Hope your shooting season was successful. Be sure to send in your 2016 schedules as soon as possible. See this newsletter for dates to submit your information. Pay attention to the news media as to the gun control issues facing the shooting sports. It is actually scary to read some of the proposed legislation. We must stay alert and we need your help. We very nearly sold out and 260 supporters enjoyed a great meal of Prime Rib or Grilled Chicken coupled with several games, silent and live auctions, bucket raffles and lots of guns. We also drew the winner of our pre-banquet raffle and the winner selected the Kimber Model 84 Light Varmint Rifle for his prize. Jim Kilgore advised us that, for the second time in our short history, we made the High Caliber Club with a net income exceeding $25,000! We have nearly outgrown our present facilities and may have to limit ticket sales next year. We have no place left to go at this time. The date for our 2016 banquet is October 21 so if you would like to attend, please let us know in plenty of time to insure a seat! We would also like to extend out thanks to all of the donors and folks and businesses that purchased corporate tables as well as new members of our committee. They were a big part of our success.

2 West Virginia Shooting and Hunting News November Page 2 Factory Class was won by Richard Murray shooting a 308, followed by Tina Kocher and Robin Scott (two additional fine lady shooters) and Adam McPherson. Robin Scott showed up again by finishing first in the Hunter Class shooting her 308 followed by George Duckworth and Adam McPherson. We finished the year with a benefit shoot for the local Friends of NRA Banquet. It was the best FNRA shoot we have had to date raising $ We were able to underwrite a Savage Predator rifle and scope package and helped the Blennerhassett Chapter with their most successful banquet to date. LITTLE KANAWHA RIFLE CLUB 2015 SEASON REPORT The 2015 shooting season has come to a close with perhaps our best year ever in terms of participation. Class winners are as follows and represent the high average of the best 5 scores during the year. In the Custom Class, Rodney Pugh took the first two places with his 6 BRX (137 points out of a possible 150) and 284 Shehane rifles. Ron Daggett took third and fifth places while Alex Kocher took fourth place. In the Factory Custom Class, Mike Spence, shooting a 6BR, dominated with a season average of points followed by Jan Williams (top lady), Richard Murray, Mike Whited and Ed Sears. One hundred fifty-six people enjoyed a good meal with games, silent auctions and a live auction for firearms and related merchandise. The purpose of the Friends of NRA dinners is to raise money for the NRA Foundation, a 501-3c charitable organization. The NRA Foundation provides grants to organizations such as: Eddie Eagle; Youth Programs; Women s Programs; Hunter Safety & Services; Law Enforcement; etc. Half of the money raised in West Virginia stays in West Virginia District 10 News (Greenbrier, Mercer, Monroe, Summers) 2015 Raffle WVSRPA is again running 2 raffles that will be drawn at the Annual Meeting in March, M1 Garand: Winner will receive a CMP Rack Grade M1 Garand directly from the CMP. Winner must meet all of CMP s requirement including belonging to a CMP affiliated club. As such, the winner will also receive a 1 year membership to the WVSRPA. Tickets are $5.00 each or 3 for $ Proceeds will go to the WVSRPA youth programs. Ruger SR 1911 Commander in.45acp: Winner will receive a Ruger SR 1911 Commander stainless steel pistol in.45 ACP. Tickets are $5.00 each or 3 for $ You can purchase tickets from any WVSRPA Board Member or Officer. LEGISLATIVE In October, President Bailey and I attended the NRA- ILA s Legislative Seminar at Charleston, WV. Dan Carey, Legislative Liaison conducted the meeting and was assisted by Lexy Higgins, Grass Roots Coordinator. The seminar was very informative. Some of the action points discussed were as follow: The NRA-ILA will be supporting the reintroduction of the 2015 version of SB 347, known as the Constitutional Carry Bill or AKA the Jacket Tax Bill. Briefly, this bill again attempts to eliminate the $90. Concealed Carry License Fee paid to each respective county sheriff s department based on the premise that the Second Amendment to the U.S. Constitution confers every lawabiding citizen s right to carry a firearm, unconcealed (open carry) or concealed and it is not necessary to obtain a concealed carry permit from a local sheriff or other government agency Dan Carey also advised the attendees that the NRA will be supporting a bill to allow Sunday hunting statewide in WV and eliminate the cumbersome ballot referendum required in any of the 55 counties where an interest in legalizing Sunday hunting exists A state senator and two delegates were in attendance an provided excellent advice and insight into approaching legislators regarding legislation and generating support for particular bills Following the meeting, to our collective dismay, Gary and I met with Dan Carey and he advised that he was leaving the NRA- ILA. We thanked him for his contributions to WV and the excellent working relationship enjoyed during his tenure between the NRA-ILA and the WVSRPA. To my knowledge, a replacement has not been selected, but hopefully, we can develop a similar relationship with Dan s replacement

