IFAW-INTERPOL Cooperation INTERPOL 7th International Conference on Environmental Crime September 14, 2010 Lyon, France Kelvin Alie Director, Wildlife Trade Program, IFAW

Outline of Presentation Brief introduction to IFAW Brief information on IFAW s global efforts to combat illegal & unsustainable wildlife trade. IFAW-INTERPOL Cooperation. Suggestions for further cooperation with INTERPOL.

Mission Statement IFAW works to improve the welfare of wild and domestic animals throughout the world by reducing commercial exploitation of animals, protecting wildlife habitats and assisting animals in distress. IFAW seeks to motivate the public to prevent cruelty to animals and to promote animal welfare and conservation policies that advance the well-being of both animals and people.

Commitment to animal welfare issues IFAW works to: Assist Animals in Protect Wildlife and Crisis & Distress Their Habitat Carry out Public Education Initiatives to Promote Animal Welfare Worldwide

Where We Work Staff in 15 countries and projects in more than 40 countries, where we identify both critical need and exemplary local partners.

Capacity Building to address the Illegal Trade of Wildlife Training and equipping ranger units, to increase capacity of wildlife law enforcement (KWS). Prevention of illegal wildlife trade trainings (MENA, Caribbean, Oceania, Kenya, Russia CIS). Since 2006, the trainings have been attended by: nearly 1,000! officers from government agencies charged with protecting wildlife from illegal trade.

Capacity Building to address the Illegal Trade of Wildlife Recent examples of confiscations in countries in which we conducted trainings. Trinidad & Tobago seizure of over 1,000 exotic birds and small mammals. Jordan 2 tiger cubs at Al Jaber land entry point between Jordan and Syria by the Jordanian custom authorities. Egypt 8 live foxes and 50 chameleons. UAE Shahtoosh shawls.

Consumer Outreach and Awareness Focus on reducing the demand for illegal wildlife and their products, especially in China (TCM). Green Tour of Africa campaign targeting Chinese citizens travelling to Africa.

Consumer Outreach and Awareness Educating consumers about the consequences of buying illegal wildlife products.

Exposing the Illegal Trade of Wildlife via the Internet IFAW has been at the forefront in exposing the internet as a conduit for illegal wildlife trade. Our investigations into this illegal wildlife trade reveal that the Internet continues to facilitate significant trade in wildlife, especially ivory.

Exposing the Illegal Trade of Wildlife on the Internet Collaborations with governments and other key players has resulted in: A voluntary ban by ebay, the world s largest Internet marketplace, on all trade in animal ivory on its websites worldwide. A ban on shark fin trade over the internet by China s largest internet shopping site Taobao.com. A ban on online trade in elephant ivory, sea turtle and shark fin by Alibaba, the world s largest business-to-business and outsource portal site for traders worldwide. Passage of document (CITES COP15 Doc. 32-Res. Conf. 11.3), advising Parties on tightening enforcement against Internet trade in protected species and understanding the methods and pathways by which CITES specimens could be illegally traded online.

IFAW-INTERPOL Cooperation Cooperation began in 2003 via the Wildlife Crime Working Group in Shared interest in suppressing wildlife crime and improving informationsharing among wildlife enforcement agencies has led to IFAW support for Ecomessage. Provided specific funding for: Development of a manual in all 4 Interpol languages of the Ecomessage pack. The Ecomessage award presented at CITES CoPs to a country (ies) in recognition of outstanding contributions in confronting wildlife crime.

The IFAW-INTERPOL Cooperation Capacity building Provided support to INTERPOL in its efforts to combat international wildlife crime by: Funding the position of Wildlife enforcement officer, now Criminal Intelligence Officer for Wildlife Crime together with the Bosack & Kruger Foundation Allowed for coordination of efforts to suppress ivory markets in Africa (Baba, Costa, Mogatle). Facilitating the participation of wildlife law enforcement officers from developing countries to INTERPOL conferences.

Opportunities for further Cooperation Opportunity for direct collaboration with the wildlife crime subprogramme on IFAW facilitated trainings (trainers and resource persons). Potential for collaboration on efforts at institutionalising wildlife law enforcement activities into the broader INTERPOL framework. Investigation into the use of the internet by wildlife crime syndicates to move large quantities of illegal wildlife products (password-protected sites, etc). Potential for collaboration on efforts to establish regional mechanisms for cooperation on combating wildlife crime.

Opportunities for further Cooperation Potential for collaboration on specific operations aimed at: Boosting wildlife law enforcement s worldwide, especially in habitat countries. Suppressing ivory markets in Africa. Addressing the illegal exploitation of tigers (suppressing markets).

Thank You!! IFAW believes that good compliance and strong enforcement are effective deterrents to wildlife crime and essential for conservation success.
