With 694,712 licensed gun hunters, their success rate is an astonishing 76 percent. By comparison, in the 43 years from 1966 to 2009, the average success rate for gun hunters is 37 percent Routine testing by DNR, weeks after the close of hunting, reveals that three deer harvested in the Town of Vermont in Dane County had CWD, or chronic wasting disease. The gun harvest drops to 361,264, still the fifth highest on record and higher than any harvest prior to Archery harvest remains high at 83,120, so the total harvest is fourth highest on record. October and December Zone T gun hunts in 67 DMUs The DNR and hunters begin looking for answers after CWD is found for the first time in wild deer east of the Mississippi River. For two decades, the always fatal, contagious disease had been largely confined, in the wild, to deer and elk in The Messenger of Juneau County ISSN Number Published each Thursday at 229 Main St., Elroy, WI by Lewis County Press, LLC DBA The Messenger of Juneau County. Colorado and Wyoming. DNR reacts aggressively, setting up a CWD management zone, with expanded hunting, and a smaller disease eradication zone, with a 14-week gun hunt. DNR samples 41,000 deer statewide for CWD. License sales drop 10 percent Bow hunters harvest a record 95,607 deer. Gun deer license sales up 14 percent over 2002, climbing to 644,818. Earna-buck rules in effect and no bag limit in the CWD management zone in southwest Wisconsin; 115 wild deer test positive for CWD with all but two positives from the disease eradication zone Hunters set a new record with venison donations by giving 10,938 deer yielding nearly 500,000 pounds of venison for food pantries across the state. Widespread use of earn-a-buck and Zone T hunts. Bow hunters set yet another record, harvesting 103,572 deer. License sales up slightly to 649, Top five gun deer harvest counties all located in central Wisconsin are Marathon (15,871), Clark (13,918), Waupaca (12,260), Shawano (11,748) and Jackson (11,461). DNR tests 4,500 deer in the agency s northeast region and CWD not detected Gun deer license sales at 644,906. Demographics show a gradually declining number of hunters nationwide due to a variety of changing social conditions. DNR, wildlife organizations and hunting clubs across state are ramping up efforts to encourage young hunters. NRB has approved a special, 2-day youth hunt in early October. Total gun harvest is 393,306, fifth highest on record Wisconsin s 156th deer season; archery harvest peaks at 116,010 deer; gun hunt now lasts 23 days in the CWD Zones; 57 of Wisconsin s 130 DMU s have earn-a-buck rules Most of southern Wisconsin now lies within the new CWD-management zone; focus has shifted to managing rather than eliminating the disease; rifles can be used to hunt deer in previously shotgun-only areas of the CWD zone; more than 642,000 licensed hunters kill 352,601 deer during all gun seasons The new Mentored Hunting Program is introduced, allowing any licensed hunter aged 18 or older to take any new hunter age 10 or older on a hunt. The mentor does not carry a weapon and stays within arm s reach of the novice. Nine-day gun hunt opens with unseasonably warm temperatures and heavy fog throughout much of the state. Gun harvest drops to 241, Hunters may now divide a deer into up to five parts (four quarters plus the head attached to the spinal column and rib cage) to facilitate removal from the field. Hunting regulations are available on DNR s web site; 19 DMUs in the north have buck-only hunting during both gun and bow seasons to allow herd to grow in the north. No earn-a-buck units except in CWD zone Archery season is extended through the gun deer season. Deer numbers begin to rise in north. There are no October herd control hunts outside the CWD Management Zone. Hunters in the CWD Management Zone may shoot a buck first before having to follow earn-a-buck rules. CWD detected in a doe harvested outside of Shell Lake in Washburn County, prompting sampling and public outreach. State hires independent deer trustee to review Wisconsin deer management. DNR embarks on multi-million, multi-year study to quantify various causes of deer death (whether by hunter, disease, weather, vehicle collision or predation by wolf, bear or coyote.) More than 400 hunters volunteer help make the first year of field research a success For the first time since 1995, there are no October herdcontrol gun hunts anywhere in the state. CWD zone hunters can make their first deer a buck under bonus buck rules. Anyone may now hunt with a crossbow during any gun deer season. Hunter participation in deer field research remains strong; $5 introductory licenses for various game species are introduced to help recruit new hunters and encourage past hunters to return Rifles allowed for hunting statewide after research shows they pose no greater risk than shotguns even in more populated counties. Hunting allowed in most state parks for the first time for about a month in the spring and a month in the fall, with archery hunting in parks running longer. Citizen action teams working on the Deer Trustee Report complete their recommendations, the DNR prepares proposed changes to deer management and 35 public hearings are held statewide. One proposal: dramatically reduce the number of deer management units, either by combining units or managing deer by county. CWD surveillance expanded in Adams, Juneau and Portage counties after four deer test positive outside the CWD management zone in southern Wisconsin.

