5 THE 47th ANNUAL HORSE SHOW SPONSORED BY THE INDIANA HALF-ARABIAN HORSE CLUB USEF Licensed and AHA & USDF Recognized Show for Arabian, Half-Arabian, and Anglo-Arabian Horses REGION 13 ARABIAN, HALF-ARABIAN, ANGLO-ARABIAN DRESSAGE, WORKING HUNTER, HUNTER HACK & SPORT HORSE CHAMPIONSHIPS We are located at the Hoosier Horse Park, just off I-65, north of Columbus, Indiana. The Park offers 384 permanent stalls NO TEMPORARY STALLS WILL BE USED. Baker Arena classes are held in a 16O' x 3OO' covered arena with sand/dirt footing, and a 16O' x 280' outdoor work arena with clay footing. The Dressage arenas consist of two 20m x 60m sand and fiber competition arenas. A large sand and fiber warm-up ring and one 20m x 40m sand competition arena are available. Our 2017 show offers you a wide selection of classes. Food provided on the grounds. Vendor to be determined. A note on GPS directions to the Hoosier Horse Park: Many GPS units will not easily find the Hoosier Horse Park. The address is 7105 S. Regional Awards Champion: Garland and Championship Ribbon Reserve: Garland and Reserve Championship Ribbon The remaining 3 Top Five: Top Five Ribbon TOP 5 AWARDS Top five Awards will be made regardless of the number of entries in a class. However, only awards made to the top 50% of the class (rounded up and not to exceed 5 awards) will receive International Arabian Breeders Sweepstakes payout, AHA Horse Achievement Award, High Point Horse Achievement Award, High Point Amateur Achievement Award and Distance Awards Points. RESPONSIBILITY: The Indiana Half-Arabian Horse Club and Region 13 accept no responsibility for loss or destruction of property or equipment not owned by them or for damages to or by animals on exhibition at this show grounds or stabling areas. Show management will have the responsibility of enforcing all USEF and AHA rules. The sponsoring clubs recommend that all exhibitors become members of the USEF organization. Members receive a complete rulebook for reference when competing in shows. Membership information and application can be found in this premium list. Special emphasis will be placed on rules pertaining to retention of natural action. Leg chains rattlers or other artificial appliances on a horse's leg while on show grounds will be cause for immediate removal from the show and all winnings forfeited. To make the show more enjoyable for all concerned, exhibitors are encouraged to conduct themselves in a sportsmanlike manner, adhering to all rules and regulations. The Show Committee reserves the right to refuse any entry. Intoxication, disrespect for rules, undue punishment or mishandling of a horse at the discretion of the Judge and/or Show Committee will be liable to disqualification for events and cancellation of awards without claims for damages. The Show Committee reserves the right to make changes in procedure, personnel, rules and regulations as shall be deemed by them to be in the best interests of the show, WARNING: Under Indiana law, an equine professional is not liable for an injury to, or the death of, a participant in equine activities resulting from the inherent risks of equine activities. HUNTER RULES All juniors riding in Hunter, and Hunter Seat Equitation sections must wear protective headgear passing testing standards while riding in the designated schooling and exercise areas, the show ring and while jumping anywhere on the competition grounds. Adults must wear hard hats when jumping anywhere on the competition grounds. If you enter a 14 2 & Under Class you MUST present a valid current pony measurement card or schedule to have your Pony measured by the USEF Steward at the show per USEF requirements. Working Hunter classes may be run on an open card with the required jog in at the conclusion of the over fences phase. Regional Working Hunter Scoring/Judging/Procedure 1. The highest five scoring horses in each section, plus two reserve horses, shall be jogged in, dismounted in judge s order of preference for soundness after the conclusion of the second Over Fences section. 2. In each of these sections, the judge will place five horses 1st through 5th. a. 1st place = 20 points b. 2nd place = 16 points c. 3rd place = 14 points d. 4th place = 12points e. 5th place = 10 points 3. Only the five highest scoring horses from each Over Fences section will compete in the Under Saddle section. 4. Champion and Reserve Champion will be selected from the four horses having acquired the most points in the two Over Fences sections based on total earned in all three sections. 5. 9 HOOSIER HORSE CLASSIC & OFF-SITE REGIONAL CLASSES RULES AND REGULATIONS 1. ADMISSION TO ARENA: No person will be permitted to enter the arena except class participants, judges and other assistants, show photographers and show management personnel. Attendants will not be permitted in the arena until summoned by order of the judge. HEADERS are permitted in all driving classes and Walk-Trot/Jog classes, but MUST be properly attired. 