2 WELCOME 1 It is a pleasure to share with you the many opportunities within the Hong Kong Pattern Book for our /19 racing season. Hong Kong is one of the great horseracing destinations, offering lucrative international competition on a proven world class stage. All 31 of Hong Kong s Group-level races are open for overseas entries and the incentives to participate are greater than ever this season. At the very elite level, Hong Kong has 12 Group 1 races ranging in value from a minimum of HK$10 million to a current high of HK$28 million for December s LONGINES Hong Kong Cup (2000m). The Hong Kong Jockey Club has increased the value of all other Pattern races across the season, with its seven Group 2 races now worth HK$4.25 million and its 12 Group 3 races carrying HK$3.25 million. WELCOME The LONGINES Hong Kong International Races are scheduled for their traditional slot on the second Sunday in December and this year the four feature Group 1 contests will be worth a record HK$93 million, representing a 10% increase on last year s prize money fund. The LONGINES Hong Kong Cup (2000m) is one of the two most lucrative 10-furlong turf races in the world, while the HK$25 million LONGINES Hong Kong Mile (1600m) and HK$20 million LONGINES Hong Kong Sprint (1200m) are the richest races on turf at their respective distances, with both having received significant prize money injections. Highland Reel s win in the 2017 LONGINES Hong Kong Vase means that the 2400m event has gone to a visiting horse 22 times in 24 editions and this year its prize fund has increased 11.1% to HK$20 million. The inaugural Champions Day on the last Sunday of April, was introduced as a second major international Group 1 showcase occasion at and it proved to be an unequivocal success. The event, one of Asia s richest race days, will once again offer a fantastic afternoon of sport featuring three Group 1 races. The Queen Elizabeth II Cup (2000m) has a track record of attracting top-class overseas competitors and carries a purse of HK$24 million; likewise the Champions Mile (1600m), worth HK$18 million, and the Chairman s Sprint Prize (1200m), with a prize fund of HK$16 million. The alignment of those three races on one day and the excellent incentives offered make Champions Day one of the world s must-attend race meetings. Please do not hesitate to reach out to me or our team with any questions you might have. As ever, we look forward to welcoming you to Hong Kong during the season. No less than 10 days prior to a horse departing for Hong Kong, irrespective of the country in which the horse is located at the time, the trainer must submit the First Medication Declaration Form (MDF1) to the Club on the official form provided. 4. Between six days (maximum) and three days (minimum) prior to the horse departing for Hong Kong, irrespective of the country in which the horse is located at the time, a pre-travel veterinary inspection must be performed by a Club approved veterinary surgeon. At the time of this inspection, the inspecting veterinary surgeon must obtain from the horse s trainer a completed and signed copy of the Second Medications Declaration Form (MDF2), which records any additional medications administered to the horse since the submission of the First Medications Declaration Form (MDF1). 5. All medications administered to the horse after the veterinary inspection until its arrival in Hong Kong must be reported in writing to the Club on the Third Medications Declaration Form (MDF3) provided. *NB Please refer to the Hong Kong SAR Government Export Certificate for Horses Temporarily Imported into Hong Kong (Version: September 2011) for provisions relating to vaccinations and disease testing involving multi-country travel. The following standard official forms can be downloaded from the Club website at - "Medication Declaration Form for Racehorses Travelling to Hong Kong to Compete in International Races" (MDF1) - "Medication Declaration Update Form for Racehorses Travelling to Hong Kong to Compete in International Races" (MDF2) - "Post-Arrival Medication Declaration Form for Racehorses Travelling to Hong Kong to Compete in International Races" (MDF3) - "Pre-Travel Veterinary Inspection Form for Racehorses Travelling to Hong Kong to compete in International Races" CRITICAL MATTERS The following items MUST be carefully read, understood and complied with: 1. Pre-travel Treatments a) All racehorses MUST test free of prohibited substances on race day. b) Trainers should be aware that advice given for the pre-race withdrawal periods of medications used in Hong Kong may be different from those used/recommended in other racing jurisdictions and also, that withdrawal periods may well be more conservative. For example, the Club recommends a 21 clear day withdrawal for clenbuterol and a 30 clear day withdrawal for tiludronate. c) It is the responsibility of the Trainer, in writing, to seek clarification, from EM, VR&W (Fax: or peter. curl@hkjc.org.hk), regarding the recommended pre-race withdrawal periods used in Hong Kong for SPECIFIC medications, before they are administered to their horses. d) Trainers are reminded that certain corticosteroids, hormones, procaine penicillin and other slowly-eliminating medications may be detected for several months and that they are responsible for ensuring that their horses are free of all such substances. e) In accordance with Article 6E of the International Agreement on Breeding, Racing and Wagering; any horse administered any of the substances listed as not to be administered to racehorses at any time in their career ( com/default.asp?section=iabrw&area=2#a6e), including and especially anabolic steroids, will not be permitted to race. If however, any such substances were administered under exceptional circumstances and in accordance with the IFHA s exceptional use for therapeutic purposes facility, the horse shall be considered ineligible to race until a minimum of six months has elapsed after administration irrespective of subsequent analytical test results and / or the country of residence at the time of the administration. 