4 Class schedule: All standard dressage classes will be offered. Indicate division on attached entry form, i.e. must designate Open, AA, or Jr/YR. Note: Classes listed are not necessarily order of go. Class and ride time announcements are a courtesy to exhibitors. It is still the exhibitor s responsibility to be on time regardless of PA announcements. Non-competing horses are welcome! They must have an entry form with all release signatures, a current negative Coggins form, and non-compete fee, office fee, and stall or grounds fees. A bridle number will be assigned. Qualifying classes: If competitor intends to enter the Great American/USDF Qualifier classes as a qualifier include the qualifying fee of $15 on each show day entry form. If competitor intends to enter the Southwest Dressage Championships Qualifier classes as a qualifier, include the qualifying fee of $10 on each show day entry form. To enter, check the appropriate box on the Entry form and add the appropriate fee to the class fee. These classes will be held concurrently with the classes at the highest test of the level. For Great American qualifying, rider and owner must be USEF senior, junior or life members. Riders must be USDF Participating members and owners must be USDF Participating Members or USDF Business members. The horse must be lifetime registered with USDF and Life or Annual USEF registered. HID is not acceptable. Designate the division (Open, AA, or JR/YR) you are entering on the entry form. Because SWDC allows for qualifying in more than one division; for SWDC you must enter the division you are attempting to qualify. YOU MAY NOT ENTER AMATEUR CLASSES WITHOUT A USEF AMATEUR CARD. 5 RULES AND GENERAL INFORMATION 1. San Antonio Spring Dressage I & II Shows: Every class offered herein is covered by the rules and specifications of the current US Equestrian Federation Rule Book and will be conducted and judged in accordance therewith. Rule Enforcement: All rules are in effect and will be enforced from the time a competitor arrives on the show grounds. This includes conduct, correct saddlery and equipment, and attire. 2. Amateurs, Juniors, and Young Riders: Amateurs are defined by the rules and specifications of the current USEF Rule Book. All riders entering the Amateur classes must possess or have applied for an USEF Amateur card prior to riding in the class. All riders in Amateur Divisions must present a USEF Amateur Card when picking up their number or they will not be allowed to show in the Amateur Division. Cards may be applied for at the show office. Individuals are eligible as Juniors (Jr) until the end of the calendar year in which they reach the age of 18. Encompassing both classifications, Jr/YR rider classes are offered to anyone 21 and under (may compete until the end of the calendar year in which they turn 21). Young Riders (YR) are eligible for FEI Young Rider classes from years of age. Only riders ages may ride FEI JR Tests. Only riders ages may ride FEI Pony Tests. Only riders may ride FEI Children Tests. JR/YR must include birth date on entry form. 3. Conditions of entry: Every horse entered for competition will be under the control of the Horse Show Management, but the Horse Show Management will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the Horse Show Management, Facility and its Directors harmless for any loss or accident to his horse, horses or equipment which may occur from sickness, fire or otherwise. 4. Entry procedures: Please read carefully! A. Entries: Fill out a separate entry form for each show (Dressage I--Sat; Dressage II--Sun). For each rider/horse combination (requires a separate entry form per show day), send your completed entry form, including USDF & USEF membership cards (print from If entering both shows, each horse/rider combination requires a separate entry form; stabling and/or RV fees should be entered on the Saturday show entry form. Only complete one stabling form per horse. Negative Coggins form per horse is required and a check for each show day entered made payable to Alamo Dressage Association. The horse s name on the Coggins must match the name on entry form and USEF/USDF cards. Please mail entries to Show Secretary Susan Peacock, 837 Glenlake Dr, Edmond, OK or enter online at No post-dated checks accepted. Horse is not officially entered until payment and completed entry are received. B. At the show: No bridle numbers will be issued without full payment and completed entries, including signatures and emergency contact information. C. Entry Acceptance: Entries will be accepted on a first-come first-served basis based on postmark date until classes are filled. Entries received after classes are filled will be notified and, if desired, put on a waiting list (in the order of postmark). Those entries postmarked after closing will be accepted at the discretion of the show secretary and show committee based on a space available basis and charged a $30 late fee per show. Those on the waiting list who entered show prior to closing date and did not get into the show will have all fees refunded. NO PHONE entries, FAX entries, or entries attached to S will be accepted. All entries must be made on official entry blanks and filled out completely as to classes, exhibitors, owners, trainers, coaches, horse names, addresses, phone numbers, association numbers, USEF & USDF cards and signatures and include a copy of current negative Coggins. Parents or guardians must sign the official entry blank of a minor before a number will be released. Ensure Emergency Contact information is complete. Incomplete/incorrect entry fee is $20. Management reserves the right to refuse any entry. Entries close at & MUST BE POSTMARKED BY 3/13/2018. ONLINE Entry: Available at All entries using credit card for payment must use the online entry at 5

