4 INTRODUCTION Pony Club WA General Regulatons wll apply to all state compettons unless stated otherwse n a sport specfc rule book or reference document. PONY CLUB WA STATE COMPETITION 1 RALLY QUALIFICATION REQUIREMENTS FOR STATE COMPETITION 1.1 The rdng member and horse combnaton must: attend a mnmum of three hours at three separate Workng Ralles wthn the 12- month perod pror to the date for close of entres for the relevant state competton, two of whch must be at the club at whch they are a member; and partcpate n at least one rdden sesson at each Workng Rally. If rdng two horses at a Workng Rally, partcpate n at least one rdden sesson on each horse. 1.2 A maxmum of two horses/pones may be rdden by one rder at any Workng Rally 2 ASSOCIATE RIDING MEMBER RALLY QUALIFICATION REQUIREMENTS FOR STATE COMPETITION 2.1 The Assocate Rdng Member and horse combnaton must meet the rally qualfcaton requrements set out n General Regulatons 1.1 and 1.2 unless General Regulaton 2.2 can be appled. 2.2 An Assocate Rdng Member can attend a mnmum of three hours at two separate Workng Ralles wthn the prevous 12-month perod pror to the date for close of entres for the relevant state competton, one of whch must be at the club at whch they are a member provded at least one of the followng condtons has been satsfed: the Assocate Rdng Member holds ther C*/K or above Certfcate; the Assocate Rdng Member has provded coachng nstructon for at least three hours at a mnmum of one Workng Rally (n addton to the Workng Ralles requred under rule 2.2) or the Assocate Rdng Member has provded other regular servce to ther club or Pony Club WA (.e. Club Executve, Zone Representatve, State Sport Commttee) over the 12-month perod pror to the date for close of entres for the relevant state competton. 2.3 An Assocate Rdng Member can qualfy a maxmum of 2 horses under rule 2.2 and must be sgned off by a Club Chef Coach and a member of Club Executve, provded that the qualfyng horses(s) are known to the Club Chef Coach to be competent at pony club actvtes at the level chosen for competton. For the Defnton of a Workng Rally, please refer to the 2018 Pony Club Ralles document found on the Pony Club WA Webste. For all other qualfcaton requrements refer to the sport specfc rule book or reference document. 3

5 3 RIDER ELIGIBILTY 3.1 All rders enterng any state competton must be current fnancal members of a pony club afflated wth Pony Club WA. 3.2 All rders should be aware of the rules of the sport n whch they are competng. 4 AGE OF RIDER For all state compettons conducted by Pony Club WA, the age of the rder s taken as at the frst day of the current calendar year. 5 HORSE ELIGIBILTY 5.1 A horse or pony can partcpate n a state competton conducted from the begnnng of the calendar year n whch t attans fve years of age. 5.2 Where a sport specfc rule book or reference document provdes for heght restrctons on horses or pones (e.g. under 14.2h, etc.) rders may be requested to provde heght certfcates. 6 CLOSING DATES 6.1 Entres for all state compettons must be submtted by the closng date advsed on the entry forms and webste. 6.2 Late entres wll not be accepted n any crcumstances. 7 DECLARATIONS Entres for all state compettons wll not be accepted wthout sgned Attendance/Qualfcaton Declaratons (where applcable). 8 PAYMENT Payment for all state competton entres must be made by the date advsed on the entry forms and webste. 9 WITHDRAWALS Rder wthdrawals must be made n wrtng to the relevant State Sport Commttee. 10 REFUNDS 10.1 Where a rder wthdraws n accordance wth rule 9: all leves wll be refunded n full; and entry fees shall be refunded n full (less a 20% admnstraton fee) by Pony Club WA n the followng crcumstance: a. where an entry s not accepted by Pony Club WA due to the total number of entres receved exceedng the maxmum capacty of the event/venue; b. where a rder wthdraws pror to close of entres; c. where a Doctor s Certfcate or a Veternary Certfcate s provded; or d. where a team or par s no longer elgble to partcpate due to a wthdrawal as outlned above and a replacement cannot be found. 4

