1 PROCEDURES FOR RECORDED (r) HUNTER, HUNTER/JUMPING SEAT EQUITATION, JUMPER JUDGE LICENSES AND REGISTERED (R) HUNTER BREEDING JUDGE LICENSE Listed below are the procedures required for Recorded (r) licensure as a Hunter, Hunter/Jumping Seat Equitation, and Jumper judge, and for a Registered (R) Hunter Breeding judge. Any questions should be directed to the Licensed Officials Department through the following address: LOinquiry@usef.org. The Licensed Officials Committee meets three times a year to review applications. Meeting and deadline dates for receiving applications in the Federation office are available on our website at: In accordance with GR1004.2, you must be At least 21 years of age; A Senior active member in good standing of USEF, as well as a member of USHJA Apprentice Permits: The first step is to apply to the Licensed Officials Department for an Apprentice Permit. Applications are available on USEF s website in your Licensed Officials Portal. If you do not complete the form online, then the completed application form along with the $60 fee must be returned to the USEF Licensed Officials Department. In order to be approved for a Permit, you must: o Have been an active competitor as either a rider, trainer, handler, breeder, coach, or official in these divisions at USEF licensed competitions within the last four years. o Have attended a clinic within three years preceding the Permit application. The applicant may not begin apprenticing until the Licensed Officials Department approves the Apprentice Permit application. The Apprentice Permit will expire three years from the date of issuance. IMPORTANT: Apprentice Permits are not required if the applicant is already licensed in any one of these divisions. However, you must have attended a clinic within three years preceding your first Apprentice Judging experience for the respective division(s). Apprentice Judging - You may begin Apprentice Judging after you receive notification that the Licensed Officials Department has approved your Apprentice Permit. Please note that you must have attended a clinic for each license category within three years preceding your first Apprentice Judging experience. Please see apprentice requirements below. You must have permission from management and the officials you wish to sit with to Apprentice for each competition (see Apprentice Memorandum and GR1011 for more information). Apprentice judging for each license must be completed within three years preceding application for your license. Hunter Apprentice Judge Requirements Complete six full days of apprentice judging at a minimum of two USEF Licensed competitions, under a minimum of two different USEF Registered (R) Hunter judges. Apprentice judge at least two complete A or AA rated Conformation Hunter Horse sections or two Pony Hunter divisions that include a model. o Attendance at the Federation Hunter Breeding Clinic or apprentice judging one Hunter Breeding (Horse or Pony) section may substitute for one conformation section or for one Pony Hunter division with a model.
2 Page two Procedures For Recorded (R) Hunter, Hunter/Jumping Seat Equitation, Jumper Judge Licenses And Registered (R) Hunter Breeding Judge License Hunter/Jumping Seat Equitation Apprentice Judge Requirements Apprentice judge at least ten Hunter/Jumping Seat Equitation classes from the following list: Open Equitation, Federation Medal, Federation Pony Medal, Federation Adult Equitation, ASPCA Maclay, USET Talent Search or WIHS. One must apprentice judge these classes at a minimum of two Federation licensed competitions, under a minimum of two different Federation Registered (R) Hunter/Jumping Seat Equitation Judges. At least one competition must have an A or AA rated Hunter section. Hunter Breeding Apprentice Judge Requirements Earn at least ten (10) points at a minimum of two Federation Licensed Competitions with at least two different Federation Registered (R) judges (one point for every horse judged). A Recorded (r) Hunter Judge with five or more years of judging experience may apply after Apprentice judging two complete Hunter Breeding sections at two Federation Licensed Competitions under two different Hunter Breeding judges. A Registered (R) Hunter judge with a minimum of five years judging experience may apply experience while guest judging Hunter Breeding sections towards his/her apprentice judging requirements. Jumper Apprentice Judge Requirements Apprentice Judge a total of 40 classes o At a minimum of four different Federation Licensed competitions. o With a minimum of four complete days in the Jumper division Sit with at least two different Federation Registered (R) Jumper Judges. o The apprentice judge must have no other duties or responsibilities at the competition where he/she is fulfilling his/her requirements; and o Apprentice judges must demonstrate to the Registered (R) Jumper Judge their