2 2014 A.O.S.H.O. RULES & REQUIREMENTS 1. Attend a total of 2 meetings MEMBERSHIP REQUIRMENTS 2. Work required amount of hours per membership: Individual Membership: 6 hours per individual. Family Membership: 8 hours per Family membership. The sign in sheet MUST be signed to receive credit another person can work your hours, they must put the name of the membership they are working for on the sign-in sheet after their name. The sign in sheet will be located at the entry booth with a list of areas that need workers. 3. Members must show in two (2) of the A.O.S.H.O. hosted shows in the same class that you are showing in for year end points. 4. Points will not count until membership is paid in full Page 2

3 ARTICLE I: NAME The Name of the organization shall be All Ohio Show Horse Organization, Inc. ARTICLE II: PURPOSE OF THE ORGANIZATION This shall be a non-profit organization to improve the opportunities of the show horse and pony, to improve light horse/pony breeds and contest horse/ponies and to promote horse shows that are interesting and entertaining to the spectators. ARTICLE III: MEMBERSHIPS A. Memberships will be open to all persons interested in the purpose of the Organization. Membership will be Forty Dollars ($40.00) for a single membership and Fifty Dollars ($50.00) for a family membership. The calendar will be from January 1 st thru December 31 st for the yearly membership. There is no initiation fee. Regardless of what time a membership is purchased, dues will be the same. Those members not paying their dues shall have no voice in any meeting. A member must be 12 years or older to vote. Stable names will be accepted as membership names. B. Registration papers must be available upon request. ARTICLE IV: OFFICERS AND THEIR ELECTIONS The officers shall be President, Vice-President, Secretary, Treasurer, Point Secretary and News Reporter. There will be eight (8) Trustees chosen from the membership. The trustees will be from each division of the organization: American Saddlebred, Contesting, English Pleasure, Halter, Miniature Horse, Trail, Western Pleasure, and Youth. The election of the officers and trustees will be held at the annual year end awards banquet. ARTICLE V: DUTIES OF OFFICERS AND TRUSTEES A. PRESIDENT The President shall preside at all meetings and will cast no vote, except in case of a tie during voting. It shall be his/her duty to appoint committees and committee chairmen and to be a member of the committees and to enforce strict observance of the rules and by-laws. To sign the records thereof. Has the authority to appoint a member to fill a vacancy on a committee. President will always be the show steward at all shows unless he/she appoints another officer in his/her absence. B. VICE PRESIDENT In the absence of the President, the Vice-President shall fill his/her office. The Vice-President will also assume responsibilities of the Eat Stand and the organization of the items and workers needed. C. SECRETARY The Secretary shall conduct all correspondences and keep record of all meetings. He/she will be responsible for presenting the minutes for the previous meetings to the membership. In the absence of the President and Vice President the Secretary shall assume the duties of the office. He/she shall give all notices of meetings, shows, and other activities to members. He/she will update club memberships and keep track of all requirements. He/she will be in charge of revising and printing the show bills for each year and delivering any material needed for any publication source for the club. Page 3

4 D. TREASURER The Treasurer shall keep track of all monies received and pay bills as approved by the organization and have the books ready for audit. He/she will need to provide and Income/Expense Statement and the balance available at each meeting. The Treasurer will bring all statements and records to each meeting. He/she will keep proper records of all show reports. Must sign the money box sheets for every show and be responsible for all money to and from every show. He/she is responsible for the completion of any tax and insurance forms and is to keep a copy of all judges and arena contracts. E. POINT SECRETARY The Point Secretary shall keep track of all points accumulated by all exhibitors, with the results to be published on the website, maintain a file of all registration papers, and make the Point Book available at all shows. He/she must maintain a copy of the most current membership roster. F. NEWS REPORTER The News Reporter reports all club news of AOSHO shows, (not responsible for club sponsored shows), update the website and/or Facebook Page, and take pictures at the shows. He/she is also responsible for creating the advertisements and club updates for magazines and any other publication that will be delivered to the Secretary to be submitted to the respective publication agency. G. SHOW SECRETARY This person will manage the entry booth and administer and design the show entry software. He/she is expected to be at every AOSHO