3 Page 3 Caping your deer for mounting Remember to consult with your taxidermist before beginning the process of caping as some wish to have more of the neck and shoulder hide. This explanation is one of the more common methods of caping your deer. 1. With a sharp knife slit the hide circling the by behind the shoulder at approximately the mid-way point of the rib cage behind the front legs. Slit the skin around the legs just above the knees. An additional slit will be needed from the back of the leg and joining the body cut behind the legs (Figure 2A and 2B). 2. Peel the skin forward up to the ears and jaw exposing the head / neck junction. Cut into the neck approximately three inches down from this junction. Circle the neck cutting down to the spinal column. After this cut is complete, grasp the antler bases and twist the head off the neck. This should allow the hide to be rolled up and put into a freezer until transported to the taxidermist. These cuts should allow ample hide for the taxidermist to work with in mount- ing. Remember, the taxidermist can cut off excess hide but cannot add what he does not have. Note: When field dressing a trophy to be mounted, DO NOT 4-wheeler. The rope, rocks or a broken branch from a dead fall can easily damage the fur or puncture the hide. If you do need to drag it out of the woods with a rope, attach the rope to the base of the antlers and drag your trophy carefully. A sampling of FAQs from the Wisconsin Department of Natural Resources Hunting seasons The antlerless-only Holiday Hunt (Dec. 24 Jan. 1, 2017) will be offered in some Farmland Zone Deer Management Units (DMUs), including: Brown, Columbia, Crawford, Green Lake, Marinette, Marquette, Milwaukee, Pepin, Richland, Rock, Sauk, Waukesha and Waupaca. The December 4-day antlerless-only hunt (Dec. 8 11) will be offered statewide where antlerless tags are available. No bucks may be harvested during this season. Antlerless tags Hunters must specify the zone, DMU and land type for each antlerless tag. At least one Farmland (Zone 2) antlerless deer tag is included with each deer hunting license. However, hunters may only select Farmland (Zone 2) tags from a DMU that offers them, and the number of tags offered will vary by county. DMUs containing a metro sub-unit may offer free Metro Sub-unit Antlerless Tags, and/or $12 Metro Sub-unit Bonus Antlerless Tags. These are DMU, sub-unit and land-type specific. Junior Antlerless Deer Tags are valid in any unit statewide on the land-type specified on the tag, except in Ashland, Forest and Sawyer counties. Group bagging is not allowed on Junior Antlerless Tags. Tagging and registration Paper carcass tags must be validated immediately upon harvest of a deer. Carcass tags are validated by writing the date and time of kill. After registering the deer the confirmation number shall be written on the carcass tag and kept until the meat is consumed. The validated carcass tag no longer needs to be attached to the deer as long as the hunter remains with the carcass, but the hunter must attach the validated paper tag to the deer before leaving it. All deer registration will be completed electronically, but some in-person registration stations will be available to assist hunters. All deer must be registered by 5 p.m. the day after harvest in the DMU of kill or an adjacent unit. Clothing requirements Back tags are no longer required for deer hunting. Fluorescent pink is now a legal alternative to blaze orange for hunting clothing only. Which seasons are offered in 2016? The following seasons will occur: Archery and crossbow: September 17 to January 8, 2017 Youth hunt: October 8 and 9 October gun hunt for hunters with disabilities (on sponsored properties only): October 1 to 9 November 9-day gun deer hunt: November 19 to 27 Muzzleloader season: November 28 to December 7 December 4-day antlerless-only season: December 8 to 11 Metro sub-units gun season: November 19 December 7 Antlerless-only Holiday Hunt (select Farmland Zone units only): December 24-January 1 Can hunters shoot bucks with a bow or crossbow in any DMU during the December 4-day antlerless-only deer season? No. The December 4-day antlerless-only deer season will be held statewide, making it illegal to hunt bucks during this time, regardless of the weapon used. Except, Class A and C disabled permit holders and qualified U.S. Armed Forces members may use their Gun Buck Deer Carcass Tag to tag a buck statewide during any firearm deer season, including antlerless-only firearm deer seasons, to tag a buck that has been harvested with any legal weapon for that firearm season. How is the number of land type-specific bonus antlerless deer tags (public and private) determined in DMUs? County Deer Advisory Councils (CDACs) provide recommendations on how many public and private bonus antlerless tags should be issued in each DMU. Similar to how the department has handled this in the past, the CDACs review harvest history, anticipated hunter success, population estimates and other factors. Then, they make recommendations on antlerless harvest and bonus tag availability to help achieve three-year county population objectives of increase, decrease or maintain the deer herd in that DMU. This year, CDACs also made recommendations on various season