Every class offered herein which is covered by the rules and specifications of the current Federation rule book will be conducted and judged in accordance therewith. In all classes wherein the rules of the USEF do not apply, the horse show management shall settle any dispute or question and the decision shall be final. Exhibitors and other participants herein, as a condition of admission, shall consent to such methods of settlement. MEMBERSHIP STATEMENT (USEF Rule GR 901.9) Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. Effective 12/1/17 FEDERATION ENTRY AGREEMENT (USEF Rule GR908) 1. Every entry at a Licensed Competition constitutes an agreement that the person making it, owner, lessee, trainer, manager, agent, coach, driver, rider, handler, vaulter, longeur, and the horse are subject to the Bylaws and the rules of the Federation and the local rules of the competition. Exhibitors are cautioned to abide by restrictions concerning exhibiting horses before judges as provided for in GR1304. Participants utilizing an online entry system for a Licensed Competition do so with the agreement that they have read the Official Prize List and agree to follow all the class specifications, requirements and conditions in the Official Prize List. 2. Every exhibitor, rider, driver, handler, vaulter, longeur, coach and trainer or his/her agent(s) must sign an entry blank. In the case of a rider, driver, handler, vaulter or longeur under the age of 18, his/her parent or guardian, or if not available, the trainer, must sign an entry blank on the minor s behalf. Unless specifically provided otherwise by law, any of the above persons may alternatively sign an entry blank in electronic form which shall have the same validity, force and effect as a signature affixed by hand. If any of the above persons fails to do so, his/her first entrance into the ring as an exhibitor, rider, driver, handler, vaulter or longeur shall be construed as his/her acceptance of the rules of the competition involved and of the Federation and shall ipso facto render him/her subject to said rules. Upon the failure of an owner, trainer, rider, driver, handler, vaulter, longeur, coach or agent(s), or parent or guardian or trainer of a minor rider, driver, handler, vaulter or longeur, to sign an entry blank as required, and upon confirmation of any such violation(s) by the steward or secretary of the competition, such person(s) shall be subject to an automatic fine of $250 imposed for each such violation. 3. Violation of the rules in connection with entries may be cause for disqualification of the exhibitor, rider, driver, handler, vaulter, longeur, coach and trainer by the Directors of the Licensed Competition (see GR1218.4) and for report to the Federation. 4. The Federation, incorporated in 2003, is a New York Not-For-Profit corporation. Pursuant to Chapter 6, the construction and application of Federation rules are subject to the laws of the State of New York. It is expressly agreed by and between the Federation and its members and any other persons in any way participating or in any way seeking to participate in a Licensed Competition or otherwise utilizing or seeking to utilize the privileges or services of the Federation, that any lawsuit (except for an arbitration pursuant to Bylaw 705 of the Federation) brought against the Federation by or on behalf of any such member (whether or not still a member at the time such suit is brought), or by or on behalf of any such person, shall be commenced and adjudicated only in the United States District Court for the Southern District of New York or in the Supreme Court of the State of New York, County of New York, to the exclusion of the courts of any other jurisdiction or venue. 5

6 Release, Assumption of Risk, Waiver and Indemnification This document waives important legal rights. Read it carefully before signing. I AGREE in consideration for my participation in this Competition to the following: I AGREE that the Federation and Competition as used herein includes the Licensee and Competition Management, as well as all of their officials, officers, directors, employees, agents, personnel, volunteers and Federation affiliates. I AGREE that I choose to participate voluntarily in the Competition with my horse, as a rider, driver, handler, vaulter, longeur, lessee, owner, agent, coach, trainer, or as parent or guardian of a junior exhibitor. I am fully aware and acknowledge that horse sports and the Competition involve inherent dangerous risks of accident, loss, and serious bodily injury including broken bones, head injuries, trauma, pain, suffering, or death ( Harm ). I AGREE to hold harmless and release the Federation and the Competition from all claims for money damages or otherwise for any Harm to me or my horse and for any Harm of any nature caused by me or my horse to others, even if the Harm arises or results, directly or indirectly, from the negligence of the Federation or the Competition. I AGREE to expressly assume all risks of Harm to me or my horse, including Harm resulting from the negligence of the Federation or the Competition. I AGREE to indemnify (that is, to pay any losses, damages, or costs incurred by) the Federation and the Competition and to hold them harmless with respect to claims for Harm to me or my horse, and for claims made by others for any Harm caused by me or my horse while at the Competition. I have read the Federation Rules about protective equipment, including GR801 and, if applicable, EV114, and I understand that I am entitled to wear protective equipment without penalty, and I acknowledge that the Federation strongly encourages me to do so while WARNING