3 SPECIAL AWARDS AND TROPHIES Deb Hamid & Kevin J Hitchins Award: Awarded to the National FEI YR (16-25years) who has achieved the highest combined percentage results across the Small Tour competition (PSG, Inter I and Inter. Freestyle) or CDI Y competition (Team Test, Individual Test and Freestyle) or CDI U25 Tour Competition (Inter 11, GP and GP Freestyle). In the case of a tie, the rider with the highest percentage in the relevant Freestyle will be the winner. A competitor may only receive this award once. The recipient of the award will receive a magnificent piece of jewellery, hand crafted for this event by Deb Hamid and Kevin Hitchins. This award is valued in excess of $1500 and is so generously donated to recognise Australia s talented young riders who are the future of Australia s Dressage. Briana Judge Memorial Trophy: Awarded to Highest placed EA & PCAV member at the Championships. Open to Victorian riders only with current memberships with Equestrian Victoria and PCAV. Donated by Mr & Mrs Judge, in loving memory of their daughter Briana Judge. Taylor Farley Memorial: Awarded to the highest placed Victorian Junior (under 18 years) in the Novice Championship. Presented by the Farley family in memory of their daughter Taylor, who was an active and highly successful member of the EV YR Dressage Squad. Highborn Baden Trophy: Awarded to the Victorian Rider who attains the highest overall percentage of the competition. Presented by the Barnes family, in memory of Marion s beautiful horse Highborn Baden ridden by Bianca. Rolando Trophy: A perpetual award to the FEI Small Tour Champion. Presented by the Crocker family in memory of Emma s treasured young FEI horse Rolando. Zarina Perpetual Trophy: Awarded to Advanced Champion. Donated by: Mrs Wanda Nelson, in memory of her wonderful horse Zarina. Macedon Ranges Dressage Club Encouragement Award: Awarded to the competitor with the highest percentage who did not receive a ribbon. COMPETITIONS THOROUGHBRED CLASSES sponsored by Racing Victoria Aim: -To promote the qualities of the thoroughbred dressage horse. -To highlight the suitability of thoroughbreds for young riders. -To give recognition to trends in thoroughbred breeding. -To prove that there is life after racing for many eminently suitable thoroughbreds to make the change from racehorse to performance horse. JACKPOT CLASSES will be scheduled at Preliminary, Novice and Elementary levels to cater for Young Riders who do not have the required qualification for National championship classes and where entry numbers exceed maximum class numbers (35 horses). Riders are asked to indicate their wish to be included in Jackpot classes. Upon notification from the OC, ranked reserve list riders will be moved from Jackpot classes to National Championship classes as scratching and withdrawal places become available. FEI TESTS can be downloaded from The FEI tests don t always align directly with EA levels, however riders should be aware that they can only ride over 2 consecutive FEI test levels (Prix St Georges: Rule ) at any competition. For the purpose of competing at the Young Rider Nationals the FEI tests are to be considered as below: Performance at the respective EA is required (including Freestyles) FEI Pony Elementary / Medium Level (without flying changes) FEI Junior Medium Level FREESTYLES All horses must achieve a minimum score of 58% in the qualifying test to be eligible to start in the freestyle. With the exception of the CDI-Y and CDI U25 GP where a score of 60% must be achieved. More details are in the Conditions of Entry section on page 7 FEI Pony Entry age from the beginning of the year the rider turns 12 until the end of the year the rider turns 16 years old. Equal of scores: If two entries receive the same final score, the one with the highest marks for artistic presentation is the leader. Competitors must ride at the level of the most inexperienced rider i.e. if one rider is competing in Medium and the other in Novice, then the combination would compete at Novice level. Currently Pending FEI Approval Competitions CDI Y FEI YR Team Competition (Prix St Georges) (Edition 2009) update 2015 FEI YR Individual Competition (Edition 2009) update 2015 FEI Young Rider Freestyle (Edition 2006) revision a maximum of 12 horses will be accepted. CDI U25 FEI Intermediate 11 (Edition 2009) update 2015 FEI Grand Prix (Edition 2009) update 2015 FEI Grand Prix Freestyle (Edition 1999, revision 2009) - a maximum of 12 horses will be accepted. Copies of the tests can be down loaded from the FEI website Qualifications CDI Y Individual and Team Tests Combinations are required to produce proof of gaining 60% at level within the 12 months prior to close of entries. Competitors must start in the Team test to qualify for the Individual test which is