1 Frost Valley YMCA Outdoor Sporting Program Membership Rules and Regulations: Season Hunting, Fishing, Trail Use, and Camping The Outdoor Sporting Membership Program is dedicated to the responsible stewardship of our natural resources (water, wildlife, forests, and soils) and to the personal growth that results when individuals spend quality time in the outdoors. These programs also incorporate and encourage members to uphold Frost Valley s eight core values: Stewardship, Community, Diversity, Inclusiveness, Caring, Honesty, Respect, and Responsibility. 2 Section 1: General Rules Applicable to All Members 1. All Sporting Memberships are valid for one year, beginning April 1st, 2013 and ending March 31st, Members must wear a current membership badge and display a Frost Valley parking permit on the rear-view mirror of their vehicle while parked on Frost Valley property. 3. Members must park in the designated areas indicated on the Frost Valley YMCA Sporting Zone Maps. 4. Members may Sign-In and Sign-Out each day at either one of the Outdoor Sporting Member Log Kiosks. The log will not be monitored daily for lost or missing members. It is for tracking member use days, and the location of property visited. Members are responsible for notifying a family member, friend, or other responsible person of their whereabouts when at Frost Valley YMCA, including: when the sporting member arrived, their location on Frost Valley property, when they plan on returning, and to what location. The contact person should also be prepared to contact Frost Valley YMCA if the sporting member does not return at the predetermined time and location. The West Valley Main Camp Member Log is located in the front left of the horse/ski barn. The East Valley Farm and Straus Member Log is located inside the large red barn at the Frost Valley Farm. 5. Picking, taking, harvesting, or collecting of forest vegetation is prohibited. 6. Wildlife harassment or the destruction of habitat is prohibited. 7. All members are asked to assist in monitoring and reporting unauthorized access to the property. 8. This membership does not grant use of any Frost Valley buildings or facilities in the developed areas of the camp property. 9. Leave No Trace Principles are to be followed at all times. For more information, visit: a. Plan ahead and prepare. b. Leave what you find. c. Travel on durable surfaces. d. Dispose of waste properly. e. Respect wildlife. f. Be considerate of other visitors. 10. Be aware that some Frost Valley YMCA lands border private property. This membership does not grant permission to trespass. It is the responsibility of each member to recognize boundary markers and avoid trespassing. 11. Except as tools of authorized sporting activity, firearms are prohibited on Frost Valley property. 12. Pets are not permitted on Frost Valley property. 13. Only Frost Valley registered guests, Outdoor Sporting Members, and staff are permitted to access Frost Valley property. All other visitors must register at the Welcome Center. All trespassers will be prosecuted. 14. Fireworks, alcoholic beverages, and indoor smoking are prohibited. 15. Violations of Frost Valley YMCA Rules and Regulations will result in the revocation of membership privileges. 1

3 Section 2: Hunting Members A. Hunting Member Regulations 1. Hunting on Frost Valley YMCA properties is limited to Hunting Members with a current valid New York State DEC license, Frost Valley YMCA Outdoor Sporting Membership registration, and a Frost Valley staff sponsor. 2. Criminal background checks are conducted each year for members 18 years of age and older. 3. New members must participate in a 3 hour Frost Valley YMCA orientation course. Contact the Natural Resources Department to schedule the orientation. 4. First time hunters must complete a NYS DEC Hunter Safety Course in their particular sport before they can purchase a NYS hunting license. 5. Members are encouraged to spend one day each year attending a scheduled volunteer weekend at Frost Valley, conducting projects that will help to improve the hunting program. 6. Frost Valley YMCA hunting members are required to abide by all New York State DEC hunting regulations and Frost Valley regulations. All hunting members are required to possess a valid NYS hunting license and any additional stamps or tags required for participation in their respective sport. Violation of any Frost Valley or State regulations will result in immediate revocation of hunting memberships without refund. 7. New York State DEC hunting regulations can be reviewed online at: ny.gov/outdoor/37136.html. Notable regulations include the following: a. It is illegal to hunt game with the aid of bait. b. It is illegal to take or hunt wildlife while in or on any motor vehicle, including an ATV. c. It is illegal to hunt with the aid of artificial light. 