10 Emerald Downs and Hastings Racecourse Announce $125,000 in Stakes Bonuses Emerald Downs and Hastings Racecourse, in Vancouver, B.C are pleased to announce enhanced bonuses for any horse that sweeps the track s major stakes races of The $125,000 enhanced bonus program includes signature events for Two Year Olds, Three Year Olds and Older horses and will be paid in U.S. Funds. 11 WTBOA Homebred Incentive Program (WHIP) An Incentive Program that Awards Homebreds! Again in 2017, a one-time bonus of $1,000 is available when a Washington-bred horse breaks its maiden at Emerald Downs. Two-year-olds and three-year-olds are eligible for the bonus. Payment goes to the owner of the horse at the time that the horse breaks it maiden. The payment is made by the WTBOA within 30 days of the win. The horse must break its maiden at Emerald Downs. The horse must be a Washington-bred. The horse must not have gone through any sale (either sold or RNA). The horse must break its maiden at the $25,000 level or better. The owner(s) must be WTBOA members by April 1 of the year in which the bonus is paid. A horse that is managed by a member will also receive the award. For instance, if a racing partnership or syndicate owns the horse, as long as the person who manages the entity is a member, they will receive the bonus. The owner of the horse does not have to be the breeder of the horse. 12 2017 Emerald Downs Ship and Run Incentive Program ** Guaranteed $400 Bonus for Out of State Horses** Rules & Eligibility A Guaranteed $400 bonus will be paid to any thoroughbred horse in its Initial Emerald Downs race (Stakes Races included) whose most recent start was made outside the State of Washington and that has not previously started at Emerald Downs. Horses must have started for a claiming price of $3,000 or more in all of their previous three starts. First time starters are NOT eligible to participate in the program. The $400 Bonus payment for all eligible horses will be deposited directly into the owner s account established with the Horsemen s Bookkeeper. Emerald Downs Racing, LLC reserves the right to determine eligibility for qualified starters. Please direct any questions about the program to the Emerald Downs Race Office. 10

This one-time bonus will be for qualifying horses of any age and at any level. This bonus amount will not change, regardless of any change in the purse structure. The consignor is the registered owner(s) listed on the 2014 or 2015 WTBOA Summer Yearling Session contract. The owner is the person(s) who owns the qualifying horse at the time that it breaks its maiden. 11

14 Beginning with the 2015 WTBOA Sale, all yearlings and weanlings that go through the sales ring and are made fully eligible will earn a lucrative bonus if they break their maiden at Emerald Downs at age two or three in one of two levels of racing. $2,500 SIP Owners Incentive Bonus if a SIPeligible horse wins its first race in a maiden special weight, allowance or stakes race. $1,000 SIP Owners Incentive Bonus if a SIPeligible horse wins its first race in a maiden $25,000 or more claiming race.* All owners of SIP eligible runners must be a current WTBOA member during the year their horse wins an eligible SIP race (either at two or three). 40 EMERALD DOWNS ENTRIES: Emerald Downs Racing, LLC reserves the right to retain possession of all registration papers for any horse claimed at Emerald Downs until the conclusion of the current race meet (September 17, 2017). The correct medication for horses must be noted at time of entry. A horse shall be entered in no more than one race in any one racing day. In divided races, entries will be split. Horses drawn into a race, except sweepstakes, will be considered in-today horses until the race has been run. In-today horses must be noted at time of entry. All sweepstakes races will be drawn up to (12) horses. All overnight races at the distances of four and one-half furlongs, five furlongs, and one-mile, the field size will be limited to (10) horses. In all sweepstakes, preference to run is determined by high weights or money earned. In the event a horse is excluded from the body of the race, entry fees will not be charged. Trainers may enter up to two horses in an overnight race ONLY with the approval of the Racing Secretary at the time of entry [as provided in WAC (2)]. All Conditional entries must be made at entry time and approved by the Racing Secretary. The Racing Secretary is authorized to accept entries that will be allowed to scratch based upon predetermined conditions, and may include changes in track conditions, re-entering for another upcoming race, etc. Emerald Downs reserves the right to change or withdraw any unclosed race. Due to weather or track condition, the distance of a race may be changed. 38

