6 RULES & REGULATIONS Every class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. The Horse Show Committee reserves the right to interpret all questions and conditions in regard to or arising out of, or incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by the Horse Show Management; its decision to be final. The Horse Show Management reserves the right to limit entries in any class, section or division, to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without any claim for damages; to change any course, to add a dotted line, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate judges; to change specifications in jumper classes as competition warrants. Every horse entered herein for competition will be under the control of the Horse Show Management, but the Show Management will in no case be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the horse show and the officials, employees, directors, officers, sponsoring entities of the horse show and the facilities at which the horse show is held blameless for any loss or accident to his horse(s), employee(s), or equipment which may occur from sickness, fire or other cause. WARNING: THE Holiday Premiere, December Classics, AND IT S MANAGEMENT, OFFICERS, OWNERS, OFFICIALS, AND EMPLOYEES WILL NOT BE RESPONSIBLE FOR ANY ACCIDENT OR LOSS WHICH MAY OCCUR TO AN EXHIBITOR, SPECTATOR, GUEST, RIDER, GROOM, ATTENDANT OR OTHER EMPLOYEE, ANIMAL, VEHICLE, OR EQUIPMENT AT THE SHOW. THIS SHALL BE A CONDITION OF ENTRY TO THE SHOW OR SHOW GROUNDS. Current USEF rules relating to drugs and medications will be enforced. Each horse entered must pay the $15.00 USEF Drug/Medication Fee plus an $8.00 USEF fee. (Total $23.00 USEF Fee). Each horse entered will also be required to pay the USHJA Zone Support fee of $7.00. While every effort has been made to avoid mistakes in this publication, the USEF, The Aiken Horse Park, Equus Events, Inc. and its management and/ employees assume no liability to anyone for errors. Any significant errors or changes will be disclosed to competitors whose entries are accepted upon their acceptance, and otherwise in accordance with USEF rules. Credentials: ALL EXHIBITORS IN ANY PONY, JUNIOR HUNTER OR AMATEUR SECTION MUST PRESENT THEIR CREDENTIALS (MEASUREMENT CARD OR AMATEUR CERTIFICATION) TO THE SHOW OFFICE BEFORE THEIR NUMBERS CAN BE RELEASED. Kindly send a photo copy of credentials with entry to facilitate processing. All horses or ponies without a valid measurement card will be measured at a designated time and place. Anyone not presenting valid membership credentials (USEF/USHJA) will be charged a $45 (USEF) $30 (USHJA) non-refundable show pass fee. Amateur exhibitors not able to present valid Amateur Credentials will be required to join the Federation. Only a parent will be exempt from the Federation non-member fee if signing as coach for his/her minor child. Horse Registrations: All horses competing in Federation non-breed restricted licensed competitions with hunter, hunter breeding, jumper and hunter seat equitation classes (except those activities enumerated in GR901.9, items 1-9) must be properly identified and must obtain a Registration Number from USHJA. A registration number for each horse must be entered on all entry forms for licensed competitions. Proof of registration must be presented to the Show Secretary before numbers can be released. To be eligible for National, Regional or Zone Horse of the Year Awards, and to enter a USEF Computer Ranking List Class horses must also be registered with the USEF. Exception for USEF Computer Ranking List: Citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation need not have USEF Registration. Coggins Test: South Carolina state law requires that each horse be accompanied by a negative EIA certificate dated within one year. Entries: The closing date for entries for the Holiday Premiere is November 19th, The closing date for entries for the December Classic is November 26th, After these dates stall fees are non-refundable. A $25 late fee will apply for all entries not received by these dates. Entries should be sent to the address shown on the entry blank. Checks should be made payable to Equus Events, Inc. Numbers WILL NOT be issued without a SIGNED OPEN CHECK or CREDIT CARD INFORMATION lodged with the Horse Show Secretary. A $45 Office/Service Fee will be charged to each horse to cover adds/scratches, office services, etc. Please note; a $50 fee will be charged for non-negotiable checks. The entry form for each show must include the following: Horse name and complete description; All classes or divisions entered; All mandatory signatures, including legal guardian in the case of a minor exhibiting; Organization membership numbers; Social Security or Federal ID number of owner or prize money alternate payee. Stalls: Holiday Premiere: Permanent 10 X 10 stalls of wood/metal construction with doors are available during the event at a cost of $185 per horse/pony. Stalls will be assigned on a first come first serve basis. December Classics: Permanent 9 X 9 stalls of wood/metal construction with doors are available during the event at a cost of $185 per horse/pony. Stalls will be assigned on a first come first serve basis. Stabling Reseverations are to be made and confirmed via stabling@equusevents.com 6
