Members are required to read and sign the Range Safety Rules sheet upon joining EOSC and at membership renewal. 1. 5 2. Regulatory Muzzle and trigger control will be maintained at all times. Members must be the holder of a valid Possession and Acquisition License appropriate for the type of firearms being used (*exceptions see Appendix A available to Law enforcement and Military personnel at the introductory course or upon request). One member of a family membership must be in possession of a valid PAL appropriate for the type of firearms being used and must be present when using range facilities. The sole point of contact with Federal or Provincial regulatory authorities for club operations and the reporting of incidents lie exclusively with the club executives. It is the responsibility of each member and guest to ensure that all safety rules and procedures are adhered to at all times while on the range property. Failure to follow any and all range rules may result in disciplinary measures, suspension of shooting privileges, or dismissal from the club/range. Any person who deliberately handles and/or discharges firearms in an unsafe manner shall be removed from the range property immediately and may be subject to further discipline. Subsequent violations will result in, at a minimum, suspension of range privileges and could result in termination of his/her club/range membership. The range is open for shooting between 9:00 AM and 6:00 PM or dusk, whichever occurs first, for centre fire and black powder long arms. 9:00 AM to 8:00 PM or dusk, whichever occurs first, for pistols and rim fire unless otherwise posted at the range or on the club s web site. Archery equipment and airguns are allowed to be discharged on the ranges however their use is limited by the same rules as firearms as described in this manual. All vehicles must remain in common vehicle areas and are not permitted on the ranges. SECTION 4 RANGE FACILITY 1. Range Descriptions Rifle Range The range facility has multiple ranges. A description of each operational range is listed below: Location: refer to Range Layout Description: 50 / 100 / 200 yd. Fixed target stands Number of firing points: 10 Firing distances: fixed 50 /100 /200 yd. Approved firearms: shotguns (slugs only) and rifles. Note: NO handguns or portable target stands are to be used on the rifle range Page 5

6 Maximum calibre allowed:.50 BMG Approved targets: see section 6.2 of this manual Note: Clay birds can be placed on the top of the 200 yd. backstop or hung on the backstop. On the 50yd or 100yd backstop they must be hung on the backstop, not placed on top. 7 SECTION 5 PERSONNEL 1. Range Officer Members qualify as Range Officers when declared as such on a particular firing line. When there is more than one shooter on the line there must be a declared Range Officer. The Range Officer (RO) is responsible to ensure all activities that occur on the range comply with club rules and therefore has complete authority on the range. The RO acts under the authority of the Chief Range Officer. The RO has the responsibility to supervise all persons (shooting and non-shooting alike) present on the range and reserve the right to have members and/or non-members removed at his/her discretion. All club members may act as a RO based on the mandatory training session received to join the club. Before the acting RO leaves the range they must appoint the next RO to take over responsibility for the range. The RO is responsible to report any and all infractions of the club rules defined in this manual to the executive by or in person within a reasonable amount of time not to exceed 24 hours. Where there is an incident that requires medical attention or the presence of law enforcement personnel the RO must immediately inform the club executive of the incident with no exception. Range Commands: CEASE FIRE, RANGE IS SAFE and COMMENCE FIRE/RANGE IS HOT Cease Fire This command is usually used in cases of emergency but not exclusively. RO will observe that the shooters perform the following: Place their unloaded firearm on the shooting table or holster their handgun, unloaded, action closed and hammer down and any magazine removed or place their long gun in the rack where available and Step back from the firing line and Wait for further instructions from the RO The RO must be prepared to assist any shooter having a problem You have just entered a cease-fire period, during which no firearms may be handled. Do not approach the shooting table, safety table, or rifle rack you must stay clear of these areas. Range is Safe RO will verify: All shooters stepped back of the firing line and safety table All firearms have been placed in the rack or on the shooting table as stated above See that the GREEN firing line flag is hung Shooters may: Go downrange Check targets or hang targets Pick up brass or garbage on the range floor Load magazines Page 7

8 NO HANDLING OF FIREARMS FOR ANY REASON DURING THIS TIME. Stay clear of shooting tables, safety table or gun racks during this period. If you are alone you may carry your UNLOADED and CLEARED firearm downrange while adjusting targets so they are not left unattended. The RO will verify that approved targets have been hung appropriately, and that everyone has returned from downrange and has put on eye and ear protection. The Commence Fire command maybe given after the RED flag has been hung. Commence Fire/ Range is hot 2. Guests Shooters may handle a firearm and/or ammunition and commence firing on targets. Adult spectators, children and pets are the responsibility of the EOSC member who they came with and must remain under the EOSC member's control at all times. All guests must sign in the log book and wear a Guest Identification Badge. Only one guest at a time shall handle or shoot a firearm under the direct supervision of the EOSC member. The EOSC member shall not be shooting while their guest handles or shoots a firearm. The number of guests accompanying any member will be limited to no more than four (4) at any one time. No one guest shall accompany a member more than three (3) times in a year. Failure to follow these instructions and instructions provided in this manual will transfer any and all liability for the guest actions to the EOSC member. SECTION 6 RANGE OPERATIONS 1. Flags and Signs A RED range flag must be flown from the flag pole located at the entrance of each range when firing is being conducted on the range. Where equipped the range sign must be posted with either Range in Use or Range Not in Use message visible. The Range Officer is responsible for ensuring that the sign is correctly posted for the range before shooting commences. Each range has a set of firing line flags that must be flown when the line is in use. The Range Officer has the responsibility to change the flags. The GREEN flag indicates that the Range Officer has declared the line is safe and that shooters and guests may go forward of the firing line. The RED flag indicates that the Range Officer has inspected the range and has declared the range safe to commence firing and that shooting may commence. Page 8

