1 Department of Natural Resources Chapters: Adopted Expedited Emergency Game and Fish Rules: YOUTH DEER HUNTS PUBLISHED EFFECTIVE EXPIRES Please see the attachment for language of this expedited emergency game and fish rules package relating to the 2017 youth deer hunts.
2 1.1 Department of Natural Resources 1.2 Adopted Expedited Emergency Game and Fish Rules: 2017 Youth Deer Hunts APPLICATION PROCESS FOR CAMP RIPLEY ARCHERY HUNT. 1.4 [For text of subps 1 to 3, see M.R.] 1.5 Subp. 4. Undersubscribed time periods. In time periods with fewer applicants than 1.6 available permits, the remaining available permits shall be offered on a first-come, first-served 1.7 basis. An eligible person must apply individually through the electronic licensing system 1.8 (ELS) in person at an ELS point-of-sale agent location or online through the ELS-Internet 1.9 system to obtain a remaining available permit. Individuals who purchase the remaining 1.10 available permits retain their accumulated preference. The application requirements in 1.11 subpart 3, items A, B, C, and E, apply. Remaining available permits shall be sold beginning 1.12 at noon on September 15 until all permits are sold or until October 6, 2017, whichever 1.13 comes first YOUTH AND ADULT SPECIAL DEER HUNTS [For text of subps 1 and 2, see M.R.] 1.16 Subp. 3. Open areas. The youth and adult special deer hunt areas described in items 1.17 A to V are open by permit in A. Camp Ripley Military Refuge in Morrison County is open October 7 and 8 for 1.19 youth taking deer by archery. No more than 175 permits shall be issued. The Minnesota 1.20 Deer Hunters Association and Minnesota State Archery Association are the sponsors. The 1.21 bag limit is one B. Lake Alexander Preserve in Morrison County is open October 7 and 8 for youth 1.23 taking deer by archery. No more than 20 permits shall be issued. The Nature Conservancy, 1.24 Minnesota State Archery Association, and Minnesota Deer Hunters Association are the 1.25 sponsors. The bag limit is one. 1 Approved by Revisor

The Department 2.3 of Natural Resources, Division of Parks and Trails, is the sponsor. Areas specified on maps 2.4 provided by the park manager are open only to youth deer hunters and their mentors. The 2.5 bag limit is two. 2.6 D. Portions of Banning State Park in Pine County are open October 28 and 29 for 2.7 youth taking deer by firearms. No more than seven permits shall be issued. The Department 2.8 of Natural Resources, Division of Parks and Trails, is the sponsor. The bag limit is two. 2.9 E. Portions of Buffalo River State Park in Clay County are open November 4 and for youth taking deer by firearms. No more than 14 permits shall be issued. The Department 2.11 of Natural Resources, Division of Parks and Trails, is the sponsor. The bag limit is two and 2.12 this is an earn-a-buck hunt F. Portions of Camden State Park in Lyon County are open October 28 and for youth taking deer by firearms. No more than 12 permits shall be issued. The Department 2.15 of Natural Resources, Division of Parks and Trails, is the sponsor. The bag limit is two and 2.16 this is an earn-a-buck hunt G. Itasca State Park in Clearwater, Hubbard, and Becker Counties is open October and 15 for youth taking deer by firearms. No more than 75 permits shall be issued. The 2.19 Department of Natural Resources, Division of Parks and Trails, and the Minnesota Deer 2.20 Hunters Association are the sponsors. The bag limit is one H. Kilen Woods State Park in Jackson County is open October 28 and 29 for youth 2.22 taking deer by firearms. No more than six permits shall be issued. Rydell National Wildlife Refuge in Polk County is open October 28 and for youth taking deer by firearms. No more than 15 permits shall be issued. The Friends of 3.10 the Rydell National Wildlife Refuge and the Minnesota Deer Hunters Association are the 3.11 sponsors. The bag limit is one L. Portions of St. Croix State Park in Pine County are open October 28 and for youth taking deer by firearms. No more than 91 permits shall be issued. Portions of Spring Valley Township (Township 103 North, Range 13 West, 5.2 Section 3) in Fillmore County, Sargeant Township (Township 104 North, Range 16 West, 5.3 Sections 12 and 35) in Mower County, and Oronoco (Township 108 North, Range 14 West, 5.4 Section 21) and High Forest Townships (Township 104 North, Range 15 West, Section 1) 5.5 in Olmsted County are open October 27 through 29 for youth taking antlerless deer and 5.6 legal bucks by firearms. No more than ten permits shall be issued. Special Youth Challenge 5.7 of Minnesota is the sponsor. The bag limit is one YOUTH SPECIAL DEER SEASONS. 5.9 Subpart 1. Requirements. Youths participating in youth special deer seasons must 5.10 obtain a license for taking deer by firearms, valid for any season option, by the beginning 5.11 date of the special season. A youth special season participant may take one deer, which 5.12 must be antlerless of either sex. One bonus permit may be used. Only one legal buck may 5.13 be taken during youth special deer seasons and in the state per year. An adult mentor age or older authorized by the youth's parent or guardian must accompany the youth hunter 5.15 at all times during the hunt. The accompanying adult may not hunt. Party hunting is not 5.16 allowed. The blaze orange or pink requirements in Minnesota Statutes, section 97B.071, 5.17 paragraph (a), apply to all hunters and trappers, and all adult mentors of youth hunters, in 5.18 the areas open to firearms deer hunting during the youth special seasons established in this 5.19 part Subp. 2. Open areas; date A. Open areas and dates for youth special deer seasons are established annually 5.22 by the commissioner B. For 2017, Whitewater Game Refuge and deer permit areas 101, 105, 111, 114, , 203, 208, 209, 256, 257, 260, 263, 264, 267, 268, 338, 339, 341, 342, 343, 344, 345, , 347, 348, 349, 601, and 603 are open October 19 through 22 to youth who are at least 5.26 age ten and under age 16 at the time of the hunt for taking either-sex deer by firearms
7 6.1 EFFECTIVE PERIOD. The emergency amendments to Minnesota Rules, parts , 6.2, and , expire December 31, After the emergency amendments 6.3 expire, the permanent rules as they read before those amendments again take effect, except 6.4 as they may be amended by permanent rule