the qualifier for the Freestyle. CDIY competitors cannot take part in any other competitions. Freestyle a minimum of 60% must be gained in the CDIY Individual Competition (Edition 2009) update 2015 test in order to be eligible to start in the CDIY Freestyle CDI U25 TOUR Combinations are required to produce proof of recently gaining 60% in two Intermediate A or Intermediate B or Intermediate II tests in National Official Competitive competitions within the 12 months prior to the closing date of entries. Competitors may ride the U25 Inter II and U25 GP. U25 GP Freestyle- a minimum of 60% must be gained in the U25 GP test in order to be eligible to start in the CDI U25 GP Freestyle. Rules The CDI Y and CDI U25 Tour will be conducted in strict accordance with the current edition (including amendments) of the following: FEI General Regulations; FEI Veterinary Regulations; FEI Dressage Rules. Horses Horses must be at least 7 years of age for Prix St Georges level (CDI Y) and at least 8 years of age for Grand Prix level (CDI U25 and Intermediate 11) and have a height at the withers exceeding 149cms including shoes. The age is counted from 1 August prior to month of birth for horses born in the Southern Hemisphere and 1 January for horses born in the Northern Hemisphere Riders Open to riders from the beginning of the calendar year in which they reach the age of 16 until the end of the calendar year in which they reach the age of 21 (CDI Y) and the age of 25 (CDI U25 Tour). General Rules Riders may participate under the jurisdiction of the country of which the rider holds their passport. Riders should be aware that the FEI considers any withdrawals without a valid excuse after the definite entry date as serious. Fitness Inspection All horses entered in the CDI Y and CDI U25 Tour are subject to a Fitness Inspection. This will take place at 4:00pm on Thursday 9 th April 2015 Passport/ID All riders participating in the CDI Y must be registered on the FEI database. Registrations must be renewed each calendar year. The EA collects the charges on behalf of the FEI. Registration forms are available on the EFA web site. or contact the National Office. Horses must have a current FEI Passport or EA National Identification Document. (EA registration) Advertising on Athletes and Horses and Promotion Refer to General Regulations 2014 Article 135. Whips It is, under penalty of elimination, forbidden to carry a whip of any kind while competing in the arena. However, the use of one whip, with a total maximum length of 120 cm, in the practice area is allowed. The whip must be dropped before entering the space around the competition arena or the rider will entail a penalty of 2 points per judge. Upon arrival on the showground, only the rider when riding, walking, leading or lunging a horse (lunge whip allowed) is allowed to carry a whip (maximum 120 cm) anywhere on the showgrounds. The groom may also walk, lead and lunge the horse as above. Other parties are allowed to carry a whip, provided it is not in connection with the training of the horse. Draw The draws for the CDI-Y Team test and CDI U25 Grand Prix will take place immediately after the Horse Inspection (Trot-Up). For these competitions there will be an ordinary draw. For the Freestyle competition the draw will be in reverse order of the Individual results in groups of 5. Objections/Appeals Refer to General Regulations Article 163 (Protests) & 168 (Deposits). 5 CONDITIONS OF ENTRY The 2015 EA National Young Rider Dressage Championships will be conducted in accordance with the current edition of EA Dressage Competition Rules effective 1/2/2015 including amendments. Competitors are to be aware of the Rules. The onus is on riders to know the rules under which they compete. 1. Membership and Horse Registration: Riders and Horses/Ponies must be current Competitive members of EA 2. Australian National Young Rider Championships - Age: This event is open to riders 10 years and up to the end of the year they turn 21 on ponies or riders 12 years and up to the end of the year they turn 21 on horses, or 16 years until the end of the year they turn 25 for competitors in the CDI U25 GP Tour. Competitors must be aware of Rule 1.12 a Junior of the appropriate age may enter and compete in Junior and Young Rider competitions providing they ride a different horse in each competition. 3. Height: Horses exceeding 149cm with shoes, 148cm without shoes, Ponies not exceeding 149cm with shoes. Ponies will be required to have a current EA measuring certificate 4. Stallions: Stallions are welcome to compete at this event however they must be kept under control by a competent person at all times when either ridden or led. Stallions must be led with a bit or chain in addition to their head collar. Stallions may not be tied to the outside of a truck or trailer but must be stabled or housed in a truck/trailer. Any stallion not considered to be in control by the Organising Committee (OC) will be withdrawn from the event. It is strongly recommended that all stallions have green discs displayed at all times. 