8. Applications for Hunting Membership must be submitted prior to the deadline of September 30th each year. Late applications will incur a $30 late fee. B. Hunting Members Rules and Objectives 1. Members are asked to support the Natural Resources management goals of the organization and assist with the harvest of wildlife to balance population with the carrying capacity of the habitat. Deer hunters help balance doe/ buck sex ratios within the population, insuring the health, quality, and sustainability of deer and our forest resources by harvesting as many doe as buck. 2. Minimum antler size for the harvest of a buck deer is at least three points on one side. 3. All appropriate statistics (species, sex, weight, age, points, name, method, location, etc.) of wildlife harvested on Frost Valley YMCA property must be reported to the Director of Natural Resources within 24 hours of harvest. Harvest Report Forms are available at the Member Log kiosks. 4. The firewood pole barn (West Valley) and the Straus Barn (East Valley) are the only two designated locations for hanging and weighing Big Game. Please take note of these locations on the Frost Valley Sporting maps. Game may not be transported to any other locations on Frost Valley property. 2

4 5. Locations open to hunting are set to minimize potential conflict with other Frost Valley programs. Zone Maps are produced at the beginning of each season to indicate authorized hunting areas, parking locations, and access routes. Hunters must reference these maps at the Member Logs to determine open and closed areas. Hunting, walking through, and spotlighting in closed zones is not permitted. 6. Hunting is prohibited in hunting zones 1 & 2 at all times EXCEPT from Sunday, 11/17/13 through Friday 11/22/13 and Sunday 11/24/13 through Monday 12/2/13 (see section C below). 7. Hunting is not permitted within 500 feet of property roads, buildings, program areas, or developed areas. Hunting is not permitted in the horse pastures. 8. All Frost Valley YMCA hunting members must wear their licensee Back Tag and Membership Badge while hunting on Frost Valley property. 9. All Big Game Rifle Hunters must wear at least 100 square inches of blaze orange while hunting on Frost Valley YMCA land. 10. Permanent tree stands or any tree stand that damages a tree or requires fasteners be inserted into a tree are prohibited. All stands and blinds must plainly display a tag specifying the owner s name and contact information. Stands not identified with this information will be considered abandoned and will be removed. 11. When not in use, all hunting weapons must be locked in a vehicle. 12. Hunting weapons are not allowed in Frost Valley lodges or buildings. 13. Hunting is restricted to legal hours as indicated on the Albany Chart for sunrise and sunset. 14. Please Note: Some Frost Valley YMCA property borders private property. Hunters should be aware of where they are hunting at all times and be respectful of the rights of private landowners. Frost Valley membership does not give members the right to trespass on private property. Members must familiarize themselves with the authorized hunting zones on Frost Valley YMCA properties and their relation to state land before accessing these areas. C Frost Valley Hunting Seasons. It is the responsibility of each hunter to know where these zones are located. 5 D. ATV Rules and Regulations 1. Personal All Terrain Vehicles (ATVs) are allowed for access only and are permitted on a limited number of designated trails to encourage hunting in remote areas 2. Trails open to ATVs are noted on the hunting map with a green highlight. All other trails are closed to ATV use by Members. All trails may be used by Frost Valley Staff for patrol and search and rescue purposes. 3. In order to operate an ATV at Frost Valley, members must submit a copy of the registration and insurance with their membership application. All other personal vehicles are prohibited from operation on any Frost Valley YMCA trails. 4. Frost Valley defines ATVs using the American National Standards Institute (ANSI) definition: a motorized vehicle that travels on low pressure tires, with a seat that is straddled by the operator, and with handlebars for steering control. 