4 STEVE TROXLER COMMISSIONER STEVE TROXLER COMMISSIONER State of North Carolina Department State of Agriculture of North and Carolina Consumer Services Department of Agriculture and Consumer Services Dear Horse Show Exhibitors, This year we mark a significant milestone in the life of the North Carolina State Fair, as we celebrate the 150th edition of this great event! From the very first fair held on a small plot of land about a mile east of the State Capitol Building in 1853, through the trials of wars that prevented us from holding a few fairs, to today s event that draws more than 1 million people annually, the fair is a tradition that celebrates who we are as a state and our agricultural industry. Like the fair, this industry has grown significantly, and still remains vital and dynamic. Along the way, the equine industry has been an integral part of the State Fair. I couldn t be more proud that you are part of our rich tradition, drawing horses and riders from around the country to compete for more than $140,000 in prize money in a variety of classes and riding disciplines. The State Fair has always reflected the future of the agricultural industry and economy. First as a way for farmers to learn about the newest production techniques, and continuing today as a way to highlight our state s leading industry, which is an $84 billion economic driver for our state. That doesn t just happen. It takes a tremendous amount of personal dedication from people like you to continue to grow our industry. Engaging agricultural and equine programs and shows are more important than ever. We must look to the next generation to carry the mantle of agriculture s continued growth. What better way to spark the imaginations of future industry leaders than through the excitement they find here at the N.C. State Fair? It gives me great hope for the future of our industry as I visit with young people who are not just preparing to lead, but who are already charting our next 150 years. This year, the State Fair runs Oct I hope you will take time to discover all the State Fair has to offer, from the thrills on the midway to the hard work of your fellow exhibitors in our competition buildings. Be on the lookout for our mascot, Casey Cardinal, as you take in all the sights and sounds of the fair. He ll be handing out a limited amount of exclusive 150th State Fair memorabilia each day. Also, make sure you look through our daily schedule for all the activities we have planned to celebrate this special milestone. As a reminder, we will have fireworks displays from 9:45-10 each night of the fair. Fireworks will be launched from The Wolfpack Club/Carter-Finley Stadium property on Trinity Road. ALL HORSES MUST BE ENTERED IN AT LEAST ONE (1) CLASS TO BE CONSIDERED AN ENTRY. LATE PENALTIES WILL APPLY ACCORDINGLY. 1. This show is held under the current rules and specifications of the NASMA, AMHR, and their rules will govern, except that the rules and regulations of the North Carolina State Fair Horse Show shall take precedence where there is any conflict, and the decision of the Show Manager shall be final. The North Carolina State Fair Horse Show reserves the right to amend or change rules at any time prior to the show, and due notice given to the Exhibitor of any change. Exhibitors are responsible for knowledge of Show Rules. PLEASE NOTE LATE ENTRY PENALTY RULES Entries close with no late fee, September 18, All entries postal marked later than September 18, 2017, but received prior to 5:00 PM September 25, 2017, regardless of postal mark will be accepted at the regular entry fee, plus a $25 per horse post entry penalty. All entries received after 5:00 PM September 25, 2017, regardless of postal mark, will be accepted at the regular entry fee plus a $30 per horse post entry penalty. All monies, including stall money, will be refunded if the horse show office is notified by noon the day before your breed show starts for any canceled horses with the exception of a $20 office fee per horse, a $15 scratch horse fee, and late entry fees. No late penalty will be charged for added classes for horses already entered in the show up to one hour before the scheduled start of each session. All classes entered after one hour before the scheduled start of the session will be charged a session late entry penalty of $5 per class. Classes scratched within this period will not be refunded. Entries and stall reservations will not be taken over the phone. 2. In the event of Sale of, or injury to a horse after the closing date of entries, Show Management will permit an exhibitor to enter another horse; however, the new entry must be given another number. Legal proof of sale, designating the name and address of purchaser will be required. 3. Entry fees and stall fees must accompany entries. A signed open check policy will be in force. There will be no refund of entry fees after withdrawal deadline where a horse or pony is withdrawn for any reason other than illness or injury. Illness or injury must be sustained by a certificate signed by a licensed veterinarian and forwarded to the Show Secretary within 48 hours following examination. After arrival on the Show Grounds horses or ponies withdrawn for reason of illness or injury must be sustained by signed certificate from the official Show Veterinarian, and must be in the hands of the Show Management before the end of the NC State Fair Horse Show. A Scratch Fee of $15 per horse and all late penalties and office fee will be deducted from refunds. Stall refunds are only given if released by noon the day before the applicable breed show starts. 