6 D. A copy of horse s negative Coggins form blood drawn on date drawn within 12 months of the show date (on or after April 1, 2017) must accompany each entry. Horse s name on negative Coggins form must match name on entry form and cards. Failure to enclose a copy with entry or present it on the day of upon arrival of the show facility may result in elimination without return of fees. Also, a current negative Coggins form must be available for inspection during the show. Any horse that develops a communicable disease may be removed at show management s discretion. Additionally, management will assume no responsibility for the health of horses being stabled. Owners are warned as they enter horses at their own risk. E. Each competitor is responsible for supplying management with the correct association numbers (USDF, USEF) for horse, owner, rider, and trainer, before the day(s) of the competition. The scores of competitors who fail to supply correct numbers may not be counted toward national awards. F. All handlers, assistant handlers, drivers, riders, trainers, owners, agents, lessees, parent or guardian of a junior exhibitor, and coaches of horses (or riders) are required to sign an entry blank and, with the exception of a parent or guardian of a junior exhibitor, must be USEF members or pay a non-member fee. G. Anyone mounting, getting on, riding or trying a horse at the facility during the weekend of the show (including Friday) must sign a show release form (see second page of entry form). H. Show management reserves the right to limit entries, add, combine, or divide classes, modify the schedule, add, substitute or change officials, modify or cancel awards and prizes and/or make whatever changes are required by circumstances to the competition specifications listed herein. Show management reserves the right to cancel classes insufficiently filled and to refuse or require withdrawal of an entry for cause deemed sufficient by show management. I. Management reserves the right to cancel any classes due to hazardous weather, Acts of God, accident, or emergency. Every effort will be made to reschedule with priority given to any qualifying classes being offered. No refunds for cancellations due to hazardous weather, Acts of God, accidents or emergencies. Refunds will be made in accordance with scratch policy (please see #5.) J. Riders should be aware that Interstate Health Papers are required to be in your vehicle when attending show not within their home state. Some states also require health papers when transporting between facilities within the same state. Please contact your state veterinarian office for more information. K. Any horse is considered one-year-old on the first day of January following the actual date of foaling. Please check current USEF Rules for minimum age of horse for the level in which you are competing. L. Name of horse and owner on the entry blank must match USEF and USDF documentation. M. Please contact show secretary for any questions regarding entering competition/entry forms. 5. Scratches, substitutions, and refunds: Exhibitors have the responsibility of informing the Show Secretary of their intention to scratch in writing. Please keep your receipt of notification of scratching for proof. A. Scratches of the whole show made in writing to Show Secretary before the closing date may be made for any reason and all fees (except for office fee) will be refunded within thirty days after the show. B. There are no refunds of fees after closing date except for any paid drug and medication fees and qualifying fees (Great American/USDF and SWDC) will be refunded for a scratch of the whole show. Paid qualifying fees (Great American/USDF and SWDC) for a scratch of a qualifying class will be refunded or reapplied to cover the indebtedness to the competition not paid by the competitor. C. All no shows that have not contacted the show office prior to first ride will be considered a scratch for the rest of the show and time slots may be filled. Exhibitors enter with this understanding and agreement. D. After closing date, substitutions of horse/rider may be made in accordance with USEF rules. 6. Late entries: All entries must be POSTMARKED on or before the closing date or will be considered a late entry. Each late entry will be charged a late fee of $30 per show day. Late entries will be accepted and given a ride time only as schedule permits. 7. Returned checks/declined Credit Card: A $35 fee will be assessed for each returned check or declined credit card. All fees must be made good prior to packet pick-up. Any dishonored or returned check or declined credit card is subject to USEF rule GR913. 6