41 ELIGIBILITY AND ALLOWANCES: When entering horses, owners and trainers are responsible to verify the eligibility of their horses and weight allowances. The Director of Racing or any member of his staff will provide any information requested. Maidens are not permitted to exclude winners in non-maiden races, except where a winner is the second choice of a same ownership. Non-winners of a stated amount applies only to the purse received from finishing first. In all starter races, eligibility must be re-established following all claims. Non-starters must be starting gate approved by the official started before entry will be accepted. Horses penalized in a race shall not be entitled to any of the allowances in such race. Horses not entitled to the first allowance in a race are not entitled to the second and if not the second, then to no subsequent allowance unless specified elsewhere in the conditions of race. The clause Maiden races, Claiming races...not considered applies to both eligibility and allowances. In addition, the term Maiden Races refers to a win in any and all races restricted to maidens. These rules shall apply unless otherwise stated in the conditions of the race. In races where state bred not considered, state bred refers to those races restricted to Washington Bred horses. 39

42 WAC Claiming--Declaring a horse ineligible to be claimed at time of entry. (1) At the time of entry, the owner, trainer or if designated, the jockey agent, may opt to declare a horse ineligible to be claimed provided: (a) The horse has been laid off and has not started in a race for a minimum of one hundred eighty days; and (b) The horse is entered for a claiming price equal to or greater than the price at which the horse last started. (2) Failure to declare the horse ineligible to be claimed at the time of entry may not be remedied. (3) The provisions of this rule will only apply to the first start following each layoff. In advance of the 2017 racing season, the Washington Horse Racing Commission has approved an amendment to WAC regarding the cancellation of claims. The new language states: The stewards will void a claim if the following occurs: 1. The horse dies or suffers a catastrophic injury during the running of the race and is euthanized prior to leaving the track 2. If, within two hours of the official off time of the race and following an injury incurred during the race, the official veterinarian, in consultation with the practicing veterinarian, determines that it would be inhumane to prolong treatment in an attempt to save the horse, even for nonperformance purposes, the horse is euthanized. 40

43 JOCKEY ENGAGEMENTS: No apprentice weight allowance granted in a sweepstakes. Trainers must name a rider at time of entry. Any named jockey is bound to fulfill his riding engagements unless excused by the stewards. NO SCRATCH TIME/ENTER TO RUN POLICY: No scratch time, enter to run. In the event that the number of entries exceeds the prescribed levels in any race, horses not assigned a post position number will be considered excluded from that race. No also eligible list will be drawn for any race during the 2017 Emerald Downs meet. Any rider changes, or changes to the official program are to be approved by the Stewards by 1:00 p.m. the day of entry. Any horse that is in a race may not be sold or transferred until that obligation is completed except with the permission of the Stewards. Scratches - Scratches dropped for horses because of track condition are NOT automatically scratched. WHRC Stewards shall have the final decision and horsemen are advised to contact the Stewards regarding such scratches. 41

44 TRACK RULES: Emerald Downs reserves the right to cancel or postpone any sweepstakes or other race prior to the actual running thereof, without liability, except for the return of nomination, entry, and other fees paid. Postponement will call for a redraw at a time designated by the Director of Racing. In all stakes races, Emerald Downs reserves the right to cancel any race-which fails to subscribe a minimum of five (5) betting interests. The purchase or transfer of any horse on the grounds, whether by private sale, claiming or public auction, does not guarantee the new owner a stall for such horse unless approved by the Director of Racing. Horses claimed or sold to any person or stable not registered for racing must be removed from the grounds unless approved by the Director of Racing. The following are the track safety rules for all persons on horseback (including but not limited to exercise, pony riders, and trainers) while on the grounds of Emerald Downs: Horses over twelve years of age are not eligible to race at Emerald Downs. Horses over the age of FIVE, which have never started, or which have not started in the previous year, MUST be approved by The Director of Racing. EMERALD DOWNS ANTI-SLAUGHTER POLICY: Emerald Downs requires its racing participants to adhere to its anti-slaughter policy. The policy states: Any owner or trainer stabled at Emerald Downs who knowingly, or without conducting proper due diligence, sells a horse for slaughter, directly or indirectly, will have his or her stalls permanently revoked from Emerald Downs. Emerald Downs requires its owners and trainers to conduct due diligence on those buying horses and encourages its owners and trainers to support rescue and adoption efforts and to find humane ways of dealing with horses unable to continue racing. 42