2. Medication Lists a) The Trainer MUST submit the horse s medication declaration using the supplied standard official form, to the DVRW&BP no less than 10 days prior to the horse departing for Hong Kong, irrespective of the country in which the horse is located at the time and the Club will acknowledge its receipt. b) The list MUST include ALL medications administered to the horse within one (1) month of the horse departing for Hong Kong and the last date of administration of all anabolic substances, long-acting corticosteroids, hormones, procaine penicillin and other slowly eliminated medications, including implants. This applies irrespective of which country the horse is located in prior to departing for Hong Kong. c) The Club approved inspecting veterinary surgeon MUST, at the time of his/her inspection, be provided with an update of any medication administered to the horse since the first medication declaration and document this in writing on the supplied standard official form to be submitted to the DVRW&BP. Veterinary & Racing Protocols

37 68 Veterinary & Racing Protocols Veterinary & Racing Protocols 69 Veterinary & Racing Protocols d) Any medications administered to the horse between the pre-travel veterinary inspection and the horse s arrival in Hong Kong MUST be immediately declared, in writing, using the supplied standard official form, to the DVRW&BP. e) It is important to note that ALL medications administered to the horse MUST be declared, irrespective of whether or not they are considered as, or to contain, prohibited substances, under the Rules of Racing in any other racing jurisdictions. 3. Pre-travel Veterinary Inspection a) This compulsory inspection to evaluate veterinary aspects of the horse s suitability for travel and racing MUST be performed between six (6) days (maximum) and three (3) days (minimum) prior to the horse departing for Hong Kong, irrespective of the country in which the horse is located at the time, and the report MUST be made on the supplied standard form. b) It is ESSENTIAL that the Club s approved inspecting veterinary surgeon sends his / her inspection report AND the updated medication list to the DVRW&BP at least three (3) days prior to the horse departing for Hong Kong. The Club will acknowledge receipt of the veterinary report. Failure to submit the forms on time may prevent approval being given for the horse to travel to Hong Kong. 4. Equine Influenza Vaccination a) Advance planning of racehorse vaccination programmes is essential as some countries' veterinary authorities may have differing and / or additional vaccination requirements for re-entry. b) No horse shall be accepted for travel unless it is certified by a registered Veterinary Surgeon to be correctly vaccinated against equine influenza as follows: During the 90 days immediately prior to export from its country of permanent or usual residency, but not within 14 days of export, the horse was administered: EITHER A primary course of approved vaccinations against equine influenza comprising of at least two doses with an interval of 4 to 6 weeks or according to the terms of vaccine registration with the relevant government authority. OR A booster vaccination against equine influenza which was given within 12 months of a primary course, or within 12 months of a booster vaccination where it, and any other previous booster vaccinations, had been administered annually within a regular 12-month period since the primary course (which consisted of at least two doses with an interval of 4 to 6 weeks or according to the terms of vaccine registration with the relevant government authority). c) Please study the Veterinary Guidelines for Horses Travelling Temporarily to Hong Kong later in this document for further details. 5. Pre-travel Tests a) Equine infectious anaemia (EIA) and equine piroplasmosis tests MUST be performed within 14 days of export to Hong Kong. b) An equine influenza test MUST be performed within 48 hours prior to departure in the exporting country. c) Please study the Veterinary Guidelines for Horses Travelling Temporarily to Hong Kong later in this document for further details. PRE AND POST-TRAVEL INSPECTION, HEALTH PROCEDURES, MEDICATION AND TESTING 1. The equine health protocols for the temporary importation into Hong Kong of registered racehorses for international races is available at the Hong Kong Government website: Further information may be obtained from: Dr Kenneth Lam Consultant, International Veterinary Liaison The Hong Kong Jockey Club, New Territories Hong Kong SAR, China Tel: Fax: kenneth.kh.lam@hkjc.org.hk or the Club's horse shipping agents in each country. It is essential that, prior to embarking on any journey, the racehorse's connections make appropriate enquiries of the veterinary authorities of all countries to be visited, including the country of final destination, to ensure that they have fulfilled all import requirements. 2. It is strongly recommended that every invited horse has a thorough veterinary clinical examination (including blood tests and endoscopic examination of the respiratory tract) performed by its usual veterinary surgeon prior to travelling to Hong Kong, to ensure that it is in a suitable condition to embark on long road and air journeys and reduce the risks of the horse being affected by travel sickness. A mild clinical or sub-clinical respiratory infection will undoubtedly be exacerbated by travel and could jeopardise a horse s chance of competing in the race and adversely affect its future health. 