options such as implementation of the Holiday Hunt, restricting the use of youth deer tags in buck-only counties, and others. Are back tags required in 2016? No. The Legislature has repealed the requirement of wearing a back tag. With the new Go Wild system, what will deer hunting licenses and tags look like? Go Wild offers several options for displaying licenses and printing carcass tags. Hunters will be able to print off a paper deer hunting license, link hunting license permissions to their Wisconsin driver s licenses or a department-issued Conservation Card or display a department-approved PDF of the license on a smartphone or other mobile device. Hunters will need to print plain paper carcass tags either at home, at a DNR service center or at a license agent. If a hunter did not receive their Farmland (Zone 2) antlerless tags at the time of purchase, they may print them from their Go Wild account for free at home or at a DNR service center. They may also select and obtain them from a license agent for a $2 processing fee. ALL deer carcass tags will be printed on plain paper starting in 2016, and hunters must have a paper tag valid for the correct zone, DMU and land type in order to tag and register a deer. Read more about Go Wild for full details on using licenses and paper tags. How do I get a new carcass tag if my original gets wet or damaged? Is there a cost to replace it? Replacement tags are issued through each hunter s Go Wild account. Hunters may print a replacement tag for no charge at home or through a DNR service center, or visit a license agent to obtain a replacement for $2. Can I print several copies of a tag for the field so I have an extra in case one gets damaged? Hunters may only possess one copy of each unique tag while in the field. Which tags will be issued with the purchase of an archery or crossbow deer hunting license? Hunters will receive one Bow Buck carcass tag valid in any unit statewide and valid for use with either archery or crossbow equipment depending on license purchased. In addition, they may receive one or more Farmland (Zone 2) antlerless tag(s), the number determined based on the DMU they hunt. Farmland (Zone 2) antlerless tags must be designated for use in only one DMU in a Farmland Zone. In addition, at the time of purchase, the buyer must choose the land type (public or private) for which the tag will be valid. If a hunter did not receive their Farmland (Zone 2) antlerless tags at the time of purchase, they may print them from their Go Wild account for free at home or at a DNR Service Center. They may also select and obtain them from a license agent for a $2 processing fee. Which tags will be issued with the purchase of a gun deer hunting license? Hunters will receive one Gun Buck carcass tag valid in any DMU statewide, plus one or more Farmland (Zone 2) antlerless tag(s), the number determined based on the DMU they hunt. All Farmland (Zone 2) antlerless tags must be designated for use in only one DMU in a Farmland Zone. Which tags will be issued with the purchase of a Conservation Patron license? Conservation patron license holders will receive one Gun Buck Deer Carcass Tag and one Bow Buck Deer Carcass Tag that can be filled with either a conventional bow or crossbow. They may also receive one or more Farmland (Zone 2) antlerless tag(s) for each license type valid for use only in the Farmland Zone DMU and land type specified at the time of purchase. Antlerless tags are not weapon-specific and can be filled with bow, crossbow or firearm, during an open season. Conservation Patrons may specify two different DMUs, or the same DMU twice, for their Farmland (Zone 2) antlerless tags. They may also select different land types for each antlerless tag. If a hunter did not receive their farmland zone antlerless tags at the time of purchase, they may print them from their Go Wild account for free at home or at a DNR Service Center. They may also select and obtain them from a license agent for a $2 processing fee. Which tags will junior deer hunters receive? Junior deer hunters will receive one buck tag valid statewide and one Junior antlerless deer tag valid statewide (except for Ashland, Forest and Sawyer DMUs) for each gun or bow license. Youth hunters age will not need to specify DMU or zone, but will need to specify land type on this antlerless tag. If a 17-year-old buys a Junior hunting license, but turns 18 before or during the deer season, can they still use the statewide antlerless deer tags they received with their Junior hunting license? Yes. Because the tags were obtained while the person was under 18 years of age, they are valid. For more FAQ visit:

5 Page 5 Taking care of your best field partner There are many hazards in the field that only you can predict for your hunting dog. For those that have shared their love of hunting with a dog, you realize that they are only interested in doing their job for you. They give little heed to the dangers that exist. Among those threats are broken bones, stabbing by stalks or objects in the field, heat stress and encounters with other wild animals. Protecting your dog and being prepared for these mishaps can help assure that your best friend will be in the field with you for years to come. Having a first aid kit with you at all times in the field is probably the single most im- portant thing a dog owner can do. Heat stress is a very dangerous threat to your hunting dog. Common sense will tell you that you should never work an overweight or older dog on particularly warm days. Know your hunting pal and watch for the signs of heat stress before they become a serious threat. Salivation, dark red gums, lack of coordination and a look of panic in the eyes are all signs of heat related problems. Calm the dog as much as possible and rinse the mouth with cool water to bring down the body temperature as quickly as possible. Allow small drinks of water for your dog. If possi- ble, immerse your dog in cool water, or use wet rags or ice packs to lower that body temperature. Once you have stabi- lized your pet, have the vet take a look at him just to make sure you are out of the danger zone. Stabbing or flesh injuries are common in the field and can be serious. Corn stalks and old fences are particular threats to a fast moving hunting dog. A protective hunting vest is great protection for the vital areas, but make sure your dog does not overheat wearing one that is too thick. Eyes are also vulnera- ble in the field. The dogs eyes attract debris when they are in the tall grasses, near the ground. Watch for lodged or floating debris. Rinse the eye with clean water if you find debris. If the dog is still bothered or if you see irritation, see your vet to have the dog checked. Lastly, broken bones are a serious emergency for a hunting dog. It is usually recommended by vets, not to attempt a splint on the dog. A towel or shirt loosely wrapping the broken limb to keep it as still as possible will suffice. If there is a puncture, keep the wound as clean as possible. Seek vet attention as soon as possible for your pet. Proper field dressing for your deer Properly field dressing and caring for your game will assure that your meat will taste the best it possibly can. There are several things you can do to prevent the contamination of your meat. Following is a de- scription of the proper way to handle your kill. 1. A well placed shot and quick kill will prevent the wild taste some people experience in their deer. These deer die with a normal heart rate. If your deer has been chased or wounded for a long period, ex- cessive by-products from exer- tion and fatigue are deposited in the muscle tissue. This is what causes that off taste. 2. Upon finding your deer, you must first tag your kill immediately following, you should field dress the animal. Below is a brief description of one method of field dressing. - Roll your deer onto it s back (If it s a doe, skip this first step.) If it s a buck, you start with the sex organ. Pulling on it s organ, you carefully cut through the hide around the front of it and along the sides of the testes. When you get to the back of the testes, cut along the sides of the urinary tract, all the way down to the rectum (keeping the urinary tract intact) and cut it free from the body. The complete sex organ, testes, and urinary tract are removed as one unit. - Once the sex organ is re- moved, start at the stomach. Carefully cut through the hide and muscle tissue, making sure not to pierce the stomach or in- testines. Continue your cut towards the chest of the animal and stop at the sternum. Reverse your cut and cut down towards the tail. When you get in between the back legs of the animal, stop your cut at the pelvic bone. - Now that the cavity is open, the next step is to free the anal tract. To do this cut a circle completely around the deer s rectum, sticking your knife in as far as it will go and letting your knife scrape the in- side of the pelvic bone, all the way around the rectum. This frees the anal tract from the hide. -Now reach inside the deer s chest cavity and cut the diaphragm free from the ribs, being careful not to cut the stomach. The diaphragm is connected to the ribs and seals the chest cavity from the stom- ach and intestines. -Reach into the chest cavity to the point where the neck enters the chest. You will feel the windpipe and esophagus. Carefully cut the windpipe and esophagus as far up as you can. Once these are cut, you can grab the cut end of the windpipe and pull hard. You will be pulling the heart and lungs out of the animal. When you get these free, the rest of the internal organs should fol- low without too much trouble. You might have to help it along with your knife, but if you did it properly, you should have no problems. Make sure that when you get down to re- moving the intestines, that the anal tract comes out with everything else. Lift the chest of the deer off the ground and drain any remaining blood from the animal. 3. Once the animal is field dressed, it is a good idea to wipe any blood out from the inside of the cavity. Most peo- ple don t do this. You can use a rag or rinse with cold clean water. 4. Drag the animal, by the head, to your vehicle. Put a stick between the rib cage of the deer to help cool the animal quickly. Don t forget to register the deer. 5.Whenyougethome,itis a good idea to rinse the cavity out with cold water, with a hose to remove dirt, left over blood and debris. Hang the deer up by the gambrels in the backlegsinacool, shadyplace to cool. Proper cooling may takehours.