5. All riders and handlers are reminded that any horse can be dangerous so please give all horses and ponies enough room to pass safely whether you are leading or riding. Please be considerate of all riders and handlers and follow the rules of the arena whilst working horses; that is if you are walking stay towards the middle track in the arena, if you need to stop or check your gear move to the middle of the arena or leave the arena; pass riders coming in the opposite direction left shoulder to left shoulder. If you pass a rider in the same direction allow at least 5 m width. Please look around you at all times and try to be aware of others riding or walking past. Many people unintentionally frighten or distract horses by going too close or by moving too quickly; it is everyone's role to ensure the safety of others. 6. Eligibility: The qualifying period is the 12 months preceding the closing date of entries. i.e to Please note performance must have been gained in Competitive and Participant competitions. Interschool performances will be accepted as qualifying scores, as long as they follow the requirements of the Competitive Judge Table (Rule 3.21) and the rider was a Competitive member. (Rule 8.2) All entries for each competition must have qualified by each horse and rider as a combination by having gained at least the following: Preliminary: one performance of at least 60% Novice: one performance of at least 60% Elementary: one performance of at least 58% Medium: one performance of at least 58% Advanced: one performance of at least 58% FEI Pony/Junior: one performance of at least 58% or higher is compulsory at the level they are entering during the 12 months preceding the closing (see table below for comparative EA/FEI level) CDI U25 Tour (horses) must have two performances of 60% or more in either FEI Intermediate A, FEI Intermediate B or FEI Intermediate 11 CDI-Y (horses) must have one performance of 60% or above at level during the 12 months preceding the closing EA Jackpot Preliminary/Novice/Elementary: No minimum performance requirement. However horses/ponies must be EA registered and cannot be competed below their official grading. 7. All riders must submit their horse s best three performances in Official Competitive or Official Participant competitions at the appropriate level, between to See above regarding the minimum performance requirement. 8. At least one qualifying score MUST have been obtained by the nominated horse/rider combination (refer rule 8.2) 9. Horses or ponies may compete in two (2) consecutive levels. For example: preliminary/novice; medium/advanced. They may compete in three (3) tests only per day, which may include a freestyle test. 10. Horse and ponies that enter the FEI level tests can only compete in two levels per day which may include a freestyle. Horses and ponies from Prix St Georges and up can only compete in 2 tests per day. [Type text] Page 5

6 11. Horses or Ponies that have won Champion at Preliminary or Novice Level at a previous National Young Rider or Pony Dressage Championships are strongly encouraged to compete at the next level. 12. Ranking (balloting) will be based on the average of the highest percentage of three tests at the particular level, in the 12 months preceding the close of entries. Riders who submit 3 performances (only one of which may be HC) will be considered ahead of those who submit one or two performances. If Balloting occurs, preference will be given to Competitive scores. 13. Draw: Competitions are limited to 35 competitors. The draw will be posted on the competition website. The OC reserves the right to rank horses if necessary. A revised draw may be necessary the day before the competition to allow for withdrawals. The onus is on the competitor to confirm/check their start times the day before the competition. In the event that National level competitions are oversubscribed all reserve riders entered into Preliminary, Novice and Elementary classes will be placed into the corresponding Jackpot level class. Ranked reserve riders will be notified if a place in the National class becomes available. 14. Performance: A print out from the EA web site of the horses results or a copy of the results sheet from the event showing your performance must be attached to your entries. All riders must submit their best three performances in an Official Test at the appropriate level during the qualifying period to See above for minimum performance requirement. If the result for a performance has not been entered on the horse s Dressage Competition Licence, then evidence (i.e. a copy of the official results sheet or copy of the test) must accompany the entry to substantiate the performance. Interschool performances will need to adhere to this. 15. Competitors cannot ride HC at this event 16. No Callers: as this is a championship event NO callers are allowed. 