45 TRACK SAFETY RULES: No trotting or galloping through the barns or on the roadways. Do not attempt to enter the track after the track has closed or before it has opened. Horses must be at a walk when entering the quarter chute and when leaving the track. While galloping horses must remain a minimum of 20 feet from the inside rail. The inside portion of the track is for workers only. When returning from galloping, horses should remain within 20 feet of the outside rail. No galloping the wrong way of the track, horses should be walked or jogged while backtracking. No one may stop and stand or sit while on a pony along the outside rail between the 1/8th pole and 7/8th pole. If a trainer has a horse that needs special circumstances-which may violate one of these rules, permission must be obtained from the outrider on duty prior to exercising the horse. (Outriders work on a rotating basis during training hours; do not assume permission to violate a track safety rule given by one outrider is approved by all outriders. You must obtain permission each time the horse is trained.) All reports of violations will be reported at the discretion of the outriders or official clocker s. SAFETY EQUIPMENT: Approved safety vest and helmets must be worn while on horseback. The vest and helmet must be fastened, vest must be zipped and chinstraps fastened. WAC Persons on horseback are required to wear proper equestrian footwear which require a minimum 1/2 inch heel and the footwear must cover the riders ankle. WAC

46 EMERGENCY PROCEDURES: You must be aware of the emergency signals while on the track due to a loose or injured horse, or injured rider. The clocker will activate a foghorn when an emergency situation occurs and flashing lights located at distance marker poles around the track will be turned on. You may not work a horse while an emergency situation is occurring. If you have begun your work, you should ease your horse up to ensure everyone s safety. When you see a horse or rider injured or a loose horse, notify the closest outrider. INJURIES: If you are injured, to be eligible for L&I medical coverage, it is required that you notify both the medic on duty at the quarter chute and the trainer whose horse you were exercising when injured. The trainer and exercise rider or pony person must be appropriately licensed to be eligible for coverage under the Horse Racing Industry L&I account. Afternoon pony people are required to follow post parade dress codes. CELL PHONES: Pursuant to WAC Use of personal communication devices on the grounds. a) No licensee shall use a personal communication device while on horseback on the racing surface, during live racing, except with permission of the board of stewards. b) In addition, the use of audible personal communication devices shall be prohibited in the saddling enclosure of the paddock, the receiving barn, and test barn when horses are present. These devices are permitted, but when carried in these areas these devices shall be turned off or set to a silent mode. 44

47 WORKOUTS AND IDENTIFICATION: (1) No horse may be permitted to enter or start in a race whose recent workouts have not been properly recorded with the commission. (2) A horse, which has not started for a period of sixty days or more will be ineligible to race until the horse has completed a timed workout approved by the stewards prior to the day of the race in which the horse is entered and the workout must have occurred within thirty days of race day. (3) A horse that has never started in a recognized race must have two official workouts, one of which must be recorded from the starting gate, and at least one workout must have occurred within thirty days of race day. (4) The trainer or exercise rider must report the name, distance, and starting point, for each horse scheduled for a workout to the clocker immediately prior to working. (5) A horse may not be taken onto the track for training or a workout except during the hours designated by the association. When association grounds are open for training, a licensed clocker or commission clocker must be present for any workouts to be considered official. If no clocker is present, the horse may train, but the workout will not be accepted as an official workout. (6) During a racing association's scheduled race meet and training dates, workouts occurring off the grounds will only be accepted for the purposes of that meet if recorded and submitted to the racing secretary and/or commission by a licensed clocker. (7) The association must furnish to the public information on all official workouts not listed in the daily racing form prior to the start of the race for which the horse is entered. QUARTER HORSES: All Quarter Horse races run at a distance of 870 yards will also be open to Thoroughbreds. Races run at 870 yards are limited to eight starters with Quarter Horses preferred. All Quarter Horse races are also open to fillies and mares (unless otherwise designated by the Racing Secretary) with a weight allowance given at 870 yards. No sex weight allowance will be given at distances of 440 yards or less. 45

