5 ******* REGULATIONS PERTAINING TO GOLF CARTS / ATV'S / MOTOR VEHICLES 1. PRIVATELY OWNED GOLF CARTS A Kentucky Horse Park Golf Cart User License Decal must be purchased to operate the golf cart within the Kentucky Horse Park. (Must have a valid driver s license) THE LICENSE COST; $50.00 FOR THE SEASON 2. ATV'S / 4 WHEELERS / 3 WHEELERS / DIRT BIKES Off-road type motorcycles are not permitted anywhere on the Kentucky Horse Park (STRICTLY ENFORCED). EXEMPT VEHICLES ARE KHP LAW ENFORCEMENT, FIRE & MEDICAL PERSONNEL 3. Golf cart license can be purchased at the CAMPGROUND STORE and DEVER INC. (located in the show area). 4. PER KENTUCKY STATUTES The operator of any motor vehicle (electric, gas, diesel) must be at least 16 years of age and have a valid operator s license. KRS Unlawful to drive or permit another to drive without a license. (per Fayette County District Court / *minimum fine $159, includes $ mandatory court cost) KRS: (front lights) KRS: (rear lights) AFTER DARK (Night-low light) the vehicle must have a working head light and tail light PLEASE NOTICE! GOLF CARTS / MOPEDS, ETC A privilege, not a right, extended to show participants. You must be at least 16 years of age with a valid driver s license to operate these vehicles. Not allowed in the Tourist / Visitor areas of the Park. A Golf Cart License is required for all private golf-carts and can be obtained for $20 per event / or $50 for the season from the Golf Cart Vendor office. NO ALL TERRAIN VEHICLES (ATV) ARE ALLOWED ON HORSE SHOW GROUNDS! USEF Rule GR MOTORIZED VEHICLES (see GR1307.7): Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. BARN CALLS! Entries must be prepared and report to the makeup area at least 10 minutes prior to the class in which they are entered. Kentucky Fall Classic will make every effort to announce the progress of the preceding class over speakers to the stable area. Barn calls are a courtesy of the show. It is the responsibility of the exhibitor to present your horse prior to the gate closing. 5

6 KENTUCKY HORSE PARK RULES AND REGULATIONS PARKING Passes may be obtained from the Parking Booth or Visitor Information Center upon entry to the Park! $15 fee assessed for each parking pass per event. Horse trailer day passes are required for all competitors showing out of their trailer and must be purchased for $30. All trailers must park in approved lot. NO PARKING is allowed in the Barn area CAMPER S / R.V. S / TRAILERS WITH LIVING SPACE Must go to the campground for water / electric hook-up. NO HOOK-UP ALLOWED TO THE BARNS AT ANY TIME! CAMPING KHP now accepts reserv1ations. All dogs must be kept on a leash (not to exceed 6 feet in length) or suitably restrained in a stall / cage, etc. Loose animals or animals left in vehicles in distress, etc. can and will be removed from the grounds at the owner s expense HORSES AND HORSE DRAWN VEHICLES - Have the right-of-way at all times in the park areas EXHIBITOR PROBLEMS OR SPECIAL REQUESTS - Must be relayed to the show management to ensure prompt attention. All Park personnel will respond immediately to emergencies PACKAGES / DELIVERIES The Park is not responsible for any deliveries to an event or event participant. Receiving party must be present when delivery is expected. Park mail service personnel will try to assist if conditions allow, however, any delivery / package may be refused / returned to sender, etc. at any time without notification FIRE CODES As of May 15, 2006, The Kentucky Horse Park will not allow the following inside of barns or tents, which will be enforced by the Fire Marshall: a) Any 2-wired appliances b) Any 2-wired extension cords c) Light duty cords for indoor use d) Any 3-way adaptors unless specifically made for outdoors e) Any adaptors without 3-wire connections f) Any cut or damaged cords 6

IN NO INCIDENT WILL THE KENTUCKY HORSE PARK OR THE UPHA CHAPTER 9 KENTUCKY FALL CLASSIC HORSE SHOW BE HELD RESPONSIBLE FOR ANY LOSS OR DAMAGE IN ACCIDENTS OR DAMAGE TO PERSONS OR ANIMALS OR LIABLE FOR ANY INJURY SUSTAINTED IN ANY WAY TO EXHIBITORS, SPECTATORS, EMPLOYEES OR ANY OTHER INTERESTED PARTIES. NOR WILL THE KENTUCKY HORSE PARK OR THE UPHA CHAPTER 9 KENTUCKY FALL CLASSIC HORSE SHOW AND its MANAGEMENT BE RESPONSIBLE FOR ANY ARTICLES LOST OR STOLEN. IT WILL BE THE CONDITIONS OF ANY ENTRY AT THE UPHA CHAPTER 9 KENTUCKY FALL CLASSIC TO HOLD BLAMELESS ANY PARTIES CONNECTED TO THE SHOW FOR ANY TYPE OF LOSS. EVERY CLASS OFFERED