. Unclassified shooters will compete in Master Class. Categories in accordance with NRA Rules (Military, Police, Civilian, Junior) 1) Civilian - Defined in Rule 2.2; Generally, competitors who do not fall into the following categories: 2) Police - As defined in Rule 2.4. This is also a specific group and limited as far as interpretation is concerned. A person, based on employment, either falls into the police category or does not. 3) Service - Defined in Rules 2.5 (National Guard), 2.6 (Regular Service) and 2.7 (Reserve Components); Competitors who are members of the Armed Forces generally fall into one of these categories. Exceptions are based on duty status and/or military support to the competitor during the calendar year. 4) Junior - Rules 2,3; 2.3.1; and COMBINATION OF CLASSIFICATIONS: If less than three competitors are entered in a class that competitor will be combined with competitors in the next highest class until award groups of five or more are created.

4 LUNCH: Lunch will be provided to all competitors each day. OTHER Current NRA/CMP and USA Shooting Pistol Rules will apply. Scoring will be done in target frames after each designated course of fire (ten rounds precision pistol, electronic scoring on air pistol and as declared for other international and silhouette matches). 5 TEAM MATCHES If there are not enough entrants in the Regional 2700 to warrant a second relay, Team Matches will be run during the times allocated for Relay 2. COURSE OF FIRE: Each team member will shoot National Match Courses with their.22, Centerfire and.45 firearms, subject to NRA Precision Pistol rules. Shooters are expected to shoot the same pistols as shot in the corresponding Regional 900. SHOOTER HANDICAPS: Like in Golf, each Shooter will be assigned a handicap to allow shooters of differing skill levels to compete on an even playing field. In Golf, Handicaps are based on a Par Score of 72. For the purposes of this match, Handicaps are based on a Par Score of 291, and will be calculated for each 900 of the Regional. Each shooter in the Team Matches will have a Median Score (MS) calculated for them based on their median* Slow, Timed and Rapid Fire scores from the corresponding Regional 900, without regard to Xs. The Handicap ( Cap) that corresponds to each median score can be found on the table below. MS Handicap MS Handicap MS Handicap MS Handicap MS Handicap < TEAM SELECTION: The 2-shooter Teams will be selected immediately after the Handicaps from the Regional.22 Match are posted. The shooter with the highest Handicap may select any shooter from the pool of Team Match shooters as their teammate. Once that selection is made, the shooter with the highest remaining handicap in the pool may select their teammate. Selection will continue until all shooters are paired.

6 COACHING: Coaching by the non-firing teammate during the match is allowed and encouraged. The nonfiring teammate may scope shots and offer advice or guidance to the shooting teammate. The non-firing teammate may not touch the shooting teammate, other than to attract their attention, nor may they do anything distracting to other teams. SCORING: The team score is the sum of the individual scores plus the Handicaps from each shooter. Xs will count as shot. BONUSES: The following bonuses will be added to each team s final Team Match total 1 point for each level of NRA classification difference. A High Master teamed with a Sharpshooter would get 3 points, whereas 2 High Masters teamed would get none. 3 points if the Driver s Licenses of the teammates are from different states. 5 points if the teammates are of different sexes (as determined by the Match Director). PRIZES: The Prize Pool will consist of 75% of the Team Match entry fees. The other 25% goes directly to the Junior Shooters programs. Places Paid Out (percentages based on Prize Pool) 3-6 Teams: 100% to 1 st Place 7-9 Teams: 70% to 1 st Place, 30% to 2 nd Place 10+ Teams: 60% to 1 st Place, 25% to 2 nd Place, 15% to 3 rd Place ** - The median Slow Fire score will be the remaining score when the high and low scores are thrown out. The median Timed and Rapid Fire scores are similarly defined.