ability to keep a jumper scorecard and also to operate the timing equipment. Competitions must offer $2,500 or more in prize money in the Jumper division. Pass a written examination with a mark of 85% or better, which is administered at the Federation Jumper Judges Clinic. Clinic Requirement: For each license category, applicants must have attended a clinic within two years preceding application for r licensure. Information regarding the dates and locations of clinics is published on our website at Application for Enrollment: Once you have completed the above requirements, Your application for Recorded (r) status may be submitted to the USEF office. Upon receipt of all information, your application, fee and required information will be processed to determine if all requirements have been met. Licensed Officials Department staff will contact you if something is missing. When the Licensed Officials Department has verified that you have fulfilled the requirements, they will send reference evaluations regarding your experience and abilities to the o Members of the relevant USEF Committee, i.e. Hunter or Jumper; and o USHJA
3 Apprentice Judge Memorandum After approval of your Apprentice Permit by the Licensed Officials Department, the steps outlined below must be followed for each competition at which you are an Apprentice Judge. Prior to the competition, contact the competition manager and the official(s) with whom you wish to apprentice judge; they must give permission for you to serve in that capacity. If requested, be prepared to send a resume of your experience within the division. Be sure to let the competition manager know if you are working toward licensing via the Mentor Program. Judges are restricted to working with only one applicant per competition. Give the Apprentice Evaluation Form (included with this licensing packet) to the official with whom you apprentice judge, along with a stamped envelope addressed to the Federation. The official completes this form and submits it to the Federation office. Evaluation forms must be received from every official with whom you apprentice judge. It is the Apprentice Judge s responsibility to confirm that the Federation has received all evaluations. So that you have an opportunity to see different horses and riders, the Licensed Officials Committee suggests that you select at least one competition outside of your immediate area.
4 Do s and Dont s When Serving as an Apprentice Judge Apprentice judging in Opportunity or Exhibition classes does not count toward licensing requirements. Do not compete in the same competition at which you are an Apprentice Judge. Remember that conflict of interest rules listed in Chapters 10 and 13 of the rule book must be followed. Do not apprentice judge at a competition where you are already working in another capacity (announcer, gate person, manager, member of competition management), unless you are serving as a judge in another division. Do not apprentice judge at a competition where clients or family members are competing. Do not bring pets, friends, or relatives with you when you are apprentice judging. Dress appropriately and professionally, keeping in mind ring and possible weather conditions (sunscreen, raincoat, etc.). By dressing appropriately, you show respect for the officials, exhibitors and management who have afforded you an opportunity to be at their competition. The judge is sharing his/her expertise with you. Comments he/she shares with you about the competition, entries or exhibitors are confidential and should not be repeated to anyone, either at or outside the competition. Although you are not listed in the prize list, be prepared to assume the same responsibilities as a Licensed Official. Attend the competition for the entire day and demonstrate good judgement in your association with exhibitors at the competitions. Don t ask the judge questions during the class unless he/she initiates the conversation. Remember, the judge s primary responsibility is to select the ribbon winners. An appropriate time to discuss the details of the class would be after the judge has turned in his/her card. Make sure you introduce yourself to the Steward/TD at the competition and alert them as to what classes you will be learner judging in so they can make sure to include you on their - Report. Using the prize list as a guide, prepare judge s cards prior to the competition, including class specifications. It is not the duty of the competition secretary or the competition management to provide an extra set of cards for you. Bring the following supplies with you to the competition: Up-to-date USEF Rule Book The Apprentice Judge Evaluation form Clipboard, pens, pencils Judge s cards Any Affiliate handbook that may assist you (NRHA, AHA, etc.) Any further inquiries regarding Apprentice Judging can be directed to the Licensed Officials Department.
