9 RULES, REGULATIONS AND PROCEDURES ENTRIES: CLOSING DATE: Entries must be postmarked before Midnight EST, as follows: Hunter and Jumper... Wednesday, August 23, 2017 NAL, Equitation, Side Saddle... Friday, September 1, 2017 Entries must be postmarked before midnight EST on the date shown above. Should an entry bear both a postage meter date and postmark by the Post Office Department, the Post Office date will be considered the effective date of mailing. Should an entry bear a postage meter date and no Post Office Department postmark, the metered date shall be valid only if received within seven days of the date shown. Entries sent via courier service must be entered into the courier s sytem by the courier s representative before midnight on the date shown above to be considered on time. A date and/or time entered on the waybill by the sender is not considered the official date/ time of sending. Dropping the entries into a courier pickup box does not consititute postmark until entered into the courier s sytem by their representative. All entry blanks submitted will be charged a $75.00 (nonrefundable nontransferable) Office/Admin Fee. QUALIFYING ENTRY PROCEDURE for HUNTERS & JUMPERS (exceptions) - Side Saddle & Medal Finals - for which all fees must accompany entry form Any horse applying for acceptance in a section must have shown in that section within the qualifying period, but need not have earned any points. Pennsylvania National Horse Show reserves the right to accept additional horses in the original round of acceptances to account for possible declines/scratches. If the qualifying lists are exhausted and spaces are still available in accordance with the quotas listed below, the Pennsylvania National Horse Show reserves the right to establish a waiting list and accept late entries in the order of postmark for all qualifying sections. Division entries will be considered final 5pm the night before the first class. Hunter Sections restricting entries will be based on USEF GR 915.3(b1) with points earned by horses/ponies at their best 15 shows starting on or after August 22, 2016 through shows starting on or before August 20, Management will allow the horses who were Champions at the Pennsylvania National Horse Show in 2016 to show in 2017 in their respective sections, if entered and eligible. Point totals will be verified with USEF. Amateur Owner Jumpers: will qualify based USEF GR915.3(b2) based on prize money won at shows starting on or after August 22, 2016 through shows starting on or before August 20, Amateur Owners may claim only money won in 1.40m and above Amateur Owner classes. U25 Jumpers: will qualify based on USEF Developing Rider U25 Ranking dated August 26, 2017 Open Jumpers: see page 46. 11 ACCEPTANCE LETTERS will be ed approximately September 15th to the person designated in the space provided on the entry blank. Please add as a safe sender. IN ORDER TO CONFIRM YOUR ENTRY ACCEPTANCE full payment for balance due, along with a copy of the acceptance letter, must be postmarked as indicated in the letter. INTERNET - Accepted lists will be available at and QUALIFYING FEES WILL NOT BE REFUNDED UNDER ANY CIRCUMSTANCES EXCEPT THE FOLLOWING: Scratches received in writing by the closing date will receive a full refund, including the qualifying and office fees. OFFICE/ADMIN FEE: The non-refundable/non-transferable office fee includes the following: general parking, equine ambulance and attendants, Emergency Medical Professionals and entry processing. POST ENTRIES: No post entries except as noted. Horses showing in classes for which they are not entered will be charged DOUBLE ENTRY FEE. PRIZE MONEY: All prize money in excess of balances due will be mailed to the owner of record, unless otherwise directed, within 30 days of the completion of the show. REFUNDS: Exhibitors shall be held responsible for entry fees of all horses entered by them or their agents. Stabling, nomination and application fees will not be refunded under any circumstances. Horses entered may be scratched without a veterinarian s certificate, by written notice to the show secretary (letter, telegram, official scratch sheet, , etc.) RECEIVED by noontime EST on Monday October 2nd, entry fees will be refunded, less a $200 processing fee. Should a horse be deemed unable to compete between noon EST Monday October 2nd and noon EST Monday October 9th a scratch submitted with a veterinarian s certificate will be eligible for one-half entry fee refunded, less a $200 processing fee. No other scratches under any circumstances will be issued a refund. Unless written notification is received by noon EST Monday October 9th, no portion of entries or fees will be refunded. If a horse