2. AGE OF INDIVIDUALS: For horse show purposes, an individual's age on December 1 of the previous year shall be maintained throughout the entire year. Persons born December 1 shall assume the greater age of that date. 3. AMATEUR OWNERS: Combined ownership is not permitted in Owner or Amateur Owner Classes unless all owners are members of the same family. Horses sold on Contract or Leased horses are not eligible. 4. AMATEUR STATUS: Every rider/handler having reached his 19th birthday by December 1, of previous year, must possess a current USEF Amateur Card or be eligible for and have made application of one with the Competition Secretary at least one hour prior to exhibiting in an Amateur Class. Arabian Junior Exhibitors 18 years and under are not required to have an amateur card and are considered amateurs. 5. ASTM HEADGEAR: Except as may otherwise be mandated by local law, all riders in Dressage, Hunter/Jumper, Hunter Seat Equitation or Hunter Hack must wear properly fitting protective headgear passing or surpassing current applicable ASTM (American Society for Testing and Materials) / SEI (Safety Equipment Institute) standards with harness secured while riding anywhere on the competition grounds. Harness must be secured and properly fitting. 6. CALL FOR CLASSES: 2 MINUTES will be allowed after the first horse in the class enters the ring, after which the gate will be closed. This limit will be enforced. It is the responsibility of the exhibitor to be sure that his/her horse is at the gate at the prescribed time. 7. CAMPER REGULATIONS: ($16.00 per night subject to change) Contact the Hoosier Horse Park for information Park Personnel collect the fees and unlock the camp sites. 8. COGGINS TEST REQUIRED: A certificate of a negative Coggins test for Equine Infectious Anemia (dated within 12 months of the show dates) is required for horses residing outside Indiana. Out of state horses must also have a current (30 day) health certificate. NOTE: At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhino pneumonitis) vaccinations within six months prior to entering the stables. 9. COPIES OF REGISTRATION PAPERS: A copy of the registration papers showing proof of ownership must be submitted with entry form at the time of making entry; competition management is responsible for notifying exhibitors of this requirement. A copy of the registration papers will be returned when exhibitors pick up their numbers. In the case of a sale or lease, it is required that a contract of the sale or lease, or statement from owner be submitted with the copy of the registration papers. (Exception: Horses under one year of age that are eligible for registry and registration applied for). 10. DRUGS AND MEDICATIONS: For every horse participating in any competition licensed by the Federation a $16 Federation fee will be collected ($8.00 shall be an Equine Drugs and Medication fee, $6 is a USEF fee, and $2 to the High Performance program) Exceptions: Horses entered in classes exempted from the Equine Drugs and Medication fee are also exempt from the balance of the Federation fee. 11. ENTRIES MUST BE POSTMARKED BY MAY 15, 2017: Payment may be made by check, money order or charge card (MasterCard or Visa,). Those received by this date will be acknowledged via if address is provided. No acknowledgement will be sent if address is not provided. Entries postmarked after MAY 15, 2017 will be returned unless accompanied by post entry fee. Post entry for classes will close one (1) hour before scheduled starting time of the session. Deadline will be strictly followed. Entries must be on official entry blank with one horse per form. Farm name may not be used unless registered with USEF. Improperly filled out pre-entry forms or incomplete pre-entry forms without back up paperwork will be charged post entry fees and not be considered as meeting deadline of May 15, 2017, unless corrected and turned in/postmarked by said date. AFTER CLOSING DATE BRING THE POST ENTRIES TO THE SHOW, DO NOT MAIL ENTRIES AFTER THE CLOSING DATE. Do not submit entries via without prior approval from the show secretary. No entry will be processed nor stalls assigned unless a correctly completed entry form is signed and is accompanied by full payment of fees. Payment may be made by check, money order or charge card (MasterCard or Visa) no other cards are accepted. Exhibitors are responsible for their own errors and those of their agent. 12. EXHIBITOR CHECKOUT: When an exhibitor is ready to leave the show, they must check out at the show office and settle their account. 13. FEDERATION ENTRY AGREEMENT: By entering a Federation-licensed Competition and signing the entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of the United States Equestrian Federation, Inc. (the Federation ) and the local rules of the Competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity or to misappropriation. The construction and application of the Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR HOOF LENGTH AND SHOE REQUIREMENTS: See the current USEF Rule Book for shoeing requirements on Arabian, Half-Arabian and Anglo- Arabian horses. 16. JUDGES/JUDGING SYSTEM: Note: All non Sport Horse Purebred Arabian and HA/AA In-Hand and Breeding classes will be judged using single judge comparative system. Judge will give oral reasons. All Sport Horse In-Hand classes will be judged using the AHA approved Sport Horse Judging System. In the event of failure of a judge to attend this show or perform his duties, the Show Committee reserves the right to substitute a judge. PAGE 9