7 8. Ride times/confirmation of entry: A. Preliminary ride times will be posted on before the show and official ride times for Show I will be posted at the show grounds by noon on Friday. Official ride times for Show II will be posted by noon on Saturday. It is the responsibility of the rider to inform the management of any time conflicts as soon as possible. Any changes after closing date initiated by rider or owner will incur a $10 per change fee. B. Confirmation of entry will be ed along with notification of entry form and payment discrepancies and/or inconsistencies. 9. Bridle numbers: Bridle numbers for the show entered (including non-competing horses) must be worn at all times when a horse is out of its stall even on non-show days. Each horse/rider combination is considered a separate entry and must fill out a separate entry form and will be issued a different number. 10. Freestyles: A photocopy of a test (minimum score of 60% at highest test of level or any test of a higher level at a USEF Recognized Competition) verifying eligibility must accompany entry. Music for all freestyles on CD in WAV format must be given to show office on Friday. Sound checks will be conducted Friday afternoon and/or during lunch break before or after dragging and after last class on Saturday. Times for sound checks will be posted in the show office. Competitors are responsible for picking up their music before the end of the show. Music left will not be mailed. 11. Opportunity classes: Opportunity Classes are for entry level riders. Open to those new to showing dressage, these classes do not require USEF & USDF memberships for the horse, rider or owner, and do not have to pay nonmember or HID fees. Federation and drug fees do not apply. Horses entered only in these classes are still subject to and must comply with the Drugs and Medication rules and are subject to drug testing. If horse, rider or owner has memberships, please indicate so on entry. Horses are not required to have either a USEF or USDF Horse Identification (HID) or Recording Number but are to list the HID or Recording Number if the horse has been assigned this number. Since "opportunity" classes are exempt from membership, non-member fees, Drugs & Med Fee and the Federation Fee, these classes are not reported on the Post Competition Report. Scores earned in dressage "opportunity" classes may not be used towards USEF or USDF awards or programs. Also, these classes cannot be used as qualifying classes for the Great American/USDF Regional Championships. Participants must abide by all USEF regulations pertaining to attire, tack and equipment for the recognized show. Riders and/or horses entered in opportunity classes may not cross enter other recognized classes at the show. Please see USEF GR 821 for more information. 12. Liability statement: Horses by their inherent nature present a risk. This show, the management, the USEF Licensee, and the facility will not be responsible for any loss or damage or injury to horses exhibited, or for any article of any kind or nature that may be lost or destroyed, in any way injured. Each exhibitor will be responsible for any injury that may be occasioned to any person, whomsoever, by any horse owned or exhibited by said exhibitor and shall indemnify the Association, or any member thereof, against all claims and demands, of any nature or kind, that my grow out of an injury occasioned by any horses owned or exhibited by them, or arise from negligence of the person in charge of any such horse. All horses in this show participate entirely at the owner s risk. Neither the organizing/show committee, the show volunteers and staff, the facility or its owners, any host GMO, USEF or USDF or their members will be responsible for any damage, injury, loss to persons, horses, or property of exhibitors or spectators/attendees. All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up-to-date. 13. Equitation classes: A. Qualifying for Dressage Seat Medal Semi-Finals (at USDF Region 9 Championships): Riders must be a junior (rider is a junior until the end of the calendar year in which they reach 18 (USEF)) and obtain one score of 70% or higher from an open Dressage Seat Equitation class or by qualifying for the Great American Insurance Group/USDF Regional Championships at any level (excluding freestyles.) Riders must be recorded with USDF as a Group or Participating Member at the time the required score was earned. Additionally, minimum competition eligibility requirements have been met for the horse and owner. If a qualified rider wishes to compete at the Dressage Seat Semi-Finals they must be a USDF Participating Member prior to competing in the Dressage Seat Medal Equitation Semi-Finals. 