1 [Type text ] [Type text ] [Type text ] Requirements for Promotion to R Western Dressage Judge Listed below are the procedures required for promotion as a Registered R Western Dressage judge. Consult Chapter 10- Subchapter 10-I of the USEF Rules for additional information. Questions about licensure should be directed to the Licensed Officials Department through the following address: LOinquiry@usef.org. In accordance with GR1004.2, you must be; A Senior active member in good standing with USEF, as well as a member of WDAA; and Currently licensed as a Recorded r Western Dressage Judge. License Requirements: An applicant for promotion must have: Been licensed by the United States Equestrian Federation (USEF) as a recorded r Western Dressage judge for at least two (2) years; they cannot start with their application procedures before the two years (24 months) have actually been completed. Judged at a minimum of three Federation licensed competitions for a minimum total of 40 rides. A minimum of eight (8) rides must be officiated at each level (Intro, Basic, and Level 1). Applicants must attend a USEF/WDAA clinic within two years proceeding application for licensure. If no clinic is offered, applicants must attend a clinic the following year. Applicants must be up to date on their exam maintenance requirement for Western Dressage. Apprentice judging: The applicant must apprentice: At least three (3) Federation licensed competitions with Western Dressage classes OR; two (2) competitions, one of which must a Federation licensed competition with Western Dressage classes and the second apprenticeship must be at the WDAA World Show. With at least two (2) different Federation licensed Registered R Western Dressage or any licensed Federation or FEI judge with verifiable experience officiating Western Dressage previously. Please check with the Licensed Officials Department for verification options. A total of 9 classes must be apprenticed; o All 9 classes must be at Level 2 or above A class must have a minimum of three (3) riders to receive credit. When the required class has less than three (3) entries, classes at the same level may be combined. Example: the competition offers a Level 3-Test 4 class for open riders and a separate 3/4 class for adult amateur riders. Both classes have two entries. Since the horse/rider combinations are different but the test is the same, the classes can be combined to count as one class 3/4 with four riders. Please refer to the list of USEF licensed Western Dressage or Dressage judges to make sure that the judges you wish to apprentice with are current. Group Apprentice Judging: Group Apprentice Judging will take place at either the WDAA World show or at USEF or USEF/WDAA approved competitions offering classes at Level 2 or above. WDAA will organize Group Apprentice Judging experiences. o Information, e.g. dates/locations/instructors, will be posted on the USEF and WDAA websites. o Applicants will sign up through WDAA. o One or more Instructors who are not judging the competition will preside. o Classroom instruction and sideline judging of tests is included. o Each Applicant will have the opportunity to judge and scribe. o o Tests will be handed in to the Instructor for review and comment. The Instructor will submit Apprentice Judges Evaluation Forms for each Applicant to the Federation together with the tests scored by them.
2 [Type text ] [Type text ] [Type text ] ** Apprentice judging only counts towards requirements if the judge with which you apprentice with has given written feedback and has filled out the proper evaluation forms. For apprentice judging, the applicant must make provisions to bring copies of all tests needed and make arrangements with competition management to copy completed tests at the apprentice s expense at the competition. The above requirements may be completed in any order as long as the specific timeframes are fulfilled as stated above Forms to be completed 1. Verification of Officiating form which the competition manager will sign must be returned to the USEF office. 1. Apprentice Evaluation form which the presiding judge must complete and return directly to the USEF office. 2. Verification of Apprentice/Officiating form which the presiding judge will complete and return directly to the USEF office. Applicant may make a copy of this form for their records. 3. Competition Manager s Evaluation form is to be given to the manager to complete and return to the USEF office. **Individual Apprenticeships-judges may not work with more than one judge per day so as not to interfere with the discussion time between judge and apprentice. A judge should not accept more than one apprentice for any day of a competition. The officiating judge is not allowed to accept remuneration from an apprentice. Application for Promotion: Once you have completed the above requirements, Your application for R status may be submitted to the USEF office. The deadlines for each meeting are located on the USEF website on the Licensed Officials page under Licensing Information. Deadline extensions are not granted and must be submitted by midnight of the deadline date. Upon receipt of all information, your application, fee and required information will be processed to determine if all requirements have been met. Licensed Officials Department staff will contact you if something is missing. When the Licensed Officials Department has verified that you have fulfilled the requirements, they will send reference evaluations regarding your experience and abilities to the o People listed on your application; and also to; o Members of the USEF Western Dressage Committee; o Western Dressage Association of America (WDAA). Reference Evaluations: At least 15 Reference Evaluations which actually evaluate the applicant must be returned from USEF members Of those, 8 of the 15 must be from relevant licensed Western Dressage, Dressage, breed licensed judges, C2 stewards, or Western Dressage Committee members. NOTE: Do NOT include members of the Licensed Officials Committee or the USEF Western Dressage Committee in your list of references as they will automatically receive your evaluation. A letter notifying you of the Committee s decision will be sent within approximately two-three weeks after the Committee meets. If the required number of Reference Evaluations has not been received, you will be notified in writing to; o Submit additional names and addresses to be used as references; and o o Your application will be held for one additional meeting. If the required number of Reference Evaluations has not been received for a second meeting, your application will then be closed and you will be required to re-apply. 