4 West Virginia Shooting and Hunting News November Page 4 As the WVSRPA begins to gear-up for the 2016 Legislative Session more bills of interest to shooters, hunters and sportsmen will be mentioned and subsequently introduced. A more efficient and timely method of informing state association members regarding active legislation in Charleston is being developed and will be presented to the board of directors at their next meeting for their approval. At the previous state association BOD meeting it was great to have JR Hill, the other half of legislative affairs in attendance and see that he is recovering from his health challenges and ready to get back in the saddle. Jim Pennington, Vice President Legislative Affairs aggregate score in the National Trophy Individual Match and the National Trophy Team Match. The 2015 winner was James Mormon from Ohio. His picture appears below with the Ed Williams Memorial Trophy. The presenter pointed out that Ed Williams had won the Anheuser Busch Trophy three times, a feat which has never been duplicated. His winning score of 578 in 1986 has only been exceeded one time, by X s. It was a fine day for pistol shooters from West Virginia and a fitting memorial for Ed. John L. Senator Joe Manchin 303 Hart Senate Office Bldg Washington, DC Phone: Senator Shelley Moore Capito 172 Russell Senate Office Bldg Washington, DC Phone: (202) Camp Perry - Pistol Ed Williams Trophy At Camp Perry in July, 2015, the West Virginia pistol shooters dedicated a beautiful Sterling silver Reed and Barton trophy to the memory of Ed Williams. We are grateful to all the guys who contributed to the purchase. A committee visited Virginia Ogruski of the Civilian Marksmanship Program the next morning to present the trophy to the CMP in Ed s memory. Ms. Ogruski told the committee that she would approach the Director and see if it could be included in the Awards Ceremony. At the awards ceremony, the Ed Williams Memorial Trophy was presented to the winner of the Anheuser Busch Award. The Anheuser Busch Award is presented to the Civilian competitor with the highest James Mormon receiving the Ed Williams Trophy An Historical event at the West Virginia State Pistol Championship It was September, The West Virginia State Pistol Championship was fired at the South Charleston range of the Fraternal Order of Police. There were more than seventy five competitors from all over West Virginia and from military posts such as Fort Lee, Fort Holabird, and the Twentieth Corps. Near the end of the match, it became obvious that, barring something unforeseen, either Ray Bickar from Canton, Ohio, or James Ray Evans from Scott Depot would win the match. In those times, the National Match course in each caliber was fired last, after slow fire, timed fire and rapid fire. Going into the.45 National Match Course, Ray was ahead of Jim by several points. Then something very special happened. Jim fired a 100-6X slow fire with ammunition loaded by Bob Cooper, one of the stalwarts of area pistol shooting. Jim dropped a point timed fire, but had a good X-count. He scored another 100 in the rapid fire stage, to end up with a X. This won the match and the grand aggregate for Jim, but there was more. Shortly after the guns fell silent and the score cards were turned in, the announcer keyed the microphone and said: Ladies and Gentlemen, the.45 National match score