HEREIN, WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULEBOOK, WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. ENTRY DEADLINE: All Entries close September 19, Entries postmarked after this date will be charged post entry fees regardless of qualification date. POST ENTRIES: REGULAR FEE PLUS $10 per entry from September 19 until 2 hours prior to Show each day. ENTRIES CAN NOT BE ACCEPTED UNLESS ACCOMPANIED BY PAYMENT INCLUDING STALL FEES. STALLS WILL NOT BE RESERVED WITHOUT PAYMENT IN FULL OPEN ACCOUNTS: There will be no open charge accounts without an open check or credit card on file in the office. ONE-HORSE PER ENTRY FORM Entries must be completed on entry forms furnished by the UPHA Chapter 9 Kentucky Fall Classic Horse Show. PLEASE TYPE OR PRINT. HORSES MUST BE ENTERED BY THEIR REGISTERED NAME AND CORRECT OWNERSHIP. Copies of registration papers are required. YOUR SOCIAL SECURITY OR FEDERAL TAX ID NUMBER IS REQUIRED TO RECEIVE PREMIUM CHECK USEF membership number is required for owner, trainer, exhibitor, handler, lessee, agent or coach; as well as any other association membership numbers required for breeds and disciplines. Every exhibitor, owner, agent or trainer must sign the entry blank and be accompanied by a check covering all fees and charges. All Entries are required to have a Certificate of Equine Infectious Anemia Test (Coggins Test) within the past twelve months as required by the Kentucky State Veterinarian. No exceptions. ALL HORSES MUST HAVE A HEALTH CERTIFICATE issued by a veterinarian within the past 120 days with a temperature on each animal. USEF GR All horses at a USEF licensed competition must have documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccination within six (6) months prior to entering show grounds. Horses not in compliance with this rule may be required to leave the competition grounds upon request by competition management. See GR 845 for complete information concerning the documentation. STALLS: Horse and tack stalls are $125 each for the entire show. Grounds Fee $15 per Horse (Showing with no Stall). NO FIRST BEDDING PROVIDED. All stalls are 10 X 10 pvc panel permanent box stalls equipped with sliding doors and equimix asphalt flooring. One Day stalls are available at $50 for the day for early ship-in. CONTROL OF HORSES: Horses must be kept under control at all times. At the discretion of the judges and/or steward, horses may not be allowed to compete. Owner will forfeit entry fees. VETERINARIAN: Dr. Ashley Craig from Haygard Equine Medical Institute, Lexington, Kentucky will serve as the official Horse Show Veterinarian Service and will inspect such horses designated by the 7

8 judge(s) or steward to be considered unsound and will pass on any question pertaining to the soundness of any horse before being excused from the class. Her decision will be final. Dr. Craig will be available at (859) and additional contact telephone numbers will be posted on the door of the Horse Show office for after show hours. COURTESY TO OFFICIALS: Any act of discourtesy to the judges on the part of any exhibitor, owner, trainer or groom shall disqualify the horse and rider. The owner shall forfeit his entry fees and any prize money won at this show; and, subjects himself to be reported to the USEF. During the time of judging, no person will be allowed in the ring except ring attendants, judge(s) of the class and when necessary the handler in charge of the horse being judged. Attendants or grooms will enter the ring in suitable attire only. Headers may enter the ring by the end gate only and must take no actions that will affect the performance of any animal in the class. Exhibitors must receive permission from the Steward to approach the judge. USEF FEE: In compliance with the USEF rules, a $16.00 fee will be collected on all horses entered including equitation horses ($8 Drugs & Medications Fee; $8 USEF Fee). Please include on the entry blank. USEF AMATEUR CARDS (GR1307) All competing amateurs must have USEF Membership with Amateur status indicated. USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. UNITED STATES EQUESTRIAN FEDERATION MEMBERSHIP: All owners, trainers and riders must have a current United States Equestrian Federation (USEF) card. AMERICAN SADDLEBRED HORSE ASSOCIATION MEMBERSHIP: All owners and trainers of American Saddlebred horses must be members of the American Saddlebred Horse Association (ASHA). You can contact them at for questions regarding your membership. UNITED PROFESSIONAL HORSEMAN S ASSOCIATION MEMBERSHIP: A Professional trainer of a UPHA Classic entry must be an Active member of UPHA and the current owner of the entry needs to be an Associate member of UPHA and the membership numbers must appear on the entry form. If a non-professional is exhibiting the horse they must be an Associate or Junior member of the UPHA. All exhibitors showing in Challenge Cup Classes must be Junior Members of UPHA. AMERICAN HACKNEY HORSE SOCIETY MEMBERSHIP: Owners and trainers of ponies participating at Federation licensed competitions in any Hackney section must be current members in good standing with the American Hackney Horse Society and provide an original or copy of the AHHS membership card unless the competition, at their discretion, confirms electronically with the AHHS office. Lessees are considered owners in connection with this membership requirement. In the event of an entry with multiple owners, only one owner need be a member of AHHS. All owners, trainers and drivers must also have a current United States Equestrian Federation (USEF) card. PONY MEASUREMENTS: Numbers will not be issued without a current measurement card. Every pony must have a current card or form issued by the USEF or CEF and must present it to the Show Secretary. Please include copies, if possible, with entry. 8

9 TIME OUTS: Only one (1) 5-minute timeout may be requested per exhibitor per class. In case of casting a shoe or breakage of equipment in the paddock, the gate may be held no more than 3 minutes. There will be no delay after the first horse enters the ring, at which time the gate will be held for 2 minutes. THE HORSE SHOW COMMITTEE decision shall be final and shall decide all questions not covered in these rules and regulations. CANCELLATION/SCRATCHES: Exhibitors canceling their entries after the official closing for any reason shall forfeit the accumulation of entry and stall fees. All scratching of horses at the show must be done at the show office one hour before the start of the session in which they are to compete. 10 BLUEGRASS FUTURITY HUNTER CLASSIC ELGIBILTY FORM Horse Name: Registration #: Owner Name: Address: City: State: Zip: Phone: Social Security/Tax ID: The purpose of The Bluegrass Futurity Hunter Classic is to promote the versatility of the American Saddlebred and increase the marketing of less showy performance horses. This class is open only to Registered American Saddlebred horses that are competing during their first or second competition years as Hunter Country Pleasure horses, according to the records of the American Saddlebred Horse Association. Horses in this class may be shown by a professional, amateur or junior exhibitor. To be shown at a walk, trot, extended trot, canter and hand gallop both ways of the ring. For safety reasons, judge may limit the number of horses required to hand gallop at one time. Entries must be asked both ways of the ring to halt and stand quietly on the rail. To be judged on suitability as a Hunter, manners, performance, quality and conformation. In the line, horses must stand quietly with all four legs perpendicular to the ground. Horse shall be required to back readily in the line. A non-refundable eligibility fee of $150 paid to THE BLUEGRASS FUTURITY postmarked on or before Sept 15 of each year. After Sept 15, the eligibility fee becomes $250 per horse. Payment of the eligibility fee will be made payable to THE BLUEGRASS FUTURITY in the name of the entered horse and will make that animal eligible to compete in THE BLUEGRASS FUTURITY HUNTER CLASSIC at The Kentucky Fall Classic Horse Show. Eligibility remains with the animal throughout the year should transfer of ownership occur. Eligibility Fees collected will be used as prize money in THE BLUEGRASS FUTURITY HUNTER CLASSIC. An entry fee of $50 is due upon entering class at The Kentucky Fall Classic. All entry fees are added to the total purse of the class. 