7 RULES & REGULATIONS Motor Homes: A limited number of motor homes and camper sites are available. Please contact prior to mailing entries for information on camper areas. $250 weekly fee at Bruce s Field. $200 weekly fee at Wills Park. Motorized Vehicles/Golf Carts: Under South Carolina State Laws and USEF rules, unlicensed drivers are not permitted to operate any motorized vehicles ATVs, motorcycles, golf carts, etc., on the show grounds. Failure to abide by these regulations will subject the exhibitor to suspension from the horse show. See USEF GR 301. Minor Exhibitors: Parent(s) or guardian(s) of minor exhibitors shall hold the Horse Show Management and the Facility harmless for any injury to such minor. No child s entry will be accepted or number issued unless entry is signed by a parent or LEGAL guardian. The signature of unrelated persons WILL NOT be accepted. Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. Protective Headgear: Protective head gear, properly secured, must be worn BY ALL RIDERS AT ALL TIMES WHILE MOUNTED, anywhere, anytime on the show grounds. Headgear for all riders must meet or exceed ASTM Standards; must carry the SEI tag; and be properly secured by a harness per USEF rules. Ticketed Warm-Up: Tickets may be purchased in the Horse Show Office and are good for one Round of eight jumps. $25 charge per ticket. Non-Showing Horses: All non-showing horses must complete an entry blank and be assigned a back number. A $50 fee will be assessed to any horse not entered in any classes. Prize Money: The owner of any horse/pony exhibited in classes where prize money is awarded MUST provide a social security number or Federal ID number on the entry form. Prize money will be credited to your show account. Any overages will be mailed within 30 days of check-out. In the event of unauthorized redeeming of a check, Equus Events, Inc. will provide check copies to exhibitors and will be held harmless from the collection process. Dogs: Dogs are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs behaviors. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards pursuant to rule GR 301. Failure to maintain your dog, under control, as defined here, will result in a $50 fine assessed to the owner. In addition, pursuant to facility regulations, loose dogs will be removed by animal control, from the show grounds, at the owner s expense and impounded. Animal Welfare: We require that all horses be treated with kindness, respect and compassion and should never be subject to mistreatment. Owners, trainers, riders and grooms, or their agents must use reasonable care in the handling and treatment of their horses whether owned or placed in their care for competition or for any other purpose. At all times, while the horse is on the show grounds, we will provide for the continuous well-being of the horse by vigorously enforcing the rules of the USEF which pertain to the welfare of the horse. USEF rules defining policy regarding abuse and use of whips will be strictly enforced. No poling, use of bamboo off-set or excessive use of the whip will be tolerated. The well being of the horse must be considered above the demands of the breeders, trainers, riders, owners, dealers, organizers, sponsors or officials. Violators may be subject to penalties pursuant to USEF rules. In the event of an acute and serious injury to or illness of a horse on competition grounds when the owner or trainer of the horse or agent of the owner is not present, after reasonable effort to contact that individual has been made, competition management, in consultation with a licensed equine veterinarian, may authorize the provision of emergency veterinary treatment of the horse. If competition management so authorizes treatment under the provisions of this rule, competition management and veterinarian are not liable for any resulting costs, damages, losses, claims or actions arising directly or indirectly from the treatment of the horse. Electrical/Fire Regulations: All electrical installation and connections must meet all state and county codes. Aisles shall be maintained clear for a minimum of six (6) feet wide by eight (8) feet high. No obstructions or projections shall be allowed in these aisles. No Class I Flammable liquids such as gasoline are allowed inside the buildings. Cooking is not permitted within the stable area. Anyone found in violation shall be subject to dismissal from further participation in the horse show without recourse. Parking: Fire regulations prohibit all vehicles, including trailers, vans and passenger vehicles from being parked in the stable areas. Vans and trailers will be allowed in the stable area only to load or off-load. PARKING AREAS WILL BE DESIGNATED AND VIOLATORS WILL BE TOWED AWAY AT OWNERS EXPENSE Ring Sizes: All Aiken Rings: 150 x 300 All rings and warm up areas are sand/poly-fiber mixture. Wills Park: Jumper Ring: 150 x 290 Hunter Ring 1: 145 x 290 Hunter Ring 2: 145 x 260 7
8 RULES & REGULATIONS Liability: Equus Events, Inc., The Aiken Horse Park, Wills Park, their officials, and employees will not be responsible for any accident or loss which may occur to any exhibitor, spectators, guest, rider, groom, attendant, other employees, animals, or equipment at the events. All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents, their horses, or their dogs. They are therefore strongly advised to take out third party insurance providing full coverage for participation in equestrian events, and to keep that policy up to date. Photo Release: By signing the entry form I agree to waive the right to the use of my photos/videos at the competition and grant Equus Events, Inc. and its agent s full use of any and all competition photos and video. WARNING: UNDER SOUTH CAROLINA AND GEORGIA LAWS, AN EQUINE ACTIVITY SPONSOR OR EQUINE PROFESSIONAL IS NOT LIABLE FOR AN INJURY TO, OR THE DEATH OF A PARTICIPANT IN EQUINE ACTIVITIES RESULTING EXCLUSIVELY FROM THE INHERENT RISKS OF EQUINE ACTIVITIES. 