4 GENERAL RULES GENERAL RULES Every class offered herein which is covered by the rules and specifications of the current federation rule book will be conducted and judged in accordance therewith. FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable- casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR US EQUESTRIAN MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. ENTRIES Entries close on July 25. Entries postmarked after July 25 will be charged a $30 late fee. Horse show entries limited to the first 440 horses. Entries must be properly completed on the Evergreen Classic entry blank with all applicable blanks completed. The following must accompany the entry form: 1) All stall fees---non-refundable after entries close! 2) Post entries will be accepted after the entry closing date (July 19) at the cost of $30 per entry. 3) Checks made payable to: Evergreen Classic. MAIL ENTRIES TO: Debbie Benson, SE Petrovitsky Rd, Suite A3, #267 Renton WA, NO STALLS WILL BE HELD WITHOUT PREPAYMENT CLASS ENTRIES Classes may only be entered by using the official class number, whether on the entry blank or on the official Add/ Scratch Form. Writing division name or class name will not constitute an entered class. CLASS DECLARATIONS Jumper classes with a posted order of go must be declared by 5:00 pm the day before the class. Any class number written on the entry blank constitutes a declaration. LATE / INCOMPLETE ENTRIES There will be a charge of $30 per horse on all entries postmarked after entry closing date or any entries that are incomplete. Every entry shall constitute an agreement that the person making it, (owner, lessee, trainer, agent, manager, coach, rider) and the horse shall be subject to the constitution and rules and regulations of US Equestrian and the Evergreen Classic Horse Show. MANAGEMENT Management reserves the right to cancel or combine any classes that do not fill to their satisfaction. Equitation classes not filling may be combined with the next age group. Notice will be given to exhibitors affected. Management reserves the right to start the first class of any section 30 minutes earlier than the scheduled time if entries warrant. Management reserves the right to make changes of arenas, judges or class orders to facilitate time schedule and conditions. COMBINED CLASSES & SECTIONS Any class or section that does not have at least three entries will be combined. Junior, Amateur Owner, Children s and Amateur Adults will be combined with less than six entries. NON-SHOWING HORSE A horse may be entered as Non-Showing on the original entry form, at the time the entry blank is submitted, by writing Non-Showing in the classes section on the entry blank. An Official Non-Showing Horse is required to pay the stall fee and a $100 Non-Showing Fee in addition to Office Fees and US Equestrian Fees. Any Official Non- Showing Horse who ultimately enters classes and competes, is considered a post entry. EQUITATION ENTRIES Equitation Riders MUST wear the entry number of and ride the horse they entered in the class. Substitutions must take place by scratching and adding the class in the office. Any rider who competes on a different horse than entered will be considered a Not Entered and did Compete and will pay (1) a penalty entry fee and (2)the original entry fee. ENTRY/CROSS ENTRY Exhibitors are responsible for knowledge of the Rules and Regulations governing the horse show and for their own errors and omissions. In the case of a violation of a cross entry restriction, the exhibitor will forfeit the entry fee, class placing and any prize money awarded. ENTERED AND DID NOT COMPETE Any exhibitor who does not compete in class/classes in which the exhibitor is officially entered, and does not scratch according to the Scratch Procedures outlined above, will be billed for the class/classes. Paperwork must be done in the Show Office in order to avoid this penalty. NOT ENTERED AND DID COMPETE Horses shown in a class without being officially entered will pay double the class fee. All paperwork must be done in the show office to avoid the penalty fee. ADDS Class adds may only be made in the Horse Show Office on the Official Form, by letter or by facsimile, and must be received prior to the start of the class. Any other method WILL NOT be considered valid. For scheduling purposes, class adds must be declared by 4:00pm on the previous day. Upon arrival at the show, exhibitors are responsible for checking the status of day adds in the Show Office. If entries warrant, same day adds may not be allowed. SCRATCHES Scratches may only be made in the Show Office on the Official Form, by letter or by facsimile, and must be received prior to the start of the first class entered. Any other method WILL NOT be considered valid. Once a class begins, it may not be scratched, except for a Vet Scratch. If a Vet Scratch, the horse must be scratched on the same day of the class/classes scratched in the Show Office on the Official Form and the Official Vet s Certificate must be received in the Show Office by close of business that day. SHOW SCRATCH Any horse scratched from the show prior to the start of the first class entered, will forfeit the $50.00 office fee.