10 17. MEASUREMENT: If you enter a class restricted to a specific height (for example in the 14 2 and under) you must have a current USEF Measurement card in your possession. 18. MEMBERSHIPS: AHA Memberships and AHA Competition level cards are required of all exhibitors. Current Competition Level Membership is required for all owners, trainers, riders, drivers & handlers or a Single Event Membership (available for only Pre-Show participants ) must be purchased for $35 per person. (AHA Single Event Membership is not available for Regional participants). Membership is required in USEF. Breed shows are exempt from USDF Non-Member Fees. See the Entry Blank or page 4 for details. Showmanship classes require AHA & USEF Memberships. 19. MINORS: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardians(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 20. NO SHOW FEE: Scratches must be reported to the show office or the paddock master before the beginning of the class. If scratches are not reported, a $15.00 NO SHOW" fee will be assessed. This fee will be assessed each time there is a NO SHOW." 21. NUMBER OF ENTRIES IN CLASS: Five or more entries constitute a class. If a class has fewer than five entries, the class may be canceled or combined. 22. PROTESTS: May be made to the Show Committee by an exhibitor, owner, agent, trainer or the parent of a junior exhibitor for any violation of USEF rules. It must be in writing, signed by the protester, addressed to the secretary of the competition at which the alleged violation occurred; accompanied by a deposit of $ if made by an USEF Member or $300 if made by a Non-Member; (if check, payable to the competition). It must be received by the steward, technical delegate, a member of the Show Committee, the competition manager of the competition or the competition secretary within 48 hours of the alleged violation. GR REFUNDS: After May 15, 2017 entry and stall fees will not be refunded for horses entered and not exhibited, except in case of written request accompanied by a Veterinarian s Certificate written on said Veterinarian s letterhead. Exhibitors must notify the Show Secretary of cancellations prior to the time the class is called. Office fees are non-refundable. Stall fees will not be refunded for any reason after June 12, REGISTRATION REQUIREMENTS: Purebred Arabian horses shown in the Arabian division must have been issued a certificate of registration from the Arabian Horse Registry of America, Inc., the Arabian Horse Association as a Purebred Arabian and/or the Canadian Horse Registry as a Purebred Arabian (or in the case of a foreign entry, which has not been issued said certificate of registration, have been issued a Competition Visa by the Arabian Horse Association). Half-Arabian or Anglo-Arabian Horses shown in the Arabian Division must have been issued a Certificate of Registration from the International Arabian Horse Association or the Arabian Horse Association or the Canadian Partbred Arabian Registry as a Half-Arabian or Anglo-Arabian. 16 PERFORMANCE HORSES All horses shall be worked at all gaits both ways of the ring and otherwise as described by class specifications. At judge's discretion, horses shall change from any gait to another as listed in class specifications. In line-up, horses must stand quietly and may be asked to back individually or as a group. Horses not to stretch in the line-up. Sidesaddles permitted for ladies in all sections; appointments to be appropriate for the seat ridden. CREATE YOUR OWN CLASS Throughout the show, there are eight (8) time slots for classes: 195, 194, 195, 196, 197, 198, 199, 200, 201, 202 these are called TBA classes: TO BE ANNOUNCED. If you would like to "create" one of these classes, please contact the show secretary. The sooner the better! It will take a minimum of a $50 sponsorship to put a TBA class into the schedule. Sponsorship of the class is considered the entry fee for the sponsoring exhibitor. The decision will be made by the show secretary based upon the TBA Requests received by the close of the entries on May 15, Class names and their time slots will be posted on Thursday, June 15 at the Secretary s office. Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions: Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. The membership year is December 1 through November 30. PMs are available for 1-year ($75), 5-years ($300), or life ($1,500). