6 III - GENERAL SPECIFICATIONS page 6 The International Driving Event, Horse Singles, Horse Pair, Four Horses and Pony Singles, Pony Pair and Four-in-Hand will be run under : - F.E.I. Statutes 22 nd edition updated 21 November 2008, General Regulations 23 rd edition 2009, Veterinarian regulations 10 th edition FEI Anti-Doping Rules for Human Athletes, 2 nd edition, effective 1 January 2009; FEI Anti- Doping And Medication Control Rules (EADMC), effective 1 June 2007, updated 10 April F.E.I. Driving Competition Regulations, 10 th edition January 2009, as well as all Regulations corrections and amendments published by the FEI. - An arbitration procedure is provided for under the FEI Statutes and General Regulations as referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland. Cases not covered by these regulations will be solved as follows : - Technical cases : by Ground Jury, and eventually by the Appeal Committee. - Non-Technical cases : by the organising committee. To be valid, any objections must be presented accompanied by a deposit equal to 150 Swiss Francs. IV - TECHNICAL SPECIFICATIONS Competition "A" : Dressage (Art ) Grass in dressage arena (100 x 40m) as well as in collecting ring (150 x 80m) Test FEI N 9 for 1 horse, n 8B for 2 horses, n 8A for 4 horses; test n 9 for 1 pony, and test n 10 for 2 & 4 ponies. Competition "B" : Marathon (Art ) Ground at Verrie and E.N.E. mostly peat, sand and paved roads, according to F.E.I rules see new edition numbering 3 sections and 7 obstacles in section "E". The width of the obstacles is 160cm for 1 horse and 1 and 2 ponies, 170cm for 2 horses and 4 ponies ; 190cm for 4 horses ; the speed is 230m/mn for 1 and 2 horses and ponies. Conditions of the participation : Pony and horse singles : the competitor may declare 2 horses or ponies (6 years old minimum), but can enter and take along only one (Cf. appendix). Horse and pony pairs : the competitor may declare 6 horses or ponies (5 years old minimum), but can enter and take along only 3 (Cf. appendix). Four-in-hand horse and pony teams : the competitor may declare 10 horses or ponies (5 years old minimum), but can enter and take along only 5 (Cf. appendix). 1 Team s Chief per nation, 1 groom per pairs or horse singles, and 2 grooms per 4-in-hand, may be nominated with the entry form. 3. Boxes : It is compulsory for horses and ponies to be stabled in the VERRIE ground in boxes supplied by the Organising Committee. No exception will be allowed (F.E.I. Regulation for prohibited substances). Some more boxes can be used by drivers, on booking at the time of the definitive entries. (The price is 70 for the whole period and per pony or horse.) Fodder : Horse food is on the competitors charge. Doctor, Veterinarian, Farrier : all intervention will be on competitors' charge. 9 page 9 VII RECEPTION OF DRIVERS The infrastructure of the Verrie Racecourse, which is the competition area, will be let to the organisers by the National Equestrian School, from Tuesday, June 9 th from 8 am. Competitors' arrival can't be made before Tuesday, June 9 th from 8 am. Exceptionally, if competitors would like to arrive before this date, they will receive the list of the camping site and private loose boxes by sending or faxing a note to the Comité Equestre de Saumur - 25 quai Mayaud SAUMUR Tel : (0033) Fax : (0033) VIII - CAMPSITE RULES A camp site is available on the event's grounds. Queries for places in the Camp site must be sent with entries (number of people and vehicles, arrival and departure days) Restoration: Meals are on competitors charge A baker will come every morning in the camp site Official cocktail: Saturday, June 13th 2009 at 8 : 30 pm For safety reasons, a maximum of 6 people per carriage will be accepted on the official campsite. The extra people and camping vehicles will have the possibility to settle in camping sites, to their own expense, outside the competition area for the time of the competition. IT IS REMINDED THAT HORSES AND PONIES WILL BE ACCOMODATED IN BOXES PLACED AT DISPOSAL BY THE ORGANISATION COMITEE. For clear reasons of hygiene and security, horses' and ponies' accommodation is strictly forbidden in the campsite. IX - CUSTOM CLEARANCE Any horses and ponies entering on the French territory, whatever its country of origin outside C.E.E, must be in possession of an "AUTORISATION D'IMPORTATION TEMPORAIRE" (Temporary transit permit) issued by : U.N.I.C., Tel : , rue Réaumur PARIS When entering French territory horse and pony will be placed under a temporary entry permit, free of deposit, filled upon showing the above attestation and other temporary import documents, required. 