1 2017 TWILIGHT GOLF LEAGUE at the WESTLAKE GOLF COURSE GENERAL: The Twilight Golf League Officers are: Dian Walden Rick Schnapka Jim Lewis (Scoring) The Twilight Golf League will start on April 24, 2016, and conclude on July 10, There will be no league play on May 29 th in observance of Memorial Day and on Monday July 3 th. Please read the following information to familiarize your self with the league rules, scoring methodology, and handicap system. During the 2017 season the league will play under an individual match and team match format. See the scoring section for an explanation of these formats. There will be 10 weeks of play. If you have any questions concerning any of the information contained in this handout, please contact a member of the rules committee listed below. Pat Chavez Harold Hale FEES: League fees per member will be $200. This will be payable in two (2) installments on or before the date as follows: April 24 th $ You may also pay the full amount ahead of schedule. League fees must be paid up in order for the member to be allowed to play in any scheduled match. No arrearage will be allowed. Failure to pay fees will result in a match forfeit, without prior arrangement with the League Rules Committee.

2 Checks should be made payable to TWILIGHT GOLF LEAGUE and sent to: Dian Walden 6480 Katherine Rd Spc 45 Simi Valley, CA SCHEDULE: The first starting time each Monday will be 4:30pm, the last time will be 4:45pm. Tee off order and side to be played will be assigned. The side played and starting order will be rotated as evenly as possible. HANDICAPS: 1. The first night, all new players will establish a handicap using the HANDICAP SYSTEM (See Attachment 1). All returning players will use their handicap from the end of last year. The second night, all new players will use the handicap that was established on the first night. All returning players will continue to use their handicap from the end of the previous year. After the second night, all handicaps will be computed from current league scores according to the HANDICAP SYSTEM (See Attachment 1). 2. Adjusted score rule (HANDICAP PURPOSES ONLY): Any strokes over a triple bogey will be subtracted. For example, if on a par 3 hole you score a 7, the computer will deduct 1 stroke from your total gross score to determine your handicap. 3. If both players on a team have the same handicap, the player with the lowest player number in the program will be the low handicap for that week. 4. The maximum handicap allowed is There will be no minimum handicap. If a player scores PAR or less, the computer program will calculate negative handicaps. Negative handicaps will affect strokes given or received in individual match play. 6. Handicaps will be based on your best rounds played during the course of the league season and will be recomputed after each round per the HANDICAP SYSTEM (See Attachment 1).

3 7. Substitutes will use their handicap from the end of last year, if they have one, for the first two rounds. After that, handicaps will be computed using their current league scores. If the substitute is new and has not played in the Twilight Golf League at the Westlake Golf Course, the handicap will be established at the end of the round using the HANDICAP SYSTEM (See Attachment 1). 8. Substitutes for weeks 08 through 10 (position night) must have an established league handicap for the current year. 9. The USGA Slope System, designed to assign handicaps for players visiting different golf courses, will not be used for league play. Twilight League handicaps are not assignable to other golf courses. SCORING: 1. The Twilight Golf League will be an individual match play per hole and a team match format. 2. Each match will be for a total of six (6) points. 3. Points will be distributed as follows: a. The low handicap players on each team will play each other for two (2) points. The high handicap players will also play each other for two (2) points. In case of a tie, each side receives one (1) point. 1. The program has handicaps out to 2 decimals points, but reports reflect only whole numbers. The program runner will adjust the scorecards prior to printing so that the low handicap players are matched together. 2. Where a regular member and a substitute have the same handicap, the regular member will be the low handicap player. 3. A manual printout of the handicaps for the current round will be at the golf course at start of play in case there are any questions. b. Two (2) points will be awarded for the team match most holes won. One (1) point for each team in case of a tie. c. Scoring will be based upon Match play, if a player has lost the hole after hitting too many balls into

4 the water, they can declare the hole lost. That hole will be awarded to his opponent and cannot be used for the Team Match play. The player will be given a score 2 strokes over his opponents. The player s scores for the other 8 holes will be counted for his match and the Team Match. This will hold true for any hole that a player picks up on. d. Clarification of the new Team Match format: This year we are using a Better Ball Match between the two teams to determine the two points for the team portion. The better of the two players' net score is compared with the two opponents' net score on EACH hole. The team with the most holes won at the end of the round will get 2 points, 1 point each if both teams win the same amount of holes. The scorecards for each week show the handicap holes (pops) for the individual matches and for the team matches. e. Score cards with the correct Hole Number and Handicap will be printed and made available prior to the first tee time each week. Two score cards should be kept during play, one by each team. The cards should be compared on the completion of the match. One card will be attested and turned in at the end of that night's play. f. The Twilight Golf League Champions will be determined by the total number of points accumulated over the 18 weeks of play. In case of a tie, a sudden victory playoff will be arranged. The playoff format shall be the same as the SCORING RULES above. The team that has more points after the completion of a hole shall be declared Champions. 4. Forfeits will be handled as follows: a. Teams will begin play on their scheduled start time or in their scheduled "sequence" should there be a late start by the Golf Course. b. A forfeit will be declared when the player is not at the first tee, ready to play, after five (5) minutes following their scheduled start time or "sequence."