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21st birthday by December 1 of the current membership year ($60). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan /USDF Year-End Awards, Great American Insurance Group/USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan /USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $70. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($95) is eligible for Adequan /USDF Year-End Awards, and eligible to compete at Great American Insurance Group/USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed. 18 DRESSAGE DIVISION Open to Purebred Arabians and Half-Arabian/Anglo-Arabians of at least 36 months of age at the time of the competition. The Dressage arenas consist of two 20m x 60m sand and fiber competition arenas. Large sand and fiber warm-up ring. One 20m x 40m sand competition arena. All dressage horses must wear their assigned bridle tag number while in the dressage areas. Failure to comply will result in elimination from the remainder of the dressage competition. The 2016 USEF Dressage Tests will be used. Classes will not necessarily run in prize list order. When assigning riding times, every attempt will be made to avoid scheduling conflicts with other classes in the show, if the show committee is advised of such conflicts when entries are made. Entries will be accepted on a first-come, first-served per class basis. Entries will close on May 15, There will be no post entries accepted in Dressage except to fill scratches. Because of this, Dressage exhibitors who have failed to notify the show office of their intent to show in Dressage at least 30 minutes prior to their first ride of the show will have their rides released to the scratch waiting list. They will also be assessed a no show fee for each ride. 34 RULES AND REGULATIONS 1. ABS: Arabian Breeders Sweepstakes classes for Sweepstakes pay back. Information included in this Prize List. Contact AHA at or ArabianHorses.org 2. ADMISSION TO ARENA: No person will be permitted to enter the arena except class participants, judges and their assistants, show photographers and show management personnel. Attendants will not be permitted in arena until summoned by order of the judge. 3. AGE OF INDIVIDUALS: The age of an individual on December 1 st of the previous year will be maintained throughout the entire competition year. Persons born on December 1 will assume the greater age on that date. 4. AHA SINGLE EVENT $35.00 PER PERSON FEE NOT AVAILABLE FOR REGIONAL CLASSES: All horses entered in any AHA recognized Regional show shall be owned by a member of AHA with a Competition Membership. The $35.00 Single Event Fee option is not available for Regional Classes. The AHA single event option is available for the Concurrent A & B Shows. As A & B are two separate shows the $35 fee is doubled to $ AHA MEMBERSHIP REQUIRED FOR REGIONAL CLASSES: To compete at a Regional Show exhibitors MUST be members of AHA THIS INCLUDES WALK-TROT/JOG EXHIBITORS. Direct Membership to AHA may be purchased through the Show Secretary at the Show Office. AHA membership is required for Regional Championship Classes. You MUST HAVE a copy of your current AHA Membership Card and the AHA Competition Level Card; affidavits are not permitted. 6. AMATEUR STATUS: Every person who has reached his/her 19 th birthday as of December 1 of the previous calendar year and competes in classes for amateurs, under USEF rules, must possess current amateur certification issued by the Federation. This certification, which must be renewed annually, will expire on November 30 and must be available for inspection or the competitor must have lodged with the competition secretary, at least one hour prior to such class, an application for such certification provided by the Federation. Forms may be obtained from the Federation. Certification will be issued only on receipt of the application properly signed and is revocable at any time for cause. 7. ARRIVAL & DEPARTURE TIMES: Stalls are available from 8 a.m., Tuesday, June 20, 2017, until 12 noon, Monday, June 26, Early arrivals or late departures MUST contact Daphne Wyatt Early arrivals before that date and time must pay additional fee of day. 8. ASTM HEADGEAR: Except as may otherwise be mandated by local law, all juniors riding in Hunter Seat Equitation sections must wear properly fitting protective headgear passing or surpassing current applicable ASTM (American Society for Testing and Materials) / SEI (Safety Equipment Institute) standards with harness secured while riding anywhere on the competition grounds. Harness must be secured and properly fitting. 9. BARN OFFICE: The barn office will be the camper at the west end of the Champions Center main building. Stall assignments should be picked up at the Barn Office, from the Barn Manager, Daphne Wyatt, not at the Show Office. Look for the Barn Office Sign at the west end of the main building. 