8 B. USDF Regional Adult Amateur Equitation Program: Rider must be an adult amateur (age 22 and up) and have a USDF participating membership at the time the qualifying score is earned. Horse must have a USDF Lifetime Horse Registration when the qualifying score is earned. To be eligible for the USDF Adult Amateur Equitation Regional Final class, rider must have earned a score of 70% or higher in any dressage seat equitation class within the qualifying period or qualify to compete in any regional dressage championship class (excluding freestyles.) Please click here for complete details. See DR119.3 for age explanations for adult amateurs. 14. Facilities and arenas: A. All tests and warm-up will be ridden in either covered (sand/clay footing) or outdoor arenas (sand footing). Competition arenas are 20m x 60m. Intro, Training Level (non-qualifying) & Para Equestrian classes (except for Grades IV-V freestyle) may be ridden in small arena 20m x 40m. B. No one on foot (except leadline handlers, ring stewards, equipment checkers, emergency medical service, and show management) is allowed in designated warm-ups. Coaches, trainers, spectators, and other unmounted individuals must stand outside fence or partition of warm-up arenas. Lunging permitted in designated outdoor areas only. All horses in the warm-up arenas must wear their competition numbers. If tack adjustments or rider changes are needed, personnel must perform them outside of the arena. C. All arenas must be vacated while facility equipment is being used. Rings will close when arena lights are turned off. Schedule for schooling will be posted at the show grounds. D. For safety purposes, show management and ring stewards reserve the right to limit number of riders in warmup arenas/paddocks (five maximum at a given time for indoor). Competitors who are riding prior to and after test at hand are given priority by ring stewards. 15. Management: Horse Show Management reserves the right to itself to interpret all questions and conditions regarding or arising out of any incident in the show without claims for damages or recourse of any kind. All questions not covered in these rules and regulations shall be decided by the horse show management; their decision will be final. The Horse Show Management reserves itself the right to refuse, accept conditionally, or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries and cancel award prizes, without claim to damages; to change, cancel or combine any classes, to reschedule classes after due notice to exhibitors, or to change rings or rotate judges. 16. Bedding: Only shavings provided by facility for bedding. No outside shavings or other forms of bedding permitted. Please contact show secretary for additional shaving purchases; shavings will be delivered to front of stall. 17. Stabling: A. Permanent stalls are of wood construction, 12' X 12 with wooden doors, and dirt floor. B. Competitors may change stalls only with permission of show secretary before opening shavings. If you are changing stalls within your group, please inform show secretary as soon as possible. C. No outside shavings are permitted. Pre-paid shavings will be delivered by noon on Friday. D. Anyone using (without having paid) an unassigned stall or tack stall, even temporarily, will be charged a oneday stall fee per day. Anyone who has moved stalls after arrival at the show grounds must clean the stall from which they moved to the satisfaction of show committee/management, or will be charged a one-day stall fee. Anyone who places manure in an empty or unused stall will be charged a one-day stall fee per day. E. No smoking in the barns and near the indoor warm-up arenas. Designated smoking areas will be marked. F. Stall chart/assignment will be posted prior to the show on and at the facility on Friday. G. A stabling fee or a grounds fee is required for each horse brought on grounds. A stabling form is required for each horse. H. Stallion owners need to bring suitable equipment to close of stall if necessary, for the safety of horse and those stabled near him. I. Manure disposal is located behind the facility in three-sided concrete forms. J. Tack stalls are available; see fee schedule. K. A $25 per stall per day will apply to horses arriving early (before 9:00 a.m. Friday) or late (not departing on the day of the last show, i.e. Sunday). L. Horse handler/trainer/owner information card on stalls must be filled with completed contact numbers upon arrival at facility grounds. 8

9 18. Show personnel: Phone numbers and information will be posted in the barns and at the show secretary s office prior to the start of the show. A. Show management/horse show office: Office opens Friday early afternoon and one hour prior to starting ride each day. The office phone number is B. Pony height and measurement: Any animals not over 148 cm without shoes, or 149 cm with shoes are classified as ponies. All other animals are classified as horses. Any equine competing in classes limited to ponies must submit a copy of a USEF measurement certificate with its entry or management may require the pony to be measured at the competition; see USEF Dressage Rule DR 134. Please notify show secretary with entry if pony needs to be measured at the competition. Ponies will be measured on Friday between 4 p.m. and 6 p.m. Additional measurement times, if required, will be posted in show office on Friday at 6 p.m. If ponies are to be measured, pony competitors will share the charge of the