1 I. CLUB MEMBERSHIP A. The Douglas Aircraft Company Memorial Golf Club, hereafter referred to as the Club, is open to anyone interested in joining. Both men and women are encouraged to join the Club. B. A nominal membership fee will be charged annually to be a member of the Club. The fee will be established by the C. CLUB YEAR The Club Year will begin October 1st and will normally conclude the following September with a 54-hole club championship tournament. TOURNAMENTS A. There will be a minimum of eight (8) Club tournaments held per Club Year. B. The time, place, and tournament type will be approved by the Board of Directors as submitted by the Tournament Director. C. As a general rule, Club members will use the following tees: Men: "A" Flight, back tees; other flights, middle tees; Women: "A" Flight, middle tees; other flights, forward tees. The Handicap Chairperson may modify tee assignments should circumstances dictate. D. All tournament place ties are broken using the SCGA method, matching score cards (best score for the last nine holes, then the last six holes, last three holes, and finally the 18th hole). Gross scores are used for the low gross place and net scores are used for the low net places. More details are described in 'The Rules of Golf' by the USGA in Appendix I, Conditions of the Competition, How to Decide Ties, Rule 2. Stroke Play (c). E. Guests will not be able to compete for prizes in our tournaments. Guest fees will be $15 less than the tournament fees for a regular member. Since guests 1

2 will not be competing for prizes, they will be allowed to play in more than one tournament per year F. The Tournament Director or his designee will be the first starter of each tournament. G. Tournament Rules. The Official USGA Rules of Golf will govern all competition except as modified below or as altered by the score card of the course in play. If in doubt as to the rule that applies in a given situation, play a ball according to each rule and get a ruling from the Tournament Committee at the end of the round. 1. This Club will not play "Winter Rules" except when specified by specific tournament instructions. The Club defines "Winter Rules" as follows: "A ball in the FAIRWAY may be lifted, cleaned, and placed within six inches of where it originally lay, no nearer the hole, and so as to preserve as nearly as possible the stance and line required to play from the original lie (no penalty). Any ball in the ROUGH (off the fairway) must be played as it lies." 2. When a player's ball unknowingly comes to rest in an OB area or when his ball (after a thorough search, maximum 5 minutes) is declared lost, he may drop a ball, no closer to the hole, on the spot determined (agreed to) by other players (not a partner) in his foursome. This spot should be their best estimate of where his ball entered OB or where it was lost. The player would then add two (2) penalty strokes to his score. Note: This rule is felt to be necessary to speed up play and to standardize Club scoring. It is not, however, intended to preclude hitting a provisional ball from the original spot and taking the regular USGA stroke-anddistance penalty when a ball is clearly OB, or if there is doubt that the ball is in bounds. 3. Spike marks may be tamped. This rule is intended to level the playing field for all players, particularly when wet or soft greens tend to get chewed up toward the end of the day. It is not intended as an excuse to manicure every green on every putt. If this rule results in excessively slow play, it will be discontinued by the Board and all members will be notified on subsequent tournament applications. 4. When playing a course with "temporary greens", a player must putt until the ball is holed, with a maximum of 3 putts on the green. 2

Slow players will be assessed a two stroke penalty at the end of play, upon the recommendation of the Tournament Director and approval by the "Slow Play" is defined as a group failing to clear the last (18th) green within fifteen minutes after the group ahead. IV. TOURNAMENT APPLICATIONS AND MONEY Tournament applications and money must be received at the designated postal address by the entry deadline, as specified on the entry form. At the discretion of the Tournament Chairperson, and if tee times are available, a late entry may be accepted. Late entries will normally be placed on a standby list and the applicant so notified. Note: Cash will not be accepted for tournament entry by the Club. Payment must be by check or money order, made payable as specified on the entry form (usually to DAC MGC). Payment will not be accepted at the golf course on the day of play, except for a replacement/substitute golfer (see para. V.C.). V. ABSENTEE GOLFER A. A golfer may cancel from a tournament prior to the entry deadline and receive a full refund. B. If a golfer cancels after the entry deadline but before 1 hour prior to start of the tournament, his prize fund will be refunded. However, refund of his green fee will depend on the golf course refunding the green fee to the Club. Most golf courses require full or partial payment of green fees ten days to two weeks prior to the event. Therefore, if the golf course refuses to refund a late cancellation green fee, the golfer who cancels late will forfeit the green fee. C. If a golfer must cancel and needs a replacement golfer, the canceling golfer should first notify the Tournament Chairperson as soon as possible so that players on the waiting list may be contacted and given the opportunity to play. If no golfer on the waiting list can play, the canceling golfer may arrange his own replacement. In such case, notification should be given to the Tournament Chairperson immediately after arranging the replacement so that a handicap can be determined for the replacement player. When a player arranges his own replacement, he is responsible for obtaining his own entry fee from his replacement 3

4 VI. HANDICAP INDEXES The Handicap Chairperson will compare each member s club index with their SCGA index and use the lower of the two to calculate their handicap for a given tournament. Club handicap indexes will be computed by the Handicap Chairperson based on club tournament scores only, using a formula approved by the In general, SCGA methodology will be used based on the best 5 out of the latest 10 tournament rounds. Members without a current index will have their handicap for a given tournament calculated using the generally accepted Callaway method. VII. 54-HOLE CLUB CHAMPIONSHIP TOURNAMENT A. This tournament will be played on three separate days. B. If tee times are available, guests may be allowed to play in the 54-Hole Championship. However, the guest will neither contribute to the prize fund, nor be eligible for tournament prizes. In any case, members have priority of play over guests prior to the entry deadline. H. First place ties in any flight for the 54-Hole Championship will be resolved by sudden-death playoffs, as permitted by the golf course management. Playoff holes will be determined by golf course management. 4

The Board of Directors is the governing body of the Club and shall elect officers of the Board by majority vote. The Board will consist of a maximum of eight members. B. All current members of the Club are eligible to be candidates for the Board of Directors. Membership on the Board is voluntary. If fewer than eight club members volunteer for Board membership, the Board will be constituted from those volunteers. However, if more than eight club members volunteer for the Board of Directors, the Board of Directors will be elected by the Club members at the start of each year. C. To be eligible for re-election, a board member must have attended at least half of the Board meetings held during the previous Club year, baring sickness or other unforeseen circumstances. X. BOARD OF DIRECTORS MEETINGS Time and place for the Board of Directors meetings will be determined by the President, with the approval of the XI. Establishment of the Bylaws governing the conduct of the Club, and revisions thereto, shall be the responsibility of the A copy of the Club Bylaws, and each revision thereof, shall be provided to any member who requests it.