10. GOLF CARTS, MOTORBIKES: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor-operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 11. CALL FOR CLASSES: The two-minute rule will be STRICTLY ENFORCED. All tack changes must be made at the entrance gate to the arena. This rule will be STRICTLY ENFORCED!! YOU MUST CHECK IN WITH THE PADDOCK FOR EACH CLASS. 12. CAMPING: All horse trailers, campers, motor homes, tents, etc., that plug into electricity/water must be parked at all times at the Campgrounds. There are 288 campsites with 30 amp URD service on the grounds. Dump station is on the grounds. Common water supply in grouping of campers is available. Camping fee is $ per unit, for 5 nights for full hook-up. Daily Camping fee is $40@ night for additional nights. No parking next to the buildings. Fill in the form on page 45 send in with your entry and add that fee to your entry form. Camping not paid for at time of entry will be assessed an additional $ Get your camper pass in your packet at the show office and post it on your camper door. 13. CONDUCT: Exhibitors are hereby notified that any act of discourtesy or disobedience to the Judges/Officials on the part of the owner, trainer, rider or any other attendant, shall be grounds to disqualify the horse, and all entry fees and other charges and prize money won shall be forfeited. 14. CROSS ENTRIES: Cross-entries are prohibited between the Country English Pleasure sections and the English Pleasure sections at the same show. 15. DIVISION OF CLASSES: Rail classes will be split as follows: Saddle - 20; Driving - 10; Native Costume Management reserves the right to split any class for safety purposes. In the event an A/B split is not needed the class will be held in the A/B time schedule. 16. DOGS: Dogs are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs behaviors. 17. ENTRIES: Entries must be postmarked by Monday, May 22, Those postmarked by this date will be acknowledged by ONLY if address is provided! To enter after May 22, do not mail your entries, bring them to the show. Entries postmarked after this date, will be charged post entry fees. (Exception: Horses qualifying for the FIRST TIME after May 22, 2017, are exempt from paying the post entry fee). Entries must be submitted on the Official Entry Form for the show. Farm names will be used only if the stable or farm is the owner appearing on the horse s registration papers, or if the stable or farm has been registered with USEF and the number shown on the USEF Farm Registration Certificate is noted on the entry form. A copy of your USEF Farm Registration Certificate should accompany your entry. A photocopy of both sides of the Certificate of Registration of each horse entered must be submitted with the entry forms. If the name shown on the registration papers is different from the person entering the horse, an affidavit, a copy of the sales contract or authorization form must be filed with the Show Office. Improperly filled out pre-entry forms or incomplete entry forms without back up paperwork will be charged $15.00 Page 34

35 18. FAIRGROUNDS LOCATION: The Clark County Fairgrounds is located at Exit 59 North of I-70; 4122 Laybourne Rd., Springfield, OH Enter at Gate D off of Laybourne Rd. See the map on page FEES: There is a per horse AHA fee charged. Pay $4 one time for the concurrent/pre-show plus $4 additional for Regional Show if entered in both shows Judge Education fees are $7 for the concurrent/pre-show and $15.00 for the Regional show to enter both shows both fees must be paid. 20. FOOTING: All arenas are sand based footing. Show arena is 220 x 125 with gate fencing. The Make-Up area is 60 x 125 with gate fencing. The outside covered arena with white vinyl fencing measures 274 x HEALTH PAPERS: All out-of-state horses must have a negative Coggins test within twelve (12) months and a current (30 day) health certificate. GR 845 Equine Vaccination Rule 1. At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus ad Equine Herpes Virus (Rhino pneumonitis) vaccination within six months prior to entering the stables. 22. JUDGES: In the event due to illness or failure of a Judge to attend this show or perform his duties, the Show Committee reserves the right to substitute a judge. No contact shall be made with the Judges before or during the period of the Show unless accompanied by a member of the Show Committee designated by the Committee for such purpose. Any offensive or abusive contact with the Judge by an Exhibitor will be cause for immediate removal from the show. Further, no exhibitor shall approach a Judge regarding a decision unless he first obtains permission from the Show committee or Steward, who shall arrange an appointment with the Judge. No exhibitor has the right to inspect the Judge s cards without the Judge s permission. 