has shown in any class it is not eligible to receive a refund. Refunds, by check, will be mailed after the show within 30 days. REFUND AND PRIZE MONEY CHECKS NOT CASHED WITHIN 90 DAYS WILL BE CONSIDERED A DONATION TO THE PNHS FOUNDATION. A scratched entry is not entitled to any exhibitor parking passes or wristbands. FEES: Payment of all fees must be made in U.S. funds. American Express, Discover, Master- Card and Visa accepted. Open Checks are not accepted. There will be a service fee of $75.00 charged for each check or credit card returned for insufficient funds, uncollected funds, or any other reason for non payment. All financial matters regarding the 2017 Pennsylvania National Horse Show will be closed by November 15, 2017, NSF collection excepted. CROSS ENTRIES: Adult Hunter Finals: Horse/Rider Combination may not compete in any other hunter classes where fences exceed 3. Rider may not compete in any other hunter class at this show where fences are set above 3 6. Horse may, with a different rider, compete in any other class for which it is eligible and qualified, except AO Hunter. Riders may, if qualified, show one other horse in each AO Section. Rider may not compete in the Open Jumper Section at this show. Horse may, with a different rider, compete in any other class for which it is eligible and qualified. Riders in this class may show no more than one other horse in either the NAL Adult or Children s Jumper Finals or in the Prix de States Jr Jumper Championship or two horses in the Amateur Owner or U25 Jumper Section. 9

13 HEALTH REQUIREMENTS: A Negative Coggins Test dated within one year is required for each entry. ALL HORSES ON THE GROUNDS MUST COMPLY WITH AND PROVIDE PROOF OF VACCINATIONS PER USEF GR845. Any additonal Health Requirements will be sent with acceptance letters. To expedite processing upon your arrival at the show, please send a copy with your entry blank or acknowledgment. NO NUMBERS WILL BE RELEASED FROM OFFICE WITHOUT COGGINS OR VACCINATION PROOF. GENERAL REGULATIONS EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFI- CATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. 1-Pennsylvania National will adhere to USEF guidelines with regard to the minimum number of entries required to maintain a class. 2-Show Management reserves the right of declining to receive any entry and to return any entry fee and/or stable charges before or during the Show, without being liable for compensation. 3-The show will not be responsible for any accident which may occur to any rider, driver, groom or attendant, animal or equipment at the show. 4-Non-transferable admission badges will be given to all exhibitors, grooms and attendants. 5-All attendants coming in charge of horses will be subject to the order of Show Management and must have their horses ready to enter the Show Ring at least 30 minutes before the time for showing them. 6-Numbers will be provided at the Show and must appear on the entry while competing in the Show Ring. 7-No person will be allowed in the Show Ring during the time of judging except the exhibitor and those having official or requested duties to perform. 8-Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials, on the part of the owner, manager, rider, driver or groom, shall disqualify the horse, and the owner shall forfeit his entry fee and other fees. 9-Show Management reserves to itself the power to prohibit any person from attending or showing a horse in the ring and to remove any groom or horse from the Show without being liable for compensation. 10-No horse will be allowed in the Show Ring except at such hours as are announced. 11-Should any questions or disputes arise that are not provided for in the foregoing rules, the same shall be referred to Show Management whose decision shall be final. 12-It is the tradition of the Show that riders and handlers be correctly attired for the class in question, that attendants be neatly dressed and the horses properly presented. Riders in all classes must wear headgear in accordance with GR801. Management may in its discretion bar any person from entering the ring if not suitably presented to appear before an audience and must bar riders without protective headgear from classes in which it is required. 13-All exhibitors must present current proof of membership with USEF and USHJA, or pay the $30 per organization show pass fee. 14-All exhibitors in the Pony and Junior Hunter Sections must present proof of current USEF measurement before numbers can be picked up. 15-In all Hunter and Equitation classes Show Management reserves the right to limit the courtesy circle with the use of a dotted line. 16-Courses for all hunter classes will be over fences consisting of brush, aiken, post and rail, in and out, stone wall, coop and white gate and will be posted 30 minues prior to classes. 