3 Why bother...i might know it all already. Coaching is a profession and a career for some and for others it s a weekend job, a hobby, and a fun way to get paid to ski with kids. However, we are all interested in doing it well...and - we aspire to be knowledgeable and up to date and rules change continually! - we desire recognition beyond results which includes promotions and the ability to move within the coaching world in Canada, USA and beyond - we seek remuneration that reflects our experience AND our knowledge - we are professionals - we need to stay CURRENT - small / large programs need to encourage education and updates and communication amongst all of us in order to learn, compare and promote our profession - to be insured, we need to be licensed, and to be licensed, we must attend courses and updates

5 What if I don t work with U12 or FIS? Is my age group represented in this course? - the material is general with specifics to all age groups - there is information for all and as you advance in coaching, you will need a broad base of information - content is applicable to all coaches at all levels
6 Areas of Responsibilities in being a Coach 3 Key areas: 1. Represent your athletes in all aspects of the competition to the best of your ability. 2. Assist event organizers and race officials in assuring quality competition that is fair for all competitors 3. Project a professional image to competitors, officials, parents and the skiing public Coaches must accept these responsibilities, but first and foremost they must remember they are there for the competitor.
7 Coach Responsibilities - Successful coaches must have a strong working knowledge and respect for the rules as outlined in the FIS ICR, ACA domestic rules and Alberta Alpine local rules - Part of our responsibilities require that we continue to pursue higher education and knowledge to stay current in our sport in order to offer our athletes the best possible outcomes - Education is presented in many forms - updates, integration with Alberta ski team projects, formal class work and NCCP There are lots of way to stay updated!

14 Role of the Jury 1. Monitors adherence to Rules 1. Responsible for Technical matters 1. Unbiased and fair to all 1. Decisions on all issues not in ICR Questions not Covered by Rules In general, the Jury makes decisions on all questions not clarified by the Rules.
15 Roles Within the Jury - TD 1. Technical Delegate (TD): [211.2, ]. Upon appointment, the Technical Delegate becomes a member of the Organizing Committee (OC). The role of the TD is to make sure that the rules and directions of the governing body (ACA and/or FIS) are observed, to see that the event runs smoothly, to verify that the requirements of the Homologation report - specifically, but not limited to, installation of recommended on-hill competitor security/protection measures - are met, to advise the organizers within the scope of their duties.
16 Roles within the Jury - Ref and Ass Ref 2. Referee (RF): The Referee is appointed by the Technical Delegate and upon appointment, becomes a member of the OC. On the Jury, the Referee represents all of the competitors and coaches and should be a coach. The referee is a voting member of the jury. 3. *Assistant Referee - Speed events only: The Assistant Referee is appointed by the Technical Delegate and upon appointment, becomes a member of the OC. The Assistant Referee has rights and responsibilities equal to those of the Referee. The Assistant Referee is a Jury representative for the competitors and coaches and should be a coach. *An Assistant Referee may be assigned to a ACAsanctioned technical event for training purposes only. They participate with the Jury but have neither voice nor vote in Jury decisions, and their names do not get published in the reporting documents.
17 Roles within the Jury - Chief of Race 4. Chief of Race (CR): is the responsible authority for the management of the entire event The Chief of Race directs all preparation of the competition and supervises the activities in the technical area. He summons meetings for consideration of technical questions and leads the team captains' meetings after consultation with the Technical Delegate.
18 Role of the TD - voting member 1. Supervises the event 2. Represents FIS and ensures rules and fairness are followed 3. Advisor to the ROC 4. Chair of the Jury 5. Appoints the Referee 6. Recommends Race to Score to National or FIS 7. Ensures that 1 st gate is always blue at Nakiska and red at Rabbit Hill.
19 Role of the Chief of Race - voting member 1. Directs all preparation of the competition and supervises the activities in the technical area 2. Chair of the Race Committee 3. Member of the Organizing Committee 4. Voting member of the Jury 5. Calls meetings of the Race Committee 6. Directs/controls work of all officials 7. Generally acts as chair of the Coaches Meeting after consultation with the TD