23. JUDGING SYSTEM: All Purebred Arabian and HA/AA In- Hand and Breeding classes will be judged using the AHA approved Scoring System Procedures. The Breeding and In-Hand classes will use the In-Ring Procedure with a designated chaser. Reining will use a one judge system. All other classes are judged and scored with the AHA MOS system. Reining Seat will use and post the prescribed AHA score sheet. 24. MANURE DISPOSAL: Manure disposal is provided for in designated areas. 25. PADDOCK INSPECTION PROCEDURES: All Regional shows Breeding and In-Hand Classes horses will enter in an assigned order and be inspected for signs of abuse immediately prior to entrance into the ring for judging. All horses shown, judged and scored using the in the ring procedure and AHA Scoring System and score sheets, as stated in United States Equestrian Federation AR P.A. SYSTEM: Due to possible unforeseen problems with any mechanical device, the P.A. System and class calls over that system are considered a courtesy. The exhibitor is responsible for having his horse at the gate at the prescribed time. 27. POST ENTRIES: Post entries are accepted and will be charged an additional fee of $20.00 for each class entered after the closing date of May 22. Exception: horses qualifying for the FIRST TIME after May 22, 2017). The session-by-session deadlines for post entries made at the show will be strictly adhered to and are: MORNING CLASSES :00 p.m., preceding day AFTERNOON CLASSES :00 a.m., same day EVENING CLASSES :00 p.m., same day In the event the session-by-session deadline is missed there is an additional $ fee charged to enter late. NO EXCEPTIONS! 28. PROTESTS: A protest may be made to the Show Committee by an exhibitor, owner, agent, trainer or the parent of a junior exhibitor for any violation of USEF rules. It must be in writing, signed by the protester, addressed to the secretary of the competition at which the alleged violation occurred; accompanied by a deposit of $ if made by an USEF Member or $300 if made by a Non-Member; (if check, payable to the competition). It must be received by the steward, technical delegate, a member of the Show Committee, the competition manager of the competition or the competition secretary within 48 hours of the alleged violation. 29. REFUNDS: After May 22, 2017 entry and stall fees will not be refunded for horses entered and not exhibited, except in case of written request accompanied by a Veterinarian s Certificate for the horse or a Doctor s Excuse for the exhibitor. Exhibitors must notify the Show Secretary of cancellations prior to the time the class is called. Office fees are non-refundable. Stall fees will not be refunded for any reason after May 22, REGIONAL QUALIFICATION: Any eligible horse may show in any regional class, having qualified at an AHA recognized Region 13 Show. To qualify for a Regional Championship Class, a horse must have attained the required points/placings in that section/class entered in an AHA Recognized show/division that was approved by AHA for that Region within the preceding calendar year and that period of the current year prior to the commencement of the show in which the Regional Championship is held. All horses must be 2 years or older to compete in a Region Show except yearling breeding classes. 31. REGISTRATION REQUIREMENTS: Purebred Arabian horses shown in the Arabian division must have been issued a certificate of registration from the Arabian Horse Registry of America, Inc., the Arabian Horse Association as a Purebred Arabian and/or the Canadian Horse Registry as a Purebred Arabian (or in the case of a foreign entry, which has not been issued said certificate of registration, have been issued a Competition Visa by the Arabian Horse Association). Half-Arabian or Anglo-Arabian Horses shown in the Arabian Division must have been issued a Certificate of Registration from the International Arabian Horse Association or the Arabian Horse Association or the Canadian Partbred Arabian Registry as a Half-Arabian or Anglo-Arabian. Purebred Arabian, Half-Arabian or Anglo-Arabian Horses, if under one year of age, must be eligible for registry, and registration applied for and must be entered under their full registered name. 32. RESPONSIBILITY: Region 13 will accept no responsibility for loss or destruction of property or equipment not owned by them or for damages to or by animals on exhibition at this show grounds or stabling areas. Show management will have the responsibility of enforcing all USEF and AHA rules. Region 13 recommends that all exhibitors become members of USEF. Members may receive a complete rulebook for reference when competing in shows. Special emphasis will be placed on rules pertaining to retention of natural action. Leg chains, rattlers, or other artificial appliances on a horse s leg while on the show grounds will be cause for immediate removal for the show and all winnings forfeited. The Show Committee reserves the right to refuse any entry. Intoxication, disrespect of the Judge and/or Show committee will be liable to disqualification for events and cancellation of awards without claims for damages. The committee reserves the right to make changes in procedure, personnel, rules and regulations as shall be deemed by them to be in the best interests of the Show. Page 35