15 GENERAL REGULATIONS cont d 17-A rotating jump order will be used in all classes over fences. 18-Championships will be awarded in all Hunter and Jumper Sections according to USEF rules unless otherwise noted. 19-All horses showing in the equitation, hunter or jumper divisions must present current USHJA Horse Registration. USEF Horse Recording is required for any horse showing in any jumper class where prize money is $25,000 or greater. 20-Management may fine exhibitors up to $ for improper disposal of needles or other sharp disposable instruments. 21- Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legan guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 22-No Smoking is permitted in any buildings. 23-No dogs are permitted on the main concourse or in the seating sections. Dogs will not be permitted anywhere else on the premises unless restrained on a leash. 24-Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. Campers that do not reserve a space with the show office prior to arrival at the show will be charged twice the normal rate. General parking in the lot adjacent to the Expo Hall is offered free of charge. STABLING INFORMATION No stall will be assigned unless pre-paid in full. Stall fees are non-refundable. No stall will be allotted without a completed entry blank and office fee paid. Stall fees: Box stalls are temporary vinyl, with doors, 9 x 9 ; housed in permanent buildings. STALLS MAY NOT BE DISASSEMBLED OR ALTERED. Exhibitors are responsible for any damage to stalls. No bedding provided. Horses residing in a stall and not competing in any classes, will be charged a $100 non-showing fee, plus the $75 office fee and must provide proof of vaccinations and coggnins to the show office. Overnight stalls are available after 5 PM and must be vacated by 5 PM the following day. $ Due to another show prior to the PNHS, Junior Weekend stalls will not be available before 8:00 AM, Wednesday, October 11. All Junior Weekend stalls must be vacated not later than 6:00 PM, Sunday, October 15. VETERINARY AND FARRIER SERVICES: Phone numbers will be posted in Stable Manager s Office during this show. The Pennsylvania National Horse Show provides official veterinary and farrier services for the convenience of the exhibitors. Visiting veterinarians and farriers are also welcome; however, they must register with the Horse Show veterinarian or farrier respectively upon arrival where they will be given a designated parking pass and directed to authorized service areas. POLING: MANUAL POLING and/or the use of bamboo pole offsets is prohibited. Any rider or trainer who is found poling or using offsets, as well as the horse or pony involved, will be immediately eliminated from the class where the incident occurred, be suspended from further showing for a twenty-four hour period starting from the time of the incident and will forfeit all entry fees. 15

34 HUNTER SEAT EQUITATION DIVISION All horses participating in the USEF Hunter Seat Medal Finals (including any additional horses for possible substitution) must be entered in the show office and pay the fees due by Thursday, October 12th at 5:00 p.m. EST. Spare Equitation horses will be charged a fee of $100, plus the cost of a junior weekend stall and office fees. The competition rider must declare their mount for the training session in the show office by 12:00 p.m. on Friday, October 13th. All equitation horse paperwork must be completed by noon Friday, October 13th. Riders may change horses before the start of the training session or USEF Hunter Seat Medal Final, provided the new horse was entered/declared as an equitation horse, as noted herein. All horses participating in the USEF Hunter Seat Medal Finals are required to be stabled on the competition grounds beginning at 5:00 p.m. on Friday, October 13th and must remain on the competition grounds until the conclusion of the Medal Finals or until the rider has been eliminated from further testing. Horses are required to display the competition number at all times when the horse is outside of its stall. In the large schooling area, only Medal riders/trainers will be allowed until the completion of the Medal Finals. 