21 Duties and rights of the Referee Duties and rights of the Referee - The Referee supervises the draw. - At the end of the first run, and again at the end of the race, the Referee will receive the Start and Finish Referees reports, and any other official reports regarding breach of rules and disqualifications. - Checks, signs and posts the Referee s Report on the official notice board at the end of each run, and at the end of the race, including a list of disqualified competitors, the gate numbers where the faults occurred, the name of the relevant gate judge or judges, and the exact time of the posting. - Sends a report to the FIS should unusual circumstances arise or in the event of a serious difference of opinion among the Jury members or in the case of severe injury to a competitor Collaboration with the TD The Referee and the Assistant Referee work very closely with the TD
22 Role of the Referee...finally! What are the most important points below? 1. Member of the Jury - voting member 2. Supervises the draw at the TC meeting (FIS & U16 typically) 3. Jury Inspection - be on time, it s a great idea to start off on a good ski 4. Fully responsible for your section during the race - above and below you 5. Confirms with Start and Finish Referee any DNS s and DNF s and NPS s 6. Reviews and adjudicates any DSQ s 7. Participates in all Jury meetings - morning noon and night!! 8. Minutes The Jury approves the security, the course as set, the medical plan and confirms the Program for the Day
23 Of interest - # 3 - course inspection Supervision of the Course Setters by the jury The work of the course setters is supervised by the Jury. As a jury member, you are involved in assisting in the course set. Bring your drill, tape measure, rangefinder, skis to measure & help out What does the ref do to help? Count the gates, combos and help the course setter as necessary When the ref does their job, small mistakes can be averted
24 640 Protests A Jury must only accept a protest if it is based upon physical evidence A Jury is only permitted to re-evaluate its previous decision where new evidence exists that relates to the original Jury decision All Jury decisions are final except those that may be protested under art Appeals can be made as per art Types of Protests Against admittance of competitors or their competition equipment, Against the course or its condition, Against a competitor or against an official during the race, Against disqualifications, Against timekeeping, Against instructions of the Jury.
25 646 Settlement of Protests by the Jury The Jury meets to deal with the protests at a predetermined place and time fixed and announced by it In dealing with a protest against disqualification (art ), the gate judge and, if needed, the gate judge of the adjacent gate combinations or 70 other involved officials, the competitor in question and the protesting team captain or trainer must be invited to attend by the TD or Referee. In addition any other requested evidence such as videotape, photos, and films should be checked At the vote on the protest, only the Jury members are to be present. The TD chairs the proceedings. Minutes of the proceedings are to be kept and signed by all voting members of the Jury. The decision requires a majority of all voting members of the Jury, not just of those present. In case of a tie, the TD's vote is decisive. The principle of a free evaluation of the evidence is maintained. The rules on which the decision is to be based must be applied and interpreted in such a way that fair proceedings are guaranteed The decision is to be made public immediately after the proceedings by posting on the official notice board with the publication time stated.
26 #6 - Protests As a referee, after posting of the DSQ list, remain available during the protest period which is minutes after posting. Protest fees are? Know what due process is..allow a protest to be filed, work with the coach who is filing the protest, ask for evidence and consult with the other jury members.
27 Referee - Pre Race Day Know you are the REF that day! Communicate with COR and TD Read the rules ICR, National, Local Review your job duties Review program for the day and be early Find out where to get your lift ticket and radio Find equipment to bring (drill, key, pencil, measuring tape and/or rangefinder, sunscreen) Fits in a Christmas stocking.!
28 Referee - Race Day Duties Talk with the course setter I think I prefer Makita! Meet the Jury Follow the set Review safety and set Check snow density and depth Meet with the Jury to Approve program. Approve Safety. Open the Course for inspection. Coaches meeting if necessary Confirm radio protocol clear and start stop Take jury position in consult with your other jury members Give and ask for clear slipping instructions in your section Track athletes through your section and confirm Racer # 6 Abandoned and will not finish. Review and prepare Referee s Report Confirm any protests with the jury Time stamp and post report.
29 Summary of Ref Duties Know your duties Know your rules and download the ICR to your phone It is not your set, so unless there is a real problem wait your turn to set. Communicate to the ROC and to the coaches - that is your job Pay attention to your section and to your jury radio. Ask questions - consult with other coaches / ROC Be professional or the PAC age group rep will not select you again. Truth Ruth.

