Rifle Associations/ Clubs/ Units All Governing Body Members of NRAI Sub: STAGING OF 61 st NATIONAL SHOOTING CHAMPIONSHIP IN SHOTGUN EVENTS AT Dr. KARNI SINGH SHOOTING RANGES, NEW DELHI FROM NOVEMBER Dear Sir/Madam, The 61 st National Shooting Championship Competitions (NSCC) in Shotgun events will be organized and conducted by the National Rifle Association of India at Dr. Karni Shooting Ranges, New Delhi from November 2017 as per details given in program attached at Appendix A. Those competitors, who want to participate in this competition, are requested to go through the following instructions carefully for their own convenience and to ensure smooth and successful conduct of the above competitions. 1) MATCHES All the matches will be conducted according to NRAI Match Book 2016 (Amended) and the list of the matches is attached herewith as Appendix B. The Match Book is available on our website and can be downloaded from there. The website address is 2) ENTRY FORM/ FEE a) Entry Form is sent herewith for your use. The Entry Form duly completed along with Entry Fee and one photograph of Competitors should be sent to this Office to reach this office on or before 31 st October The Entry Fee should be remitted by Cash/ Money Order or by Bank Draft in favor of THE NATIONAL RIFLE ASSOCIATION OF INDIA. Kindly note that cheques will not be accepted. Late entries, if any, will be accepted with a three times of the normal fee as per rule 6.3 of the NRAI Match Book till 6 th November b) The competitors cards duly completed will be delivered at NRAI s camp office at DKSS Range, New Delhi.

2 c) The Governing Body of NRAI in its meeting held on 7th Oct 2017 has decided that only the President NRAI will have by the sole authority for grant of wild cards which he can issue at his discretion without assigning any reason whatsoever. Apart from the usual entry fee the applicants who are granted wild card will have to pay a sum of Rs , which is non refundable whether they achieve MQS or not. 3) PARTICIPATION a) Participation is open to competitors from State Rifle Associations/ Units affiliated to NRAI. In case where no State Rifle Association exists, competitors belonging to clubs directly affiliated to NRAI will be allowed to participate. NRAI members must take part through State Rifle Associations/ Units of their native place otherwise their entry will not be accepted. All the State Rifle Associations/ Units will allow the members of NRAI to participate without becoming members of that State/ Club to which he/ she belongs. However, if there is no such Association / Club functioning in their State, they can take part as members of NRAI provided they have paid all their dues towards NRAI. The shooters from Rajasthan will send their entries through RRA Ad-hoc Committee. b) Those who are below 21 years of age as on 31 st December 2017 will be considered as juniors (1997 onwards) respectively for the Championship. SHOOTERS BELOW THE AGE OF 12 YEARS ARE NOT ALLOWED TO PARTICIPATE IN THIS CHAMPIONSHIP. c) JUNIORS CAN ALSO PARTICIPATE IN SENIOR CATEGORY WITH PAYMENT OF ADDITIONAL ENTRY FEE AS PER RULES. d) Shooters qualified, as per Rule 17.6 of NRAI Match Book 2016 (Amended) are eligible to participate in this NSCC. Shooters furnishing incorrect information shall be debarred from taking part in any championship for two years. e) Shooters, who achieve MQS as per Rule 17.6 of NRAI Match Book 2018 (Amended) (as per Appendix C attached) will be notified as Renowned Shooter. f) IT IS MANDATORY FOR ALL THE SHOOTERS (SENIORS, JUNIORS AND YOUTH CATEGORY) TO GET THEMSELVES REGISTERED WITH NRAI AND OBTAIN SHOOTER ID CARD (IF NOT ALREADY DONE). SHOOTERS WITHOUT SHOOTER ID CARD WILL NOT BE ALLOWED TO PARTICIPATE. THE REGISTRATION FORM IS AVAILABLE ON OUR WEBSITE THE REGISTRATION FEE IS RS. 150/- (including GST) AND REGISTRATION FORM SHOULD BE SENT THROUGH RESPECTIVE STATE RIFLE ASSOCIATION/UNIT.