54 NEUE SCHULE/USEF NATIONAL JUNIOR JUMPER CHAMPIONSHIPS Each Zone has its own qualifying criteria and qualifying period that can be found at Stabling and entry fees for accepted Junior Jumpers must be sent directly to the PA National Horse Show and must be paid in full before October 1, See stabling information on Page 15. Saddlery: Only running martingales, used in the conventional manner, are permitted. Standing martingales, draw reins or restricted martingales are prohibited. Attire: Formal Attire required in all classes. Veterinary Inspection Thursday, October 12th. All horses participating in the 2017 National Junior Jumper Championships (Team and Individual) are required to pass the Horse Inspection before competing. Each competitor is required to present his/her own horse, unless permission is granted by the ground jury for a junior representative to present the horse. Horses will be identified with either a passport or a Coggins certificate. Horses found to be unsound will have the opportunity of being represented before the Welcome Class. Jumping Order Draws for the jumping order in Class 221 (Welcome Class, Phase I, Individual Championship) and the first round in Class 222 (Prix des States Team Championship and Phase II of Individual Championship) will be held at the Riders Meeting, which will be on Thursday morning at 11:00AM, prior to the Veterinary Inspection. THE ENTRY FEE FOR CLASSES 221 THROUGH 224 IS $ CLASS NO. 221 $7,500 NEUE SCHULE/USEF NATIONAL JUNIOR JUMPER CHAMPIONSHIP WELCOME - Phase I -1.40m This competition is run over a Table II, Sec. 1 course judged under Table III (Faults Converted into Seconds) without a jump-off in the event of equality for the first place. The scores obtained by each competitor will be converted into points. The winner gets one more point than the number of starters. The second place gets two points less than the winner, the third place gets three points less than the winner, and so on. Competitors who have been eliminated or who have retired do not get points. Points will then be transformed to penalties. The competitor with the highest number of points will have zero (0) penalties. The six teams plus any ties accumulating the least number of faults will be required to jump a second round (best three scores per team to count). Seventh and Eighth placed teams will be desiginated as individuals for the second round. Teams will return in reverse order of first round team scores. The winning team is determined by adding together the jumping and time penalties incurred by the three best competitors of each team in each round. If, at the end of the completion of the second round, there is a tie for a medal, there will be a jump-off in which one competitor per team will participate. In the first round, all entries will jump a course of at least 10 fences 3 in height and spread. The top 12 scoring entries in the first round will return, in reverse order of first round score, to jump a second round of at least 8 fences at the same height and spread as the first round. The scores of the 12 horses in the second round will be added to their first round scores and placed in order of their overall totals. Horses tied for first place only will return to jump a third round over a shortened course. Ties for all other places will be broken by the judges. 58 Hunt Night MONDAY, OCTOBER 16, :30 PM USEF Exhibition Status CROSS ENTRY RESTRICTIONS: Horses may not participate in any other classes at the Pennsylvania National Horse Show, except Side-Saddle. HUNT NOMINATION: Hunts must be nominated on the nomination form or in the form of a letter from the Master of the Hunt stating the individual or Hunt s intention to compete. Either one must be accompanied by a nominating fee of $75 per hunt (which includes one or more individual riders and/or one or two teams). The nomination must be postmarked no later than September 11, This letter must also include the name, address and phone number of the contact person who will be handling the entries. Open to recognized hunts. ENTRIES WILL BE LIMITED BASED ON DATE OF RECEIPT OF NOMINATION FEE. Declaration forms must be RECEIVED by the horse show entry office no later than October 1, Payment in full must accompany entry. CHANGES to an existing entry will be accepted until 3PM, October 16. Absolutely no changes will be accepted after this time. ENTRY LIMITS: Each Hunt may enter no more than two teams. Entries in other classes will be limited as follows: Per Hunt: Field Hunter, no more than 6 horses total in both sections. ENTRY DEADLINES: Nomination fee of $75.00 September 11, 2017 Late nominations will be accepted on a space available basis and with a nomination fee of $100. Class Entries: October 1, 2017 Entry forms must include names of all horses, riders and owners who will be competing. All riders must sign the entry blank. All other event regulations apply as set forth in the Hunter Division of the Horse Show. STABLING: Limited overnight stabling may be available - $ per stall from 5:00 PM Sunday night until 7:00 AM Tuesday morning. Stalls will not be cleaned between occupants.