11 Sponsored by Freedman Harness and Corcel The Bluegrass Futurity Limited Breeders Stake Rules and Eligibility Requirements The Bluegrass Futurity will be held each year in two divisions: weanlings shown in hand and two-year-olds shown in fine harness. All classes will be held at The Kentucky Fall Classic Horse Show. All classes will be conducted under the current rules of USEF. SOURCE OF FUNDS: The stallion services donated by stallion owners are auctioned off, starting at one-half the current stallion service fee or a minimum bid of $ Sealed bids are accepted, but must be received prior to the auction. A check must accompany the sealed bid and will be returned if a live bid exceeds the sealed bid. Phone bids will be accepted. All stallion services must be paid in full at the auction. A NSF fee of $50 will be charged on all returned checks. Neither The Bluegrass Futurity nor its board of directors will intervene between the purchaser of the stallion service and the stallion owner. All contracts, arrangements and negotiations that may arise in the service of any mare designated for the Bluegrass Futurity will be strictly between the mare owner and the stallion owner or agent. A refund, the amount paid for the purchased stallion service, will be made if the stallion dies before the designated mare has been bred, unless there is frozen semen available and that the use of frozen semen is satisfactory to the stud fee purchaser. The Bluegrass Futurity will retain 10 percent of the auction proceeds for administrative purposes. Interest accumulated from the date of the auction until distribution, following the competition will become part of the purse. CLASSES AND PRIZE MONEY: All classes: To be held during The Kentucky Fall Classic Horse Show in Lexington, KY. Ring procedure for the weanling classes: Each weanling will enter at a trot and show to the end of the ring And trot back to the judges for lineup. After individual judging, the weanlings will retire to the end of the ring. If the number of weanlings warrants additional work, 10 to 12 entries will ask to remain in the ring and the balance of the class will be excused. The judges can work any number of entries they feel necessary. The class will be tied to 8 places. Prize money will be paid to 8 places with the weanling owner receiving 75% of the purse and the stallion owner receiving 25% of the purse. 6 th, 7th, & 8 th place prize money may change according to the amount of money raised at each stallion auction. Pay out schedule: 1 st place 45% 5 th place 5% 2 nd place 25% 6 th place 3 rd place 15% 7 th place 4 th place 10% 8 th place NOMINATING THE STALLION: Stallions may be nominated to The Bluegrass Futurity by donating one breeding fee to the annual auction. Stallion owners that donate a breeding fee will also be eligible to nominate one weanling that is by their donated stallion for a $ fee. They do not have to own the mare or weanling that is nominated. NOMINATING THE MARE: A copy of the mare s registration papers, a completed mare nomination form and a $15.00 nomination fee must be postmarked by December 31, of the breeding year to be eligible for competition. The rights of a nominated mare s foal cannot be postponed to the following year. It is also up to each stallion owner, if they wish to offer a return privilege in the event the mare does not get in foal. However, the resulting foal will not be eligible for The Bluegrass Futurity. 11

12 EMBRYO TRANSFERS: An Embryo transfer foal will only be allowed to participate if it is the only embryo from the nominated mare and The Bluegrass Futurity Stallion. You may do as many embryo transfers as allowed by ASHA, but only one transfer must result from the nominated mare bred to The Bluegrass Futurity Stallion. If more than one Bluegrass Futurity Stallion is purchased the same mare can be used for each breeding. (Exception: if the stallion owner buys his/her stud fee back and nominates a mare as the stud fee purchaser and stallion owner, then two embryo transfers maybe done from the same mare and Bluegrass Futurity Stallion. However, all nominations fees must be paid and maintain on both breedings, for the stallion owner and stud fee purchaser in order to be eligible.) 26 Bluegrass Select Series In keeping with the ASHA s initiative of creating a Select Series of classes around the country for beginning and intermediate level horses and riders/drivers, the Bluegrass Select Series will be held in Kentucky this year, starting with the Kentucky Spring Premier Horse Show. This program features a series of classes held at designated Kentucky shows. These classes are designed for those horses not showing at the World s Championship Horse Show to have a place to show against the same level horses, riders and drivers. There will be championship classes for this series to be held at the Kentucky Fall Classic with prizes and awards above the normal trophies and ribbons. To be in the program an exhibitor must declare that their horse will not show at the World s Championship Horse Show in that year, under their ownership. If the horse does show at Louisville it will NOT be eligible for the Bluegrass Select Series Championship classes and year-end awards. Also, to be eligible for the Championship classes a horse must have shown in at least (1) classes at (1) different shows. 