9 2. Approved Targets Only Paper targets, frangible clay targets, or soft plastic/rubber are allowed. Soft plastic does not include containers such as water bottles, oil jugs etc. that would normally constitute garbage after normal usage. Self-healing rubber targets are allowed but must be positioned for bullets to impact the center of the rear berm. Not placed on the ground. Targets such as the B27 silhouette, B11 charging soldier, and illustrated human images are permitted. Targets containing photographic human images are strictly prohibited. basis. All targets are to be used with stands provided, or stands approved by the club on an individual Target Stands Portable target stands are comprised of wooden bases into which 6 foot wooden slats are inserted. Cardboard is then stapled to the slats and targets are then stapled to the cardboard. Slats are not to be used as targets. Personal stands may be used only if they are made from wood or PVC or similar material and must not contain metal other than retention (screws), or any material such as metal hinges which may present a ricochet or any other safety hazard. All personal target stands must be inspected by the club CRO or appointed personnel for design and materials used, by order of the Chief Firearms Office of Ontario. (Contact CRO@eosc.ca or see Range Safety Officer on duty to arrange approval). Fixed target stands are found only on the rifle range at 50, 100, and 200 yds. Care should be taken not to place your target to shoot through the supports holding the plywood upright. No other material or equipment found on the range is to be used as a target stand. The Range Officer is responsible for reporting all damage or the use of any unapproved material or equipment for a target or a target stand to the executive within a reasonable amount of time not to exceed 24hours. Target Placement All targets must be placed in front of the backstop such that the bullets will impact the backstop. All bullets will impact the midpoint of the backstop and under no circumstances will bullets impact the range floor or go over the backstop. Target must be placed at eye level when the shooter is engaging their target. All portable targets stands and all targets must be removed from the range after you have finished shooting. 3. 10 The club house desk has a Check in & out Log Book, which must be filled out by all members and their guests upon arrival and again upon their departure. The Log Book is subject to audit by the Chief Provincial Firearms Office for justification for the member to hold an ATT. The log book is also used as evidence that a member has a reason to be transporting a firearm. No one is permitted to be on a range without registering in the log book first. 4. Ammunition Ammunition Restrictions: No incendiary, tracer or armor piercing bullet designs are allowed on any range. No shotgun shot is to be used on the rifle range. All spent cartridge cases and shot shell hulls must be collected and disposed of in containers provided or removed from the range. Under no circumstances will ammunition be left discarded on the range. All Ammunition must be removed from the property including defective rounds. 5. Firing The following firing guidelines are applicable to all ranges: Allowable firing times are 9:00 AM to 6:00 PM for centrefire and black powder long arms, and from 9:00 AM to 8:00 PM for rimfire and handguns. If dusk is before either of the above mentioned times, then dusk shall be ceasefire time. No firing if target visibility is reduced by rain, fog, snow, smoke, etc... No firearm shall ever be left unattended for any period of time. Drawing a loaded firearm from a holster is only allowed if the shooter is a member in good standing of either International Practical Shooting Confederation or International Defensive Pistol Association or Single Action Shooting Society or Police Pistol Combat, during a competition or practicing for any of the above mentioned disciplines. No stunt shooting will be tolerated. Stunt shooting is defined as but not limited to Old West style fanning of the hammer, shooting from the hip, except during competition within a shooting discipline, transition drills, except during competition within a shooting discipline, or physical diving, rolling, or other similar movement. 6. Burning of Waste Material The burning of any material on club property by a member is prohibited. Burning is permitted by authorized members only. All garbage is to be disposed of in appropriate receptacles or removed from club property. The garbage bins are to be used for all range waste. EXCEPT under no circumstances will ammunition be discarded in the garbage bins or receptacles. 7. Firearm Inspection Areas Page 10

11 Located on each range are areas designed for the safe inspection and maintenance of unloaded firearms. They are noted by signs stating, Caution: Firearm Inspection Area. or Safety Area All firearms arriving at the range must be cleared at the firearm safety area or remain cased and then cleared on an active firing line. These safety areas are not for the storage of gun cases or firearms while you shoot. No ammunition is allowed to be handled within the Safety Area. 8. Hunting 9. Firearms Hunting on the club property is prohibited. Open carry of firearms on the property is allowed under strict conditions. All firearms must be uncased/cased and cleared in a safety area. Cross draw and shoulder holsters are not allowed. Handguns must be carried in a holster, not by hand. Any firearm carried off a firing line or outside a range WILL BE UNLOADED and made safe before leaving a line or range. Handguns will be unloaded, have any magazine removed, and the hammer will be down on an empty chamber. Handguns will be presented to a Range Safety Officer for verification of condition if requested. Long guns will have the action open, any detachable magazine removed, and muzzle control will be maintained at all times. Use of a sling is preferred, but not mandatory. Handguns are not to be openly carried to or on the 5 stand range (range 6). All firearms must be made safe and cased if in a vehicle. Vehicles are not to be used as a place to uncase/case firearms. 10. Personal Protective Equipment - Hearing and Eye Protection Hearing protection for shooters and guests on an active firing line is mandatory. Eye protection for shooters and guests on the range is mandatory. 11. Range Maintenance Range Maintenance activities take precedence over shooting. When possible, notice will be given either by signage or by posting to the clubs web site. However under no circumstances will a maintenance activity be delayed by any club member. 12. Impairment by Alcohol or Drugs Alcohol and non-prescription drugs are expressly FORBIDDEN on club property. Anyone in possession of alcohol or non-prescription drugs on club property will be removed immediately. Anyone found to be impaired by alcohol and or drugs (including prescription drugs) will be removed from club property immediately. Anyone in violation of these rules may have their membership suspended or revoked. Page 11
