1 PROPOSALS FOR 2019 MODIFICATIONS TO THE ENDURANCE RULES 9 July 2018 Dear Member Federations, Please find below a summary of the proposed changes to the Endurance Rules together with the corresponding explanations. 2 1. PHASES in multi day competition Article No GENERAL For short distance multi day events such as 2x70, it should be possible to reduce the number of phases. Each day of an Endurance Competition must be divided into at least three phases, separated by a Horse Inspection and a Timed Hold. There is a possibility to reduce these phases subject to the recommendation of the Technical Delegate and the approval of the President of the Veterinary Commission. 2. UPDATE ACCORDING TO THE ENDURANCE YELLOW WARNING CARD Article No. Art Annex 4 The wording is changed to match with the new template of the Endurance Yellow Warning Card, created recently to ensure correct application of the Endurance Rules. Update All articles above that mentioned Yellow Warning Card the wording is replaced by Endurance Yellow Warning Card.

3 3. WEIGHTS Article No WEIGHTS The ETC feels that there is no basis to have the modification from 75 to 70kg as approved last year. Therefore, propose to go back to the initial weight that has proven along the years. As no specific studies have been conducted to study this matter, the ETC feels no need to reduce the weights to 70 Kg. At all senior Championship, the minimum riding weight for Athletes must be 70 75kg to include all riding equipment (Article 812.6). Article No WEIGHTS The ETC feels that there is no basis to have the modification from 75 to 70kg as approved last year. Therefore, propose to go back to the initial weight that has proven along the years. As no specific studies have been conducted to study this matter, the ETC feels no need to reduce the weights to 70 Kg. At senior CEI3*, CEI4* and CEI5* the minimum riding weight is kg - details to be clearly shown on the approved ride Schedule.

4 4. NEW STAR RATING Article No CEI EVENTS Based on the discussion held in the Endurance Conference this wording is more appropriate. For 5, 4 and 3* events as the parameters of HR minimum pulse and Time presentation are missing. 5 Star: All rides of 160 km in one day. Maximum pulse at Vet Gates: 64 bpm within 20 minutes (for final inspection, refer to art ). Prize Money, or in kind value, of more than CHF. General Requirements: Needs to have FEI certified data and timing system (see Notes for Guidance); The stabling must be in agreement with the Veterinary Regulations; President of the Ground Jury, Foreign Judge, Technical Delegate, Chief Steward, President of the Vet Commission, Foreign Vet Delegate and Appeal Committee will be appointed by the FEI, in consultation with the OC; FEI officials will be proposed by the OC, and appointed by the FEI; A pre-ride briefing conducted in English is mandatory for all officials, trainers and participants. For other requirements, please refer to Notes for Guidance. ( ) Article No CEI EVENTS Same wording as for the CEI5*. For 4 and 3* events as the parameters of HR minimum pulse and Time presentation are missing. 4 Star: All rides of 160 km in one day, or km per day over 2 days, or km per day over 3 days or more. Maximum pulse at Vet Gates: 64 bpm within 20 minutes (for final inspection, refer to art ). Prize Money, or in kind value, from CHF up to CHF General requirements: The stabling must be in agreement with to the Veterinary Regulations; President of the Ground Jury, Foreign Judge, Technical Delegate, Chief Steward, President of the Vet Commission, Foreign Vet Delegate and Appeal Committee will be appointed by the FEI, in consultation with the OC; FEI officials will be proposed by the OC, and appointed by the FEI; A pre-ride briefing is strongly advised for all Officials, trainers and participants. The Pre-ride briefing can be conducted in the national language, with a mandatory translation to English if needed. ( )

5 Article No CEI EVENTS For 3* events as in the parameters of HR minimum pulse and Time presentation were missing. 3 Star: All rides of 140 km 160 km in one day, or km per day over 2 days, or km per day over 3 days or more. Maximum pulse at Vet Gates: 64 bpm within 20 minutes (for final inspection, refer to art ). Prize money or in kind value, up to 9 999CHF. 5. AGE OF HORSES Article No ELIGIBILITY For the ETC this is a horse welfare issue. A logical and progressive sport career for the horses is needed. 5yo 40km 6yo 80km 7yo 120km 8yo 160km 9yo Championships For CEIs 1-Star Competitions Horses must be at least 6 years old to participate. For CEIs 2-Star Competitions, Horses must be at least 7 years old to participate. Article No ELIGIBILITY The existing text seems to be confusing, for clarity the previous sentence has been divided into two separate sentences phrases to make it more easier to understand. For 5-Star, CEIOs and Championships horses must be at least 9 years of age. Young Horse Championship and Championships under 130km must be 8 years of age.

