Measurement cards will be available from the show secretary and ponies MUST be measured before numbers will be handed out. Non-WPCSA owners must pay a $5.00 measurement fee. Measurement of Welsh Ponies and Cobs will take place 5 to 8 PM Friday, July 13 ~ To make an appointment to have your pony or cob measured or if this time does not work out for you, please contact a member of the show rules commission ASAP. Measuring will take place in the center of the horse barn. Awards 1. Ribbons or other prizes awarded first through sixth place. Appropriate trophies or other awards for champions. Guaranteed prize money of $200 will be offered in all WPCSA classes (except classes 28-32) with 3 or more entries at $3 for first place and $2 for second place. All prize money will be mailed within 30 days of the show. WPCSA classes will receive appropriate awards. CLEJAE Welsh Ponies High Point Gelding Award will go to the gelding with the most points overall to include open, halter and performance classes. RYJOE Welsh Ponies High Point Driver Award will be given to the driver with the most WPCSA points in driving classes to include draft, multi draft, carriage, and pleasure driving. Show Manager's Volunteer Award will go to the person who the show manager and show committee feel stepped above and beyond the call of duty during the show weekend. Show staff are not eligible for this award. Volunteers can ask show staff before or during the show what needs to be done or check on the show volunteer board for the latest "help wanted" postings. Rusty Stirrup Award will go to the 40 year old and older rider that earns 1 st place in the Rusty Stirrup class. This award is

3 meant to encourage and recognize those older riders who wish to be active with riding their Welsh. Sponsored by Kristin Kallsen, Meadow Sweet Too Farm. Other awards may be given. 2. Points will be tabulated according to the rules and regulations of the WPCSA and the points won will count towards the WPCSA High Score Awards for ponies/cobs registered with the WPCSA. Open points will be tabulated by WPCSA rules. 3. All forms MUST be signed by the owner/agent (must be 18 years of age). One owner per entry form. There will be a $50 fee for checks returned. Stabling Information The Stearns County Fairgrounds is a very nice facility with safe metal box stalls and concrete floors. Stabling for ponies/cobs is available on the show grounds from Friday at 3:00 p.m. until Sunday at 7 p.m. All stabling is prepaid with entry fees. Those wishing to come earlier or stay later need to make arrangements with the show secretary. Shavings may be ordered at the rate of $8/bag. See entry form. Other Information Water is available on the grounds and there are three wash areas for ponies. There is a modern and clean bathroom facility with showers for those camping overnight. There are fast food places and nice restaurants nearby. Camping is available on the grounds with a $15/night electrical hookup fee. See entry form. Rules and Regulations 1. All applicable classes are run in accordance with the current WPCSA rules and will be judged and conducted in accordance therewith. 2. The show committee reserves the right to combine, cancel or add classes, except WPCSA designated classes. 3. No fees paid to Heart of Minnesota Welsh for entries will be refunded for any reason unless a valid medical reason is submitted by a physician or veterinarian. Stall fees are not refundable. All disputes will be adjudicated by the show rules committee. 4. All registered Welsh and Half-Welsh ponies and cobs over 1 year of age MUST include a current copy of their certificate of registration from the Welsh Pony & Cob Society of America or the Canadian registry. If the animal is under one year and not yet registered, submit a copy of the dam s Certificate of Registration, the registration number and registered name of the sire and the proposed registration name of the entry. Ponies over 1 year without a registration certificate must have permission from WPCSA in order to show. 5. Closing date for pre-entries is July 1. Classes may be added for pre-entered ponies on show day. Those wishing to enter after the closing date will pay a $30 late fee and must make arrangements with the secretary. 6. ALL ponies and cobs MUST show proof of Negative Coggins dated within 12 months of the show. Foals at dam s side are covered under the dam s test. This is MN state law. 7. Stallions may be shown in all performance classes except those noted, but MUST be under control. Unruly animals will be excused from ring. 8. All ponies and cobs must be serviceably sound. In case of unsoundness, judge may have animal excused from ring. 9. The show committee, Heart of Minnesota Welsh, Stearns County Fairgrounds and their employees are not responsible for accidents of any kind or loss of personal property or damage of any kind. 10. All attendees of ponies and cobs will be subject to the order of the show and MUST have animals ready to enter the ring when required. If you have delays, you must contact the ring steward. Tack changes where needed. 11. Entries are made and accepted with the understanding that entrants are familiar with the rules of the WPCSA and the Welsh rules of the USEF. Every class designated WPCSA at this show is covered by these rules. 12. A fee of $50 is required to file a protest of any kind with the WPCSA. 