5 c. WHEN AN ENTIRE TEAM FAILS TO APPEAR - Six (6) points are awarded to the team that shows up. The team must play their round and submit a scorecard. These scores will not be used for handicap purposes. d. WHEN ONE TEAM MEMBER FAILS TO APPEAR - His/her partner will play the match alone. Two (2) points will automatically go to the absent player's opponent. The lone player will play for a possible four (4) points. He/she will play the appropriate handicap player for two (2) points and both opposing players' match play for the team two (2) points. e. WHEN ONE MEMBER OF EACH TEAM FAILS TO APPEAR - The two players who appear will play for all six (6) points. 5. LATE PLAYER(s): A late player, arriving after the above noted five (5) minutes, may join his or her group, however, the holes from that player shall be awarded to the opposing player and the match will not be used for handicap purposes. Note: A player may request a schedule change to the LAST start time. However, such a change will only be granted with the advance agreement of the opposing team. 6. When a substitute plays in the absence of a regular member, the substitute will always play their match against the appropriate handicap player on the other team. (See 3.a.2). 7. When two female players are matched against each other, the Ladies Handicap hole ratings will be used. When a lady is matched against a gentleman and she receives strokes, the strokes will fall on the Ladies Handicap holes. If the Gentleman receives strokes, the strokes will on the Men's Handicap holes. RULES FOR PLAY: U.S.G.A. Rules will govern all play, except as modified by the Westlake Golf Course Rules or the Twilight Golf League Rules. All Twilight League members and substitutes should acquaint themselves with these rules. The following are a few basic rules. 1. This being a summer league, summer rules will apply. YOU MAY NOT MOVE OR LIFT THE BALL except as allowed by U.S.G.A. Rules. "Play it as it lays."

6 2. Putts do not have to be holed. On Temporary greens, once the temporary green is reached, you may pick up and take a two (2) putt. However, you may also choose to putt out. Once you putt, you must continue to putt the ball until it is holed, counting all strokes. 3. When a ball is hit out of bounds or lost, another ball must be played from the same point. (PENALTY: ONE (1) STROKE AND DISTANCE) i.e. if your first shot goes out of bounds, hitting the second ball constitutes your third shot. If there is doubt as to whether the first ball went out, you may hit a provisional ball. If the first ball is found to be in bounds, it must be played and the provisional ball picked up. 4. If you deem your ball to be unplayable, proceed under Rule 28 of the USGA rules. Water hazards are not subject to this rule. 5. Before making a stroke in a hazard you may NOT ground your club. (PENALTY: TWO (2) STROKES) 6. A ball in casual water, ground under repair or in an animal hole may be played as it lies or lifted and dropped at the nearest point of complete relief (i.e., you may not take a stance in the ground under repair if you choose relief), no nearer the hole. (NO PENALTY) 7. If any immovable obstruction (i.e. protective fences, sprinkler boxes, etc.) interferes with your stance or swing, you may take one (1) club-length relief from the obstruction, no nearer the hole. (NO PENALTY) 8. You will be allowed "line of sight" relief from any protective fence. 9. Balls coming to rest on an obvious cart path, whether paved or not, may be moved to the NEAREST point of relief, no nearer the hole. This does not always mean onto the fairway. (NO PENALTY) 10. All lakes will be played as water hazards. The only exception will be on holes 5, 6, 8, and 14. Water coming into play on these holes will be considered lateral hazards.

7 11. On hole #9, the score card states that the cart path behind the green is out-of-bounds. LEAGUE RULE: If the ball comes to rest on the cart path, it will be considered out-of-bounds. If the ball comes to a stop before the cart path, the ball will be played from that position. 12. If there is a dispute during the round, play two balls for that hole. Resolution will be governed by U.S.G.A. or course rules in most cases. The Rules Committee will resolve those instances requiring further discussion. 13. After searching for your ball and you are unable to find it, you must return to the original location you hit the ball from and hit a second ball. You are considered to have abandoned the first ball once you head back to the original location. You therefore must play the second ball regardless if you find the original ball Westlake Rules from Scorecard These rules will apply unless indicated in the above rules.