5 West Virginia Shooting and Hunting News November Page 5 of X by Lt. James Ray Evans is, unofficially, a new National Open record. The assembled shooters gave Jim a long ovation. It was a great day for pistol shooting in West Virginia. Three times in less than the fifteen previous months, Lt. Col. William McMillan of the United States Marine team had set and broken his own National Open Record in the.45 National match course. Jim s score eclipsed McMillan s latest record by an X. Ironically, Jim s record stood for only three weeks. Captain Thomas D. Smith of the Air Force Pistol team shot the first 300 with 18Xs and that record stood for thirty eight years. John L. Hash Summersville Ramp Match, April, 1968 It was a cool, but clear morning at the Wadcutters Club range just north of Summersville. Eighty plus competitors stood ready to compete in the annual Ramp Match. After hearing Amazing Grace from a record donated by Ivan Hall, they played the National Anthem and then the chief range officer called shooters to the firing line. Interspersed among the competitors were members of the Marine Corps Marksmanship Training Unit from Quantico, Virginia. On position One, Frank Higginson prepared like everyone else as the three minute preparation period began. When the Chief Range officer gave the command to commence fire, Frank began his string of ten shots. Early in the string, the extractor broke on his Smith and Wesson Model 41. Frank completed the slow fire match loading one cartridge at a time and shot the slow fire string of the National Match Course the same way. After scoring the last slow fire target, he walked over to the Armorer s Trailer and had them put in a new extractor. Then, he returned to the firing line and completed the six strings of timed and rapid fire remaining in the.22 aggregate. When his score cards were turned in, they showed that he had fired a 200 with 12 Xs in the slow fire match. He followed that up with a 98 in the slow fire stage of the National match course. Then he proceeded to shoot six straight 100s in the timed and rapid fire stages. When his aggregate score was totaled, he had shot an X. Both the slow fire score and the.22 Aggregate were new National Open Records. In the forty six years since that special day, those two records have been equaled, one time each, but never exceeded. It was a wonderful day of Pistol Shooting in West Virginia. John L. Hash BRASSMASTERS Brassmasters experienced a lot of activity during In June, we kicked off the outdoor shooting season by sponsoring the Mountaineer Regional Outdoor Precision/Bullseye Pistol Championships, followed by four NSSF (National Shooting Sports Foundation) Rimfire Challenge Events, eight Cowboy Action Matches and in September, the Inaugural Ed Williams West Virginia State Outdoor Precision Pistol Championships. Then, in October, we closed the 2015 outdoor shooting season with an 1800 Precision Pistol and EIC Matches. We also gained another Junior Precision Pistol shooter when Robert McClain, who achieved his Distinguished Rifle Shot Badge at the 2015 National Matches at the ripe old age of 17 and it took him just three short years to achieve this milestone, joined our program. This brought our total number of junior and beginning pistol shooters to five. Our junior shooters have been issued new Ruger.22/.45s, to the custody of their parents, a new range gun box, with spotting scope, ammunition and even staple guns and scoring clip boards. Several weekly clinics were held for the juniors and beginning pistol shooters, with Allen White serving as coach. Some of the junior shooters that attended a recent Rimfire Challenge Event Beginning in September, the 601 st Engineering Unit of the WV National Guard, based in Buckhannon, began construction of a berm separating the Bullseye/Precision Pistol Range from the 2-Handed/Plinking Pistol Range. The last effort for the construction season was conducted in November, with the final grading and compacting tasks to be completed in the Spring of The efforts of the 601 st Engineering Unit are beneficial to both the 601 st Unit and Brassmasters as we could not

6 West Virginia Shooting and Hunting News November Page 6 possibly undertake or afford the earth moving necessary to construct an 8 x 50 yard berm and it provides much-needed hands-on training opportunities for the guard s engineering unit. Also, as part of their drill activities, the guard members utilize our 2-Handed Range for qualifying with their M-9 Pistols and M-4 rifles. Typically, as part of their training they hold day-long live-fire exercises in conjunction with their construction activities. After five years serving as president of Brassmasters, Jim Pennington decided to step down and focus on his competitive pistol shooting and his new duties as Vice President for Legislative Affairs for the WV State Rifle and Pistol Association. Therefore, Brassmasters has a new president that will be at the helm beginning January 1 st. Charlie Vandergrift of Morgantown will assume the duties of president. During 2015 Charlie headed-up the Cowboy Action Matches and the participation level tripled. He brings a lot of dedication, energy, creativeness and leadership skills to the office and we are confident that Brassmasters will continue to move forward and flourish under his presidency, along with guidance and support from the club s executive committee members. 