4. STABLING INFORMATION Permanent stalls have permanent doors. Half of the stalls will be on a shed-row with 10 over hang and half will be on the inside with a 12 aisle way. ENTRIES WISHING TO BE STABLED TOGETHER SHOULD MAIL THEIR ENTRIES IN THE SAME ENVELOPE. STALL RESERVATIONS WILL NOT BE TAKEN OVER THE PHONE UNLESS YOUR ENTRIES HAVE ALREADY BEEN RECEIVED AND YOU ARE ADDING TO THEM. SEE BODY OF PRIZE LIST AND ENTRY BLANK FOR STALL FEES. NOTICE THE AREA BETWEEN THE UNCOVERED WARM-UP RING AND THE CAMPERS IS RESERVED FOR THE ENTRIES SHOWING THEIR HORSES OUT OF THEIR TRAILERS. IT IS NOT FOR CARS/TRUCKS PARKING. MOVE YOUR CARS AND TRUCKS TO ANOTHER LOCATION. VIOLATORS MAY BE TOWED AT THEIR OWN EXPENSE. ALL NON-STABLED HORSES WILL BE CHARGED A $20 GROUNDS FEE PER HORSE PER DAY. NO HORSES ALLOWED IN CAMPER AREAS. 5. Trailers and vans will be allowed to park next to barns for unloading and loading only. Parking will be in designated areas only. This will be strictly enforced and violators will be towed. This is necessary for fire and safety regulations and for exhibitor safety and convenience. 6. ARRIVAL AND DEPARTURE OF HORSES See chart in inside front cover for arrival and departure schedule. Exhibitors should read this schedule carefully. Our timetable is such that the Management asks that you cooperate in observing the schedule. We reserve the right to change the schedule, and exhibitors entered in the show will be notified of any change. 7. PRIOR TO DEPARTURE all accounts must be settled and no animal will be permitted to leave the Show Grounds without an official release form from the Show Office. Any exhibitor failing to close out their account relinquishes all rights for change and their open check will be closed out by the show secretary. A $25 charge will be made on all returned checks when necessary to contact the Exhibitor for collection. All horses on the grounds that are not showing must still be listed on the entry blank as non-showing and pay a $20 non-showing fee. These horses must abide by the negative Coggins rule. 8. PARKING Ample parking is available for Exhibitor adjoining the stable area. Please see map in the inside front cover for site and gate location. Car and truck parking is not allowed in the area between the uncovered warm-up ring and the camping area. This area is reserved for showing out of your trailer only. Violators may be towed at their own expense. 5

8 9. PARKING AND EXHIBITOR PASSES are not needed prior to the opening of the State Fair. There is no need to purchase exhibitor passes for the horse show, as they are only needed if going to the Fair. One Parking Pass will be provided for each Horse Owner. Additional passes can be obtained with justification and the approval of State Fair Horse Show Manager. All purchases are nonrefundable and non returnable. Such permit must be firmly affixed to the rear view mirror. Such permit will be valid for the period indicated thereon. Vehicles carrying a valid permit will be admitted to the Horse Show Parking area. Vehicles without valid parking permit will be towed away at owner s expense. Additional Parking Permits may be purchased from the Horse Show Office at a cost of $15 per permit for Exhibitors if necessary for accommodation. Exhibitors with stalled horses enter through Gate H-4. Exhibitors with non-stalled horses enter through Gate H-7. TWO (2) Exhibitor Passes per Horse entered will be issued. Additional Exhibitor passes may be purchased from the Horse Show Office at a cost of $10 per pass by Exhibitor, if necessary for accommodation. Exhibitor passes do not include Parking. 10. Where general rules of sanctioning organizations don t disallow, the NC State Fair s policy is to allow protective headgear as rider s option. 11. GAMING EVENTS ALL gaming classes must start and stop inside the ring with the gate shut. 12. ALL ENTRY BLANKS must be SIGNED by the owner, rider, driver, handler, agent, as well as the trainer. Copies of Amateur Certifications, Registration Papers (Front & Back), membership cards and breed membership cards must be included with entries where association rules apply. 13. PREMIUMS Premiums will be paid by check to the person designated (Social Security# required) on the entry blank. Check to be mailed within 30 days after the last day of the State Fair Horse Show. No attempt will be made by Show Management to obtain addresses which are not complete, legible, or correct on entry blank. Youth classes do not receive State Fair plaques when prize money is offered. 14. The Management reserves the right to combine classes, or, to cancel any class in which a sufficient number of entries are not received. In the event of time schedule discrepancies between the body of the prize list and the Tentative Time Schedule, the schedule prevails. 15. HEALTH REGULATIONS The State Fair Horse Show of North Carolina requires that all horses over 6 months old must be in possession of a current negative Coggins Certificate (EIA). Negative Coggins Certificate must be current and issued within twelve (12) months. A copy of a current (12 months) negative Coggins test certificate must be attached to entry blank for all horses and placed in the chart holders located on each stall throughout the entirety of the horses stay on the grounds (trailer in horses must have it posted at the trailer). A state health official will be checking entries not in compliance. Trailer mates and other horses not showing must be listed as non showing on the entry blank and a current negative Coggins must be presented when picking up show packet. They will be charged a $15 non-showing fee and either a stall fee or grounds fee. The NC State Veterinarian s Office # is for more information. 