5. ATV Use Rules and Regulations a. Recreational riding is not allowed. b. ATVs are restricted to designated trails and parking areas, which are noted on hunting maps. Parking areas are designated with a sign. Riding ATVs in any other location on the property will result in revocation of a hunter s privilege to use the ATV on Frost Valley property. c. All ATV users are required to abide by New York State Law, Article 48-C, Rules for Operation of ATV s. New York State Law prohibits operating ATVs on paved roads. New York State Law also states that no one shall operate an ATV within one hundred feet of a dwelling between midnight and six a.m., at a speed greater than the minimum required to maintain forward movement of the ATV. Any sporting member riding an ATV on a paved road will have their membership revoked. d. ATVs shall be one-person vehicles. No passengers. e. It is the responsibility of each sporting member to know which trails are open for ATV use. f. Slow speed operation is mandatory to protect the integrity of Frost Valley s trails and to prevent impacting the experience of fellow sporting members. g. ATV use is allowed only for access and for the retrieval of harvested big game. All game must be brought to the ATV parking area, unless permission is obtained for a specific situation from the Natural Resources Director. h. If erosion or adverse trail damage occurs, trails will be closed. i. ATVs may never be used to pursue, chase, or harass wildlife. Section 3: Fly Fishing Members A. New York State (NYS) fishing regulations apply to Frost Valley YMCA Waters. 1. All anglers are required to possess a valid NYS fishing license. 2. Each year, trout season begins on April 1st and concludes October 15th. 3. All fish harvested from Frost Valley waters must be reported in the Member Log. Please help us to maintain these numbers for state reporting purposes. 4. Fly fishing is the only method of angling allowed in Frost Valley waters, except for the Lake Cole fishing preserve. 4

6 5. Frost Valley YMCA encourages anglers to release all Brook Trout unharmed. We require that all Brown Trout be released unharmed except those caught from Lake Cole. 6. In order to prevent the spread of invasive species, anglers are required to clean their waders and boots with 2% bleach or Spray Nine solution if their equipment has been used in streams or rivers other than the Neversink. Cleaners are provided at the member kiosks. 7. Ice fishing is not permitted. B. Special Rules for Licensed Fishing Preserves: 1. White Pond: Fly fishing is allowed from April 1st until November 30th. a. Wading is not permitted after October 16th. 2. Reflection Pond: Fly fishing is allowed from April 1st until November 30th, except when summer camp is in session (6/30/13 8/23/13). 3. Lake Cole: a. Members may fish Lake Cole whenever the lake is free of ice, except when summer camp is in session (6/30/13 8/23/13). b. No fishing license is required; fly casting and spin casting with lures or live bait are both permitted. c. Fishing is prohibited in the vicinity of the swimming docks. 4. All caught game fish removed from the property must have a NYS DEC metal fin tag attached. Fin tags may be obtained at the Welcome Center. C. Members May Fly Fish the Following Waters 1. The West Branch of the Neversink River and its tributaries as posted by Frost Valley. a. From the red steel bridge at the southwest end of Frost Valley, upstream to the NYS Forest Preserve Lands on the northeast border of Frost Valley properties (about 3 miles). Downstream of the red steel bridge to the junction of Mill Brook is shared waters. Anglers may only wade the south, or left bank looking downstream. b. All tributaries of the West Branch including: Biscuit Creek, Pigeon Brook, and High Falls Brook. c. White Pond, Parker Brook Ponds, Reflection Pond, and Lake Cole. 2. The East Branch of the Neversink River and its tributaries as posted by Frost Valley. a. Members should refer to the fishing map of Frost Valley property as a general guideline to Frost Valley waters available for fishing. b. Please note: Some of these waters border private property. Anglers should be mindful of where they are fishing at all times and respectful of the rights of private landowners. Frost Valley membership does not grant the right to trespass on private property. c. If an area of the river is in question, please contact the Director of Natural Resources for clarification. D. Fishing Rules and Regulations 1. Fly Fishing Members a. Anglers must record all fish harvested in a Member Log kiosk. Anglers may also sign in and out the membership kiosks in order to provide the Natural Resource 5