7 West Virginia Shooting and Hunting News November Page 7 The 2015 West Virginia State Outdoor Precision Pistol Champion is Tom Allen, Dunbar, WV (State champion must be a resident of West Virginia) Gold Medal Class Winners High Master: Craig Cash, VA Master: Carlos Butts, LA Expert: Paul Korn, NY Sharpshooter: Mark Schreiner, NY Marksman: CJ King, WV Junior: Robert McClain, WV A list of winners and scores are posted on our Web page: whitehorsecenter.org then, click on the Brassmasters Tab holds a lot of promise for Brassmasters, with continuation of the Spring Mountaineer Regional Outdoor Pistol Championships, possibly reviving the WV Strawberry Festival match as a stand-alone event, monthly Cowboy Action Matches, several Rimfire Challenge Events, the Annual 2016 Ed Williams Memorial State Outdoor Precision Pistol Championships, possibly additional NRA & CMP Sanctioned matches and an NRA Women on Target Clinic. A match schedule and additional information will be posted on our Web page and included in future WVSRPA Newsletters. Competitive Rifle & Precision Pistol Shooters ALERT Of interest to those of us that are competitive pistol and rifle shooters and participate in the NRA National Championships and the CMP National Matches, the Internet s Bullseye L Forum lit-up when the NRA Director of Competition posted a query on the Web site. First, he stated that CMP is on the verge of investing $6.5 million in electronic targets at Camp Perry for rifle and pistol competitions, thus replacing paper targets and the pistol ranges timing systems and turning mechanism. Secondly, for those familiar with the discussion that surfaced about three years ago to move the National Championships from Camp Perry to the Cardinal Center, (located just North of Columbus) that idea has certainly gained a lot of momentum. As a part of his post, the director of competition started a poll on the Bullseye L Forum for competitors to express their vote whether to keep the National Championships at Camp Perry and utilize electronic targets or move to the Cardinal Center and continue competitions using paper and turning targets. As this writer understands the query, the CMP National Matches would remain at Camp Perry; only the pistol portion of the National Matches would move because the Cardinal Center does not have enough area for long range rifle, which would include a sufficient impact area. To say that the exchange between those that want the National Championships to remain at Camp Perry vs. those that are in favor of moving the annual championships to the Cardinal Center is a heated exchange, would be a gross understatement. In summary, the discussion can be synthesized into two questions: 1) are you in favor of the CMP maintaining the existing target system at Camp Perry or do you favor electronic targets for both rifle and pistol competition? 2) if the CMP converts to electronic targets, would you favor remaining at Camp Perry or moving the National Pistol Championships to the Cardinal Center? You can follow or even add your vote and comments to the discussion on the Bullseye L Forum Web page. Spring Cash Raffle As related in a previous WVSRPA Newsletter, during the Spring, Brassmasters held a $1, cash raffle. The raffle was successful in raising $1,860. and was won by Mrs. Keim of Terra Alta, WV. Prior to beginning the raffle the executive committee committed to using this fund raiser to build a firing line cover at the 2-Handed/Plinking range. During September, the firing line cover was constructed by a local contractor at a cost of $1,800. Now, concealed carry classes, defensive handgun practice and casual plinkers can enjoy their respective sport and be sheltered from rain or the blazing sun. Thanks to everyone that purchased a raffle ticket(s) that made this much-needed addition a reality.

8 West Virginia Shooting and Hunting News November Page 8 WHITE HORSE White Horse Firearms and Outdoor Education Center held the United Way 600 yard Prone Charity Match on Oct 10, $ was donated to The United Way of Harrison County to give back to our community. The winner of the Rossi 92 38/.357 was Cindy Reed from Upshur County. This was a team effort, from the shooters, to the food prep, and to all the volunteers we couldn t have done it without you. White Horse Thanks You! Group. Mike Hanes won Shooter of the year For Light Gun Group & Heavy Gun Score. Congratulations to all our shooters and we ll see you next year. The Public Range has been very busy since October, with over 500 shooters sighting in their hunting rifles in hopes of bringing home the Big one. Safe shooting folks. White Horse will closed for Christmas Eve and Christmas Day and will close for the season on December 30 at 5pm.
