2 General Information Required Health Documents To comply with state animal health regulations and to ensure the health of your horse, the following requirements will be strictly enforced for all horses at the APHA World Show. Check-in will be conducted from September 18 through October 1 in the Stall Office or Horse Show Office. All horses must have their health certificates and Coggins papers checked. All horses must have a: 1. Negative Coggins (Equine Infectious Anemia) dated no earlier than September 30, Health certificate issued no earlier than August 31, 2017, by a licensed veterinarian from the state of origin. These documents will be checked upon arrival at the show office or stall office. Make sure the veterinarian uses registered names on the health and Coggins certificates rather than barn names. If current Coggins, health papers and/or a copy of the original Certificate of Registration are not available, the horse will not be allowed to compete and entry fees will be forfeited. All horses are subject to inspection by the Show Veterinarian or State Veterinarian at any time or if suspected of harboring a communicable disease. The American Paint Horse Association recommends that horses being brought to the World Show be vaccinated for West Nile Virus. Additionally, owners of horses should ask their veterinarians about a booster shot for West Nile Virus. It is important to remember that vaccines that protect your horse against Western, Eastern and Venezuelan Equine Encephalitis do not protect against Encephalitis caused by West Nile Virus. If you vaccinate against Western, Eastern and/or Venezuelan Encephalitis, you should vaccinate against West Nile Virus as well. Consult your veterinarian to set up a vaccination schedule appropriate for your horse. Transfer/Lease Policy Transfer/Lease of Horses at the Show: During the show, transfer/leasing of horses competing in the show may be completed. Exception: Beginning in 2017, any horse shown at the Youth World Show will not be eligible to show at the APHA Open/Amateur World Show (in the same year) by the immediate previous owner/lessor as described in AM-020 and YP-015. The following regulations must be met: All transfer/lease transactions must be submitted to the APHA MemberCare booth located in the Richardson Bass Building. All transfer/lease transactions must be completed by 5 p.m. the day prior to the class in which the horse is to be exhibited in the new owner s/lessee s name. Fees must be paid by a separate check from the entry fee. Show Management will not recognize transfers/leases of show horses that are completed at the APHA home office during the World Show. Note: Per Rule YP-020.C and AM-025.C for the purpose of tabulating all youth and amateur titles and awards, in the event a horse is sold or leased to any party other than related family as specified in Rules YP-020 and AM-020, any points earned are not transferable and a new start in acquiring points must be made by the new owner/lessee APHA Open/Amateur World Championship Show Premium Book

7 of the 2017 APHA Open/Amateur World Championship Show General Information Solid Paint-Bred Added Money Opportunities (Continued) If a Solid Paint-Bred Sweepstakes class is offered, the horse must enter the appropriate registrybased class. Solid Paint-Bred horses that have not been genetically tested or do not carry at least one Paint pattern gene are eligible for Bronze Breeders Futurity classes, along with any Solid Paint-Bred designated classes. Eligibility: To be eligible, your Solid Paint-Bred must carry a Paint pattern gene: Tobiano; Frame Overo; Sabino 1; Splash White 1, 2 or 3; or Dominant White 5, 10 or 20. Testing must be completed through APHA using one of our official testing labs, the University of California-Davis or Etalon Diagnostics. Under this World Show policy, there s no stipulation on sire and dam requirements or the need to express a Paint trait. 10 General Information APHA Mission Statement We inspire, nurture, promote and provide meaningful experiences to generations interested in preserving the versatile Paint Horse. APHA Animal Welfare Statement APHA is committed to the humane and proper treatment of all animals. In this respect: The welfare of the animal is the primary consideration in all activities. Animals will be treated with kindness, respect and compassion at all times. Responsible care will be used by all parties in handling, treatment and transportation of animals. Horsemen and -women, as owners, exhibitors or trainers, will ensure the health and well-being of animals in their care at all times. The standard by which conduct or treatment will be measured is that which a reasonable person, informed and experienced in generally accepted animal husbandry standards and equine care, training and exhibition procedures, would determine to be neither cruel, abusive, nor inhumane. Based on these principles, the Association has developed and enforces strict rules to ensure ethical competition and humane treatment of American Paint Horses. The Association supports the development of