show at least ½ hour prior to the start of the show. He/she will then set up software, enter all entries, print off copies for announcers, and print off close out of all AOSHO shows and make copies for the Treasurer and Point Secretary. This position will be paid based on the club s financial situation and the amount will be agreeable to both the AOSHO and the appointed Show Secretary. H. DUTIES OF OFFICERS AND TRUSTEES Officers and Trustees shall make proposals to take before the membership. All grievances are to be brought before the Trustees for resolution, and then taken to the officers. The Trustees need to be knowledgeable of the breeds that they represent. They also need to be up to date on the rules of that event and/or breed specifications and be prepared to answer questions at any AOSHO show. All must try to be available to help set up, work, and close up all AOSHO shows. ARTICLE VI: ORDER OF BUSINESS The order of all business at meetings shall be as followed A. Call Meeting to Order B. Reading of the minutes for the previous meeting C. Treasurer s report (copies will be provided upon request) D. Committee Reports E. Old Business F. New Business G. Adjourn ARTICLE VII: QUORUM A meeting with five (5) members, one of whom is an officer to preside, will constitute as a quorum. Page 4

5 ARTICLE VIII: LIABILITY The Organization will not be responsible for accidents or loss of property. ARTICLE IX: REPEALS AND AMENDMENTS This code of regulations may be repealed by a majority of the board (officers and trustees) at any regular meeting with the following requirements. A.) Non - Emergent Rules/ Bylaw Changes: A recommended change to the club rules/bylaws that does not represent an immediate issue affecting the club, must meet the following criteria: o Proposed change must be presented to the board at a regularly scheduled AOSHO meeting for review of members. o At conclusion of 2nd AOSHO meeting a vote will be placed to accept or deny the proposed change. B.) Emergent Rules/Bylaws Changes: In situations where there is a need to make an immediate decision regarding a change the following criteria must be met: (Emergent will be defined as either a current rule/bylaw or the lack of a rule/bylaw that is having an adverse influence/ impact on the club that requires immediate attention.) o The AOSHO president and /or show steward will have the authority to implement temporary rulings on the day of the show. o The change to address the ruling will be ed to the members with a 3 day voting response required to implement a temporary change to the rules/bylaws o The temporary change will uphold the voting process and alter if passed. o The change will then be presented to members at the next regularly AOSHO meeting. o At the conclusion of the AOSHO meeting a vote will be placed to accept or deny the temporary change SHOW RULES 1. Any organization wanting a show date from this organization must pay a fee of $50.00 to reserve the date. Those who had a show date from the last year will have until the March meeting to retain their dates. Other organizations who wish to be approved for a point show also have until the March meeting to reserve their date and to be approved or declined. A two (2) day show shall pay $50.00 per day. 4-H clubs pay the same amount as any other organization. The $50.00 is to reserve the date and is to be paid at least 60 days prior to the show date. If not paid results will be forfeit of the date. 2. All clubs, organizations, or individuals desiring to sponsor and AOSHO approved show must run the current AOSHO showbill in its entirety. These shows will be governed by AOSHO rules. Additional classes may be added. The only classes that may be deleted are the $100 classes with the exception of $50 Trail which is a point class. Money classes do not need to be guaranteed. 3. The age of the child is to be determined as of January 1 st of the show year. 4. The age of the horse is considered one (1) year older as of January 1 st of the show year. 5. No excessive hitting of any horse/pony or exhibitor on the show grounds (inside or outside of the arena) is allowed. Page 5

6 6. The judge certification may be optional but great care should be taken to get a judge who is knowledgeable of show horses, ponies and miniatures, and be from outside the organization. The show bill committee, which consists of All Ohio Officers and Trustees, will make judge selection. The same judge should not judge two of our shows in the same year (preferably not judging any outside AOSHO approved point shows in our local area). A valid effort should be made to seek out new and properly qualified (knowledgeable of all breeds) judges annually. 7. AOSHO have will a show steward, consisting of All Ohio officers present at all shows. Our steward committee will make any decisions needed regarding rules. Their decisions will be final. AOSHO rules will prevail. 