vet, not to exceed $100 per competitor. Measurement fee will be paid directly to the veterinarian at the time of measurement. Do not prepay. A copy of the Federation Standard or Temporary Measurement Certificate must be submitted with the entry for each pony possessing a Measurement Certificate and competing in Dressage or Dressage Sport Horse Breeding classes or tests limited to ponies. If a pony, age three or over, is not in possession of a fully and correctly completed Measurement Certificate, the Competition Management must order the pony to be measured by an eligible Dressage Technical Delegate who is certified by USEF to conduct Dressage pony measurements, and the Competition Veterinarian, pursuant to GR505, GR506, and GR508. Failure to allow the pony to be measured will result in the pony being disqualified at that competition from competing in pony classes or tests or for awards limited to ponies. 20. Dogs: Dogs are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs behaviors. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7of the USEF General Rules, as well as issuance of warning cards. Loose dogs will be impounded and the owner will pay a $200 fee. 21. Concessions: Are available at the show grounds. No food or beverages may be brought onto the show grounds. 22. Parking and RVs/Living Quarter trailers: Parking is allowed in designated areas only. To allow various forms of horse and facility management transportation and emergency personnel to maneuver at the competition facility, vehicles will not block nor park in RV spaces and the area between main indoor arena and outdoor warm-up/lungeing ring! Horse trailers must be parked on the west side of the facility across Section I and J! Horse trailers without living quarter (LQ) are not permitted to park at any time in Section/Barn A through H or across those areas because they obstruct LQ maneuvering. RV parking permit must always be displayed on living quarter/trailer at the competition facility; RV parking is available on the east side of the facility (on the left). Vehicles and trailers may not be parked in alleyways/passages except for brief unloading/loading! Horses may not be tied to trees. 9

DR120.6: From the time horses are officially admitted to the competition grounds by competition management, anyone mount on a horse at any time on the competition grounds, including non-competing riders on noncompeting horses and those competing in all classes and test including Para-Equestrian tests must wear protective headgear as defined by this rule and otherwise in compliance with GR801. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. Protective headgear is defined as a riding helmet which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. The harness must be secured and properly fitted. Unless jackets are waived, while in the competition ring, exhibitors wearing protective headgear must wear a short, dark jacket, dark tailcoat (only permitted for tests above Fourth Level), or Armed Services or police uniform (if eligible), dark hat covers (where applicable) and must otherwise conform to DR120 (see GR801). It is the responsibility of the rider to know the rules applying to showing in the Dressage Discipline. The listed rules are only general and are subject to change at the discretion of the Board of Directors of USEF. Current rules can be found on B. One whip no longer than 42.7 inches (120cm), including lash may be carried at this competition; an adjustablelength whip may not be carried by a mounted rider. Please see USEF rule book for more information. 25. Ribbons, prizes, and awards: Prize awarded to first place winner in each class (except Quadrille and Pas de Deux). Ribbons awarded to 8 th place for Intro through FEI levels. Ribbons, prizes, and tests will be available after class has been pinned. Qualifying classes will not be pinned separately. Prize money, if applicable, will be mailed within 30 days upon completion of the competition. Management reserves the right to combine classes for awards purposes if the class has two or less competitors. 26. High Point Champion and Reserve- For each show day, Champion and Reserve Champion ribbons in three divisions (Open, AA, and Jr/YR) will be awarded to the horse/rider combination with the highest score and second highest score at each level, Introductory through 4 th level, and FEI. FEI (Prix St. George, I1, IA, IB, I2 and GP) levels are combined as one level. FEI Pony, Junior, Young Rider, and Children tests will be included based on their equivalency levels. USDF Pony tests will count as Open. A minimum average score of 55% must be attained to be eligible. Opportunity, Freestyles, Pas De Deux, Quadrille, Materiale, Young Horse (4-6-yr old) and Equitation classes are not eligible. RIDERS MUST COLLECT THEIR AWARDS AT THE SHOW. AWARDS WILL NOT BE MAILED AFTERWARDS. Dressage competitors can now earn Incentive Fund dollars, year-end awards and AQHA points aboard their American Quarter Horse through the San Antonio Spring Dressage I & II. San Antonio Spring Dressage I & II is a National Dressage Pony Cup Partner Show, which means that anyone entered in any pony class either day will have their scores count toward NDPC Year-end awards. Also, a Champion Ribbon will be mailed to the pony with the highest score over the two days after NDPC adds points for degree of difficulty based on the test ridden. 