6 10.2 Requests for refunds must be forwarded to the Pony Club WA Offce on the prescrbed form, together wth the requred certfcate (f applcable), wthn seven days followng the competton. 11 OVERDUE ACCOUNTS Any club or ndvdual member who has an outstandng account, over 60 days wth Pony Club WA wll not be permtted to partcpate n any state competton untl such tme as payment has been receved n full. 12 COMPOSITE TEAMS 12.1 Composte teams/pars shall only be permtted where: permtted by the sport; and when a club or zone does not have enough qualfed rders elgble to enter the relevant competton The formaton and ncluson of composte teams/pars are at the State Sport Commttee s dscreton when numbers allow Composte teams/pars shall be formed by the State Sport Commttee at random and wthout bas or favour unless otherwse stated n the sport specfc rule book or reference documents. 13 SUBSTITUTIONS 13.1 In the case of njury after the closng date of a state competton, an applcaton for substtuton of a team member or horse must be made to the approprate State Sport Commttee. The applcaton must be made by submttng a Pony Club WA Substtuton Form and such applcatons wll be gven full consderaton. The decson of the State Sport Commttee s fnal Substtutons pror to the start of the event: Clubs may not substtute a member already entered n a team to fll a vacancy that occurs n another club team due to a rder wthdrawal, once the draw has been publshed. A duly qualfed horse and rder combnaton, not already entered n the competton/class, may be added as a substtuton Substtutons on the day of the event: Teams makng substtutons on the day of the competton can only substtute wth a duly qualfed horse/rder already entered n the competton, but not the class n queston In the event of wthdrawal of team members from a frst zone team, members from the second zone team cannot be used to replace them. In such nstances, the reserve rders are to be used to replace rder/s that has wthdrawn. 14 DRAW 14.1 Where a State Sport Commttee s responsble for creatng a competton draw, t must be completed at random and wthout bas or favour A draw for a state competton must be approved by the relevant State Sport Commttee Changes to a draw after t has been publshed must be approved by the relevant State Sport Commttee. 5

7 15 TEAM MANAGERS 15.1 Team managers must be famlar wth the roles and responsbltes of a team manager as outlned n Pony Club WA Handbook Team managers must be over the age of 18 and not rdng n the state competton Team managers to whom a parent exempton does not apply MUST have a current Workng wth Chldren Check. 16 HELPERS 16.1 Helper dutes wll be allocated to clubs or ndvduals partcpatng n state compettons Falure to complete an allocated Helper Duty may lead to club, team or ndvdual dsqualfcaton at the dscreton of the State Sportng Commttee In the event of a rder wthdrawng after the close of entres, the rder and club reman responsble for the helper duty allocated to the wthdrawn rder f a replacement cannot be found by the State Sport Commttee Volunteer helpers over the age of 18 that wll be havng contact wth chldren n the lne of ther duty and to whom a parent exempton does not apply MUST have a current Workng wth Chldren Check. 17 UNIFORM 17.1 When competng: as an ndvdual n a state competton, pony club unform s requred to be worn unless otherwse stated; as a part of a club team n a state competton, pony club unform s requred to be worn unless otherwse stated; and as a part of a zone team n a state competton, zone unform s requred to be worn. An excepton to ths rule s Actve Rdng A compettor whose safety helmet comes off hs or her head whlst rdng n any state competton must place t back on ther head wth straps done up before contnung. Falure to do so wll result n elmnaton All compettors must be n the correct unform (havng regard to rule 17.1) durng presentatons at state compettons. 18 GEAR CHECKING 18.1 All dress and saddlery must comply wth the current Pony Club WA Gear Checkng Manual and any subsequent amendments - see Pony Club WA webste - Gear Checkng Rders must be accompaned by the team manager or other authorsed person for Gear Checkng pror to the start of the state competton. Gear Checkng shall be carred out pror to each phase or class of a competton. 6