5 SUBSTITUTIONS Under the same ownership, a new horse may be substituted for a scratched horse. If the scratched horse is not stabled at the Show, the substitute horse may assume the commitment and payment for the scratched horse s stall and the scratched horse will be responsible only for the $50 office fee. REFUNDS Full refunds of all entry fees and stall fees may be given for show scratches received or postmarked prior to or on the entry closing date (July 25). After entries close, pre-paid entry fees are refundable only if in compliance with the scratch policy. Nomination fees are not refundable after a horse is nominated. Scratches prior to the horse show start date are eligible for a 50% refund of the nominating fee. Requests for refunds must be submitted within 30 days of the completion of the horse show. If eligible for a refund, checks will be mailed within 30 days of the request. Refunds requested after 30 days of the show s completion will not be considered. The Scratch policy will be followed regardless of the weather. COGGINS Horses entering the grounds for the Evergreen Classic Horse Show must be accompanied by documentation of Equine Influenza Virus (EIV) and Equine Herpes Virus (EHV) vaccinations within six months prior to entering the show grounds. STABLING All horses and ponies must have a stall. Stabling is limited to 440 horses. Stalls will be available at 12:00 pm Monday August 7, Stalls are portable with doors provided. Please contact Debbie Benson at or dc_benson63@yahoo.ca for stabling needs. Please call to confirm stall reservations in addition to submitting entries. SHAVINGS & MANURE DISPOSAL FEE There will be a $95 per horse shavings and manure disposal fee. ELECTRICAL EQUIPMENT In compliance with the State of WA Fire Code, The Meadow Wood Equestrian Center will no longer allow any of the following in stalls, barns, or tents: any 2 prong plug appliances (fans, etc.), any 2 prong plug extension cords, light duty cords for indoor use, and any 3-way adapters unless specifically for outdoor use, any adapters without 3-prong extensions. Non-complying equipment may be confiscated. FEED AND BEDDING Feed and bedding orders will be taken through the Show Secretary. These orders must be taken by 1:00 p.m. each day! Please phone in early with all shaving needs. TRAINER S SPLITS The Evergreen Classic offer a service that allows the trainer to purchase shavings, feed, tack stalls, etc. Directly from the Horse Show, then split the total amount for some or all of these items and have it charged directly to client show bills. Any Show Secretary can assist trainers with this process. Trainer splits will be accepted until Noon Friday (no exceptions). Please advise clients that these charges will appear on show bills. Trainers are reminded that this is a service provided by the Horse Show and that doing splits in a timely manner is the trainer responsibility. Any splits uncollected from the client will revert back to the trainer for payment. DAY EXHIBITORS Day Exhibitors will not be permitted without prior written approval of management. RINGS AND FOOTING The Grand Prix ring is 200 by 250 with GGT footing. The Main Hunter Ring is 190 by 285 with GGT footing. The Jumper 2 ring is 285 by 190 with GGT footing. Hunter 2 ring is a grass ring that is 250 x 150. MEDICAL WASTE In accordance with the 1989 Federal Waste Tracking Act, which restricts the disposal of medical waste, Bio Hazardous Medical Waste, containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of this waste. MOTORIZED VEHICLES/GOLF CARTS Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), guardian(s) or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/ or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. ORDERS OF GO All orders of go will be computer drawn. Horses entered after an order has been drawn may be required to go first. AWARDS & PRIZE MONEY Trophy and ribbons will be awarded to eigth place in all Hunter, Equitation and Jumper classes unless otherwise noted. Hunter & Jumper prize money will be divided 30%, 25%, 20%, 15%, 10% for all classes with prize money unless otherwise noted. The owner or the alternate payee for an entry must provide a SSN or FEIN to receive prize money. FOREIGN EXHIBITORS: Be advised that the U.S. Internal Revenue Service requires sporting events to withhold 30% of prize money won in the United States. Foreign competitors should apply for an Individual Tax Identification Number ITIN and will be asked to complete a form W-7 to be eligible to receive prize money. Prize money will automatically be applied against any entry s balance and, if any refund is due, a check will be issued within 30 days of the end of the competition. NON-NEGOTIABLE CHECKS Checks returned by the bank for any reason will be assessed a penalty of $50 or 10% of the check face amount, whichever is greater. Upon notification of a returned check, accounts will be given 3 days to make full payment, including the penalty, which must be paid in certified funds, cashier s check or money order. Overnight mail service is advised in order to avoid notification of the sanctioning organizations for disciplinary action. Exhibitors are hereby forewarned that first time returned checks will be reprocessed automatically. CREDIT CARDS Exhibitors wishing to pay by credit card will be charged a 3% convenience fee. Charges to credit cards come from the Washington State Hunter Jumper Association (WSHJA). JUMP ORDER A rotating jump order will be established for all classes over fences and shall be posted by the in-gate. Courses will be posted at the in-gate. The Management reserves the right to the use of a dotted-line in any hunter and equitation classes. CHAMPION AND RESERVE CHAMPION To be awarded to two of the four horses scoring the most points over fences. In addition, only these will receive full points for ribbons won under saddle and half points for ribbons won in the model. MEASUREMENT & AMATEUR CERTIFICATION All small/large junior and pony hunters must posses and present a current measurement card to the Show Secretary before numbers may be picked up. If the cards are not available, measurement will be required. Photocopies of current amateur certification or junior memberships may be included with entries or made available when picking up numbers. SCHOOLING Schooling will be allowed on Tuesday in all rings froms 8am-5pm. During show days, show rings will be open to hacking until 1 hour before start time. DISPUTES Should any questions or disputes arise that are not provided for in the foregoing rules, the same shall be referred to the Show Committee, whose decision shall be final. PROTESTS Protests shall be governed by US Equestrian Rule GR603, upon the deposit of the appropriate fee of $200 members / $300 non members.