13 THE US EQUESTRIAN FEDERATION RULES EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. GR845 Equine Vaccination Rule: 1. At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers or veterinarian s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. 2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian on documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. 3. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody, and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. 4. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. 5. Competition Management may not amend or enhance vaccination requirements without prior approval of the Veterinary Committee. Effective 12/1/15. USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4 H members; 5) walk trot (execption: Friesian performance FR222) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. USEF MEMBERSHIP REQUIREMENTS 1. To be eligible to participate as a rider, driver, handler, vaulter, longeur, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions at the Preliminary Level or above, Dressage Competitions, Combined Driving Competitions at the Advanced Level, Endurance Rides, Reining Competitions, ParaEquestrian Competitions, and Vaulting Competitions, persons must be Members of the Federation as provided in Bylaw 201. No organization, other than the USEF and its Recognized Breed and Discipline Affiliates, may require mandatory membership or a non-member fee as a condition of participation in a USEF Licensed Competition. (See GR for further information regarding the collection of mandatory participation fees at USEF licensed competitions). 2. All Life, Senior Active and Junior Active Members of the Federation must designate a primary breed/discipline affiliation upon joining or must do so annually upon renewing. A member will be deemed to continue his or her primary designation unless prior to the record date (November 30 of each year) such Life Member notifies the Federation in writing of change. This shall be considered the member s affiliation for the purpose of allocating Voting Director seats as provided in Bylaw Lessees are considered owners in connection with this membership requirement. If a horse(s) is owned by multiple individuals, only one owner need be a Member or pay a Show Pass fee. 4. If a horse(s) is owned by a farm or any other entity, only one principal owner of the farm or entity needs to be a member or pay a Show Pass fee. (To be eligible for Horse of the Year Awards, a farm or any other entity that owns a horse(s) must also obtain an exhibitor registration pursuant to GR1106.) 5. Non-members must pay a Show Pass fee of $ The competitions will be responsible for forwarding Show Pass forms with the names of individuals who pay Show Pass fees at the competition to the Federation with the post competition report. Payment of Show Pass fees for purposes of competing does not entitle the individual to any other privileges of USEF membership. 13

14 Motorized vehicles: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. Sharps Containers: Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing competition horses. It is competition management s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. If local law has different requirements, local law will prevail. All questions not covered in these rules and regulations shall be decided by the show management whose decision shall be final. Every horse entered for competition will comply with the rules of the horse show management, but management will, in no case, be responsible for any loss or damage that may occur, and it shall be condition of entry that each exhibitor shall hold this horse show and the officials and employees of the show blameless for any loss or accident to his horse, employees, equipment, which may occur from sickness, fire or otherwise. The management reserves the right to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit entries and cancel award prizes without claims for damages; to cancel or combine unfilled classes, or to reschedule classes after due notice to exhibitors; to change rings or rotate judges. Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials, on the part of the owner, manager, rider, or groom shall disqualify the horse, and the owner shall forfeit his entry fee and other fees. Show management reserves to itself the power to prohibit any person from attending or showing a horse in the ring and to remove any groom or horse from the show without being liable for compensation. No person will be allowed in the show ring during the time of judging except the exhibitor and those having official or requested duties to perform. It is the tradition of the show that riders be correctly attired for the class in question, that attendants be neatly dressed and the horses properly presented. Management may in its discretion bar any person from entering the ring if not suitable presented to appear before an audience. 14