9 2018/2019 Zone 4 Hunter Specifications (AL, FL, GA, MS, SC, TN) In accordance with GR : Contiguous states are: AR, KY, LA, MO, NC, VA ADULT AMATEUR HUNTER Eligibility: To be ridden by exhibitors who have reached their 18th birthday by December 1 of the current competition year and who hold a current USEF Amateur certification. Open to horses and ponies. Cross Entry: Riders in this section may enter any Equitation class and any class where otherwise eligible. Riders who compete in the Amateur Owner Hunter and/or Jumper classes may show other horses that they own in the Adult Amateur Hunters. Horses and ponies exhibiting in this section may cross enter multiple sections of Adult Amateur Hunter and any classes where eligible. Judging: To be judged on performance and soundness, suitability to count. Height of Fences: 3 0 or 3 3 ; spreads not to exceed height of fence. Combining/Dividing Sections: The Adult Amateur Hunter section may be divided by age of rider and/or height of fences. If the Adult Amateur Hunter section is offered divided by age it will be divided: 18-35, 36-49, 50 & Over. If there are fewer than three (3) entries in a section, that section must be combined with another. The Adult Amateur and Children s Hunter sections may be combined if there are less than three total in Children s Hunter section and if there are less than three total in the Adult Amateur section. When sections are combined and there are more than 16 total entries, the sections must be divided utilizing a Floating split, or a California split to create an even division of entries. Jog: Horses and Ponies are not required to jog for soundness. If stated in the prize list, management may require horses to be present for the awards presentation. Awards: Zone Horse of the Year Awards will be presented annually to the Adult Amateur Hunter section, the Adult Amateur section and the Adult Amateur 50 & Over section. CHILDREN S HUNTER HORSE Eligibility: To be ridden by exhibitors who have not reached their 18th birthday by December 1 of the current competition year. Cross Entry: Riders in this section may enter any Equitation class and may compete one different horse in the Junior 3 3 Hunter section, but may not cross-enter into any Junior 3 6 Hunter or Junior Jumper class at the same show. Horses and ponies exhibiting in this section may cross enter multiple sections of Children s Hunter and any classes where eligible. Judging: To be judged on performance and soundness, suitability to count. Height of Fences: 3 0 or 3 3 ; spreads not to exceed height of fence. Combining/Dividing Sections: The Children s Hunter section may be divided by age of rider or height of fences. If the Children s Hunter section is offered divided by age it will be divided: Children s Hunter Horse 14 & Under and Children s Hunter Horse If there are fewer than three (3) entries in either age section, the two sections must be combined. The Children s Hunter section may be combined with the Children s Hunter Pony, Children s Hunter Horse and/or Adult Amateur sections when there are fewer than three (3) entries in either section. When sections are combined and there are more than 16 total entries, the sections must be divided utilizing a Floating split, or a California split to create an even division of entries. CHILDREN S HUNTER PONY Eligibility: To be ridden by exhibitors who have not reached their 18th birthday by December 1 of the current competition year. Cross Entry: Rider age restrictions as found in Regular Pony sections do not apply. Riders may show only one pony in either the 2 0 or the 2 6 height of the Children s Hunter Pony section when also competing in the Regular Small, Medium or Large Pony and/or Green Pony Hunter sections. Riders cannot cross enter into any class where fences exceed 3 3. (Exception: Riders may show in Pony Jumpers). Ponies exhibiting in Children s Hunter Pony may cross enter into any class where otherwise eligible but the rider may not show the same pony in the regular pony section. Note: The pony may only be shown by one rider in the Children s Hunter Pony Classic and that rider must be declared prior to the first round of the Classic. Judging: To be judged on performance and soundness, suitability to count. Height of Fences: Small/Medium Children s Hunter Ponies: 2 0 and Large Children s Hunter Ponies 2 6. Combining/Dividing Sections: The section may be divided at managements discretion. The Children s Pony Hunter section must be offered by size of pony Small/Medium and Large Pony. If there are fewer than three (3) entries in either height section, the two sections must be combined. The Children s Hunter Pony section may be combined with the Adult Amateur and Children s Hunter sections if there are fewer than three (3) total entries in the Children s Hunter and Adult Amateur sections. When sections are combined and there are more than 16 total entries, the sections must be divided utilizing a Floating split, or a California split to create an even division of entries. Combing/Dividing Sections: Age-Group Equitation Sections may be combined as necessary, jumping at their respective heights, to meet the three-entry minimum requirement for points to be awarded. Awards: Zone Horse of the Year Awards will be presented annually to Equitation 11& Under section. Equitation Eligibility: To be ridden by junior exhibitors who have reached their 12th birthday but not their 15th birthday by December 1 of the current competition year.