17. Bridle numbers (Identification number) must be worn at all times when the horse is outside its stable. Please ensure you have two sets of numbers, one on the horse s bridle or saddlecloth for competition and one on the halter when taking horse out of the stable for walking/hosing down etc. Please include your allocated bridle number on the entry form. In the case of duplication of numbers, the OC will allocate a temporary # for this event only. 18. Entry Forms must be correctly and fully completed. Any mistakes or incomplete information will result in the entry form not being accepted and returned for correction. Be sure to enter on your entry form your three best performances at each level entered. Late entries, faxed entries and phone entries will not be accepted. 19. Scratching s, Withdrawals and Refunds: Withdrawals. These must be notified to the OC at least 24 hours before the actual day of competition to dressage@equestrianvictoria.com.au or txt to Entry fees will not be refunded after the closing date of entries unless the rider has notified the OC as above and a medical or veterinary certificate is produced within 24 hours of the completion of the event, submitted to Young Rider Event Director, PO Box 616, Werribee, VIC In such cases, 50% of the entry fees will be retained by the O.C. Entry fees will be refunded in full for scratching s before the closing date and for riders on the reserve list who are not offered a start in a competition or who indicate that they do not wish to compete in the jackpot classes. If riders enter for National classes and compete in Jackpot classes the discrepancy in entry fee will be refunded. The administration fee will not be refunded. Stable & camping fees will be refunded in full upon presentation of medical or veterinary certificate within 24 hours of the completion of the event. 20. Medication Control: This event will be run under current Equine Anti Doping and Controlled Medication Regulations (2010 and amendments) If you have any queries about these rules please the EV Branch Medication Control Officer at jancsmith@bigpond.com 21. Liability: Riders and/or owners whose entries have been accepted will undertake to indemnify the Organising Body against all claims, losses, suits, and damages made against or suffered by the Organising Body by reason of any negligent act or omission on the part of any rider, trainer or attendant whilst he is attending, riding or otherwise handling a horse and agrees that act or omission on the part of such rider or attendant found in any action against the Organising Body to be negligent, shall be deemed to have been negligent for the purpose of any claim under this indemnity 22. Warming-up/ exercising: All riders must wear an approved safety helmet while mounted. You are reminded that only the rider entered in the championships is allowed to ride the horse. A groom may ride the horse at a walk on a long rein only. All horses must be saddled and be ridden in a bridle during any mounted exercise or competition warm-up. Please do not ride in the camping area. Note all horses must wear their bridle number when out of the stable (ridden or led). Outdoor arenas will be available for use prior to the competition. More information will be contained in the entry information which will be sent to riders. Competitors will have access to competition arenas for familiarisation at set times. [Type text] Page 6

7 23. Saddlery and Equipment As per current EA Dressage Rules 2014 including amendments. Note: EA levels up to and including advanced whips must not exceed 1.2m in its entirety. Pony riders may only use a whip not exceeding 1.0 m in length. Approved hard hats must be worn at all times when training, warming up or competing at this event. Current safety approved headgear, AS/NZS 3838, EN 1384 (European) ASTN F1163 (US). PSG/FEI Competitions top hats can be worn by riders 18 years and over. Whips are permitted in all test up to and including Advanced but not FEI level at National Young Rider Championships. Gloves must be worn, otherwise will be penalised as per 2015 Rules. (See Rule 2.6 ) 24. Gear check: All riders must check the EA rules for saddlery and equipment. A gear check is required before every test (in some cases this will be done at the completion of the test at ringside. Please arrive at the final warm up arena at least 10 minutes before you are due to ride. 25. Lunging: Lunging is only permitted in the designated lunge ring or on the area known as the all purpose grass area. Under no circumstances are horses to be lunged in any other area. 26. Presentations: will take place at the end of the day or at the completion of each competition (depending on the daily schedule). A presentation schedule will be posted on the notice board at the Event Office area; the scoring area at the start of the championships. It is compulsory for all placegetters to be present in competition dress at prize giving. 