8. The show secretary will present to the AOSHO show steward a recording, showing the placings in all point classes and must also include entries in all classes. This must be received on the same day as the show. If not, no points will count for that show. 9. Handlers of Stallions must be eighteen (18) years or older (inside or outside of the arena). 10. Any member may be suspended or expelled by the Show Steward Committee for abuse of this committee, judge or ringmaster. A written notice served five (5) days before the effective date of each expulsion and loss of points must be served upon such member and he/she shall be given an opportunity to be heard be the show steward committee if he/she requests it. 11. Any exhibitor, who argues or is abusive to any judge on said day of show while judging is in progress, will lose all points accumulated for that day. If there is a complaint, the exhibitor should approach a steward, who in turn approaches the judge after the show. If the judge wished to speak to the exhibitor, he can, if not, a protest fee of $ must be deposited with the show committee at the time the protest is made. This fee is non-refundable. 12. The organization will have a point system to determine the year-end grand champion, reserve champion, third, fourth, fifth place awards for each individual class along with the High Point Champions and Reserve Champions. In order to qualify for points in a particular class, a horse/pony/miniature must show in (2) two of the AOSHO hosted shows in that particular class. Example: If there are 4 All Ohio sponsored shows and 2 Hoof Beats Sponsored shows, you must show in at least 2 of the All Ohio sponsored shows. All tabs must be paid to AOSHO or any other point approved organizations within thirty (30) days of the show the tab has not been paid to, for points to count for the year end awards, from that show. The points in equitation, horsemanship, showmanship, and contest classes will follow the horse/rider. The points in Equitation, Horsemanship, Showmanship, Youth, Adult, and Lead-Line classes will follow the 1 horse 1 rider rule. Points will follow the horse in all open classes. If a member rides a second horse in the same youth, adult, lead-line, equitation, horsemanship, or showmanship class, the points will start over for that horse and rider; with the exception of a major injury or death of a horse. A major injury is considered an injury that will prohibit the horse from being shown for the rest of the current show season. A written signed statement from the veterinarian stating the injury or death is required for the replacement horse to be used and for the points to NOT start over. The signed vet statement should be given to the current All Ohio President. In open classes (classes that don t state Youth, Adult, Lead-Line, Equitation, Horsemanship, or Showmanship) the points will stay with the horse. 13. Officers who are unable to show at AOSHO shows due to Officer Responsibilities will be exempt from the 2 show AOSHO Rule. Page 6

7 14. The points for year-end high point follow 1 horse 1 rider rule. You will only receive points for the classes you rode or led that horse in, not all total points the horse received. You must also have shown that class at (2) two AOSHO shows. 15. The point system is as follows: when an exhibitor places first thru fifth in a class, he/she will receive a point for each exhibitor places above and a point for him/her self. EXAMPLE: There are 20 entries in a class, first place will receive 20 points, second place 19 points, third place 18 points, fourth 17 points and fifth place 16 points. 16. Whenever an all breed class/color breed class appears at a show, the registered horse must show in their registered breed class. Double registered horses can show in both color and breed classes. 17. All animals must be declared a horse, pony, or miniature A or B at the beginning of the show season and shown that way for the entire year. 18. Halter classes: All horse and pony and miniature classes will be shown in either bridle or show halter. Biting rigs are not permitted. Persons showing in halter classes must wear proper attire for the show ring. 19. An exhibitor exhibiting in a class without a valid entry will be charged double for their entry. If they choose not to pay their entry fee, they will automatically forfeit their year-end awards. 20. There will be no refunds for scratched classes. Refunds will only be given at the show steward s discretion. Refunds for lameness/injury to horse/rider will be given for unused entry fees, if approved by the show steward committee. If you scratch a class, that class does not count towards year end awards. If you do not show in that class, whether you paid for it and then scratched, it does not count towards year end awards. No grounds fees, stall fees, or camping fees will be refunded. 21. There will be a 2 min gate call. You will be permitted 2 minutes for a tack change. Once the gate is closed you will not be permitted to enter. You must notify the entry booth when tack changes are needed. 22. Entries will close when the first horse enters the arena in that respective class for all contest classes. Entries will close 1 class prior for all halter and performance classes. 23. Horse s registered name must be the same on the entry forms as listed on your membership. 24. You may ask someone to give you some hours, or you may give someone some of your hours to help them out towards year end awards. You must let the secretary and the point secretary know and you still must fulfill your other requirements to be eligible for year-end awards. Page 7

