If you have not yet registered for the conference, I urge you to sign up as soon as possible. As you know, this year s conference is being in the beautiful Cape Town, South Africa from October By registering, you will join, among others, representatives from South Africa, Asia, Europe, the United States and Canada. The IAGR Board of Trustees is currently at the final stages of confirming the conference program which will include a keynote address from South Africa s Minister of Trade and Industry the Hon. Dr. Rob Davis, and panel discussions led by fellow regulators on a wide range of issues such as the challenges in internet gambling, the impact of social media on problem gambling, integrity in sports betting, junket operators, licensing regimes, international cooperation, and the certification and pre-commitment of electronic gaming machines. Besides panel discussions, plans have also been made for conference participants to visit Cape Town s Grand West Casino as well as to witness a demonstration of a central monitoring system. 2 PRE-COMMITMENT Requirement that Slot Players set a limit on how much money they want to gamble in a set period of time. Taking strides to reform problem gambling Queensland, like all other Australian jurisdictions, has been involved in the ongoing national discussion regarding pre-commitment for electronic gaming machines. The Commonwealth Government is advocating the introduction of mandatory pre-commitment systems for all gaming machines. At the Council of Australian Governments (COAG) Select Council on Gambling Reform meeting held in May 2011, the Queensland Government showed its support for the voluntary pokies pre-commitment model, which helps patrons exercise self-control by setting limits. This position is not new, as the Queensland Government has been supportive of voluntary pre-commitment for more than a decade and the Office of Liquor and Gaming Regulation has already developed policies and technical standards on card-based gaming pre-commitment technology. With Appreciation We would like to thank the following IAGR Trustees who have stepped down from the IAGR Board of Trustees for their contributions to the Board of Trustees and to the International Association of Gaming Regulators. In 2005 and 2008 the Office of Liquor and Gaming Regulation conducted pre-commitment trials which showed positive results for both player and club. To date more than 45 venues in Queensland have voluntarily adopted the technology. In addition to contributing to extensive discussions on pre-commitment, Queensland also committed to facilitating a trial of standard warning messages on electronic gaming machines; expressed strong support for a prohibition on quoting live odds during sports coverage; and an examination of internet gambling. These harm minimization strategies are complex and require serious consideration at a state and national level. The Queensland Government, together with the Commonwealth, and other state and territory governments will continue to debate and analyze a number of harm minimization initiatives and explore what impacts these initiatives might have on the industry, economy, jobs and the community. As well as contributing to the national discussion on pre-commitment and other measures, Queensland also recently introduced mandatory Responsible Service of Gambling (RSG) training in the last financial year. Now, all Queensland staff carrying out defined gaming duties or tasks in licensed venues, including eligible licensees, gaming nominee license holders and gaming employee license holders, are required to hold a current certificate in RSG. Staff working in clubs and hotels play a pivotal role in identifying problem gamblers and by observing their behavior, they can intervene with information about gambling help services and counseling. The training course can be completed in a minimum of four hours, which teaches staff how to identify problem gamblers and learn skills to react appropriately. RSG training must be undertaken with a trainer that has been approved by the Office of Liquor and Gaming Regulation. Although most gaming venues across Queensland already train their staff about responsible gambling through accredited courses or in-house workshops, this mandatory RSG training ensures staff training is consistent and kept up to date. 3 Announcement: IAGR Business Meeting 2011 The IAGR Business meeting will be held on 26 th Oct 2011 at 1130 a.m. during the IAGR Conference. A number of items will be tabled for discussion and the membership s approval. These items include the revised Bylaws, appointment of Trustees and officers, and the IAGR s financial statement. We look forward to your participation in the Business meeting. BALLY MONITORING SYSTEM STANDARDS SET FOR NEW ZEALAND CASINOS New Zealand Internal Affairs has approved standards which would allow for the introduction of a casino monitoring system developed by Las Vegas based Bally Technologies. While this monitoring system improves both the casino and regulator's ability to track relevant data, it also contains a comprehensive promotional management system and a voluntary pre-commitment facility. Unrestricted, the promotional module contained in Bally's system would enable casino operators to fully configure any promotion type against any metered value whether it is for an individual, defined group or the entire casino floor. It is a powerful tool. New Zealand casinos are subject to significant obligations through license conditions on the nature, extent and monitoring of marketing activities. Notwithstanding this obligation, the Department has created minimum standards which prohibit entry and determination criteria from including game denominations, player loss levels, wager size or length of play. The overarching obligation of casinos is to avoid any promotion which has the effect of encouraging patrons to play beyond their limits of time and/or money. The Department will be monitoring the use of this system with interest. Contributed