3 Guidelines for Sitting and Apprentice Judging Requirements for apprentice judging may be fulfilled either on an individual basis or in group apprentice sessions. It is required that applicants attend the Western Dressage clinic prior to apprenticing (individual or group). Apprentice judging only counts towards requirements if the recognized instructor-judge has given written or oral feedback and has filled out the proper evaluation forms. Introduce yourself to Competition Management and the Steward, if they do not know you are there the Steward does not know to list you on their Stewards report. This is also an opportunity to network yourself for future contracts. Permission for apprentice judging must be obtained first from the competition management and second from the presiding judge, both well in advance of the competition. Failure to do so may result in refusal to grant permission from competition management and/or the presiding judge. Besides, the presiding judge may already have given permission to another applicant. Judges are strongly discouraged from working with more than one applicant per day. Their first responsibility is towards the competition and judges should not overburden themselves. Applicants must arrive at the competition well in advance so that they have ample time to set up a table and chairs before the class begins. They must remain at their place throughout the class, even if they do not judge the entire class. They should not expect that management has been able to set up for them. Applicants should always remember that the organizer and the presiding judge are under no obligation to work with them, but rather do this as a personal favor. If applicants try to obtain permission by phone, they should not expect the judge to call back. It is best to ask for permission by . If permission is requested by regular mail, an answering card and a selfaddressed and stamped envelope should be included. For a secretary to call on the applicants s behalf and ask the judge for permission to apprentice judge is not considered proper attitude! Most importantly, applicants may not interfere in any manner or at any time with competition management. Applicants are guests! It is not their right but a privilege to be able to apprentice judge. The competition organizer or secretary may suggest the easiest way, with the least interference, to make copies of the score sheets from the official judge/instructor with whom the applicant worked. If management offers to make copies, applicants should offer to pay for them. Alternatively, the applicant may use their own portable copy machine whenever that is convenient for management; consult with others as to which brands/models have proven to be the most reliable. A class list and current/official daily schedule are usually posted the day before the competition in the competition office where judges, riders, trainers as well as applicants easily can obtain a copy. Competition organizers may not be called at home to obtain the information. Applicants must work with a judge who has previously judged Western Dressage as verified by Steward reports. If the judge officiated Western Dressage at non-rated USEF competitions, an verification from the competition s manager will suffice as verification. LOD
4 Applicants should apprentice judge only at the level required for the program they attend. Although there are no conflict of interest rules specifically for apprentices, applicants should take into account the conflict of interest rules located in GR1038 and GR1304 that Licensed Judges must abide by. Be mindful of perception. Applicants should arrange for a meeting with the presiding judge, either on the evening before or the morning of the show to discuss the technicalities of the apprentice judging that is: Which classes and how many rides in each class should be judged? How should the tabulation forms be completed? At what time does the presiding judge want to meet with the applicant and discuss the results of the apprentice judging? It is the applicant s responsibility to provide the evaluation and tabulation forms that must be completed by the instructor judge. Applicants will make as many copies as they need. If the proper forms are not filled out and signed, the apprentice judging will not count towards the required number of apprentice judging. Applicants must provide their own scribe and calculator. After applicants are finished judging for the day, they must tabulate their tests and enter the total scores and those from the official judge on the tabulation form. If they had not been able to obtain the official scores and placing of the classes from the competition office, they should get this information from the posted classes at the scoreboards. After studying the material, the presiding judge may return the score sheets to the applicant for safe keeping or he/she may elect to take them home if there wasn t sufficient time for discussion at the show. Applicants who want to have the test sheets returned, must furnish a self-addressed stamped envelope of suitable size. The competition may not be interrupted for any reason on account of the apprentice judge. It is appropriate to send written thank you notes to the official judge and to show management for giving the opportunity to apprentice-judge at the competition.