procedures that assure equity, fairness, safety, health and welfare for all participants. Because the Association is strongly opposed to animal abuse, any member convicted in a court of law of cruelty to animals may be suspended from APHA when certified evidence is presented to the Executive Committee. Further, APHA reserves the right to excuse from further competition and/or remove from the grounds any person who fails to abide by this animal welfare statement and/or any animal whose welfare is under question by APHA. 11 Sportsmanship Rules For when the One Great Scorer comes to mark against your name, he writes not that you won or lost but how you played the game. (Grantland Rice) One of the primary objectives of the American Paint Horse Association is to encourage high moral character and good sportsmanship among its members while at the same time inspiring exemplary conduct in all phases of competition and instilling a sense of fairness and responsibility for the rigors of showmanship as well as the greater issues of life. Negative conduct, including harassment, bullying, or any other form of unsportsmanlike conduct will not be permitted by the APHA, and any person engaging in such action or conduct will be disciplined to the full extent permitted by the APHA rules. Unsportsmanlike or irresponsible conduct or any other form of misconduct that is illegal, indecent, profane, intimidating, threatening, harassing or abusive is prohibited. The APHA will not tolerate such behavior and violators will be excused from competition and/or removed from the show grounds and are subject to further disciplinary action. General Information Anti-Bullying Statement Everyone has the right to work and show in an environment free from harassment or bullying where they feel safe. The stress placed on targets of bullying have far reaching effects on the emotional health and well being of the victims and on the organization in which it occurs. Bullying can be physical, verbal, written, cyber acts or merely psychological. Incitement of others to such acts is also bullying. THE APHA EXPRESSLY PROHIBITS THE BULLYING OF ANY PERSON BY ANY MEANS AT ANY APHA FUNCTION OR APHA RELATED FUNCTION. Good Sportsmanship Rules Good sportsmanship is about playing by the rules, discipline, respect and selfcontrol. Good sportsmanship is not just what you do in the arena, but the way you conduct yourself both in and out of the arena. 1. The Golden Rule Do unto others as you would have others do unto you. Show respect for your opponents if you expect it yourself. 2. Have an understanding and an appreciation of the rules. The spirit of good sportsmanship depends on conforming to the intent of the rules. 3. Enjoy yourself and encourage enjoyment for others. 4. Take responsibility for your actions. 5. Recognize and appreciate good performances, especially by the opponent. 6. Respect the integrity and judgment of the judges and show officials. 7. To pick up your exhibitor packet which includes exhibitor s entry number you must present the following: 1. Photocopy of horse s original Certificate of Registration. 2. Negative Coggins (Equine Infectious Anemia), dated no earlier than September 30, Health certificate issued no earlier than August 31, 2017 by a licensed veterinarian from the state of origin. 4. You must have a Positive ID of your horse prior to showing. *If you are checking in prior to getting your exhibitor s packet you will need your health and Coggins papers to get your stalls. Positive ID All horses participating in the APHA World Show will be positively identified using a copy of their Certificate of Registration before entering the horse show arena. Horses will not be allowed to enter the class without being positively identified. Positive ID Station Primary ID station is located at the entrance to the John Justin Arena paddock. It is open one hour prior to the beginning of classes in that arena until at least 5 p.m. An additional ID station will be located outside the Watt Arena on the days classes are scheduled in that arena. This location will be open one hour prior to the class start time and will remain open until 5 p.m. or until the last class enters the arena, whichever is earlier. 34 General Information Reminders/Changes Changes for 2017: The following classes will no longer be offered due to lack of participation beginning at the 2017 World Show: Broodmares, Breeders Futurity reining classes, Breeders Futurity cutting classes, Breeders Futurity barrel racing classes. World Show Points: Effective January 1, 2016, World Show points do not count towards year-end award standings or Breeders Trust payouts. Eligibility for Horses Shown at the Youth World Show: Beginning in 2017, any horse shown at the Youth World Show will not be eligible to show at the APHA Open/Amateur World Show (in the same year) by the immediate previous owner/lessor as described in AM-020 and YP-015. Classes Held As Scheduled: No classes scheduled will be combined or cancelled. All classes will be held as published, except as otherwise stated under Preliminaries and Tabulation for Final Standings/Preliminaries. Class Cancellation: A class will be held for a minimum of three years before it will be considered for cancellation. If after three years, a class does not meet the six entry minimum requirement, it will be considered for cancellation in subsequent years. Exhibitor Substitutions: Exhibitor substitutions will be accepted in all classes (unless otherwise specified), but must be reported to the Horse Show Office prior to the class entering the arena. 