48 STABLE AREA RULES: NOTE: Complete lists of stable area rules are posted at both ends of each barn and are on file in the office of the Stable Area Superintendent. All pony horses are to be tied at specified locations. No smoking under roofed areas of barns. No cooking in tack rooms except with approved microwave appliances. No tampering with smoke detectors, signs, fire sprinklers, fire extinguishers or other fire alarm devices. Shed rows are to be kept clean and free from excess storage and combustible materials and clear of all obstructions which might impede emergency exiting. No hay storage within 18 inches of fire sprinklers. No parking in the stable area other than those areas designated or otherwise allowed by a stable area-parking permit issued by the security office. Oat warmers (metal type) shall be used with approved electrical-timer and shall not be left unattended. Extension cords will be used only on a temporary basis. No wire, plastic, or any other foreign objects shall be placed in manure bunkers. Stalls occupied by horses shall not be padlocked at any time. Stalls occupied by horses shall not be padlocked at any time. All dogs entering the Stable Area must be registered with Emerald Downs Security prior to entering the stable area. Horsemen must keep clean and maintain wash rack drains at all times. Horsemen must not tamper with storm drains or place any debris into a storm drain. Violators will be fined. All Horsemen must adhere to the backstretch conservation initiatives (Please see Vern Baze for details). 46

49 REGISTRATION OF HORSES: The foal certificate papers of any horse entered to start in an overnight race must be on file in the Race Office before the horse starts. Foal certificates must have proper ownership displayed in order to be eligible for registration and racing. Owners racing colors must be registered in the Race Office. The Washington State Horse Racing Commission requires that all heel nerved horses and pregnant mares be reported to the Director of Racing. A list with all heel nerved horses and pregnant mares will be posted in the race office. REGISTRATION PAPERS: Only the trainer will be allowed to sign out foal registration papers from their file in The Race Office. Transfers (Bills of Sale) - After horses have been registered with the Racing Secretary listing the correct ownership, NO horse will be transferred (other than by being claimed) without permission of the WHRC office, which will require a notarized Bill of Sale from the registered owner. For a Trainer transfer, both the Former and the New Trainer must sign the Trainer Transfer for approval by the WHRC Stewards. EQUIPMENT AND SCHOOLING: Use of blinkers, cheek pieces, screens or goggles, must be approved by the official starter. Blinker, cheek pieces, screen and goggle changes must be noted at entry time. Horses who wore blinkers in their last start, regardless of racing jurisdiction, must do so again unless a change of blinkers is noted at time of entry. Trainers will be allowed to change whether a horse wears blinkers, regardless of its finish position in its last start, as long as (1) the starter approves the change, and (2) the change is declared at the time of entry. The stewards reserve the right to deny a blinker change if it is determined that the addition or removal of blinkers show a pattern that may be an attempt to negatively influence a horse s performance. 47

50 First Time Starters which have been starting gate approved but have not started within 45 days must be re-approved before starting. During off track conditions, the cup size of blinkers, cheek pieces, screens and goggles may be changed one hour prior to post time. Changes of racing equipment must be made with the stewards by 1:00 p.m. on day of entry. Permission to school in the paddock during the races may be obtained from the paddock judge in the racing office before 10:00 am the day of the race. NASAL STRIP PROCEDURES: Nasal strip must be applied prior to arriving in the receiving barn. STABLE AREA SECURITY: Admittance to the stable area is restricted to owners, trainers and their employees, racing officials and working press upon presentation of credentials. Guests of owners and any other persons wishing temporary admittance to the stable area must comply with rules as outlined at the stable area security gates. TRUE SEX: Determination of the true sex of a claimed horse shall be the sole responsibility of the party making the claim, and mistakes in that regard printed in the official program or elsewhere shall not be considered basis for invalidating the claim. PREFERENCE DATE SYSTEM RULES: Horses will not be eligible to receive a date until foal certificate papers are on file with the Race Office. All horses will receive a date upon registration providing the horse is tattooed and gate approved. Horses which are registered by 3:00 p.m. on Friday, March 31, 2017 will receive an E-0 date, the best possible date. A horse keeps the zero date until it runs, scratches or the papers are removed from the office. Before starting, maidens must be tattooed and approved from the starting gate. 48