that no protective equipment can guard against all injuries. If I am a parent or guardian of a junior exhibitor, I consent to the child s participation and AGREE to all of the above provisions and AGREE to assume all of the obligations of this Release on the child s behalf. I represent that I have the requisite training, coaching and abilities to safely compete in this competition. I AGREE that if I am injured at this competition, the medical personnel treating my injuries may provide information on my injury and treatment to the Federation on the official USEF accident/injury report form. BY SIGNING BELOW, I AGREE to be bound by all applicable Federation Rules and all terms and provisions of this entry blank and all terms and provisions of this Prize List. If I am signing and submitting this Agreement electronically, I acknowledge that my electronic signature shall have the same validity, force and effect as if I affixed my signature by my own hand. WARNING: Under the Equine Activity Liability Act, each participant who engages in an equine activity expressly assumes the risks of engaging in and legal responsibility for injury, loss, or damage to person or property resulting from the risk of equine activities. (Senate Bill 240-IL) MEDICATING HORSES (USEF Chapter 4) Exhibitors should exercise extreme caution before medicating their horses and should be aware of the USEF rules governing drugs and medications. Any questions about the use of certain medications and regarding Chapter 4 should be directed to the United States Equestrian Federation Equine Drugs and Medications Program, 956 King Avenue, Columbus, Ohio Phone Fax medequestrian@aol.com PROTECTIVE HEADGEAR (USEF Rule GR801) It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. SHARPS CONTAINERS (USEF Rule GR1210.4) Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing competition horses. It is competition management s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. MOTORIZED VEHICLES (USEF Rule ) Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. HEALTH PAPERS All horses must have a negative coggins dated within the past 12 months. Horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables (GR845). All equines entering Illinois must also provide: a) certificate of veterinary inspection issued by an accredited vet within 30 days of entry; and b) an entry permit issued by the Illinois Department Of Agriculture. Entry permits are available by calling the IL DOA at or by visiting and are issued 24 hours a day, seven days a week. There is no charge for obtaining an Entry Permit. Riders should be aware that Interstate Health Papers are required to be in your vehicle when attending shows not within your home state. DOGS (USEF Rule ) Dogs are NOT permitted to be loose on competition grounds and must be held on a leash or otherwise restrained. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs behaviors. Dog owners failing to comply with this rule will be issued a Yellow warning card may be subject to penalty under Chapters 6 and 7. 6

7 SHOW MANAGEMENT RESERVES THE RIGHT to itself, to refuse, limit, accept conditionally, or to cancel any entries; disqualify any riders or exhibitors thereby canceling awarded prizes; to change any course, to cancel or combine any unfilled classes, or to change rings or officials, to reschedule classes after due notice to exhibitors; to change specification in jumper classes as competition warrants and to interpret all questions and conditions in regard to, or arising out of, or incident to the show without claims for damages or recourse of any kind. HAZARDOUS WEATHER/ACTS OF GOD/ACCIDENT/EMERGENCY POLICY: Management reserves the right to cancel any classes due to hazardous weather, acts of God, accidents or emergencies. Every effort will be made to reschedule with priority given to rated classes being offered. No refunds for cancellations due to hazardous weather, acts of God, accidents or emergencies. NO SMOKING in or near any building! PARKING: NO PARKING IN FIRE LANES. Show management reserves the right to ask anyone to move their cars, trucks, trailers and vans at any time. DAMAGE: All owners and exhibitors shall be held responsible for any damage incurred by them, their agents, employees and animals to stalls, buildings and any other properties on the show grounds and will be billed accordingly. RING/EXHIBITOR CONDUCT: If the courtesy circle is restricted, it shall be announced, and also be indicated on the course diagram. A corresponding barrier will be erected in the arena. If said restrictions are not observed, the rider shall be disqualified. Jumping orders will be posted at the in-gate. Jumping orders will be pre-posted and rolled. Post entries will be added to the top of the jump order. Please advise the paddock master of any conflicts. ENTRIES CLOSING DATE: MAY 23, 2018 Entries postmarked after the closing date will be considered late and a one time late fee of $30 per horse will be charged. Entries must be properly made on the official entry form with all blanks filled in where applicable. Entries are accepted on a first come, first serve basis. Entries received by May 23, 2018 will receive a $25 stall discount. OPEN CHECKS: ALL TRAINERS ARE REQUIRED TO LEAVE AN OPEN CHECK IN THE HORSE SHOW OFFICE AT CHECK IN. Professionals, please inform your customers that exhibitor numbers will not be issued by the secretary until entry forms are correctly and completely filled out and an open check is received. NON-COMPETING HORSES must fill out an entry form and pay office, stabling and noncompeting horse fees. REFUNDS: Prior to arrival on the show grounds, entry fees shall be refunded if