6 PROTECTIVE HEADGEAR (Excerpt from US Equestrian Rule GR801) 2. It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. Exception: In Hunter and Jumper classes, adults may be allowed to remove their headgear while accepting prizes and during the playing of the national anthem only; they must refasten their headgear prior to the lap of honor. It is compulsory for riders in Paso Fino classes, both open and breed restricted including Hunter Hack, where jumping is required and when jumping anywhere on the competition grounds to wear properly fastened protective headgear which meets or exceeds ASTM/SEI standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. A show committee must bar riders without protective headgear from entering the ring for classes in which protective headgear is required and may bar any entry or person from entering the ring if not suitably presented to appear before an audience (BOD1/12/14 Effective 17. Except as may otherwise be mandated by local law, the Federation strongly encourages all riders, while riding anywhere on the competition grounds, to wear protective headgear with harness secured which passes or surpasses ASTM (American Society for Testing and Materials)/ SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. (Exception hunter, jumper, or hunter/jumper competitions refer to GR801.2) It is the responsibility of the rider, or the parent or guardian or trainer of the junior exhibitor to see to it that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, and is properly fitted and in good condition, and the Federation, Show Committee, and Licensed Officials are not responsible for checking headgear worn for such compliance. BOD 1/14/12 Effective 4/1/ The Federation makes no representation or warranty, express or implied, about any protective headgear, and cautions riders that death or serious injury may result despite wearing such headgear as all equestrian sports involve inherent dangerous risk and as no helmet can protect against all foreseeable injuries. POLING AND OFFSETS Manual poling and or the use of bamboo pole offsets are prohibited. Any rider or trainer found poling or using offsets, as well as the horse or pony involved, will be immediately eliminated from the class where the incident occurred, be suspended for a 24 hour period starting from the time of the incident and will forfeit all entry fees. In the case of further violations by that exhibitor, on the same horse or another horse, the exhibitor may be barred from any or all future classes at the show and all stabling, nomination and entry fees will be forfeited. USE OF WHIPS AND SPURS Any rider, who in the opinion of the judges, stewards or schooling supervisors, uses their whips or spurs in a cruel or excessive manner will be immediately eliminated from the class in which the incident occurred, may be suspended from further showing for a 24 hour period starting from the time of the incident. In the case of further violations by that exhibitor, on the same horse or another horse, the exhibitor may be barred from any or all future classes at the show in which the violations occurred and all stabling fees, nomination fees and entry fees will be forfeited. All incidents will be reported in the Steward s and/or Technical Delegate s Report and reviewed by US Equestrian s Executive Director for possible further investigation and charges for hearing before US Equestrian s National Hearing Committee. DISCLAIMER Neither the Evergreen Classic, nor The Meadow Wood Equestrian Center, nor WSHJA, nor the Show Committee will be responsible in any way for loss or damage to any persons, animals or property or equipment that may be caused by any horse or pony entered by him or due to the carelessness or negligence of the person or persons in charge of such horse or pony or of their subordinates. THIS SHALL BE A CONDITION OF ENTRY TO THIS HORSE SHOW OR SHOW GROUNDS. DAMAGE All owners and exhibitors shall be held responsible for any damage incurred by them, their agents or employees to stalls, buildings and other properties on the show grounds, and shall be billed accordingly. MOTOR HOMES/RVs There will be a limited number of motor home hook ups at $450. Dry camping available for $100 a week. Contact (Debbie Benson at dc_benson63@yahoo.ca) to reserve camper spaces. Make hotel reservations in case RV spaces run out. LEASH LAW Per US Equestrian Rule 1301, dogs are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards. US EQUESTRIAN & USHJA MEMBERSHIP PLEASE READ BEFORE COMPLETING YOUR ENTRIES All horses competing in Federation non-breed restricted licensed competitions with hunter, hunter breeding, jumper, and hunter seat equitation classes (except those activities enumerated in GR901.1, items 1-9) must be properly identified and must obtain a Registration Number from USHJA. Exhibitors can apply on-line for instant US Equestrian & USHJA membership at USEquestrian.org. The following information must be entered accurately on the entry blank or points will not count. 