36 33. RETURNED CHECKS: There will be a $50.00 fee for returned checks. This show accepts MasterCard and Visa for charges. 34. SECURITY: In the event you should have an emergency, contact Champions Center Security by dialing SHOEING REGULATIONS: See the current USEF Rule Book Shoeing Regulations for shoeing requirements on Arabian, Half-Arabian and Anglo- Arabian horses. All Regional Champions and one random top five in each class may be measured. Measuring of shoes will be done at random. 36. SHOW OFFICE: The Region 13 Horse Show Office will be located in the Champions Center and personnel will be on duty in the office according to posted times during the five days of the show and before the show starts. 37. SHOW OFFICE HOURS: Any variations in the following schedule will be announced and posted on the show office door. Exhibitors are requested to report to the show office as soon as possible after arrival, to pick up show packets, correct any pending items or make entries. Trainers with 6 or more owners will be notified to arrange an appointment time to check in. Trainers may indicate a preference time when making their entries. MONDAY by appointment and TUESDAY, June 20, a.m. to 9:30 p.m. On days of the show, the Office will open one (1) hour before the first session each day and will close nightly at 9:30 p.m. The office will close one hour following the last class on Sunday. 38. SMOKING RESTRICTIONS: By the order of the State Fire Marshall, smoking is prohibited in the barns except in designated areas. All exhibitors expressly agree to be responsible for any levied fines when signing the entry form. 39. STALLS: Please pick up stall assignments from the BARN OFFICE located west of the Champions Center. Stall assignments will be made in the order paid entries and requests are received. All horses must be stabled. Absolutely no showing from trailers will be permitted. Stabling is permanent stalls with doors. All stalls are indoors or in shed row style outside barns. Tapes, stickers, nails, tacks, staples, hooks, screws, permanent markings (such as paint and ink), and other objects, shall not be inserted or placed on or into facility walls, doors, floors, ceilings, trees or posts. An exercise ring is located outside of the main building both covered and open areas. Due to shortages of stalls, the Show reserves the right to limit or cancel tack stalls. Notification and refunds will be made if tack stalls are not available. Exhibitors will be responsible for cost of repairing any damage or alterations to stalls. Exhibitors wishing to be stalled with other exhibitors must submit entries together. No wheelbarrows will be available on grounds. However, only ribbons awarded to the top 50% of the class (rounded up and not to exceed 5 awards) will receive International Arabian Breeders Sweepstakes payout, AHA Horse Achievement Award, High Point Horse Achievement Award, High Point Amateur Achievement Award and Distance Awards Points. Unanimous Champion winners in classes of 5 or more will receive an extra ribbon to acknowledge a unanimous winner. 41. UNITED STATES EQUESTRIAN FEDERATION DRUG FEE: To provide funds for research, inspection and enforcement of rules regarding use of medications and drugs, each Recognized competition, except as prohibited by law, must assess the exhibitors a fee of $16.00 for each horse entered in competition.($8.00 shall be an Equine drugs and Medication fee, $6.00 is a USEF fee, and $2.00 goes to the High Performance Program) The following classes are exempt from payment: 1) Leadline, 2) Exhibitions, 3) Games and Races and 4) Classes for 4-H members, and 5) walk/trot classes; however, these classes are not exempt from the Drugs and Medications Rule itself. 42. UNITED STATES EQUESTRIAN FEDERATION ENTRY AGREEMENT: By entering an Federation-licensed Competition and signing the entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of the United States Equestrian Federation, Inc. (the Federation ) and the local rules of this competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the rules. I represent that I am eligible to enter and participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity or to misappropriation. The construction and application of the Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. BOD 1/16/16 Effective 12/1/ VETERINARIAN INSPECTION: At the Show Committee s discretion, all animals are subject to a physical inspection, free of charge, by show veterinarian as a safeguard against communicable equine disease. 45. WALK-TROT/JOG CLASSES: All Walk-Trot/Jog Classes are open to Arabian, Half-Arabian and Anglo-Arabian horses. AHA membership is required for Regional Walk-Trot/Jog classes.