MANDATORY REST PERIODS Article No ELIGIBILITY Additional days to the mandatory rest periods Following the discussions held in Dubai during the FEI Endurance Conference it was raised that the rules should not penalize horses that compete over 20 Km/h, therefore and still based on the GEIS studies from Glasgow University and in order to protect the welfare of the horse, the additional 7 days mandatory rest period will apply to all competing horses. Cross start line As Zero was confusing, and interpreted as competition has not started. At the same time: start can be interpreted as the start of the event. In order to avoid misunderstandings a correction was made to the text to cross start line. After competing in a CEI or National Events, a Horse must be given a mandatory minimum rest period, as defined, before it is again eligible to participate in a National or FEI Competition: Distance completed Cross Start line 0 46 km 5 12 days Over km days Over km days Over 126 km -146 km days Over 146 Km days In addition to the above mandatory rest period, 7 extra days of rest will be added to horses that reach average speeds of 20 km/hr or higher at completion. This rest period will also apply to horses which do not complete the competition whose average speed of completed phases is 20 km/hr or higher. ( )

7 7. ATHLETES PENALTY POINTS Article No ELIGIBILITY Final Inspection All relevant persons that can be involved in the process of failing the presentation to the Final Horse Inspection are now included in the sanctions process. The ETC aims for better clarification and understanding for all parties involved. Incorrect Behaviour An update was made to refer to the more accurate FEI GRs article number. ( ) If a Horse is not brought to the Final Horse Inspection the Athlete will receive 100 penalty points and the registered Trainer or the additional Person Responsible may also receive a yellow warning card. ( ) Contrary to Article of the GRs incorrect behaviour towards (a) Event Officials or any other party connected with the Event (other Athlete, journalist, public etc.) and/or (b) Doping Control Officers, Testing Veterinarian, Chaperones and/or any other person involved in the collection of a doping control sample will entail a penalty of 100 points. 8. INJURIES Article No NEW ARTICLE Only Catastrophic Injuries or Minor Injuries have codes to be identified in the results and this contributes to inaccurate information, as a fracture that doesn t lead to euthanasia is considered a Minor Injury. In order to have accurate information from the results it is proposed to create two new injury categories. Definition of other type of Injuries: Severe Injury, for fractures, colic s or other injuries (e.g. tendons) that can be operated on or treated but where the Horse is not likely to return to competition. Medium Injury, for fractures, colic s or other injuries (e.g. tendons) that can be operated or treated and the horse may return to competition.

SUBSTITUTION OF REGISTERED TRAINER Article No Substitutions (CEI 1*, 2*, 3*, CEIO and CHAMPIONSHIPS) Under Article , when Horses are registered with the FEI, the name of the Trainer for that Horse must also be registered. The FEI wants to ensure that the Trainer that is registered as the Trainer of the Horse is the true Trainer. Currently what is happening is that one Trainer is registered as the Trainer when the Horse is registered, but this Trainer is often replaced/substituted with a different Trainer shortly before the Event. The proposal in the new Article below prevents any substitution of the registered Trainer after the date of Definite Entries. This also ties in to the proposed changes in the Equine Anti-Doping and Controlled Medication Rules which allow for stronger sanctions to be imposed on Trainers in Endurance when there is a positive case Substitutions after Definite Entries: after the Definite Entries have been sent in, substitution of Horses and/or Athletes may only be made with the permission of the NF and the OC, such consent not to be unreasonably withheld. All substituted Horses and/or Athletes to be correctly qualified as per Art Substitutions in Case of Accident or Illness: in case of an accident or illness of an Athlete or a Horse, occurring between the declaration of starters and the start of the Competition, where such accident or illness makes it impossible for that Athlete or Horse to take part in the Competition; substitutions can be made up to 2 hours before the start of the Competition. The following conditions must be met; 1) a certificate of the condition from an officially recognised physician for the Athlete, and from a Veterinary surgeon/team Veterinarian for the Horse, and 2) permission of the President of the Ground Jury An Athlete or a Horse, either or both, can only be replaced by another Athlete or Horse or by Athlete/Horse combination taken from those who have been duly entered and where such horse has successfully passed the First Horse Inspection No change to or substitution of the registered Trainer of a Horse taking part in an Event may be made after the date of Definite Entries.