13. Any animal on a trail or other obstacle course before the class, will be eliminated from the competition. Courses may be walked by riders or drivers only. 14. Please be courteous of other competitors. Riders, please exit the outdoor arena during driving competitions. Drivers, please keep a large distance from the outdoor arena during riding competitions. * A properly attired groom or passenger is required for all pairs, tandems, unicorns or 4 in hand, capable of rendering assistance in case of an emergency. Failure to comply will result in elimination from the class. WPCSA rule. * Removing the bridle from an animal harnessed to a vehicle, or leaving an animal unattended while hitched, anywhere on the show grounds, will result in instant elimination and removal from the show grounds. WPCSA rule. * Junior exhibitors must wear approved protective headgear (ASTM/SEI) at all times whenever mounted or in a driven vehicle at all times while on the show grounds. Harness must be secured and properly fitted. Any rider or driver violating this rule at any time must immediately be prohibited from further riding or driving until such headgear is properly in place. WPCSA rule. WPCSA BREED CLASSES (Article 110.2) Animals are to be shown in hand at a walk and a trot except in group classes. Purebred Welsh to be judged 85% on breed type, conformation, way of going, quality and substance and 15% on disposition and manners. Natural reaching action is

4 desired. Half-Welsh & Part Breds to be judged 85% on conformation, way of going, quality and substance and 15% on Welsh breed type, disposition and manners. WPCSA WELSH ENGLISH PLEASURE (Article112.3) To be shown at a walk, trot and canter both ways of the ring on light contact without a martingale. To be judged 75% on performance, manners, movement and style; 25 % on breed type and conformation. Working class to be judged 100% on performance. WPCSA WELSH WESTERN PLEASURE (Article 112.4) To be shown at a walk, jog and lope both ways of the ring without a martingale, on a reasonably loose rein, without undue restraint. To be judged on performance, with emphasis on manners 65%; breed type, conformation and movement 25%; appointments 10%. Working classes are judged 100% on performance. WPCSA PLEASURE DRIVING (Article 113.1) To be shown to a suitable two or four-wheeled vehicle or four-wheeled vehicle for pairs, but not a viceroy, racing sulky or fine harness rig. Use of a bike style vehicle with floorboards and a basket is acceptable. To be shown both ways of the ring at a walk, working trot and trot on and stand quietly and except for tandems, to back readily. A properly attired groom or passenger capable of rendering assistance in case of an emergency is required for all pairs and tandems; unicorns and four-inhands require 2 grooms/passengers. Failure to comply will result in elimination from the class. To be judged 75% on performance, manners, movement and style; 25% on breed type and conformation. Working classes are judged 100% on performance. WPCSA CARRIAGE DRIVING (Article 113.2) 12/1/2017 (wire wheeled vehicles may be used if stated in prize list.) Classes open to Ponies/Cobs/Half-Welsh/Part Breds. To be shown both ways of the arena at a walk, slow trot, working trot and strong trot. To stand quietly, both on the rail and while lined up, and to rein back. In the slow trot the animal should maintain forward impulsion while showing submission to the bit. A properly attired groom or passenger capable of rendering assistance in case of an emergency is required for all pairs and tandems; unicorns and four-in-hands require 2 grooms/passengers. Failure to comply will result in elimination from the class. WPCSA CARRIAGE DRIVING TURNOUT (Article ) To be judged primarily on the performance and quality of each turnout. To be shown both ways of the ring at a walk, slow trot, working trot and strong trot. To stand quietly and to rein back. To be judged 70% on the condition, fit and appropriateness of harness and vehicle, neatness and appropriateness of attire and overall impression; 30% on performance, manners and way of going. WPCSA CARRIAGE DRIVING WORKING (Article ) To be judged primarily on the suitability of the animal to provide a pleasant drive. To be shown both ways of the ring at a walk, slow trot, working trot and strong trot. To stand quietly both on the rail and while lined up and to rein back. May be asked to execute appropriate tests. To be judged 70% on performance, manners and way of going; 20% on condition and fit of harness and vehicle; 10% on neatness of attire. WPCSA OBSTACLE/CONES DRIVING (Article ) Obstacle/Cones to be judged 100% on performance. Course plan must be announced and posted one hour before competition is to begin. Competitors may walk the course. Martingales and overchecks are prohibited in obstacle classes for all vehicles. Side checks are optional. Failure to comply incurs elimination. Refer to specifications in rulebook (Article ) for the type of obstacle/cones classes being offered. See Article for definition of break in gait. WPCSA Obstacle - Fault and Out. Drive a course until obstacle is dislodged. Time stops at that point. Fastest time completing the course or fastest time completing the most obstacles wins. 1. To be driven and timed over a course of numbered obstacles. 2. After passing the starting line, the driver shall proceed through each obstacle, in order, until the allowed time expires or an obstacle is dislodged. 