27. Champion/Reserve: Champion and Reserve for each level will be determined by using EA Dressage rule The Champion and Reserve Champion horse/pony will be required (bridled but not mounted) for presentation 28. Volunteers: Please note all riders will be given jobs to do during the event, which will include, pencilling, gear checking, marshalling and test collecting. There will be a job list on the web before the event. You will need to make sure that you are aware of your jobs before the event; jobs will be allocated around rider s times in the draw. Conditions particular to entries in Freestyle competitions 30. All horses must achieve a minimum score of 58% in the qualifying test to be eligible to start in the freestyle. With the exception of the CDI-Y where a score of 60% must be achieved in the Individual test and in the CDI U25 where a score of 60% must be achieved in the FEI U25 Grand Prix. 31. Only the movements up to and included in the current tests at the level being ridden may be shown. There are certain movements that are compulsory for each level of Freestyle. Please check the EA rule book for these movements. Time Allowed please refer to specific freestyle test sheets 32. Music must be supplied on CD with any relevant instructions attached in writing. Please clearly mark Class level, horse and rider name on the CD along with any special instructions. It is highly recommended that two (2) discs/usb are supplied in case of failure of the medium. 33. Equality of scores: If two competitors receive the same final score, the one with the highest marks for artistic presentation is the leader. 34. Pas de Deux -Costume dress is optional. However boots and approved safety helmet must be worn. 35. Freestyle music check times will be allocated after the finalisation of the freestyle draw. Competitor times will be allocated by the OC and posted at event office. Onus is on the rider to check their times. HENDRA VACCINATION The proposed implementation date of the EA Hendra Vaccination By Law has been postponed as per the EA statement 2 September EA is still committed to implementing a vaccination policy that protects and safeguards EA members and event organisers. The organising committee of the Equestrian Victoria NCIS Australian Young Rider Dressage Championships encourage vaccination of all horses from the specific designated EA Known Hendra Virus Endemic Regions of QLD and NSW. Horses from outside these zones are not required to vaccinate for this event. [Type text] Page 7

8 FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre Internationale (FEI) requires all those involved in international equestrian sport to adhere to the FEI s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. 1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. 2. Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. 3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. 4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. 5. The FEI urges all those involved in equestrian sport to attain the highest possible levels of education in their areas of expertise relevant to the care and management of the competition horse. Risk Management Conditions 1.Werribee Park National Equestrian Centre Committee of Management considers it a privilege that you are allowed to bring your dog to this venue. We insist you keep your dog under effective control at all times. 2. Approved Safety Helmets must be worn at all times when riding 3. Cross Country obstacles must not be jumped/used unless a non-riding level one coach is present. 4. Riding of horses bareback is prohibited 5. Riding of rugged and/or unbridled horses is prohibited 6. Any person may lead a maximum of two horses while mounted 7. Stallions must have an adult handler in the vicinity at all times 8. Horses are not permitted within/upon the quadrangle (between the barn & Indoor 1) 9. Horses are not permitted near pedestrian door ways 10. Bicycles are not permitted in the Indoor Arenas or any stable block. Approved helmets must be worn at all times 11. Bicycles are not permitted near doors designated as public entrances or exits 12. Motor Cyclist riders must wear approved safety helmets and hold the appropriate licence 13. Speed limits must be adhered to at all times, the speed limit at WPNEC is 10km p/h 14. Power leads must not be on the ground or over roadways 15. Construction of portable/tape yards is prohibited 16. Alcohol must not be consumed in the Indoor Arenas, unless purchased from the licensed bar located in Indoor Arena No Please observe all signs at the venue 18. Horses must be tied in a safe manner. Horses must not be tied to unattached floats, wheelie bins etc 19. No infrastructure to be erected on WPNEC Grounds without written approval by management prior to event 20. Entry and Exit doors to Indoors Arenas are not be obstructed at any time 21. 