2 ITALIAN EVENTING RULES 2014 Revision with regards to RISK MANAGEMENT

3 FEI VISION STATEMENT The following FEI vision statement has been inserted in our National Rules for 2014 at the beginning of the Cross Country chapter: The Cross Country Test constitutes the most exciting and challenging all-round test of riding ability and horsemanship where correct principles of training and riding are rewarded. This test focuses on the ability of Athletes and Horses to adapt to different and variable conditions of the Competition (weather, terrain, obstacles, footing, etc.) showing jumping skills, harmony, mutual confidence, and in general good pictures. This test requires by all involved special awareness and acceptance of a certain level of risk inherent to the particular challenging and exciting nature of the test. Every effort must be made to ensure that, at each level, responsible Athletes are participating with progressively trained Horses in order not to be exposed to a higher risk than which is strictly inherent to the nature and level of the Competition.

5 REVERSE QUALIFICATION If the ITA NF receives communication from the FEI regarding the sanction of Reverse Qualification for a horse, this will also be applied to national competitions of the same level. Under consideration for the future: For 2015 the ITA NF is considering adopting the Reserve Qualification also for National Competitions (eg. if a horse is eliminated once in an international competition and once in a national competition of the same level, it will not be able to compete again at that level (international and national) until it has successfully competed in a lower level competition)

6 DANGEROUS RIDING The article regarding Dangerous Riding is completely in line with the FEI Eventing Rules for 2014 with the following exception: The combination will receive 10 or 25 penalties depending on the severity of the infringement. It is hoped that this will encourage officials to implement this rule.

7 YELLOW WARNING CARDS The articles regarding YELLOW WARNING CARDS have been modified according to the 2014 FEI Eventing Rules for The ITA NF has also created ONE List for Yellow Warning Cards combining both National and International Warning Cards. The athlete will be suspended by the ITA NF if he/she receives more than 2 Yellow cards for the same offence in any Eventing Competition (International and/or National).

8 MEDICAL AND VETERINARY PLAN The following article, although implicit, was not in the ITA Rules and has, consequently now been added to the chapter dedicated to Medical and Veterinary Assistance. The OC in all Eventing Competition are required to guarantee a functional and valid medical and veterinary assistance plan for the entire competition, this plan must include training zones, stables and all areas dedicated to the public and competitors. The above plan, besides primary medical and veterinary assistance for any injuries due to accidents or other, must provide rapid routes for access and departure for the speedy transfer of the seriously injured to the hospital or veterinary clinic.

9 MEDICAL AND VETERINARY PLAN As well as at least one Ambulance fully equipped with Pre-Hospital Trauma Care, the Rules now require a Pre-Hospital Trauma Care Specialist for Cross Country day.

10 MEDICAL CONTROL An athlete who has been taken to hospital for concussion or any other injury, cannot compete in another competition until he/she has received a bill of clean health in the form of a medical certificate attesting that he/she is fit to compete in Equestrian Competitions. His or her license will be blocked on the entries system until a copy of the certificate has been received by the NF.

11 TECHNICAL DELEGATES The following task has been added to the TD list of jobs: All TDs must consult the lists relative to : Verbal warning issued to athletes Athletes who have received 1 or more Yellow Warning Card with the recorded offence Athletes who are temporarily not fit to compete due to concussion At the end of the competition and following receipt of TD report the lists will be updated and published on the website and/or in the area of the FISE website dedicated to TDs