8 25. All miniature horses and ponies must be measured prior to showing. Divisions: A Miniature Horse: 34 and under B Miniature Horse: Over 34 to 38 Pony: Over 38 to 58 Horse: Over 58 A. All Ponies and Miniature Horses must be measured and have an official measurement card on file with the show secretary to show in these classes for the show year. Entries will be denied without proper measurement. An official measurement steward will be hired by the Show Bill Committee. B. Ponies shall be measured from the ground up to the highest point of the horse s withers. The front legs must be parallel to the measuring stick and the back of the hocks must stand in a vertical line with the horse s buttocks. (Pictures will be posted) The head and neck must be in a natural position and the animal must stand squarely on all four feet. Handlers will be asked to refrain from manipulating the horse in any way that may alter the measurement. C. Miniature Horses will be measured level from the ground up to the base of the last hair of the mane. The front legs must be parallel to the measuring stick and the back of the hocks must stand in a vertical line with the horse s buttocks. (Pictures will be posted) The head and neck must be in a natural position and the animal must stand squarely on all four feet. Handlers will be asked to refrain from manipulating the horse in any way that may alter the measurement. (Front) (Rear) D. An officer will be present to witness the official measurement. E. Blankets, sleezy s, and hoods must be removed before being measured. F. Each horse is allotted a maximum of three (3) measurements conducted on the same day. After the horse shows at one AOSHO approved show, the horse must be shown in the determined height division for the rest of the year. If three measurements are taken, the third measurement will be the final measurement for the year. All horses must be measured prior to the start of the show. Measuring will begin 1.5 hours before the start of a show and CLOSE 30 minutes prior to the official start time. (This will allow the show secretary to finalize entries for the morning session). 9 CLASS RULES 1. SHOWMANSHIP ALL AGES To be judged on the ability of the exhibitor to properly show the horse or pony, upon the grooming and condition of the animal. The judge will decide on patterns, proper attire and equipment are required. Exhibitors can only show one horse in these classes. 2. HORSEMANSHIP / EQUITATION Riders will be judged on hands, legs, seat and general appearance. They must walk, jog and lope at least one way of the ring and work at the discretion of the judge. May ride English or Western. The judge will decide patterns. Proper attire and equipment are required. 3. WESTERN PLEASURE / $100/ Reg. Quarter Horse/ Adult/ Youth The horse should carry his head and neck in a relaxed, natural position, with his poll level with or slightly above the level of the withers. He should not carry his head behind the vertical, giving the appearance of intimidation, or be excessively nosed out, giving a resistant appearance. His head should be level with his nose slightly in front of the vertical, having a bright expression with his ears alert. He should be shown on a reasonably loose rein. He should be responsive, yet smooth, in transitions when called for. When asked to extend, he should move out with the same flowing motion. Maximum credit should be given to the flowing, balanced and willing horse that gives the appearance of being fit and a pleasure to ride. This class will be judged on the performance, condition and conformation of the horse at the walk, trot, and lope with the option of an extended trot. Proper attire and equipment required. Junior/Senior Horse Classification: Junior Horse- 5 years and under as of January 1 Senior Horse- 6 years and older as of January 1 4. HUNTER UNDER SADDLE/ $100 /Adult/ Youth To be shown under English type saddle. Good manners are essential both in executing the gaits. Horses must show in three distinct gaits. Walk, Trot and canter both directions of the ring with the option of extended trot. May be asked to back on the rail. Proper attire and equipment required. 5. WALK/TROT EQUITATION/HORSEMANSHIP/HORSE & PONY RIDER 9 & UNDER No Stallions. Class to be judged on equitation of child. English or western tack with corresponding and suitable attire. Any child showing in this equitation class CANNOT show in 3 gaited classes. Backing may be requested. 6. WALK/TROT EQUITATION/HORSEMANSHIP/ HORSE AND PONY No Stallions. Class to be judged on equitation of child. English or western tack with corresponding and suitable attire. Any child showing in this equitation class CANNOT show in 3 gaited classes. Backing may be requested. Patterns may be discretion of the judge. 7. OPEN LEAD IN RIDER 8 YEARS AND UNDER The leader should not be considered in the judging. Pony or horse to be led on a loose line. The saddle must fit the child properly with feet in the stirrups and No tying of the child in the saddle. Stirrup Buddies are permitted. The rider of the horse must be a member of the club in order to receive points. To be shown both ways of the ring at a walk. No Stallions permitted. Backing may be requested. Lead-In riders are not eligible for 3 gaited classes. Page 9