37 APHA World Championship Show, continued Amateur Ownership/Lease Requirements In order to be eligible to compete at the APHA World Show, all horses entered in all Amateur classes, including Amateur Walk-Trot, must be owned or leased by the Amateur and/or Amateur s family per Rule AM-020. In addition, beginning in 2017, any horse shown at the Youth World Show will not be eligible to show at the APHA Open/ Amateur World Show (in the same year) by the immediate previous owner/lessor as described in AM-020 and YP-015. Amateur/Novice Amateur Eligibility Requirements See 2017 APHA Official Rule Book Rules AM-010, AM-015, AM-020, AM-025, AM-085, AM-205, AM-210 and AM-245. Amateur Walk-Trot Eligibility Requirements See 2017 APHA Official Rule Book Rules AM-300, AM-010, AM-015, AM-020 and AM-025. World Show Participation Qualification Requirement Regional Clubs are the heart of the APHA, and support of these grassroots clubs is vital to the growth of the Paint Horse industry. APHA s qualifying is strictly participation-based, and on the horse only. To verify if your horse is qualified for the World Show, please check the aphaworldshow.com website and click on Qualifiers on the bottom right of the menu. Qualification Criteria: 1. All horses (Regular Registry and Solid Paint-Bred) must qualify to participate at the APHA World Championship Show. In order to qualify to compete at each World Show, all horses must compete at four (4) different APHA-approved show events, with a minimum of eight (8) judges total during the qualifying period. Horses may be shown in any state, regardless of residence, to qualify participation is the key. (See #2 and #6 for exceptions.) a. No single show activity can create more than two (2) show events at any given time. Examples: A 2-day, 2-judge show held Saturday and Sunday counts as one show event. Two back-to-back 2-judge shows count as two events total. A 4-judge POR counts as one show event. Two back-to-back 4-judge PORs count as two show events. A 4-judge POR back-to-back with a 4-judge POR back-to-back with a 2-judge special event counts as a maximum of two show events. In all cases, the total number of judges may be counted towards the minimum judge requirement. b. Special events held with APHA dual-approval (i.e. an NRHA reining with APHA dual-approval or NSBA classes with APHA dualapproval, etc.) count toward the qualification requirements. c. Paint Alternative Competition-approved events do not count toward qualification. d. The World Shows do not count toward qualification. 2. Specialty classes (including Challenge, Sweepstakes, Breeders Futurity classes) do not require horse qualification to enter; although if regular classes are also to be entered, then the horse must qualify. Exception: PBRIP Sweepstakes, Ranch Sorting Sweepstakes, Ranch Riding and Ranch Trail Sweepstakes must qualify to compete. 8. At no time will the number of points or lack thereof be considered for qualification. Participation at APHA-approved shows is the only basis for qualification. Eligibility: Performance Classes An Intermediate Exhibitor is an exhibitor who has not placed in the Top 5 in the past 10 years ( ) at the APHA and/or AQHA World Shows in the particular discipline (any and all divisions except Intermediate division and Walk-Trot) in which they are competing. In order to be eligible, the horse must have a competition license in the current owner s name and both the owner and exhibitor must be current NRHA members. $25 entry fee is required for each class (no late fees apply.) Classes must be entered by 5 p.m. the day before class is held. NRCHA-Approved Classes The Working Cow Horse Challenge classes are NRCHA dual-approved. Reining Paid Practices Paid practices for Reining will be offered to horses entered in the World Show. A maximum of 45 entries will be accepted per class on a first-come basis, as determined by postmark. A separate entry form must be completed. Entry fee is $35. The practice will be run like an actual class and each horse will be given 5 minutes per run. Over Fence Warm-Up Classes Over Fence Warm-Up classes are individually worked warm-ups on the show course for 3 mins. each and are offered prior to the day s classes. The entry fee is $50/ class. To enter, complete a class entry form along with all other classes. Class must be entered by 5 p.m. the day before the class. Over Fence Paid Practices All classes include two scheduled practice/ schooling times in which all entrants will have the opportunity to school on course at will. The horse/exhibitor earning the most World Championships. The horse/exhibitor