51 Preference to race in the date system will be designated for all overnight entries as follows: 1) entry date (E); 2) running date (R); 3) scratch date (S). Horses that run receive a running date corresponding to the date that they ran, and lose their previous preference date. Horses on the Vet s, Steward s or Starter s list cannot establish a date. Scratched horses will be treated in the following manner: Runaway in the Paddock-Entry date for the day of race. A) Runaway in Post Parade-Entry date for the day of race. B) Flip in the gate prior to start- Scratch date. D) Horse hurt in gate due to accident involving another horse- Retains original date. E) Scratched because of breakdown in transportation to the track- Retains original date. Horses lose their preference date should they race elsewhere. The preference date is not affected by claiming, ownership transfer or trainer transfer. Sweepstakes races are not considered in the preference system. In all races, winners are preferred. VISITING HORSEMEN INFORMATION: In order to simplify the running of your horse if you are a visiting horsemen, please comply with the following guidelines: A) Register horses at the Race Office by depositing foal certificate papers. Foal certificate papers shall have the correct name and ownership listed. B) Register colors in the Race Office. Please have colors in the jockey s room one hour prior to post time. C) Owner and trainer passes can be obtained in the Race Office with the Horseman s Bookkeeper, after licensing and registration is completed. The racing office is normally closed on Monday and Tuesday unless open for holiday racing. Racing office hours are 7:00 a.m. to 8:30 p.m. during weekday racing & 7:00 a.m. to 6:30 p.m. weekends and holidays. 49

52 STABLE OFFICE: VERN BAZE ( ) Horses shipping in to work or to be tattooed must call by 4:00 p.m. the previous day. 24-hour advance notice is required when requesting groom accommodations or any special requirements for stabling. In order to ensure that your request is fulfilled, please call during the business hours listed in the Race Office section above. THE WASHINGTON STATE HORSE RACING COMMISSION OFFICE: ( ) License application forms may be obtained in advance from the WHRC. Owners, trainers, jockeys and all employees must complete license application procedures with the WHRC office. Partnerships, lease forms, authorized agent forms and stable name applications must be filed with the WHRC office. Horses shipping from out of state are required to have a current health certificate and negative Coggins Test in accordance with state law. SHIP IN AND RECEIVING STALLS: Trainers who have not been allocated stalls at Emerald Downs and who have horses approved for Furosemide treatments, must arrive on race day in time for their Furosemide treatments five hours prior to scheduled post time. In no case may horses arrive less than two hours before post time for the first race of the day they are scheduled to run. Trainers with allocated stalls at Emerald Downs must have horses scheduled to run on the grounds by 8:00 a.m. the day of the race. 50

BLEEDERS: Registration with the Commission Veterinarian for out of state bleeders must be completed prior to entry time to be added to the Washington bleeder list. Bleeder status must be declared at entry time. Treatment with Furosemide is permitted no less than four hours prior to post time and must be administered on the grounds of the association. First time bleeders will be placed on the Vets List for such time that they will not be allowed to race for 14 days. Second time bleeders in a 365- day period will not be allowed to race for 30 days. Third time bleeders in a 365- day period will not be allowed to race for 180 days. 51

