1 Instructions for 2017 Non-Resident & Foreign Resident Application For Angling, Game Bird and Big Game Licences PRE-PURCHASE IS AN OPTION It is not necessary to pre-purchase your licence before you arrive in Manitoba. You may purchase your licence in person at most Manitoba Sustainable Development offices, including the main office at 200 Saulteaux Crescent in Winnipeg, or at one of the many private vendors located throughout Manitoba. Locations of vendors are available by phoning Or, as a non-resident or foreign resident hunter or angler, you can purchase your licence by submitting the following application to us at least 4 weeks before your expected arrival in Manitoba. HOW DO I PRE-PURCHASE (BY MAIL OR FAX ONLY) After printing and completing your application, fax your application (credit card payments only) to: Client Information Unit (CIU), Manitoba Sustainable Development, Or, mail the application and your payment to: Client Information Unit (CIU), Manitoba Sustainable Development, #22, 200 Saulteaux Crescent, Winnipeg, Manitoba, Canada, R3J 3W3. ALLOW 4 WEEKS MINIMUM FOR PROCESSING We receive our supply of angling licences in April and hunting licences at the end of July, and process all requests in order of receipt. Due to the high volume of applications, we request that you either mail or fax each application to us only once. We are unable to confirm receipt of your application due to the volume of applications received (please do not phone to confirm receipt of your application). Please allow 4 weeks for your application to be processed and for the licences to be mailed to you. If you cannot forward the application prior to 4 weeks before your departure, then we recommend that you purchase your licences after you arrive in Manitoba at a private vendor or Manitoba Sustainable Development office. MANDATORY HUNTER EDUCATION REQUIREMENT Effective January 1, 2012 the same mandatory hunter education requirements that apply to first-time hunters and everyone under the age of 19 applies to everybody when purchasing a Manitoba hunting licence. Any person who has not lived in Canada for the immediate past six months is a NON-RESIDENT OF CANADA. A conservation licence entitles the holder to the same rights as a regular licence, except for a reduced daily catch limit for some species. A NON-RESIDENT (CANADIAN) is a person who is a Canadian citizen but is not a Manitoba resident. A FOREIGN RESIDENT is a person who is neither a Canadian citizen nor a resident of Manitoba. BLACK BEAR, DEER AND MOOSE Foreign Resident and CARIBOU non-resident and Foreign Resident licences are only available from registered lodge operators or outfitters.