3. If an obstacle is dislodged or time expires, a signal will be given. The competitor will drive through the next obstacle. Time will be taken as the rear axle clears the obstacle. 4. No score is given for the obstacle driven after the signal. If the obstacle driven after the signal is dislodged, no time will be taken. 5. If all the obstacles are completed before the lapse of the allowed time, the competitor shall start around the course again, but is not required to pass through the starting markers again. 6. A disobedience (refusal, run-out, circle) will be scored as a dislodgment of the obstacle at which the disobedience occurs. 7. Placings will be determined by the greatest number of points. Time will decide ties. If a tie remains with equal points and time, the winner will be decided by a drive-off. 8. The score of an eliminated driver shall count, up to the point of elimination, but the competitor must be placed after those with an equal score. 9. Points and Penalties (as they differ from those listed in the penalties section): a) Obstacle cleared 2 points b) Obstacle dislodged 1 point c) Failure to drive obstacle after signal Elimination d) Dislodging obstacle after signal No Time WPCSA Obstacle - Pick Your Route

5 1. To be driven over a course of obstacles (paired markers) with no set route. The number of obstacles to be proportionate to the dimensions of the driving area. Not to exceed 20 obstacles. 2. Typically obstacles in this type of class are not measured for each entry, but are set at 2.5 meters or 8'3" at the start of the competition, and only reset in the event of a knockdown. 3. After passing the starting line, the driver shall proceed through each obstacle to the designated finish line, choosing his own route. Each obstacle is to be negotiated once and only once, but may be approached from either direction. 4. Course faults are scored as penalty seconds and are added to the driver s elapsed time. Placings are determined on a low total time basis. Ties for first will be decided by a drive-off (unless otherwise stated in the prize list). 5. Penalties (as they differ from those under penalties section): a) Knocking down or dislodging obstacle 5 seconds b) Driving through an obstacle again 10 seconds each time c) Missing an obstacle Elimination WPCSA DRAFT DRIVING (Article 113.3) 12/1/2017 Classes open to Ponies/Cobs/half-Welsh/Part Breds. To be shown to suitable four-wheeled vehicle for multiples, or cart for singles or tandems. Utility is stressed for animals, harness and draft vehicles. Traditional type carts such as road carts or stud carts are suitable for singles and fifth wheel hitch wagons for multiples. Inappropriate equipment to be penalized. Draft type harness is required. To be shown both ways of the ring at a flat-footed walk and a working trot. To halt, stand quietly and back readily. Individual maneuvers may be requested. A properly attired groom or passenger capable of rendering assistance in case of an emergency is required for all pairs and tandems; unicorns and four-in-hands require 2 grooms/passengers. To be judged 75% on performance, manners, movement and style; 25% on breed type and conformation. Working class to be judged 100% on performance. WPCSA HUNTER SEAT EQUITATION (Article 114.3) 12/1/2017 Classes open to Ponies/Cobs/ Half-Welsh/Part Breds. To be judged on the rider s appearance, seat, hands and control of their mount. Animals 13.2 and under jump 2 ; animals over 13.2 jump 2 6. Over Fence (o/f) classes: to be shown over a minimum of six obstacles. Under saddle (u/s) classes: to be shown at a walk, trot and canter both ways of the ring. Test may be required. WPCSA STOCK SEAT EQUITATION (Article 114.5) Classes are open to Ponies/Cobs / Half-Welsh/Part Breds. Riders to be judged on seat, hands, performance of animal, appointments of animal and rider and suitability of animal to rider. Riders enter the ring at a walk or jog and are judged at a flat-footed four beat walk, two-beat jog and a three-beat lope both ways of the ring. All competitors are required to back a straight line during the lineup. Tests may be required. WPCSA TRAIL (Article 115.3) 12/1/2017 Open to all Ponies/Cobs / Half-Welsh/Part Breds. Junior and adult (separate divisions are to be offered for juniors and adults). English or Western equipment. To be shown over and through obstacles at a walk, optional trot or jog and optional canter or lope. To be judged 100% on performance. WPCSA LEADLINE WALK (Article 115.4) 12/1/2016 Classes open to riders 7 & under mounted on Ponies/Cobs / Half-Welsh/Part Breds, mares and geldings. The leading rein to be attached to the cavesson on the English bridle or to a noseband, cavesson or halter with a Western bridle while leaving control of the pony to the child. No chain leadlines allowed. Judged on equitation and suitability of mount at a walk. To stand quietly. To be led by an adult or a junior age 12 or over. Both handler and rider to be appropriately attired. English or Western attire is acceptable. No chain leadlines. RIDERS ineligible for other ridden classes except costume, leading rein, leadline walk-trot, and leadline walk-trot poles. WPCSA WALK (Article 115.5) Classes open to riders 11 & under mounted on Ponies/Cobs / Half-Welsh/Part Breds, mares and geldings. Judged on equitation and suitability of mount. English or Western