54 PERMITTED MEDICATIONS: The only permitted medications in Washington State are Butazolidine, Flunixin, Ketoprofin and Furosemide. The presence of any other medication in the test samples is a violation of Washington State rules. If you have any questions about the use of therapeutic medications contact one of the State Veterinarians in the Test Barn. HEALTH REQUIREMENTS: Upon arrival to Emerald Downs Stable area ALL horses are required to have a Current health certificate and have a Current Negative Coggins test dated within the past six months prior to entering the stable area. VETERINARIANS LIST- WAC : A) An official veterinarian will maintain a list of all horses determined by an official veterinarian to be unfit to compete in a race due to illness, physical distress, unsoundness, infirmity or other medical condition. B) A horse may be removed from the veterinarian s list when an official veterinarian determines the horse capable of competing in a race. C) Horses places on the veterinarian s list that are required to work prior to being removed from the list will remain on the list for a minimum of SEVEN days. (For purposes of counting days, the first day is the day the horse is placed on the veterinarian s list.) 52

55 D) Horses that must work to be removed from the veterinary list due to soreness, lameness, or certain injuries will be allowed to work no sooner than the EIGHTH day after being placed on the list. 1) Works should be scheduled with an official veterinarian twenty-four hours in advance. 2) Horses must work a minimum distance to be determined by an official veterinarian in time comparable for the track condition that day. 3) A blood test will be taken by an official veterinarian following the workout and medication levels may not exceed permitted post-race levels. E) Horses placed on the veterinarian s list that are not required to work may not race for a minimum of thirteen days from the date placed on the list. However, horses may enter but not start until the fourteenth day. (For purposes of counting days, the first day is the day the horse is placed on the veterinarian s list.) 53

If a valid W-9 Form is not present, 31% of the purse money will be held until a valid form is completed. Note: A 1% voluntary contribution from 1st, 2nd & 3rd place monies in all Stake Races may be made for the Washington Horsemen s Political Action Committee in accordance with the rules of the Washington HBPA and/or the Washington Thoroughbred Breeders Association. UNITED STATES NON-RESIDENTS: If you already have a US Identification number, for example a Social Security Number or an employer ID number, please complete a Form W-9 and return to the Horsemen s Bookkeeper. 57 NORTHWEST RACE SERIES 2017 In all races in the Northwest Race Series any supplemental nomination fees will be added to the guaranteed purse. The total gross purse in each race will be distributed as follows: 1. 5% of the total gross purse shall be paid to the eligible nominators of the horse as follows: A. 55% of the 5% to First B. 20% of the 5% to Second C. 15% of the 5% to Third D. 7.5% of the 5% to Fourth E. 2.5% of the 5% to Fifth 2. 5% to the total gross purse shall be paid to the eligible nominators of the sire of the horse as follows: A. 50% of the 5% to First B. 30% of the 5% to Second C. 20% of the 5% to Third 3. 90% of the total gross purse shall be paid to the owners of the horses as follows: A. 55% of the 90% to First B. 20% of the 90% to Second C. 15% of the 90% to Third D. 7.5% of the 90% to Fourth E. 2.5% of the 90% to Fifth Supplementary Nominations / entries will run for 90% of the total gross purse. Northwest Race Series nominating and eligibility money was allocated to two-year-old races in January of 2017, by the Northwest Races Series Committee which included; track management from Emerald Downs (EMD), representatives from the Board of Directors of the Washington Thoroughbred Breeders and Owners Association. That group agreed to add the following conditions to the Northwest Race Series races: 55

58 1. All races in the series will be run if there is a minimum of 5 betting interests in each race. If the race does not have a minimum of 5 betting interests, all allocated series nominating money will revert back to the Northwest Race Series pool for future distribution within the series. 2. If a scheduled race cannot be run due to inclement weather or any other reason, the track will attempt to reschedule said race at a later date in the race meet. If this is not possible, the race will be canceled and all allocated nominating money will revert back to the Northwest Race Series pool for future distribution within the series. 3. Starting in 2011 it is possible that there could be two nominators who will split the award on some horses. If a horse was provisionally nominated as a weanling and then someone else finished the nomination, the original nominator would get 50% of the award and the completing nominator would get the remaining 50%. $30,000 IN NWRS FUNDS ADDED TO GOTTSTEIN FUTURITY For 2017, an additional $30,000 in NWRS funds has been allocated to the Gottstein Futurity. This will be over and above the $65,000 in purse money and will be paid to the top five NWRSnominated finishers, regardless of their final placing in the race. These monies will be paid out as follows: 55% of $30,000 ($16,500) 20% of $30,000 ($6,000) 15% of $30,000 ($4,500) 7.5% of $30,000 ($2,250) 2.5% of $30,000 ($750) SUPPLEMENTARY NOMINATIONS/ENTRIES: In the event of any supplemental declaration and/or scratch, there shall be NO REFUNDS, and further; A) All noted fees for supplemental nomination would be for each individual race. B) Two-year-old (supplemental nomination) will only run for 90% of the total gross purse. 56

