6 Competition Rules and Regulations Every class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance therewith. USEF Membership Statement: Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR222) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. Entry Information: Entries will be date stamped and a number will be assigned each horse/rider combination at the time the entry is received and must be displayed whenever the horse is in the ring. Any horse that is exhibited under any number other than the official number assigned by Show Management will be disqualified and any earned prizes will be forfeited. All entries must be accompanied by a copy of USEF/USDF membership cards for rider, owner, and horse USEF/USDF ID numbers. ATTENTION! All participating 2018 NMDA members will receive Surprise Gift upon attaining packet in show office. Open Classes - A class that is open to all. There are no restrictions based on the horse (age, sex, size, residence or membership of owner) or rider (age, experience, qualifications, sex, residence, etc.) Adult Amateur Classes - Participants must possess a current USEF Amateur Card and qualify under the USEF Amateur rules. Any non-member that wishes to participate in the Adult Amateur designated classes must purchase a USEF nonmember amateur card for $30 from USEF. Open to Adult Amateurs only; riders must compete as adults from the beginning of the calendar year in which they reach the age of 22..) JR/YR Classes - Open to Junior and Young Riders only; any rider is eligible until the end of the calendar year in which they reach the age of 21. 6
7 USDF PARTICIPATING MEMBERSHIP (PM) -Application for PM may be submitted at competitions. -Application for PM at a competition will allow the rider or owner to participate in Great American Insurance Group/USDF Regional Dressage Championship Qualifying classes and eligibility for Adequan /USDF Year- End Awards. It will also allow them to participate in USDF Breeders Championship Series Finals or in other open classes. -Having a USDF Group Membership (GM) does not make a person eligible to compete in Great American Insurance Group/USDF Regional Dressage Championship Qualifying classes, Great American Insurance Group/USDF Regional Dressage Championships, USDF Breeders Championship Series Finals, or to qualify for Adequan /USDF Year-End Awards. -USDF Business Membership (BM) satisfies requirements of horse ownership only. -An individual cannot compete with a USDF Education Membership (EM). USDF NON-MEMBER (NM) IDENTIFICATION NUMBER -The purpose o this number is to create a record for each person participating in a USEF-licensed/USDFrecognized competition. The NM identification number is a permanent number that will remain with the individual even if he/she later applies for membership. -A USDF NM identification number is required for all NM owners and riders competing in any USEFlicensed/USDF-recognized Dressage competition or open (dressage or DSHB) class at a USEF-licensed/USDFrecognized Regular or Local competition. (See exceptions on page 2) -For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee, per competition, that must be collected by the show secretary and submitted to USDF along with the USDF Report of Fees document. In addition, a $5 affidavit fee must be collected if the person cannot provide a copy of their USDF NM card. (For persons applying for the first time for a NM number the $5 affidavit fee is not required.) Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If all the owners of the horse are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM, there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Competitors will be assigned a USDF NM identification number when the competition results are received in the USDF office. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. This online printout should be presented to the show secretary and the USDF NM number should be used on every competition entry form. -Individuals with a USDF PM or GM do not need to pay the NM fee. Business members can own horses, but cannot compete as riders with their USDF BM. If riding, a business member will need a PM, GM, or NM identification number. -Having a NM identification number does not make a person eligible to compete in Great American Insurance Group/USDF Regional Dressage Championship Qualifying classes, Great American Insurance Group/USDF Regional Dressage Championships, USDF Breeders Championship Series Finals, or for Adequan /USDF Year- End Awards. USDF HORSE IDENTIFICATION (HID) NUMBER AND LIFETIME HORSE REGISTRATION (LHR) -A USDF HID number or a USDF LHR is required for all horses competing in any USEF-licensed/USDFrecognized dressage competition or open (dressage or DSHB) class at a USEF-licensed/USDF-recognized Regular or Local competition. -USDF accepts copies of the horse identification pages from an FEI passport of a foreign-owned horse competing in a CDI class, in lieu of a USDF HID or LHR number. Identification information must be submitted to USDF along with results. In lieu of pages from the FEI passport, the HID application can be completed, 7