8 19 MEDICAL SERVICES 19.1 A Medcal Servce must be present for the duraton of the competton If the Medcal Servce s requred to leave the grounds, then all competton must be halted untl t returns The Medcal Servce requred at State Competton must consst of one paramedc or paramedc equvalent, a fully equpped emergency vehcle whch can access all areas of the competton, plus at least one of the followng: v v v paramedc or paramedc equvalent ambulance offcer frst responder doctor qualfed frst ad offcer qualfed trauma nurse 20 VETERINARY SERVICES 20.1 A veternaran on grounds or on call s a recommendaton at a State Competton unless stated as a requrement n Sport Specfc Rules/Reference Documents If a vet on grounds or on call s not avalable, ths must be clearly stated n the Event Informaton Pack and Programme. 21 TECHNICAL EXPERT 21.1 For a state competton, the State Sport Commttee or organsng Taskforce must appont a Techncal Expert who s responsble for: supervsng the techncal conduct of the competton; nvestgatng any reported rregulartes; and where reasonably practcal, ntervene n tme to prevent any abuse of the horse The name of the Techncal Expert must be publshed n the schedule and programme of the state competton The Techncal Expert for each state competton s descrbed below. 9 22 SCORES 22.1 Competton scores and results wll be posted as soon as possble after the completon of the relevant class/phase and any relevant test sheets/score sheets made avalable Score sheets and results must be posted wth tme of postng clearly marked on the sheet. 23 STATE COMPETITION COMPLAINTS 23.1 Competton complants are queres and complants that arse from all Pony Club WA compettons, ncludng state compettons Ths ncludes, but s not lmted to, complants relatng to: v v v v ncorrect results; mssng scores; rules of competton; elgblty of horse or rder; rregulartes or ncdents durng a competton; conduct of offcals; and conduct of partcpants Competton complants that concern processes, rather than the outcome or result of a competton, are dealt wth by the relevant State Sport Commttee n the frst nstance. If the complant cannot be resolved by the State Sport Commttee, a formal complant may be lodged as per the Pony Club WA Complants Polcy Competton complants that concern results are dealt wth n the frst nstance as an enqury. All enqures come to the event offce and shall be referred to the Techncal Expert f requred Only the followng persons are enttled make an enqury: the team manager or Authorsed Person for Team events; the parent or guardan for ndvdual events f the rder s under the age of 18; or The rder for ndvdual events f the rder s over the age of Complants concernng: the elgblty of a rder or horse, or to the condtons of the arena must be receved no later than 30 mnutes before the start of the relevant competton; rregulartes or ncdents durng a competton, or the classfcaton of a competton must be receved no later than 30 mnutes after the postng of scores/results on the event notce board If the complanant s not satsfed wth the outcome of the enqury, he or she can appeal the decson by lodgng a protest wth the Appeals Commttee pursuant to rule PROTESTS 24.1 A protest may only be lodged followng a decson by the Techncal Expert Only the followng persons are permtted to lodge a protest: the team manager or Authorsed Person for team events; 8

10 the parent or guardan for ndvdual events f the rder s under the age of 18; or the rder for ndvdual events, f the rder s over the age of A protest must be lodged wth the event Secretary or the Techncal Expert no later than 30 mnutes after the decson of the Techncal Expert Protests must be lodged n wrtng, sgned by the person makng the protest and presented personally wth any supportng evdence, names of wtnesses and the protest fee of $50. The $50 protest fee wll be refunded f the protest s upheld All protests wll be consdered by the Appeals Commttee followng lodgement The decson of the Appeals Commttee n respect of any protest s fnal. 25 APPEALS COMMITTEE 25.1 The Appeals Commttee s responsble for: dealng wth protests aganst decsons of the Techncal Expert; and dealng wth cases of nfrngements of any rules for whch the Techncal Expert s not responsble In carryng out ts responsbltes the Appeals Commttee may seek the advce of any person deemed approprate and necessary to assst them n reachng a decson The composton of the Appeals Commttee for each state competton shall be determned by the State Sport Commttee or organsng Taskforce, provdng that the Appeals Commttee shall consst of at least three people, all of whom have suffcent knowledge of the rules and processes relevant to Pony Club WA and that sport The followng persons may not serve as a member of the Appeals Commttee: the Techncal Expert that made the decson that s the subject of the relevant protest and appeal; any judges of the competton/class pertanng to the protest; and. any person wth a conflct of nterest. 26 SWABBING Pony Club WA adheres to a polcy of random swabbng. Swabbng may be carred out at any state competton. 27 SMOKING AND ALCOHOL 27.1 All Pony Club events are smoke-free and alcohol-free whlst the competton s n progress Smokng or the consumpton of alcohol wll not be permtted whle rders are wearng zone or pony club unform. Falure to comply wth ths rule may result n dsqualfcaton of the ndvdual or the team at the dscreton of the Techncal Expert or State Sport Commttee. 9