7 Department with data about our membership s use of the property. b. Members are entitled to bring one fly fishing guest per day visit for a $25 guest fee. During the summer months when summer camp is in session (6/30/31-8/23/13) advanced notice must be given to the Natural Resources Department before any guest is brought on to camp property. The guest will be subjected to a background check. Guests must register at the Welcome Center prior to fishing. They will be given a guest name tag to wear, which must be returned prior to departure. Members assume full responsibility for their guests and must accompany them at all times. 2. Registered overnight and program-oriented guests may fish the preserves while in residence, without being Fly Fishing Members. Any registered overnight guest may fly fish rivers and streams in the West Valley, provided they have a NY State fishing license, sign in at the Welcome Center, obtain a name badge and maps, and read the rules and regulations. 3. For a $50 fee, prospective members may request a one-day sampler of Frost Valley waters guided by a Frost Valley YMCA staff member. This charge can be applied toward the annual membership fee. Advanced reservation and check-in at the Welcome Center are required prior to fishing. Section 4: Trail Use Members A. Trails Use includes the following: hiking, snowshoeing, cross country skiing, and wildlife observation. All other uses are prohibited. B. Hiking, Snowshoeing, and Wildlife Observation Rules and Regulations 1. Members are encouraged to use trails during daylight hours only. 2. Trail members are not permitted to use Frost Valley property to access state land for the purpose of hunting. All hunters wishing to use Frost Valley property to access state land must purchase a Hunting Membership. 3. Trail members who wish to snowshoe on Frost Valley property must provide their own equipment. 4. Trail Use Members may bring one guest per visit for an additional activity fee of $10, payable at the Welcome Center prior to hiking. During the summer months when summer camp is in session (6/30/31-8/23/13) advanced notice must be given to the Natural Resources Department before any guest is brought on to camp property. The guest will be subjected to a background check. Guests will be given a guest name tag, which is to be returned at the end of the visit. Members are responsible for the conduct of their guest and must accompany the guest at all times. 5. Please be aware that Frost Valley Property borders private property in some locations. It is the responsibility of each member to recognize boundaries and to avoid trespassing. Hiking maps provide a general reference for property boundaries. 6. Hiking and snowshoeing are prohibited on designated cross-country ski trails during winter. Maps of designated cross-country ski trails are available at the Welcome Center. 6

8 C. Cross Country Skiing Rules and Regulations 1. The Frost Valley Cross Country Ski Center is open to Trail Use Members on weekends and holidays, conditions permitting. The Ski Center is also open during the week between Christmas Day and New Year s Day, and the week of Presidents Day. Current snow conditions are available by calling (845) , ext The Ski Center is open from 9:30 AM until 4:30 PM. All Trail Members must check in at the Ski Center before using the trails and check out when they return. 3. Trail Members may bring their own equipment or rent equipment from the Ski Center for a fee. 4. Non-members must pay a day skiing fee to use the Frost Valley cross-country ski trails. 5. Cross-country skiing is not permitted after 4:30pm. 6. All East Valley trails are designated as backcountry trails; they are not groomed or patrolled. Ski at your own risk. Section 6: Remote Site Tent Camping for Members A. Camping Rules and Regulations 1. Camping is allowed in specific designated remote sites only. These sites appear on the Natural Resources Zone Maps. 2. Camping Sites must be reserved in advance through the Natural Resources Department. 3. All participants in a camping group must be Outdoor Sporting Members. Members are not allowed to bring guests camping. 4. Camping fees are $10/site/night paid in advance. Most camping sites are limited to a maximum of four people. Specific group sites may be available for an additional fee of $10/night for each additional four campers. 5. Campers must Sign-in and Sign-out at one of the two Member Logs. 6. Low impact camping practices must be followed; sites are to be left in the same (or better) condition than they were found in. Whatever is taken in must be taken out. 7. Fires may only be built in established fire pits. Only down and dead wood only may be used for firewood. Cutting or damaging live trees is prohibited. We encourage the use of camp stoves for cooking instead of open wood fires. 8. Firewood from any source outside Frost Valley property is prohibited. 9. Use latrines where available. Bury human waste at least 200 feet from any trail, campsite, or body of water. 10. Water sources are assumed to be unsafe for drinking and must be boiled, filtered, or treated before use. 7