8 including passport number; however, no fee will be assessed. A certificate will not be sent to the individuals unless a fee of $10 is paid. -The USDF HID number or USDF LHR may be applied for at any USEF-licensed/USDF-recognized competition open to all breeds of horses. The individual must complete the application and pay the appropriate fee to the competition secretary, who will then send it to USDF with post competition paperwork. The cost of the HID number can be applied toward that horse s future upgrade to a USDF LHR. 08/17 -Horses competing for Adequan /USDF Year-End Awards, in USDF Breeders Championship Series Finals, or Great American Insurance Group/USDF Regional Dressage Championship Qualifying and Championship classes are required to have a USDF LHR at the time the scores are earned. -Having the HID number only allows a horse to compete. It does not make the horse eligible for Adequan /USDF Year-End Awards, Great American Insurance Group/USDF Regional Dressage Championship Qualifying and Championship classes, or USDF Breeders Championship Series Finals. -A USDF HID number or USDF LHR satisfies USEF Horse Identification requirements for dressage competition. Please visit the USEF website at for further details. Great American Insurance/USDF Qualifying Classes- Entries must supply a copy of membership cards for Owner, Rider, and Horse for USDF and USEF. Trainer or Coach must supply a copy of USEF membership or pay USEF show pass fee. For current Great American/USDF Championship requirements, go to Show packets will be given to exhibitors only when all the fees, signatures and information are complete No entry will be accepted unless accompanied by a check or money order for the amount of the total fees. Show tabs will be accepted on fully paid pre-entries only. A signed blank check made payable to NMDA must be left with the show office. No tabs will be accepted for original entries prior to show. Entry blanks for each horse must contain the name, age (if nine years or older, the term aged may be used), sex, color and, in the case of horses four years old or older, the height of each horse entered in any classes. USEF requires exhibitor, rider, driver, handler, coach and trainer(s), or his/her agents to sign the entry form in the spaces provided. If owner and/or trainer and/or exhibitor are the same, they must sign each applicable space. Parents of junior exhibitors who have no trainer must sign the entry form in the space provided for the trainer s signature, as well as signing the parental consent form. Said parent(s) need not be a member of USEF. Show Management reserves the right to refuse, accept conditionally, or cancel any entry of any exhibitor. A horse must wear their Bridle Tag Number at all times when not in a stall; which includes when a horse is being ridden or exercised. Close of Entries: Dressage entries open April 2, 2018 and close April 30, No post entries. Dressage entries MUST be mailed and postmark will determine order of entry. NO hand-carried entries accepted. Any entries received before April 2, 2018 will be drawn by lot on April 30, Mail entries to: c/o Devin Smith, Spring N2 Summer Secretary, 4336 Beautiful Circle, Castle Rock, CO (720) (cell) de.vineshowsecretary@gmail.com Office Fees: The Office fee is $30.00 per horse if postmarked prior to April 30, No refunds or exchanges will be given for class scratches. 8
9 Credit card processing fee: There will be a 3.5 % fee for all credit card charges. Refunds: Fees for entries cancelled prior to April 30, 2018 will be refunded, with the exception of the office fee. Requests for refunds after April 30, 2018 must be accompanied by a veterinarian or doctor s certificate certifying the inability of the horse(s) or rider to perform and will be refunded with the exception of office fees and stall fees. Horses vetted out at the show will be refunded only for fee(s) for the class(s) the horse(s) could not show in. No refunds for scratched classes and no refunds to exhibitors who fail to show because of class conflicts. Refunds will be mailed after the completion of the show. Refunds of less than $10.00 will not be mailed. No entry fees will be refunded if the Show cannot open or be completed by reason of terrorism, riots, civil disturbances, fire, act of God, public emergency, act of public enemy, strikes and/or any other cause beyond the control of NMDA or Show Committee. Provisional ride times will be ed to all riders if an address is provided. If you do not have an address, please call Teresa Heine, Dressage Coordinator, after April 30th, (505) (cell), hawaiianwhitechick@yahoo.com. Dressage classes may not be scheduled in the order shown. Class order will be determined after receipt of entries. Show Office: The show office will open at 2:00 pm on Saturday, May 12, 2018, the day prior to the show. Vet Outs: All vet certificates must be in the show office by the end of show. Returned checks and declined credit cards: Exhibitors will be assessed a fee of $50.00 per check returned from the bank for any reason whatsoever and for each declined credit card. The Show Management will only accept a certified check or cash for replacement of insufficient funds checks. Any exhibitor who fails to settle his indebtedness to the show will automatically be barred from taking part whatsoever in any USEF Recognized Show until settlement is made. All accounts must be settled by the end of the show. Prizes: Ribbons will be presented through six places in each class. High Point Champion will be presented per division at each level. Equine Vaccination Rule: At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Refer to USEF GR845 for more information. Coggins Test and Health Certificate: The New Mexico Livestock Rules and Regulations requires that ALL horses entering the show grounds have a current negative Coggins test dated within the past twelve months (lab and test date required on certificate). All horses originating out of state must have a health certificate dated within 30 days prior to their first show day. Cruelty to or the abuse of a horse by any person at a Licensed Competition is forbidden, constitutes a violation under Chapter 7, and renders the offender subject to penalty. The Show committee must bar violators from further participation for the remainder of the competition. It is the duty of the competition officials and any properly constituted humane organization to report to the Federation any person who indulges in this practice for such further action as may be deemed appropriate. The Federation or the Judge or Steward may appoint a veterinarian to inspect any animal in competition. Refusal to submit an animal for examination by an authorized veterinarian after due notification shall constitute a violation Sharps Containers: Competition management will place an appropriate number of Sharps Containers in the stall area. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. 9
10 Veterinarian will be On Call. Charges for medication, treatment, and/or call shall be paid directly to the veterinarian. The name and phone number of the veterinarian will be posted in the show office. Show Management reserves the right to request the veterinarian to examine, at the owner s expense, any horse visibly ill or injured, and if the veterinarian determines that such horse is potentially communicable, the horse will be required to be removed from the show grounds immediately. In such instances, vet-outs will be honored Protective Head Gear: Riders must wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag or BSI/BS EN Standard. It must be properly fitted with harness secured. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. Dressage: From the time horses are officially admitted to the competition grounds by competition management, anyone mounted on a horse at any time on the competition grounds, including non-competing riders, riders on non-competing horses, mounted participants in exhibition classes and those competing in all classes and tests, including Para-Equestrian tests, must wear protective headgear as defined by this rule and otherwise in compliance with GR801. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. The harness must be secured and properly fitted. Stabling: Stalls are available at Expo New Mexico grounds. EACH ANIMAL MUST BE ASSIGNED A SEPARATE STALL (except for broodmares with suckling foals) or pay a grounds fee. Tack rooms will be available. All stalls are permanent stalls and have roofs and doors. Stall size is 10ft. x 10 ft. Feed and Bedding: Feed and bedding will be available on the show grounds. Bedding orders should be placed in advance through Ralph at 4W Feeds, (cell). Checks are accepted with proper ID, i.e., driver s license, bank card. Store hours 8 am to 5 pm with the last delivery at 4:30 pm. Show Procedure Information: Footing: The Dairy Barn arena measures 100 x 200 with sandy loam footing. The East warm-up Arena measures 117 x 240 with sandy loam footing. The West warm-up Arena measures 140 x 240 with sandy loam footing. Judge substitution: In case of the illness of a Judge or an inability of a Judge to attend or perform his/her duties, the Show Committee reserves the right to substitute a Judge for the one who is officially designated in the premium list. Judges: The decisions of each judge constitute solely his/her individual preference. No one shall approach a judge with regard to a decision unless he first obtains permission from the Show Committee, steward or technical delegate who shall arrange an appointment with the judge at a proper time and place. No exhibitor has the right to inspect the judge s cards without the judge s permission. Judges decisions are final. Protests: Any protest must be made in accordance with USEF rules governing protests, see USEF Chapter 6. Public Address System is considered a courtesy to the exhibitors and its function or coverage to all areas cannot be guaranteed. No protests will be upheld, or refunds made, solely because of sound system inadequacy or failure. It is the exhibitor s responsibility to be aware of the show s progress and be ready for their class. General Information: Camper and Recreational Vehicle Facilities: Camper and trailer hook-ups are available through Expo New Mexico. For specific information, call Expo New Mexico at (505)
11 Motorized Vehicles: USEF GR Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. Pets: All pets on the show grounds must be on a leash. NO PETS ARE ALLOWED IN THE HORSE ARENA OR DAIRY BARN. Vendors are provided as a service to the exhibitors. These vendors may include show, commercial and professional service vendors including photographer, video, feed/bedding supplier, farrier, veterinarian, and food/drink concessions needed by our exhibitors. We ask all of our exhibitors to support these vendors. Veterinarians and farriers for specific clients can only serve those clients. We appreciate your cooperation. 11