10 page 10 X - HEALTH REGULATIONS Competitors must hold a valid veterinary certificate, valid for their country of origin, and certifying that international transit veterinarian rules have been respected. XI - VETERINARY RULES Veterinary Delegate : Dr Sonia WITTRECK (Fra). Veterinary Examinations, Horse Inspections and Passport Control Veterinary Rules, 10 th Edition, January 1 st 2006 (see website All Veterinary Examinations, Horse Inspections and Passports Controls at FEI Events must be carried out in accordance with this Article and be adopted by the different disciplines. The General Regulations, 23 rd edition, effective January 1 st 2009 Art Every horse entered for any competition at CNs or CIMs (see Appendix D) in a foreign country (see GRs 141.2), and all horses entered for other Cis, CIOs, Championships, Regional and Olympic Games, wether at home or in foreign countries (see GRs 141.2, must have an official, valid FEI passport, or a National Passport approved by the FEI and accompanied by an FEI Recognition card and, when applicable, an FEI registration number, as a means of identification and to establish ownership. Art Horses taking part in CNs and CMIs (see Appendix D) in their country of residence are not required to have such a passport as is mentioned in paragraph 1. All such horses must be properly registered and identifiable and, unless there is no national requirement or equine influenza vaccination in the host country and in the country of origin all horses must have a valid vaccination certificate. XII - EQUINE INFLUENZA VACCINATION All horses and ponies for which an FEI Passport or a National Passport approved by the fei has been issued must have the vaccination section completed and endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given between 1 and 3 months apart. In addition, a booster vaccination must be administered within each succeeding 6 months (+- 21 days) following the second vaccination of the primary course. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables. The above are the minimum requirements for influenza vaccination. Both primary course and subsequent booster vaccinations should be given according to the manufacturer s instructions that will fall within the stipulation of the FEI ruling. 11 page 11 XIII - SAMPLING FOR PROHIBITED SUBSTANCES Special guidelines are applicable for events covered by the FEI's Medication Control Program (Groups I and Group II only). At all other international events horses are subject to sampling for prohibited Substances. Such sampling is compulsory in CAIO's, Championships and is recommended for other CAIs. The Modified Control Program for Groups 1 and 2 (Western Europe) became effective on Jan. 1st, From this date all samples according to Art.1016 of veterinary regulations, must be analysed by Laboratoire des Courses Françaises Verrières le-buisson, FRANCE For events who take place in other groups, samples analysis can be done by another accredited laboratory (V.R. Art 1022). MEDICATION CONTROL PROGRAM (in groups I and II only) As agreed in general meeting in Tokyo in march 1991, competitors at CAIs, CAIOs, Championships and Games must pay the equivalent of SFr 12,50 (payable on arrival in Euros or with Eurocheques at the Event Office) per horse per event to the O.C. towards the costs of the above program. XIV - INSURANCE Every participant must make sure that his/her personal insurance LIABILITY, PERSONAL and MEDICAL must be valid for the activity and the country where the event is held. In cases of non proper insurance cover, no claims could be made against the Organising Committee liability insurance. Moreover competitor's horses and personal equipment are their own responsibility throughout the event. They must also cover the repatriation costs in case of accident. All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date. Liability : the Organising Committee and its representatives as well as stewards can not be held responsible for damage, material, physical or incurred by accident caused by other competitors, their horses, or assistants. Carriage, harness, stable equipment and others' damage (including theft or loss) as well as fire. In cases not properly covered, no claims can be made against the Organising Committee Liability insurance. XV - ORGANIZATION OF THE EVENT (Art. 109, 110) In exceptional circumstances, together with the approval of Chefs d'equipe and Ground Jury, the OC reserves the right to modify the schedule in order to clarify any matters or matters arising from an omission or due to unforeseen circumstances. 12 page 12 must be notified to all competitors and officials as soon as possible and they must be reported to the Secretary General by the Foreign Judge. XVI - ADMISSION In order to receive the necessary vouchers for entering the horses'-owners (whose names will have been declared at the definitive inscription) competitors, grooms and helpers must register at the event's office their names, surnames and functions before 26 th May Pass for stabling : - per nation : 1 for the Chef d'equipe, 1 for the trainer, 1 for the veterinarian - per carriage : 2 passes for the driver + 2 for the owners of horses/ponies + 1 for each groom XVII - PUBLICITY The competitors are authorised to display the logo of their personal sponsor on their marathon carriage (GR and Art , 913.3) Concours d'attelage International Cat. 13 XVIII - CODE OF CONDUCT page 13 THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre International (FEI) expects all those involved in international equestrian sport to adhere to the FEI s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. 1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. 2. Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. 3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. 4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. 5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.