16. FEED AND BEDDING Grain, hay, and bedding will be available on the Show Grounds. If arriving extremely late or early, please contact stall office for special arrangements for bedding. Bedding office is not open 24 hours per day. Straw and shavings may be purchased at posted rate. No bulk shavings allowed. 17. The Show will be under the absolute control of the Management. Only authorized persons will be allowed in the ring during judging. Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials on the part of the owner, rider or groom will disqualify horse or rider and owner shall forfeit his entrance and other fees. 18. The NC State Fair through its Horse Show Management reserves the right to itself of refusing any and all entries and to return any entry fees before or during the Show without explanation or recourse to the Show for liability or compensation. Also to reserve the right to prohibit any person from attending or showing a horse in the ring and to remove any owner or stable employee or horse from the ring or from the grounds without liability of any kind. Also reserves the right to itself, to interpret all questions and conditions, in regard to, or arising out of, or incident to the Show without claims for damage or recourse of any kind. All question in these rules and regulations shall be decided by the Management, the decision to be final. 19. Exhibitors should have their entries ready for showing at least 30 minutes before scheduled time for showing them. When it is found that a class is being delayed by horses not ready to perform, the competition may be closed at the order of the Management, provided that warning is issued and exhibitors are given three (3) minutes in which to appear at the in-gate ready to participate. In classes in which horses compete collectively, after warning is issued, the in-gate must be closed two (2) minutes after the first horse enters the ring. Management is not responsible for any announcements not heard on the grounds or in the barns or paddock areas. 20. No Exhibitor shall approach the judge in regard to a decision unless he first obtains permission from the Show Steward or Show Management who will arrange an appointment at the proper time and place, and, under no circumstances while any session of the Show is in progress. 21. The North Carolina State Fair, The Management of this Show and the State of North Carolina will in no way be responsible for any loss or damage that might occur, and it will be condition of the entry that each exhibitor shall hold the Horse Show and its Management blameless for any loss or accident to any animal, person or property that may occur from sickness, fire and otherwise at this Show. 22. Trophies will be awarded in many classes. All Challenge Trophies must be won by the same exhibitor three times before permanent possession, but not necessarily the same animal (unless specified as a condition by the donor). ALL CHALLENGE AND PERPETUAL TROPHIES MUST BE RETURNED TO THE MANAGEMENT 60 DAYS BEFORE THE OPENING DATE OF THE SHOW AND MUST BE IN PRESENTABLE CONDITION. 23. Dogs and cats are not allowed on the horse show grounds unless they are under leash. NO DOGS WILL BE ALLOWED IN THE HORSE SHOW ARENA OR RESTAURANT BUILDING. ANY LOOSE PETS SUBJECT TO IMPOUNDMENT AND FINE PER WAKE COUNTY ORDINANCE. Impounded animals may be picked up at the Wake County Animal Shelter ( ). 6

9 24. MOTORIZED VEHICLE STATEMENT Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competitions grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 25. Management reserves the right to move any classes to outside rings when it is deemed beneficial to the operation of the Show. 26. Management reserves the option, where specific association rules do not apply, to measure any entry which shows in a class restricted by height. 27. CAMPER HOOK-UPS There will be full-service (water, power and sewer) camper hook-ups available on a first come, first served basis at a cost of $35 per night. NC State Fair Security Personnel will collect all camper fees. Campers, vehicles, and trailers plugged into outlets in the barns will be charged $35 per vehicle, per night also. When camping area is full, awnings are not permitted. Anyone not courteously parked within a designated spot will be asked to move; or, may be charged for an extra space. 28. NO THREE WHEELERS OR FOUR WHEELERS WILL BE ALLOWED ON THE GROUNDS AT THE NC STATE FAIR HORSE COMPLEX. ENFORCED BY STATE FAIR POLICE. 29. Footing is clay & sawdust mixture with some sand in it. Show rings are 136 x 248 and 120 x 240. Outside rings are screenings. PREMIUMS Premiums will be paid by check to the person designated on the entry blank (social security number required). Checks are to be mailed within 30 days after the close of the NC State Fair Horse Show. No attempt will be made by show management to obtain addresses or social security numbers that are not completed on the entry blank. Checks will not be written unless a social security number is provided. 31.