earning the most Reserve World Championships. Trophy Belt Buckles Gist trophy belt buckles specially designed for the express use of the World Show will be awarded to the World Champion and Reserve World Champion of each approved class. Embroidered Jackets Cinch custom embroidered jackets will be awarded to the World Champion and Reserve World Champion of each class, with the exception of specialty classes. Embroidered Halters Perri s Leather custom embroidered halters will be awarded to 3rd 5th place in all World Championship classes. High-Point Western Performance Horse and Reserve High-Point Western Performance Horse A horse must compete in at least three approved Western performance events. See Rule SC-150. Points will be awarded according to Rule SC-145.A.2-4. Utility Driving and Pleasure Driving points earned may be used toward this award. High-Point English Performance Horse and Reserve High-Point English Performance Horse A horse must compete in at least three approved English performance events. See Rule SC-150. Points will be awarded according to Rule SC-145.A.2-4. Utility Driving and Pleasure Driving points earned may be used toward this award. High-Point Exhibitor and Reserve High-Point Exhibitor This award will be presented to the exhibitors who earn the most points in a minimum of two categories at the World Show. These categories include Halter and at least one of the first six categories in Rule SC-050.A.3 of the APHA Rule Book. Super Gelding and Reserve Super Gelding The owner of the geldings receiving the most points, using Rule SC-145.A.2-4 for method of tabulation, in two or more Open classes, will be eligible to receive this title. Oscar Crigler High-Point Cattle Award and Reserve Oscar Crigler High-Point Cattle Award To honor the late Oscar Crigler, a special award will be given to the owners of the horses earning the most points in Open cattle events. Rule SC-145.A.2-5 will be used for tabulation. High-Point Power Performance Amateur Awards will be given to the Amateur accumulating the most points in the following events: all cattle classes, Goat Tying, Barrel Racing, Pole Bending, Stake Race, Ranch Riding, Ranch Trail, Ranch Sorting and Reining. Only one Working Cow Horse class will count towards the award. Only Regular Registry classes are eligible. Novice Amateur points do not count towards this award. See Rule SC for method of tabulation. The Gordon Griffin - Mister Redesigned Memorial Award A custom bronze trophy will be presented to each of the World Champions in the Open Aged Geldings and Amateur Aged Geldings. Scarlet Print Memorial Award* In honor of their 10-time World Champion Halter Horse, Scarlet Print, the Jerry Engle family of Bakersfield, California, will present an engraved trophy to any mare that wins three World Champion Halter Horse titles in the same year those three titles being World Champion Youth, Amateur and Open Halter Horse. Xtreme Ambition Memorial Award In memory of Xtreme Ambition, fourtime APHA World Champion and Amateur Honor Roll Halter Stallion, a custom trophy will be awarded to the Yearling Stallion that wins the World Championship in both the Amateur Yearling Stallions and Open Yearling Stallions in the same year. 43 World Show Challenge, Sweepstakes, Stakes, Futurity & Jackpot Classes These general conditions apply to all APHA Challenge and Sweepstakes Programs unless otherwise stated in the class conditions. For any situation(s) not covered in these rules, please refer to the Horse Show Rules and/ or the current APHA Rule Book. All exhibitors and owners must be current members of the American Paint Horse Association. Conditions Rules Governing Competition Challenge or Sweepstakes entries may be shown prior to the Challenge or Sweepstakes classes. All official rules of the APHA or World Show Premium Book will apply to Challenge and/or Sweepstakes classes. In the absence of specific rules and/or conditions not covered by the Premium Book, the final decision will be governed by the Executive Director and/or the APHA Executive Committee, and all decisions will be final. Failure to comply with all rules will cause all fees, awards and earnings to be forfeited and entry to be disqualified. Verification of Exhibiting All entrants in the 3-Year-Old Hunter Under Saddle Challenge and the 3-Year-Old Western Pleasure Challenge must declare they will be exhibiting in their class by 5 p.m. the day prior to the class in order for the classes to be cut properly and the working order posted. All entries not included in the working order as posted will not be allowed to show. Registration Papers Original registration papers or copies are required to compete. Owners or handlers of Challenge and Sweepstakes horses will be required to present original registration papers or photocopy to pick up entry packets. Change of Ownership An entry may change ownership and retain eligibility under the new owner. Entry payments must comply with the payment schedule. See Transfer Policy on page 2. Checks to the Winners All prize money will be paid by checks made payable to the recorded