by the New Zealand Department of Internal Affairs SPANISH GAMBLING LAW The Spanish Gambling Law was formally approved by the Parliament on May 28 th this year. Currently the Directorate- General for Gambling Regulation (in the future the National Gambling Commission) is working on implementing the regulations that the Gambling Law proscribes. The projects of Ministerial Orders relating to the games (bingo, poker, parimutuel sport betting, fixed odds sports betting, pari-mutuel horse betting, other fixed odds, black jack, roulette, punto banco, and other social games and contests), are to be formally approved by October. We also expect that the project of Royal Decree relating to licences, authorizations and Gambling Registers, the project of Royal Decree relating to technical requirements of gambling activities and the project of Royal Decree relating to gambling advertising will be formally approved before the end of November. Finally the Directorate-General for Gambling Regulation expects that the first public tender in order to grant general licences will be published in the Official State Gazette in the middle of November. The awarding process shall comply with the principles of publicity, concurrence, equality, transparency, objectivity and non-discrimination. 4 SECONDMENT WITH THE NORWEGIAN GAMING AND FOUNDATION AUTHORITY Nicole Turvey is a Gambling Inspector for Internal Affairs based in Dunedin, New Zealand. Nicole recently completed a secondment with the Norwegian Gaming and Foundation Authority through an opportunity arising from the IAGR network and the generous hospitality of the Norwegian Government. Nicole found that, although the two jurisdictions differ, there are more similarities than differences through the development of the gambling sector. Historically both countries have fluctuated between both flexible and controlled approaches with a common emphasis on the application of proceeds from gambling to good causes. However, both countries have experienced challenges in addressing compliance issues within the gambling sector. New Zealand approached the issues with the sector in an educational way following the introduction of the Gambling Act in New Zealand has since increased the use of sanction powers provided through the Gambling Act. This is to emphasise its commitment to ensuring the sector complies appropriately and the benefits to the communities are maximised. Like Norway, New Zealand has experienced tensions between the charitable and business aspects of the gambling sector. The New Zealand gambling sector continues to require active monitoring and, at times, interventions to ensure the appropriate focus is on using gambling net proceeds for charitable/ community concerns. Nicole s experience with the Norwegian Gaming and Foundation Authority has emphasised the benefits that can be gained through open communications between international jurisdictions and the opportunities that can arise through closer relationships. Each jurisdiction experiences challenges in managing a rapidly changing gambling environment, particularly with the burgeoning internet gambling sector. The opportunity to share experiences and ideas on ways to deal with our respective gambling sectors can lead to a cohesive and comprehensive approach going forward and ultimately the recognition that when each country considers gambling it is no longer necessarily defined by geographical borders. Contributed by: The New Zealand Department of Internal Affairs JURISDICTION UPDATE GAMING REGULATORS EUROPEAN FORUM (GREF) - Working Group on Information & Statistics According to the constitution of GREF, the forum can decide to establish working groups on specific items. The working groups provide an informal forum in which European regulators can meet and exchange views and information on specific items with regard to gaming. The working groups are chaired by two co-chairs, to be elected at a regular meeting of GREF. All European regulators that may participate in GREF can participate in the working groups. The working groups can invite non-regulator experts to give a presentation on one or more specific topics of interest. The working group on Information and Statistics InfoStat was established in 2004 and will develop and maintain a common reference framework for information sharing and statistics. This working group is co-chaired by Christina Hagen, Gaming Board for Sweden and Reto Brand, Swiss Federal Office of Justice. The working group reports every year to the regular meeting of GREF. To collect information, the working group developed a survey to provide some basic information about gambling and regulation in the different jurisdictions. The survey was mailed to all members. The main purpose of the survey is that any member can easily find an overview on how different types of gaming are regulated in other European countries. For every year we add new items, sometimes frequently asked question on the web forum or ideas from members. For this year s survey we will focus more on on-line gambling. We collect the answers from all countries in an excel document which is available for all members and from which you can make your own reports. For instance any country can make their own reports on different items such as age limits in other countries, GGR on sales or per capita for different types of games, taxes and fees on gaming etc. The purpose was to publish all collected data on the official web site of GREF but in some countries statistics are not public so it will be a limited version. We have asked members to evaluate the survey and the advantage of it and so far 22 of 24 jurisdictions have given a satisfactory answer. We have also asked countries to post their legislation on gaming at the member s site. With this brief information we hope you will get an overview of the working group InfoStat. 