11 28 DOGS AT PONY CLUB WA EVENTS Dogs are not permtted at any state competton or prelmnary event. If dogs are found to be at these events, the rder to whom the dog belongs or s assocated wll be dsqualfed by the State Sport Commttee. 29 USE OF PORTABLE YARDS AT EVENTS Stablng and yards should be of sold constructon. The use of electrfed tape, strngs, ropes or chans s not permtted at Pony Club events. 30 ACCEPTANCE OF THE RULES 30.1 All members of the Pony Club WA shall accept and be bound by Pony Club WA Rules, Polces and Procedures Submttng an entry for a state competton consttutes mplct acceptance of Pony Club WA Rules, Polces and Procedures Rders are responsble for knowng and complyng wth these rules and any other sport specfc rules or reference documents Breach of the rules may result n elmnaton or the applcaton of other penaltes as stpulated n the relevant rules. 31 DISCLAIMER OF LIABILITY Nether the State Sport Commttee nor the Pony Club Western Australa Inc accepts any lablty for any accdent, damage, njury, or llness to horses, rders, ground, spectators or any other person or property whatsoever. 32 RESERVATION OF RIGHT 32.1 The State Sport Commttee or organsng Taskforce reserves the rght to: v cancel any class or event; dvde any class; alter the advertsed class or event tmes and refuse any entry that does not meet the correct qualfcatons. SUPPLEMENTARY RULES FOR STATE COMPETITION Please read any sport specfc rules, reference documents and entry packs for: nformaton on how to conduct a zone run-off; offcals used n specfc sports; sport specfc State Champonshp qualfcatons; sport specfc rules; sport specfc scorng; and hgh-pont calculatons. 10

12 CODES OF CONDUCT Pony Club Western Australa promotes the followng codes of conduct to all people nvolved wth the sport of pony club. These codes of conduct hghlght the prncples and values of Pony Club WA and our related polces. In competton, breaches of the Codes of Conduct, ncludng the use of bad and/or abusve language, by a compettor, parent, team manager, coach or offcal may result n dsqualfcaton of the ndvdual compettor or team. At all other tmes, breaches of the Codes of Conduct by persons nvolved n the sport of pony club may result n the applcaton of dscplnary procedures pursuant the Pony Club WA Dscplnary Polcy. 33 GENERAL CODE OF CONDUCT The followng standards of behavour are expected of any person nvolved wth the sport of pony club. Farness Operate wthn the rules and sprt of your sport, promotng far play over wnnng at any cost. Encourage opportuntes for partcpants to learn approprate behavours and sklls. Encourage partcpaton n all aspects of the sport. Be far, consderate and honest n all dealng wth others. Respect Safety Treat each person as an ndvdual. Be a postve role model. Dsplay control, tolerance and courtesy to all nvolved wth the sport. Value the rghts, dgnty and worth of every person regardless of ther gender, ablty, cultural background or relgon. Ensure your actons contrbute to a safe envronment. Ensure your actons contrbute to a harassment free envronment. Do not tolerate volence or abusve behavours. Show concern and cauton towards others who may be sck or njured. Responsblty Be aware of Pony Club WA s standards, rules and polces ncludng, but not lmted to, the Member Protecton Polcy. Ensure nteracton wth persons under the age of 18 years s approprate and that unaccompaned and unobserved actvtes are avoded wherever practcal. Always make responsble choces and adopt approprate behavours wth respect to alcohol and recreatonal, llct and performance enhancng drugs. Act wth ntegrty and accept responsblty for your actons. Make a commtment to provdng qualty servce. 11