3 g) Only one Team from each State/Unit will be allowed in each event irrespective of the number of participants in National Championship Category. Shooters participating on Wild Card entry cannot be member of any team. h) Final Team Entry (by name) under rule 18.7 of NRAI Match Book must be submitted in a proper entry form latest by hrs. on the previous day of the start of that particular match. i) All affiliated Associations/ Clubs/ Units forwarding the Entry Forms of their members are requested to see that their Affiliation Fee is paid up to date. Their Entry Forms will be entertained only after their arrears, if any, are cleared. j) Associations/Clubs/Units forwarding the names of the Competitors having identical names must distinguish them by indicating their mother/father s name or showing them as senior or junior. ` k) Trap event will be conducted for Para Shooters according to FITAV rules. The details are attached at Appendix D. l) MIXED EVENTS m) The Mixed Trap events will be conducted as per ISSF Rules. All affiliated units which wish to enter must file their entries before 2 PM on 17 th November Only one team, consisting of one male and one female of the same state/unit, can be fielded. Entry fee is Rs. 6000/-. Shooters participating on Wild Card entry cannot be member of any team. The Following are rules for participation in Mixed Event matches: 1. All matches will be shot as per ISSF Rules 2. Each team will consist of two shooters. 3. Each team mandatorily will consist of one male and one female shooter. 4. Each Affiliated State/Unit can field only one team. 5. No shooter can be a member of more than on team in the same event. 6. Shooters can represent their State/Unit only and teams cannot be formed having shooters from two different State/units. 7. Shooters participating in Mixed Events must have MQS as prescribed in Rule 17.6 of NRAI Match Book. 8. Shooters participating on Wild Card are not permitted to form a team. 9. There will not be any individual event/medal. 10. Team medals will be awarded as per Rule 10.2 and of NRAI Match Book. 11. It is strongly advised that the athletes from each State/Unit wear the same type of color of clothing.

4 4) PROTESTS AND APPEALS 5) AMMUNITION The Protests and appeals will be dealt as per ISSF & NRAI Match Book 2016 (Amended). The Protest fee is Rs. 200/- and in case of appeal to Jury of Appeal, the protest fee is Rs. 500/-. a) The ammunition will be issued to the Team Manager against cash payment on valid Arms Licenses of Associations/ Clubs/ Individuals or proper special permit issued by the Licensing Authorities. In case of inadequate authorization, special permits for the required quantity are obtained from the Local Licensing Authorities. b) In extra ordinary circumstances, the Organizing Secretary may grant permission for use of a common weapon. The names of shooters likely to use common weapon should be advised together with the weapon number to the Organizing Secretary in advance to enable him to work out details for conduct of relevant matches. 6) RAIL TRAVEL CONCESSION Rail Travel concession vouchers can be obtained from NRAI s office. 7) ACCOMMODATION:- Participants are requested to kindly make their own arrangements for accommodation. A wide range of hotels for all budgets are available in Delhi. 8) GENERAL :- a) All participants are requested to go through the above instructions carefully and ensure strict compliance. b) All participants are expected to abide by the rules and regulations for the competition. Discipline on and off the field is very essential. c) In case of non-participation by the competitors after submission of their entries, will not be allowed any refund of the Entry Fee. d) Shooting practice in hotels is strictly prohibited. e) During November weather in Delhi will be pleasant/cold. f) The Organizers will have the right to close any match or event in case of any emergency or otherwise without assigning any reason for such an action on their part.

Number of clay birds are (1) Men 125 birds (2) Women 75 Birds b. All shooters standing or sitting/wheelchair will, when changing all stations, remove cartridges from barrel. c. Both wheels of wheelchair will have contact inside the shooting square. No part of wheelchair will be outside square. d. Additional 3 second time is given between shooting stations. e. Rest of all ISSF Rule shall apply. Shotgun stock assisting with additions for hand disability are permitted.