5 NETHERLANDS GAMING CONTROL BOARD Dutch gaming policy will be modernized The legal offer of games of chance will be expanded. State Secretary Fred Teeven of the Ministry of Security and Justice intends for Dutch gaming policy to move with the times. He therefore wishes to investigate how more licensees can be admitted to the gaming market. New plans have been announced for games of chance offered via the internet, lotteries, gaming machines, poker, sports betting and bingo. Part of the money that will be generated by these measures will be spent on sports. The State Secretary informed Parliament of these plans also on behalf of his counterpart at the Ministry of Finance. NEW GAMING POLICY JURISDICTION UPDATE Fred Teeven wishes to create a responsible, safe and contemporary gaming policy. The emphasis of the said policy will not be on restricting possibilities on the gaming market, but it will create new possibilities for both licensees and consumers. The State Secretary is of the opinion that a suitable and attractive offer of games of chance should be available to consumers, while it is at the same time very important that vulnerable groups are protected against risks to the greatest extent possible. By setting strict rules, Fred Teeven intends to minimize the risk inherent to games of chance, such as addiction, fraud and crime, but he also wants to move with the times by providing players with a varied legal offer of games of chance. ONLINE GAMES OF CHANCE Currently, the Act on Games of Chance prohibits offering games of chance if no license has been granted for this purpose and the law does not yet offer possibilities for playing games of chance on the internet. Offering games of chance on the internet is therefore not legal in the Netherlands, while each year hundreds of thousands of Dutch citizens participate in online games of chance, such as poker, bingo and sports betting. Including a licensing system for online games of chance in the Act on Games of Chance will ensure that consumers are able to play online games of chance legally and more control can be exercised over the licensees of such games. Fred Teeven wants to make it possible in the Netherlands to obtain a license for offering online games of chance, such as poker, bingo and sports betting. Various Member States of the European Union have already set up a legal system for offering games of chance via the internet or are at an advanced stage of the implementation of such a system. In France, for example, the possibility has been created to grant licenses for offering poker, sports betting and betting on horse races online. Fred Teeven intends with his plans to bring the Netherlands in line with these international developments. COMPETITION In addition to the regulations in the field of online games of chance, the State Secretary wishes to encourage competition - where the interests involved permit this - by making it possible for more parties to obtain a license. Currently, the Act on Games of Chance provides that only one license can be granted for a number of categories of games of chance, such as casino games, sports betting, betting on horse races and instant lotteries. Fred Teeven wants to be able to deviate from the above and investigate whether more competition can be created with respect to casino games, sports betting, betting on horse races and instant lotteries. This will lead to more competition in the market. This will benefit the consumer, whereby his interests are guaranteed by adequate regulations. POKER, GAMING MACHINES AND PROMOTIONAL GAMES OF CHANCE In addition to online poker, the State Secretary also wants to create possibilities to regulate the small-scale offer of poker at physical locations at the municipal level, similarly to the manner in which so-called small games of chance such as bingo are regulated in the Act on Games of Chance. Fred Teeven will also clarify the regulations for gaming machines and make them less independent of technology. One of the first steps to be taken here is to allow coinless and cashless systems for gaming machines. Fred Teeven furthermore wishes to clarify the Code of Conduct for Promotional Games of Chance by making more detailed regulations concerning the operational costs of promotional games of chance (such as voting by text message during talent shows). SPORTS In cooperation with the Ministry of Finance, a part of the proceeds of lotteries and online games of chances will be spent on sports, as agreed in the coalition agreement. In consultation with the State Lottery and the Ministry of Finance, the consequences of a possible reduction of the prize money on the turnover of the State Lottery and the payments to the State are being investigated. The first option is to reduce the prize money of the State Lottery in favor of proceeds to sports. A second possibility would be to allow a limited number of extra draws for other lotteries, including lotto.

6 Netherlands Gaming Control Board Continued... Part of the money that becomes available for sports via games of chance will be used to make sports more secure. This will be elaborated in greater detail in cooperation with the Ministry of Health, Welfare and Sports. AMENDMENT OF THE ACT ON GAMES OF CHANCE AND IMPLEMENTATION Netherlands State Secretary Fred Teeven wants to promote that licenses for national games of chance are granted in the future in a consistent, transparent and non-discriminatory manner. As regards lotteries, a legal basis for the above will be created soon in the Act on Games of Chance. A new Gaming Authority to be formed will supervise the transparent granting of licenses and the compliance with gaming legislation. In order to achieve the modernization of gaming policy, an accelerated legislative process will be introduced, whereby a licensing system for a broad offer of games of chance via the internet is introduced. In addition, a legal basis will be created for the transparent granting of licenses for lotteries that support charities and for an open licensing system for not-for-profit lotteries. Fred Teeven hopes to present this bill to Parliament Lower House later this year.