13 Understand your responsblty f you breach or are aware of any breaches of these Codes of Conduct and other Pony Club WA rules, regulatons and polces. Be a postve role model. 34 RIDER Abde by the General Code of Conduct. Rde by the rules. Never argue wth an offcal. If you dsagree, have your team manager approach the offcal durng a break or after the competton. Control your temper. Verbal abuse of offcals, sledgng other compettors, delberately dstractng or provokng other compettors s not acceptable or permtted behavours n any sport. Work equally hard for yourself and/or for your team. Your team s performance wll beneft; so wll you. Be a good sport. Applaud all good efforts whether they are by your team or other compettors. Treat all partcpants n your sport, as you would lke to be treated. Do not nterfere wth, bully or take unfar advantage of another compettor. Cooperate wth your coach, teammates and other compettors. Wthout them there would be no competton. Partcpate for your own enjoyment and beneft, not just to please parents and coaches. Respect the rghts, dgnty and worth of all partcpants regardless of ther gender, ablty, cultural background or relgon. 35 PARENT/GUARDIAN Abde by the General Code of Conduct. Remember that chldren partcpate n sport for ther enjoyment. Encourage chldren to partcpate, do not force them. Focus on the chld s efforts and performance rather than wnnng or losng. Encourage chldren always to play accordng to the rules and settle dsagreements wthout resortng to hostlty or volence. Never rdcule or yell at a chld for makng a mstake or losng a competton. Remember that chldren learn by best example. Apprecate good performances and sklful plays by all partcpants. Support all efforts to remove verbal and physcal abuse from sportng actvtes. Respect offcals decsons and teach chldren to do lkewse. Show apprecaton for volunteer coaches, offcals and admnstrators. Wthout them, your chld could not partcpate. Respect the rghts, dgnty and worth of every young person regardless of ther gender, ablty, cultural background or relgon. 36 SPECTATOR Abde by the General Code of Conduct. Respect the decsons of offcals and teach young people to do the same. Never rdcule or scold a young rder for makng a mstake. Postve comments are motvatonal. 12

14 Condemn the use of volence n any form, whether t s by other spectators, coaches, offcals or rders. Show respect for other compettors. Wthout them there would be no competton. Do not use volence, harassment or abuse n any form (that s, do not use foul language, sledge or harass rders, coaches, offcals or other spectators). Respect the rghts, dgnty and worth of every person regardless of ther gender, ablty, cultural background or relgon. 37 ADMINISTRATORS Abde by the General Code of Conduct. Involve your people n plannng, leadershp, evaluaton and decson makng relatng to the actvty. Gve all young people equal opportuntes to partcpate. Create pathways for young people to partcpate n sport not just as a compettor but also as a coach, offcal and admnstrator etc. Ensure that rules, equpment, competton and tranng schedules are modfed to sut the age, ablty and maturty of young rders. Provde qualty supervson and nstructon for rders. Remember that young people partcpate for ther enjoyment and beneft. Do not overemphass awards. Help nstructors and offcals hghlght approprate behavour and skll development and help mprove the standard of nstructon and offcatng. Ensure everyone nvolved n junor sport emphasses far play, and not wnnng at all costs. Where approprate, make avalable a copy of the Codes of Conduct to spectators, offcals, parents, nstructors, rders and the meda and encourage them to follow t. Remember you set an example. Your behavour and comments should be postve and supportve. Make t clear that abusng young people s unacceptable and wll result n dscplnary acton. Respect the rghts, dgnty and worth of every young person regardless of ther gender, ablty, cultural background and relgon. 38 OFFICIALS Abde by the General Code of Conduct. Complment and encourage all partcpants. Be consstent, objectve and courteous when makng decsons. Condemn non-supportve behavour and promote respect for all compettors. Emphasse the sprt of the competton rather than the errors. Encourage and promote rule changes that wll make partcpaton more enjoyable. Be a good sport yourself. Actons speak louder than words. Keep up to date wth the latest trends n offcatng and the prncples of growth and development of young people. Remember you set an example. Your behavour and comments should be postve and supportve. Place the safety and welfare of the partcpants above all else. Gve all you people a far go regardless of ther gender, ablty, cultural background or relgon. 13

15 39 COACHES Abde by the General Code of Conduct. Abde by the NCAS Coaches Code of Ethcs (refer to the Pony Club WA Handbook) 14