10 8. PONY PLEASURE WALK/TROT 58 AND UNDER The pony showing in this class is to be shown at the walk and trot both ways of the ring and backing may be requested. No tie downs permitted. English or western with corresponding and suitable attire. All ponies must be measured. 9. HALTER CLASSES (a) A halter class is defined as a class where the horse is judged based on its conformation. (b) The purpose of the class is to select well-mannered individuals in the order of their resemblance to the breed ideal and that are most positive combination of balance, structural correctness, and movement with appropriate breed and sex characteristic and adequate muscling. 10. REGISTERED ALL BREED HALTER Any Registered breed horse/pony must show papers if asked. NO QUARTER HORSES OR COLOR BREED HORSES. This class is to be judged as the same respected breed. 11. REGISTERED ALL BREED PLEASURE Any registered breed other than Quarter horses. Must be able to show registration papers if asked. Can be shown western or English and is to be judged as western or English class. Proper equipment and attire is required. 12. AMERICAN SADDLEBRED IN HAND To be shown at a trot on the line. May be asked to walk to the rail then trot down the rail and return to the lineup. To be judged 50% confirmation and 50% way of go and finish. Entries must be shown with a full mane and tail with the exceptions of the weanlings and a three-gaited performance horse which will be shown with a shaved mane. Set tails are prohibited on weanlings and yearlings. Weanlings are to be shown in a fine show halter; yearlings can be shown in a fine show halter or with a snaffle bit. Two year olds and older are to be shown in a curb bit. 13. AMERICAN SADDLEBRED ENGLISH SHOW PLEASURE The English Show Pleasure horse generally has less animation than the Three-Gaited, Five-Gaited and Fine Harness Performance horse. Shown at a flat walk, trot and canter. Special emphasis is placed on a true flat walk. Entries must stand quietly and back readily in the line-up. Entries are to be judged 75% on manners, performance, presence and quality; 25% on total conformation. Entries must be shown with full mane and tail. Horses showing in the English Show Pleasure division may wear tail sets or bustles, but may not show with the tail gingered, tied, or braced, and unset tails will not be penalized. Braids and inconspicuously applied hair in mane and tail are permitted. Shoe bands and pads are permitted. English Equipment: A full bridle, Pelham or curb, any English-type saddle. For rider, informal attire with coat and hat or protective headgear. Page 10

11 14. AMERICAN SADDLEBRED ENGLISH COUNTRY PLEASURE The English Country Pleasure horse may be less showy than the Show Pleasure horse but should still be typical of the breed. Shown at a flat walk, halt, trot, extended trot, and canter. Entries must be asked both ways of the ring to halt and stand quietly on the rail. Horses must stand quietly and back readily in the lineup. Entries are to be judged 75% on manners, performance, presence and quality; 25% on total conformation. English Country Pleasure horses must be plain shod. (No pads). Permissible as plain shod shall be a shoe (inclusive of caulks), which may be thicker at the heel and may include toe clips and side clips. Also permissible is an egg bar shoe. The sole and entire frog of the foot must be visible. Entries must be shown with full mane and tail. Tails must not be gingered or put in any device (i.e., tail set, bustle or brace) which alters their carriage while on the grounds. The fact that a horse s tail has once been set does not exclude participation. Braids and artificial manes are prohibited. Inconspicuously applied hair in the tail is permitted. English Equipment: A full bridle, Pelham or curb, English-type saddle. (No forward seat saddles allowed.) For rider, informal saddle seat attire with coat and hat or protective headgear. 