2 Introduction The Honorable John Kasich Governor of the State of Ohio Riffe Center, 30 th Floor 77 South High Street Columbus, Ohio Dear Governor Kasich: In compliance with Chapter 3769 of the Ohio Revised Code, it is my privilege and pleasure to submit to you the 2016 Ohio State Racing Commission Annual Report. Sincerely, William Crawford, Executive Director The Ohio State Racing Commission is dedicated to the protection, preservation and promotion of horse racing and its related industry components. In that connection, the Commission shall regulate parimutuel wagering and the licensing of all industry participants in order to insure the protection of the wagering public and the integrity of the sport. The commission shall use its best efforts to promote horse racing and breeding to the citizens of Ohio. The Commission shall cooperate with horse owners, trainers, breeders, other licensees, county fairs, and commercial racetracks in order to accomplish these goals. The Ohio State Racing Commission strives to create an atmosphere where the wagering public would not need to be protected and the sport maintains the highest level of integrity. 77 S. 5 Ohio State Racing Commission Laboratory The commission s testing laboratory is housed within the Consumer Analytical Laboratory at the Ohio Department of Agriculture complex located at 8995 East Main St. in Reynoldsburg. The laboratory was moved there from The Ohio State University in Soobeng Tan serves as the laboratory s technical director, a position he has held since In 2016, the racing commission tested 21,633 blood and urine samples collected from horses that raced at seven commercial tracks and 63 county fairs. Analyses of these samples resulted in 83 positive findings. 19 Ohio State Racing Commission Members Past and Present The commission was created in 1933 after legislation passed by the Ohio General Assembly permitted pari-mutuel wagering on horse racing in Ohio for the first time. The commission currently employs seven individuals at its Columbus headquarters and contracts with ten people to provide services as presiding judges, state stewards and state veterinarians. Also, racing inspectors license individuals at Ohio s commercial racetracks and at county fairs where wagering takes place.