16 THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The FEI requres all those nvolved n nternatonal equestran sport to adhere to the FEI Code of Conduct and to acknowledge and accept that at all tmes the welfare of the horse must be paramount. Welfare of the horse must never be subordnated to compettve or commercal nfluences. The followng ponts must be adhered to: GENERAL WELFARE Good Horse Management Stablng and feedng must be compatble wth the best horse management practces. Clean and good qualty forage, feed and water must always be avalable. Tranng Methods Horses must only undergo tranng that matches ther physcal capabltes and level of maturty for ther respectve dscplnes. They must not be subjected to methods whch are abusve or cause fear. Farrer & Tack Foot care and shoeng must be of a hgh standard. Tack must be desgned and ftted to avod the rsk of pan or njury. Transport Durng transportaton, horses must be fully protected aganst njures and other health rsks. Vehcles must be safe, well ventlated, mantaned to a hgh standard, dsnfected regularly and drven by competent personnel. Competent handlers must always be avalable to manage the horses. Transt - All journeys must be planned carefully, and horses allowed regular rest perods wth access to food and water n lne wth current FEI gudelnes. FITNESS TO COMPETE Ftness and Competence Partcpaton n competton must be restrcted to ft horses and rders of proven competence. Horses must be allowed sutable rest perod between tranng and compettons; addtonal rest perods should be allowed followng travellng. Health Status No horse deemed unft to compete may compete or contnue to compete; veternary advce must be sought whenever there s any doubt. Dopng & Medcaton Any acton or ntent of dopng and llct use of medcaton consttutes a serous welfare ssue and wll not be tolerated. After any veternary treatment, suffcent tme must be allowed for full recovery before competton. Surgcal Procedures 15

17 Any surgcal procedures that threatens a competng horse s welfare or the safety of other horses and/or rders must not be allowed. Pregnant & Recently Foaled Mares Mares must not compete after ther fourth month of pregnancy or wth foal at foot. Msuse of Ads Abuse of a horse usng natural rdng ads or artfcal ads (e.g. whps, spurs, etc.) wll not be tolerated. EVENTS MUST NOT PREJUDICE HORSES WELFARE Competton Area Horses must be traned and compete on sutable and safe surfaces. All obstacles and competton condtons must be desgned wth the safety of the horse n mnd. Ground Surfaces All ground surfaces on whch horses walk, tran or compete must be desgned and mantaned to reduce factors that could lead to njures. Extreme Weather Compettons must not take place n extreme weather condtons that may compromse welfare or safety of the Horse. Provson must be made for coolng condtons and equpment for horses after competng. HUMANE TREATMENT of HORSES Veternary Treatment Veternary expertse must always be avalable at an event. If a horse s njured or exhausted durng a competton, the rder must stop competng and a veternary evaluaton must be performed. Referral Centre Wherever necessary, the horse should be collected by ambulance and transported to the nearest relevant treatment centre for further assessment and therapy. Injured horses must be gven full supportve treatment before beng transported. Competton Injures The ncdence of njures sustaned n competton should be montored. Ground surface condtons, frequency of compettons and any other rsk factors should be examned carefully to ndcate ways to mnmse njures. Euthanasa If njures are suffcently severe a horse may need to be euthansed by a veternaran as soon as possble on humane grounds, wth the sole am of mnmsng sufferng. 16

18 Retrement Horses must be treated sympathetcally and humanely when they retre from competton. EDUCATION The FEI urges all those nvolved n equestran sport to attan the hghest possble levels of educaton n areas of expertse relevant to the care and management of the competton horse. Ths Code of Conduct for the Welfare of the Horse may be modfed from tme to tme and the vews of all are welcomed. Partcular attenton wll be pad to new research fndngs and the FEI encourages further fundng and support for welfare studes. 17

19 APPENDIX I STATE COMPETITION PROTEST FORM Condtons for lodgng a protest are outlned n Pony Club WA State Competton General Regulatons. A protest may only be lodged followng a decson by the Techncal Expert. Only the followng persons are permtted to lodge a protest: the team manager or Authorsed Person for team events; the parent or guardan for ndvdual events f the rder s under the age of 18; or the rder for ndvdual events, f the rder s over the age of 18. A protest must be lodged wth the event Secretary or the Techncal Expert no later than 30 mnutes after the decson of the Techncal Expert. Protests must be lodged n wrtng, sgned by the person makng the protest and presented personally wth any supportng evdence, names of wtnesses and the protest fee of $50.