horse/rider is unable to participate. Stall and office fees shall not be refunded after closing date. 7 ENTRY/CROSS ENTRY: Exhibitors are responsible for a knowledge of the Rules and Regulations governing the horse show and for their own errors and omissions. In the case of a violation of a cross entry restriction, the exhibitor will forfeit the entry fee, class placing and prize money award. NON-U.S. CITIZENS (see GR1308.3) and foreign competitors must provide proof, in English, of current membership in good standing in their respective National Federation, or hold current membership in good standing with the USEF. TRAINER is defined as any adult who has responsibility for the care, training, custody or performance of a horse. Said person must sign the entry form. See GR147. ADDS/SCRATCHES DURING SHOW: Declare all classes by 5 pm the day before classes are held. A Transaction Fee of $5 per add/scratch sheet will be charged if changes are made on the same day as the classes are held. ANY ENTRY RIDING IN A CLASS IN WHICH THEY HAVE NOT BEEN ENTERED WILL BE CHARGED A $25 RODE WITHOUT ENTERING CHARGE. TRAINER SPLITS: The show secretary offers a service to trainers that allows the trainer to purchase shavings, feed, tack stalls, etc. directly from the Horse Show, and then split the total amount for some or all of these items and have it charged directly to their client s horse show bill. Any horse show secretary can assist the trainer in this process. Trainer splits will be accepted until noon on Friday (no exceptions). Please advise your clients that these charges will appear on their show bill. Only dollar amounts will be split (not quantities) and totals will be rounded up to the next whole dollar amount. Trainers are reminded that this is a service provided by the Horse Show and that doing splits in a timely manner is their responsibility. Additionally, any splits uncollected from the client will revert back to the trainer for payment. Please Note: Only amounts billed by the horse show to the trainer may be included in the split. MEMBERSHIP, MEASUREMENT & AMATEUR CARDS: All participants (riders, drivers, handlers, owners, trainers, coaches, agents or lessees) must present to the competition secretary a current USEF/USHJA membership card or copy thereof, or he/she will be assessed a $45 (or $75 if both USEF and USHJA) non-refundable non member fee. All junior and pony hunters must possess and present to the horse show office, a current USEF measurement card. All amateur-owners and adult amateurs must present their amateur cards at the time of number pick up. To speed processing, please enclose photocopies of these cards with entries. MICROCHIP As of December 1, 2017, all horses competing in classes that require USHJA horse registration must provide a microchip number that verifies their animal s identity in order to compete for points, money won or be eligible for Federation and/or USHJA programs and awards where horses are required to be recorded or registered. A microchip used to verify identity must be a fifteen digit ISO compliant 11784/11785 chip and be implanted in the nuchal ligament of the animal. This rule will have a transition period from December 1, 2017 to November 30, During this period, animals that are not in compliance with this rule will not receive points or be eligible for Federation and/or USHJA programs and awards. After this period, all horses that are competing in classes which require USHJA registration which are not microchipped will be ineligible to compete in Federation licensed competitions.

8 HORSE REGISTRATION NUMBERS: All horses competing in Federation non breed restricted licensed competitions with hunter, hunter breeding, jumper and hunter seat equitation classes (except those activities enumerated in GR 901.9, items 1-9) must be properly identified and must obtain a Registration Number from the USHJA. A registration number for each horse must be entered on all entry forms for licensed competitions. Only one Horse Registration Number will be issued per horse, and must remain with the horse throughout its career. Anyone knowingly applying for a duplicate Registration Number for an individual horse may be subject to disciplinary action. The Federation and/or USHJA as applicable must be notified of any change of ownership and/or competition name of the horse. Owners are requested to notify the Federation and/or the USHJA as applicable of corrections to previously submitted information, e.g., names, addresses, breed registration, pedigree, or markings. Applications for Registration Numbers can be completed online at or using the Horse Registration application form. The Horse application form is also available from the USHJA or Federation office, or it can be downloaded from the USHJA or Federation website or from competition management. HORSES MUST STILL BE RE- CORDED WITH THE USEF (EITHER LIFETIME OR ANNUAL) TO RECEIVE NATIONAL OR ZONE POINTS. See USEF Rules EQ 100.2, HU and JP PARENTS: If not accompanying minor, please send permission for medical treatment (responsibility for care) with trainer or responsible adult. POST ENTRIES close at the start of the preceding class. Shippers will be charged a stall, non showing and office fee. THE OFFICE WILL NOT ACCEPT ENTRIES ON SUNDAY AFTER 9 AM. All stalls are in permanent buildings and have crushed limestone flooring. Permanent box stalls with doors are 10 x 12 and are available on a first come, first serve basis by checks received. Temporary stalls are 10 x 10 with doors. All horses must have a stall unless prior arrangements have been made as trailer-in parking is limited. Stabling requests honored when possible.