28 AMERICAN DUTCH HARNESS HORSE ASSOCIATION ADHHA SHOW RULES 2016 General Rules: In order to compete, all horses must be registered with the American Dutch Harness Horse Association (ADHHA). Type and Conformation: The American Dutch Harness Horse is a powerful, expressive, high-action, animated horse of great character developed primarily for driving. The ideal is a horse of high quality, upright selfcarriage, happiness, correctness of limbs and feet, soundness and suspension with high, open flexing front end motion driven by powerful impulsion from behind. The head should be attractive with alert eyes and ears. The well-muscled, arching neck is set on high with a flexible poll. The shoulder is clean and well-laid back on to prominent withers that are higher than the back and croup. Croup should be neither too flat or too sloping and never inverted. Body is proportionate to horse s height and hindquarter shall have a powerful presentation. Legs are straight, clean and strong with well-muscled forearms and gaskins. Feet are large and round with well-sprung heels. Tail is carried high and straight. In Hand Classes: The American Dutch Harness Horse should possess conformation that is functional for its job. Known as a powerful driving horse, the trot must have a lot of suspension; high, open motion in front and forceful impulsion from behind. To be judged at the walk and at the trot. To be judged on conformation, performance and brilliance. To be shown in a suitable show halter or lead bridle and led individually. Weanlings must show with out their dams in the ring. Two handlers allowed per horse; each handler may carry a whip. Whips may have small, unobtrusive bags or ribbons attached. How Shown: to enter the ring at a trot, showing the horse to its best advantage; then return to the judge for conformation inspection. Horse to stand naturally for inspection. Fine harness consists of a snaffle bit, separate overcheck bit, black leather, square blinds, overdraw, martingale, round lines and round traces. No item may be used to alter natural ear usage. Vehicles: Hackney-style harness shown to a viceroy. Fine harness shown to a four-wheeled, side bar buggy. All vehicles and equipment must be in serviceable condition. Any exhibitor using vehicles or equipment deemed to be disruptive to other exhibitors must be excused from the ring. Not Allowed: Antique vehicles, Liverpools with martingales, and boots. Gaits: To be shown at an animated walk, park trot and show your horse. Animated Walk: Highly collected, springy and energetic. Park Trot: Collected trot showing animation and brilliance. Show Your Horse: Designates the speed which shows the horse to its best advantage. Extension of gait is a distinctive characteristic of the breed; however, excessive speed and loss of form should be penalized. How Shown: To enter the ring at a park trot in the counter clockwise direction, to show your horse when called for, then to the animated walk before reversing. Reverse at the animated walk. To show both ways of the ring at the same gaits. Horses may be unchecked in the lineup or during a workout. To be judged on performance, conformation, quality and manners. Horses shall not be asked to back. Headers are optional. Headers should be suitably attired, no blue jeans, shorts or t-shirts. Attire: Traditional show attire. Roadster: The fast, cadenced, in-form trot is the hallmark of a Roadster horse. The horse shall be asked to trot at three different speeds: the jog trot, the road gait and then at speed. At all gaits, the horse should perform in form and under control. Mixey-gaited horses that pace, or rack the turn, or that break and run shall be penalized. Exhibitors executing gaits that are not called for must be penalized. Appointments: Black leather, square blinds, overdraw, snaffle bit, check bit, martingale and boots. Shown to a two-wheel road bike. No racing bikes. Exhibitors to wear stable colors, i.e. cap (for protective head gear) and jacket to match (racing silks). Number to be worn on the exhibitor s back. How Shown: Roadsters must enter ring in the clockwise direction at a jog trot, then shown at the road gait, return to the jog and reverse, show at the jog, the road gait and the trot to speed.