3. All invited horses will be subject to a pre-travel veterinary inspection by a Club approved veterinary surgeon before its departure to Hong Kong, irrespective of the country in which the horse is located at the time. The purpose of this inspection is to ensure that the horse is not suffering from any apparent problems, which could possibly: jeopardise its chances of competing in its race have an adverse affect on its performance in its race cause it to finish lame or suffer an injury during the race adversely affect its health during travel The inspection, as a minimum, requires the horse to be trotted-up in-hand on a firm flat surface and to undergo palpation of its locomotor structures. 4. A Pre-travel Elective Urine Testing Service is available through the Club to assist the connections of horses in determining whether or not their horses are free of previously administered therapeutic medications. Please note that this is an advisory service only and that the official samples are those collected in Hong Kong. Details of this service may be obtained from the DVRW&BP. 5. If a Trainer has more than one groom / representative for his / her horse(s), then ALL accompanying grooms / representatives will be deemed to be able to represent that Trainer's interest in respect of ALL sample collection procedures, unless written notification to the contrary is provided to the Club by the Trainer. Veterinary & Racing Protocols

38 70 Veterinary & Racing Protocols Veterinary & Racing Protocols 71 Veterinary & Racing Protocols 6. Upon arrival at the isolation stables in Hong Kong, every horse will have a nasopharyngeal swab inserted into its nostril for Equine Influenza and Strangles testing and will be required to provide blood and urine samples for analysis for prohibited substances. The Trainer MUST ensure that his / her representative is present at the time of the horse s arrival in quarantine to assist with and witness the sample collection. Contracted flying grooms, grooms travelling with other horses and HKJC staff are NOT permitted to assist in this process. 7. Any sample reported positive to any prohibited substance as a result of this test and which is not consistent with the information declared on the pre-travel medication forms or with treatments documented to have been administered during travel (as declared in writing immediately upon the horse s arrival in Hong Kong), may be withdrawn at the absolute discretion of the Stipendiary Stewards any time prior to racing. If the horse is withdrawn under these circumstances, the travel subsidy and declaration fee may be forfeited at the discretion of the Stewards of the Club. 8. In accordance with the Rules of Racing, it is a requirement that each Trainer must as soon as practicable, report to a HKJC veterinary surgeon or Stipendiary Steward any condition, abnormality, injury or sickness that may have the potential to affect, or might have affected, a horse s performance in a race. 9. All racehorses in Hong Kong are required to pass a pre-race veterinary inspection conducted after track work the day before they race. 10. Should your horse be selected for a post-race clinical examination by the Stipendiary Stewards or the Department of Veterinary Regulation and Biosecurity Policy, please be advised that it will be subject to an endoscopic and lameness examination immediately after racing. Any significant finding(s) from this examination, which may have had the potential to affect your horse s performance, will be communicated to the public. Further information on medication of racehorses is available on the Club's website or on request from the Club's DVRW&BP. PUBLIC COMMUNICATIONS The Hong Kong Jockey Club is committed to the highest standards of regulation and transparency. Accordingly, veterinary conditions, both pre- and post-race, may be reported to the public at the Club s discretion. The Trainer will be consulted and advised in advance of the release of any public statement. VACCINATION AND QUARANTINE 1. Certified documentary evidence of all vaccinations that have been administered to the horse must be available for inspection by the Club and Government Officials. 2. Visiting horses will be allocated specific isolation stables, training times and training locations. All notices and instructions (written and verbal) issued by Club and Government officials relating to these matters must be strictly complied with. As all overseas racehorses temporarily visiting Hong Kong are of equivalent health status, they shall, unless otherwise advised, be permitted to use the training tracks at the same time as each other, but at different times to local horses. Access to the isolation unit is strictly restricted to authorised persons only, and all such persons must be registered with the Club s Security and Integrity Department. MEDICATION AND PROHIBITED SUBSTANCES 1. The Rules are based upon participation free of prohibited substances and, therefore, all racehorses in Hong Kong are tested prerace for such substances. Selected horses will also be tested post-race. 2. The Rules provide that The Stewards shall have the power to withdraw at their discretion any declared runner if a pre-race test taken from such horse is reported by the Chief Racing Chemist or other chemist authorised by him as positive or potentially positive for the presence of any prohibited substance. 3. The Trainer may also be punished for breaching the Rules, in the event that a horse which has been declared to start in a race, is found to have been administered or been exposed to a prohibited substance. 4. Whilst in Hong Kong, no treatment of any sort may be given to any racehorse without prior permission from the Club s veterinary surgeons who are the only persons authorised to administer all treatments. If in doubt about a treatment of any sort, the horse s Trainer, or his authorised representative, should contact one of the Club s veterinary surgeons. 