15. OPEN $50 TRAIL AND WALK TROT TRAIL The class shall be open to English or Western horses. Each entry will work individually over or through obstacles. They are to be judged on the horse and rider s ability to navigate through the course with an emphasis on the manners and the horse s response to the rider. The course must consist of at least five (5) obstacles. The exhibitor must be required to walk, trot, and lope/canter through the course in $50 Trail and will be required to walk and trot in Walk/Trot Trail. Pattern specifics to be made by the judge or show manager. Each entry will be given a score based on the rider/horse s performance. Disqualifications o Use of two hands (except English or Jr. Horses in snaffles or hackamores) only one hand may be used on the reins except when it is permissible to change hands to work an obstacle. o Performing the obstacle incorrectly o No attempt to perform an obstacle o Three (3) consecutive refusals, balk or evading an obstacle by shying or backing. o Failure to demonstrate correct gait between obstacles. o Touching the horse on the neck to lower head o Use hand/reins to instill fear or give praise. 16. OPEN TRAIL IN HAND Open to any exhibitor NOT showing in Open $50 Trail or Open Walk Trot Trail. Horse is to be exhibited with a halter and a lead rope that is at least 12 feet long but no longer than 25 feet. A class consists of six (6) obstacles. A back through, a side pass, and logs are required. The exhibitor may change hands on the lead to complete obstacles. Swinging the lead rope at the horse to coheres them over/through an obstacle is permitted as long as it does not touch the horse. Touching the horse to lower head or use hand/lead rope to instill fear will result in disqualifications. A maximum of 3.0 minutes is allowed for the course. A starting point will be established in each course. Horses not completing the course within the time limit are scored on what they did and placed accordingly, but they cannot place higher than a horse completing the course or a horse doing more obstacles. The class is judged on manner, way of going, performance, and willingness. Horses are disqualified for doing obstacles out of order or the exhibitor baiting the horse to do an obstacle. 12 17. CONTEST CLASSES A penalty of five (5) seconds will be added to the rider s time for each obstacle knocked over with the exception of the poles in the Keyhole class and Stakes Race in which the rider will be disqualified. NO reruns for broken equipment. No excessive hitting of horse or pony (excessive hitting will be determined by the judge or steward committee). In case of a tie, the exhibitors that have tied will complete a rerun to break the tie. Off pattern will result in a no time. Poles will be set up with 21 feet between each pole. Barrels will be set up as follows 20 yards to 1st barrel 30 yards between 1st and 2nd and 2nd and 3rd. Dimensions of the pattern will be adjusted for the size of each arena. One run per horse, per class with the exception of exhibition. The rider may start running their horse as soon as they are between the gates. If there is a chute, they can start running when they enter the chute. The gate will be closed behind the rider and WILL NOT be opened until the rider has control of their horse; this includes arenas with chutes. Each exhibitor has a maximum of two (2) minutes to get their horse in the arena. Failure to get the horse into the arena with in two (2) minutes will result in a disqualification of the exhibitor. The two (2) minutes will begin right after the exhibitors name is announced to run. Hats are NOT required, but if a member wears a hat and it falls to the ground, it will result in a five (5) second penalty added to their time. Suitable attire is required, shirts must have sleeves and suitable for riding, NO tank tops or sleeveless shirts permitted and must wear protective boots. In Peewee Barrels an adult may lead the rider into the arena. It is optional for that adult to take the rider through the pattern. 18. DRIVING CLASSES HORSES AND PONIES 58 & UNDER Members should be suitably attired for this class. Horses and ponies will be asked to walk, slow trot, and extended trot. They will be asked to work both ways of the arena. Drivers may be asked to reverse on the diagonal at a walk. Drivers may be asked to back. Horses should seem to be consistent in their drive and present an appearance of a pleasure to drive. 19. DRIVING CLASSES HORSES AND PONIES OVER 58 Members should be suitably attired for this class. Horses and ponies will be asked to walk, slow trot, and extended trot. They will be asked to work both ways of the arena. Drivers may be asked to reverse on the diagonal at a walk. Drivers may be asked to back. Horses should seem to be consistent in their drive and present an appearance of a pleasure to drive. 20. MINIATURE HORSE DRIVING CLASSES Members should be suitably attired for this class. The miniature horses will be asked to walk, pleasure trot, and the extended trot. They will be asked to work both ways of the arena. Drivers may be asked to reverse on the diagonal. Drivers may be asked to back. Horses should seem to be consistent in their drive and present an appearance of a pleasure to drive. 21. In any performance class, the judge shall not call contestants off the rail at any gait where horses are worked on the rail.