owner/lessee at the time class placings are awarded, (exception: prize money earned in PBRIP Barrel Racing Sweepstakes will be made payable to the exhibitors.) After the results of all drug tests are received, the checks will be mailed from the APHA office within 60 days. Exhibitor/Horse Combination The same exhibitor must show the same horse under all the judges in a class, including preliminaries and finals. Any changes in the exhibitor in between preliminaries and finals may be made only due to accident or illness of the exhibitor and with permission of the Show Management. Non-Pro Eligibility A Non-Pro must be enrolled in the APHA Amateur or Youth Program and must meet the ownership/lease requirements per Rule AM-020 and YP-015 respectively. Electronic Devices Exhibitors using electronic devices or two-way communication devices inside the show arena or show ring shall be automatically disqualified unless assistance is necessitated under provisions of Rule SC-160.F. and approval by the Executive Committee has been granted. Tack and Attire Exhibitors must be required to drop headstalls to be viewed by an appointed representative. Tying or fastening a horse s mouth is cause for disqualification. Refer to the APHA Rule Book for appropriate attire and tack. See individual class rules for specific equipment requirements. Judging The Western Pleasure and Hunter Under Saddle Challenge and Sweepstakes classes will be judged in one go-round. Four judges will be used dropping the low placing to determine the final placings of the class, unless specified otherwise. Decisions of the judges are final, and entries will be accepted only on this condition. Ties In the event of a tie in the preliminary round for 15th place, all horses tied for 15th will be brought back to the finals in the scored classes. Tie-breaker judge s placings will be used in placed classes. In the event of a tie for first place in the finals round, a workoff will be held in the Cutting, Working Cow Horse and Reining classes. The tie-breaker judge s placings will be used in placed classes. In the event of any other ties in the finals round, the prize money of the tied places will be added together and split equally between those horses tied. Payouts The total purse for each Challenge and Sweepstakes class will be the sum of all entry fees (excluding the office charge, cattle charge, partial payments, and penalty payments) and the money added by Show Management. No changes will be allowed after 5:00 p.m. the day prior to the class. Applicable entry fees must be paid in all rollover classes. The horse or a representative must be present in the arena for the awards presentation for each class entered. USTRC Cowtown Shootout The Cowtown Shootout presented by the APHA will take place September 22-24, 2017 and will be produced by the USTRC. This event is one of the USTRC s fully sanctioned qualifier ropings held annually in the United States and will be open to all ropers, not just those riding Paint Horses. A special feature of the event, however, will be directed at APHA members. A $5,000 cash bonus has been set aside and will be offered in addition to the regular US- TRC payout and prize line. If the rider of a registered Paint Horse has a TRIAD Classification number of six (#6) or greater, and is high money winner with that classification, the owner of the horse will earn a $2,500 cash bonus. The same $2,500 incentive bonus will be awarded to the owner of the registered paint horse whose rider was the high money winner classified as an Elite #5 and below. All Southern Belle Breeders classes are NSBA approved with $500 added money. Classes with less than 3 entries will not be eligible for added money. In these cases, the class purse will only consist of jackpotted entry fees. Purse is paid out 80% to Southern Belle Invitation Breeders class participants and 20% to Southern Belle Invitation Breeders. Southern Belle Invitation Breeders trophies awarded to Champion and Reserve Champion. Entry fee is $75 (no late fees apply). NSBA membership required for horse owner and exhibitor for NSBA Dual-approved classes. A separate entry form must be completed. Classes must be entered by 5 p.m. the day before class is scheduled. The Breeders Halter Futurity - $20,000 Bonus Payout For high placing weanling foals competing in both APHA World Show Amateur weanling halter and the 2017 Breeders Halter Futurity (Des Moines, IA). Must be the same horse/exhibitor combination to be eligible. A total of $20,000 will be paid out to weanling foals that show in the 2017 Breeders Halter Futurity (Des Moines, IA) and also show in one of the following Amateur weanling halter classes at the 2017 APHA World Championship Show: Amateur Weanling Stallions Amateur Weanling Mares Amateur Weanling Geldings Amateur Solid Paint-Bred Weanling Stallions & Geldings Amateur Solid Paint-Bred Weanling Mares The $20,000 bonus contributed equally by APHA and The Breeders Halter Futurity will be paid out based on the final placings at the APHA World Show per the APHA s payout schedule to the recorded owner.