59 EMERALD DOWNS QUICK OFFICIAL: Notice to Owners & Trainers Emerald Downs Quick Official In order to accelerate declaring races official at Emerald Downs, the following procedures are in effect. These procedures only apply when interference is not suspected, has not occurred or there is no other reason to delay declaring the races official. The following procedures are in effect at Emerald Downs: Request for HOLD. An outrider, equipped with a two-way radio for communication with the stewards, will be designated and stationed on or beyond the turn past the finish wire. Jockeys wishing to request a hold on the race becoming official for any reason will so communicate their wishes to the outrider. If a horse is pulling up after crossing the finish line, prior to reaching the outrider, that jockey must proceed, if capable, near enough to communicate to the outrider if he or she wished to request a hold. Should a horse pull up before crossing the finish line and the jockey cannot communicate with the outrider, the stewards have the option to place a hold on the race until they are confident that the race is clear. It is understood that any outrider s primary responsibility is to perform his safety functions, and that those duties take precedence over any quick official duties. If for any reason the outrider is unable to communicate with the stewards or with any jockey in the race, there will be no official for that race until the first four placed jockeys have been weighed in or until the stewards are confident that the race is clear. In order to permit owners or trainers to request a hold, telephone lines to the stewards have been installed at the following prominent locations at Emerald Downs: 1) In the winner s circle area near the scale; Steward s phone number: ext

60 The choices for owners and trainers are either to register a claim of foul or to request a hold until consultation. Jockeys will continue to weigh in after the race in the same fashion as is customary with the stewards. After they have had a chance to consult, jockeys and/or owners and/or trainers who have requested a hold must notify the stewards of the reasons for their objection. The jockeys who have requested a hold shall contact the stewards. CLAIM BOX LOCATION: All claims must be deposited in the Claim Box located in the paddock office. 68 Safely Rehoming the Retired Racehorse When a horse is ready to be retired from racing and sold, finding an appropriate buyer sets the horse up for success and stability in a future career. Many buyers consider off- track thoroughbreds because the initial purchase prices are inexpensive; and for some trainers or ambitious amateurs, this is an affordable way to purchase a sufficiently athletic horse. You may have already had success placing horses with individuals like these. However, many buyers looking for a cheap horse do not have the skillset or financial capacity to manage a retired racehorse. This puts the horse at high risk of future injury, being underfed, experiencing other forms of neglect, or seriously harming an inexperienced person or child. It is advisable to turn down an offer if the buyer is either too inexperienced or does not have the financial means to own a horse. Avoiding these kinds of placements is good for both the welfare of the horse and the public image of racing. Attached is a basic application that can be used as a tool to quickly assess whether the buyer has the basic understanding of what restarting a retired racehorse requires. It can be valuable to get a sense of whether the buyer already understands the responsibilities that comes with letting down and restarting a racing- fit horse. The questions on this application may seem excessive and likely obvious, but they serve a purpose as a filter. While a responsible buyer might not have perfect answers to every question, they will likely happily give satisfactory answers to most questions. However, inexperienced buyers may struggle to answer basic questions or will not currently be connected with the necessary professionals, such as a trainer, veterinarian, or farrier. While there is no process that can guarantee a perfect result, these questions can raise red flags that may alert the seller to a poor match. Feel free to use the application as is, modify it for your own use, or simply use the questions as guideposts when talking with buyers.
