19 Ohio State Racing Commission Members Past and Present The commission was created in 1933 after legislation passed by the Ohio General Assembly permitted pari-mutuel wagering on horse racing in Ohio for the first time. The commission currently employs seven individuals at its Columbus headquarters and contracts with ten people to provide services as presiding judges, state stewards and state veterinarians. Also, racing inspectors license individuals at Ohio s commercial racetracks and at county fairs where wagering takes place.