attire is acceptable. RIDERS ineligible for other ridden classes except costume, leading rein, child s first pony, walk-trot and walk-trot poles. To walk both ways of the ring. WPCSA WALK-TROT (Article 115.5) Classes open to riders 11 & under mounted on Ponies/Cobs / Half-Welsh/Part Breds, mares and geldings. Judged on equitation and suitability of mount. To walk and trot/jog both ways of the ring. Possible test to include: walk, trot/jog, turn, halt and rein back at spots marked. English or Western attire is acceptable. RIDERS ineligible for other ridden classes except costume, leading rein, child s first pony, walk and walk-trot poles. WPCSA JUNIOR WELSH HANDLER (Article 115.6) 12/1/2016 Class open to juniors handling Ponies/ Cobs/ Half-Welsh/ Part Breds mares and geldings. Judged on the ability and skill of the Junior in handling their animal as in the breed ring. The show qualities of the animal shall not be considered, although cleanliness and grooming can be considered. Exhibitors enter to the left so as not to obscure the judge s view. The ring procedure should be the same routine used when judging standard halter classes. The judge evaluates the ability of the junior to follow directions, use space wisely, and execute the requested patterns. Juniors should appear ring wise, be alert

6 to the judging progression and be prepared for changes in the judging routine. This is not a showmanship class and a showmanship pattern should not be used. WPCSA WALK-TROT ADULT EQUITATION (Article 115.8) Class open to riders 18 years of age and older on ponies, cobs, Half-Welsh or Part Breds. English or Western attire is acceptable. Riders ineligible for any other WPCSA pointed ridden class at that show. Judged on equitation and suitability of mount. To walk and trot or jog both ways of the ring. Possible tests to include: walk, trot or jog, turn, halt and rein back at spots marked. WPCSA RIDDEN COB WELSH CLASSIC SEC. C & D (Article 115.7) This class is for registered Welsh Cobs and Welsh Ponies of Cob Type 4 years of age and over. To be judged 50% on conformation and 50% on performance. Entries shall enter the arena in a clockwise direction. To be shown on both reins as a group at the walk, trot, and canter with animation. The required individual performance must show all four gaits (the gallop need only be shown in one direction). Each animal will then be stripped and judged for conformation judging, showing at the walk and trot, in hand, by the rider. Once an entry has been judged for conformation it may be re-tacked. Class is an English class only. No Western, Saddle Seat or Side Saddle tack or attire. Qualified UK or American Judge to officiate. WPCSA RIDDEN WELSH CLASSIC SEC. A&B (Article 115.7) This class is for registered Welsh Ponies, Section A & B, 4 year of age and over. To be judged 50% on conformation and 50% on performance. Entries shall enter the arena in a clockwise direction. To be shown on both reins as a group at the walk, trot, and canter with animation. The required individual performance must show all four gaits (the gallop need only be shown in one direction). Each animal will then be stripped and judged for conformation judging, showing at the walk and trot, in hand, by the rider. Once an entry has been judged for conformation it may be re-tacked. Class is an English class only. No Western, Saddle Seat or Side Saddle tack or attire. Qualified UK or American Judge to officiate. WPCSA RIDDEN WELSH CLASSIC CHAMPIONSHIP CLASS (Article 115.7) To be judged 50% on conformation and 50% on ridden performance. Open to first and second place winners from the Ridden Welsh A/B Classic and the Ridden Welsh C/D Classic. There is no entry fee for this class. Places will be awarded for the Best Ridden and the Reserve Best Ridden. Any animal in this class is eligible to be named the Best Ridden. Entries shall enter the arena at the walk in a clockwise direction. The Judge shall request all four gaits (walk, trot, canter, gallop) in at least one direction, but animals need not show in both directions. The judge shall consider the size of the ponies/cobs, ages of riders, safety of arena when determining whether to have the animals perform as a group or individually. Individual pattern is optional at the judge s discretion. Entries shall not be stripped as conformation score from the qualifying class shall be carried forward. Open Walk Trot - Open to any age rider/breed of animal, combination NOT ready for canter. Horse/rider combination not to cross enter into any class which calls for a canter within the same show. Judged on equitation and suitability of mount. English or Western attire is acceptable. To walk and trot or jog both ways of the ring and rein back. Possible tests include walk, trot or jog, turn, halt and rein back at spots marked. Classes may be split by age of rider or animal. Open Costume - Open to any age individual or group and their pony. Dress up your pony and your handler/s. Pony may be lead, ridden or driven. Open Trail and Open Lead a Pony Trail Ponies or horses are ridden or led through the same trail course that is used for WPCSA Trail. Class may be split by exhibitor age and/or pony age if entries warrant. Same rules as WPCSA Trail. Only open to entries that cannot go in the WPCSA trail class. * Other open riding and driving classes will follow rules that apply for WPCSA riding and driving classes