31 603.6 Rights of the Course Setter To recommend the introduction of changes in the competition terrain and in the safety measures Availability of a sufficient number of helpers for the setting of the course, so that he can concentrate solely on the course setting Provision of all necessary materials by the chief of course equipment Immediate completion of the finishing touches to the race course.
32 603.7 Duties of the Course Setter In order to set the course appropriately, respecting the terrain, the snow cover and the ability of the participating competitors, the course setter conducts a pre-inspection of the race terrain in the presence of the TD, the Referee, the Chief of Race, and the chief of course The course setter sets the course respecting the existing safety measures and course preparation. The course setter must take speed control into consideration All courses must be set according to the ICR The courses must be set and ready in time, so that the competitors are not disturbed during course inspection.
33 603.7 Duties Continued The course setters should take care that the difference between the winning times of each run of Slalom and Giant Slalom will not be too great The course setting is a task of the course setter alone. He is responsible for adhering to the rules of the ICR and may be advised by members of the Jury, and by the technical advisor in Downhill and Super-G, if present The course setters must participate in all team captains' meetings at which a report is to be made about his course.

38 NGSL The North and South Zone NGSL race series will remain an open series to all U12 and NGSL athletes. The respective series will include all races as outlined in the 2016/2017 AASA Calendar. NGSL series races will be set and officiated in accordance with the u10 settings as outlined the 2016/2017 AASA Course setting rules and guidelines. Multiple Single run race formats will be used. AASA will appoint the TD to the ROC. It is the AASA S vision that this series be the primary pathway for u10 athletes advancing to the U12 provincial series and for skiers into zone regional series. As per ACA and AASA competition Guidelines U10 athletes should not exceed 6 days of racing and U8 athletes 4 days. Individual athletes found to be in excess of recommended starts may face removal from starts at AASA s management s discretion.
39 NGSL NGSL Entry Details All Draft Race Notices must be received by AASA a minimum of 6 weeks prior to the first team captains meeting from the ROC. All Race Notices must be posted on the AASA calendar minimum of 25 days prior to the first team captains meeting Entry will open at noon 21 days prior to the first team captains meeting Entry will close at noon 10 days prior to the first team captains meeting The ROC will notify all club of their entry status no later than 7 days prior from the first team captains meeting. NGSL Entry Priority All NGSL entries will be prioritized for entry as follows: 1. Host Club U10 and under 2. Visiting Clubs u10 and under 3. Host Club U12 4. Visiting Clubs U12

45 U14 The U14 provincial series will remain an open series to all AASA U14 athletes. No series points awarded or posted. They will be tracked by AASA. Multiple Single run race formats U14 Provincial series races will be set and officiated in accordance with U14 settings as outlined in the 2016/2017 AASA Course setting rules as well as ACA domestic Policy and the FIS ICR. AASA will appoint the TD to the ROC. It is AASA s vision that this series be the primary pathway for U14 athletes advancing into the U16 provincial series.
46 U14- Start Order Seed by peer groups, and use the Sprint Format for start order. Use National Points to create the peer groups Ie 80 athletes broken into 4 groups of 20 athletes. Each group of 20 will rotate to start in position over a 4 run weekend providing equity. The staggered start order causes inequity over the course of a weekend's racing. In a field of 80, the difference in total start positions using staggered starts over 4 races is as high as 76 positions. The variance is obviously larger for bigger fields. Using the sprint format, which has been done in the past including last season, total start positions over 4 races or any even number of races for that matter is identical. When peer groupings are not used racing becomes far less meaningful. If Fast Kid A starts number 2 and Fast Kid B starts number 86 their ability to benchmark against each other in a meaningful way is severely compromised. When peer groupings are not used fast and slow kids are mingled throughout the start order and the risk of overtakes and the associated issues with timing and safety is greatly increased. As we run large fields at U14 and short intervals this is a significant issue.