9 GENERAL INFORMATION Stabling: 1. All stabling requirements must be booked on the entry form 2. Stables will be available for occupancy from 2pm on Monday 6 th April and must be vacated by 11am Monday 13 th April. Any interstate horses aiming to arrive earlier or departing later than this must book for any hours/days outside of the above allocated times with Werribee Park National Equestrian Centre (WPNEC) directly (ph: ) 3. Stables will be allocated in the following order of preference: 1. CDI-Y horses, 2. Stallions, 3. Interstate horses, 4.Horses competing in multiple classes 4. If bookings exceed stable availability, there will be a waiting list and competitors will be advised by when a stable becomes available 5. Temporary yards of any kind are NOT allowed 6. All horses entered in the CDI-Y and CDI U25 Tour events must remain on the grounds from Thursday 9 th April until after the completion of the Young Rider Freestyle on Sunday 12 th April Competitors must use the stable allocated by the Organising Committee for their horse/s 8. Horses with behavioural problems in the stables these MUST be outlined on the Stable Booking Form so that we can allocate stabling accordingly. This is a risk management and safety matter 9. Any obvious empty stables are NOT TO BE USED as feed/tack rooms or for any horse for which stabling has not been booked 10. No one is to enter the stable of another horse without the owners permission and no one is to feed/water a horse that isn't theirs. If a person has concerns about another competitor s horse or pony, they should go directly to the events office or Stable Manager to report their concerns 11. When cleaning stables out waste must be placed in the bins and not in the centre aisles. 12. A compulsory stable cleaning fee of $30 per stable is applicable and must be paid with entry. CDI-Y Stable Security: 13. All horses entered in the CDI-Y will be stabled together in the barn and subject to routine security checks 14. *Note Due to limited stables in the barn, riders in the CDI-Y with multiple horses may NOT necessarily have their additional horses stabled in the barn with them however every effort will be made to accommodate all requests 15. Stable security will be in accordance with FEI Dressage Rules; Annex 10 Stable Security. 16. There will be one pass each provided to the rider, groom and owner to access the barn 17. There will only be one entrance in and out of the barn in use over the course of the event Horse Feed and Bedding 18. Horse feed is the responsibility of the competitor. 19. Horse feed can be ordered and delivered through Country Link Rural Supplies - contact phone number Stable fees include bedding. The only bedding allowed at WPNEC is Horsemate. WPNEC can provide extra bedding if required and a bedding form can be found on the event website. This can be faxed, posted or ed to the WPNEC office. Bedding should be ordered at least a day prior to arrival at WPNEC. Competitors can order through the office on arrival, but all orders will need to be made before 4pm for same day delivery. Office is open 8am 4pm Monday to Friday Camping Facilities 21. Powered sites must be booked and paid with entry and will be allocated by site number 22. You must only occupy your own site Powered sites are $65. Non powered sites are $ Day Visitors will be parking in K road parking area and are NOT to access to the camping area Dogs 24. 17 Young Rider Jackpot Teams Competition This competition is designed to promote and encourage Young Rider development and team spirit. It is open to horses and ponies entered in the Jackpot Preliminary 1.2, Novice 2.2 and Elementary 3.2 classes Teams to consist of 3 riders (i.e. a different rider at each EA Jackpot level) Riders competing multiple horses may nominate and be placed in different teams. Riders competing the same horse in consecutive levels may nominate and be placed in different teams. The winning team will be the team with the highest total score; the second is the one with the next highest score and so on. This means the percentages (scores) will be added together to determine the team scores. Team placings will go from 1 st to 6 th Competitors may form their own team and complete details of team members below.