5. No horse may receive treatment on the day it has been declared to race. Treatment is defined as the administration of any substance by the oral or naso-gastric route, by injection, by topical application, by inhalation or by any other means, and includes without limitation prohibited substances and anything therapeutic, whether or not administered with the approval and/or the recommendation and/or under the supervision of the Veterinary Surgeon, or the administration or application of any physical procedure or therapy to a horse intended to have an effect. Horses may only be offered normal feed and water for voluntary oral consumption on race day. Further, no horse is permitted to be subject to an endoscopic examination on the day on which it is to race until after having competed in its race, without the express approval of the DVRW&BP. The performance of manipulative therapy is not permitted on race day prior to the horse running in its scheduled race and the use of ice, ice packs or cold water treatment on a horse s limbs within two (2) hours of the scheduled time of the race is also strictly prohibited. 6. Electrolyte supplements for oral consumption that do not contain prohibited substances may be added to a horse s normal feed on race day in accordance with the manufacturer s dosage recommendations. Supplements must not, however, under any circumstances, be administered directly to the horse via syringe, oral applicators or by any other means. 7. It must be noted that any person providing veterinary services in Hong Kong must, as a statutory requirement under the Veterinary Surgeons Registration Ordinance, be registered with the Veterinary Surgeons Board of Hong Kong. To obtain such registration may take several weeks. Should a horse's connections anticipate that they may require the services of their own, or a specialist veterinary surgeon, then application to the Veterinary Surgeons Board of Hong Kong must be made at least four (4) weeks prior to such services being required. 8. It should be emphasised that all treatments given to, or procedures carried out on, a horse by a visiting veterinary surgeon, who has been properly registered in Hong Kong, shall be supervised by a Club veterinary surgeon. 9. For the purposes of the Club s Rules, the following are considered as prohibited substances: a) Substances capable at any time of causing an action or effect, or both an action and effect, within one or more of the following mammalian body systems: the nervous system the cardiovascular system the respiratory system the digestive system the urinary system the reproductive system the musculoskeletal system the blood system the immune system except for licensed vaccines against infectious agents the endocrine system b) Endocrine secretions and their synthetic counterparts c) Masking agents d) Oxygen carriers e) Agents that directly or indirectly affect or manipulate gene express Veterinary & Racing Protocols

Official government health certification must be complied with for entry of horses into Hong Kong and re-entry into their country of origin or country of next destination, which will vary according to the itinerary of the horse. 6. Providing that all tests required for importation of horses into Hong Kong from the country of origin are completed in that country, then no further testing will be required in the cases of multiple country itineraries, providing that such horses are isolated from local horses and those not of equivalent health status, except during their races. 7. Please note that no vaccines may be administered within 14 days of import into Hong Kong. Veterinary & Racing Protocols Vaccination requirements Equine Influenza: During the 90 days immediately prior to export from its country/ place of permanent or usual residency, but not within 14 days of export, the horse MUST have been administered: EITHER a primary course of approved vaccinations against equine influenza comprising of at least 2 doses with an interval of 4 to 6 weeks or according to the terms of vaccine registration with the relevant government authority OR a booster vaccination against equine influenza which was given within 12 months of a primary course, or within 12 months of a booster vaccination where it, and any other previous booster vaccinations, had been administered annually within a regular 12-month period since the primary course (which consisted of at least 2 doses with an interval of 4 to 6 weeks or according to the terms of vaccine registration with the relevant government authority). *Special Vaccinations Requirements for Australian Horses Please note that Australia has different requirements for equine influenza and Japanese B encephalitis vaccination and testing for re-entry and these should be obtained from the Australian Government Department of Agriculture, Fisheries and Forestry (DAFF). A waiver may be required from the Hong Kong Government. *Return/Onward Journey Requirements For returning to the original country of export or onward journey to another country, additional pre-export quarantine period, vaccination, treatment(s) (e.g. deworming, insecticide spray) and health testing requirements may apply. Please consult your shipping agent for details and advice in your advance travel planning. 8. Please note that no pregnant mare is allowed for temporary import into Hong Kong. 1. These guidelines are only to assist horses' connections with their travel planning and conditions are subject to change. Please refer to HK AFCD website for details of importation. REMINDER: All registered horses on temporary importation into Hong Kong must be accompanied by duly completed "Export Certificate for Horses Temporarily Imported into Hong Kong (version: September 2011) and signed by the official veterinarian of the country/place of dispatch. 2. Testing requirements may vary from time to time with an individual country's ability to certify freedom from the required disease for specific periods.