1. Full name of Owner as recorded with US Equestrian and Owner s US Equestrian #. 2. Full name of Horse as recorded with US Equestrian and Horse s US Equestrian#. 3. Rider names and USEquestrian#s. Your US Equestrian Number will be presented to the Federation for Electronic Verification to prove US Equestrian and USHJA Membership, Amateur certification (with AGE) Pony and Jr. Hunter Measurement. You should be prepared to provide your card if you have recently joined/renewed and in case the Electronic Verification System becomes unavailable. OWNERS/RIDERS/TRAINERS All exhibitors must be a 2017 member of US Equestrian and USHJA or pay the appropriate non member fees. AMATEURS - US EQUESTRIAN MEMBERS All riders of divisions restricted to Amateur riders must be a Senior Amateur Member of US Equestrian with 2017 US Equestrian card indicating Amateur. If it does not, the exhibitor must apply for Amateur status at the Horse Show. AMATEURS Non Members - Are Required to join; Only Active Federation members may obtain amateur status. Every Person who has reached his/her 18th birthday and competes in classes for amateurs under Federation rules must possess current Amateur status issued by the Federation. (Exception: This is not required for Opportunity classes). This status must be available for inspection or the competitor must have lodged with the Show Secretary, at least on hour prior to such class, an application for such status provided by the Federation. Amateur status will be issued only on receipt of the application properly signed and is revocable at any time for cause. Any person who has not reached his/her 18th birthday is an amateur and does not require amateur status. MEASUREMENT CARDS Junior Hunters, Pony Hunters, Children s Pony Hunters, and Pony Jumpers must have a valid US Equestrian Measurement card or must be measured, in order to compete. Owner must be a US Equestrian member for horse to be measured, unless the owner is Canadian. Canadians can apply for an ID number, but a Canadian Horse Passport and Measurement card are not acceptable. MEASUREMENTS WILL TAKE PLACE DAILY AT 10:00 AM FOREIGN COMPETITORS - INCLUDING CANADIANS AND MEXICANS Must present to the Show Secretary proof in English that they are a member in good standing of their National Federation or must apply for US Equestrian membership at the show. COURSES Management reserves the right to the use of a dotted line in any hunter or equitation class. MACLAY Riders entered in the ASPCA Maclay are required to provide membership numbers for the MACLAY. EXHIBITORS ARE RESPONSIBLE FOR THEIR OWN ERRORS & OMISSIONS. MINOR EXHIBITORS Parents or guardians of minor exhibitors shall hold the Show Management and the Facility harmless for any injury to such minor. No child s entry will be accepted or number issued unless the entry is signed by a parent or LEGAL guardian. The signature of unrelated persons WILL NOT be accepted. 7 STABLING INFORMATION ZONE IX HUNTER SPECIFICATIONS Weekly Stalls $ The State of Washington requires that all horse be in possession of a negative Coggins Test (E.I.A.) dated within 12 months. Please see Rules & Regulations for more information. 2. Management reserves the right to limit stabling to 440 stalls. 3. Permanent Stabling: Stalls are of portable 10 x10 materials 4. Tack and Grooming stalls may be limited by management, if management feels there is an excessive over use. 5. STALLS WILL BE ASSIGNED ON A FIRST COME, FIRST SERVED BASIS as long as payment is made. See Rule & Regulations under ENTRIES and Notes from HORSE SHOW OFFICE for more info. 6. Stalls will be available Monday, August 7th 10:00 a.m. All stalls must be vacated by midnight on that Sunday, August Anyone wishing to arrive early or stay later must check with management.
