1 IPC Shooting Referees Manual 1 GENERAL 1.1 For the achievement of its purposes the IPC Shooting licenses referees to supervise shooting competitions and to ensure the fair and equal treatment of all competitors. IPC Shooting Referees must be experienced and fully conversant with the current versions of the IPC Shooting Rules and Regulations plus the ISSF rules for the shooting discipline concerned. 1.2 The IPC Shooting issues referees' licenses as confirmation of qualification. 1.3 Referees' licenses are divided into three (3) categories: Junior International Referee (C) The successful completion of the referee workshop including the examination is required. Certified Junior International Referees may be allowed to attend an International approved competitions accompanied by Senior International Referees Senior International Referee (B) Senior International Referees are competent to run World Cups Supervising Referee (A) A licensed Referee, who is competent to run all IPC Shooting recognized competitions. 1.4 The IPC issues referees licenses for all IPC Shooting disciplines (rifle and pistol): The IPC Shooting can issue referees' licenses but only following successful completion of official IPC Shooting referees course. 1.5 The IPC Shooting office and the IPC Shooting Head of Competition and Officiating maintain a list of all the license holders. The names of the new license holders will be published in the IPC Shooting website on annual basis. 1.6 License holders may only act as referee for the IPC Shooting recognized competitions if they have been appointed by IPC Shooting.
2 2 ACQUISITION OF A LICENSE 2.1 The applicant must have the necessary capability and experience as IPC Shooting referee. 2.2 IPC Shooting referees' licenses are not granted to active shooters who still participate in competitions where world records may be established. If the holder of a Referees' license wishes to participate as a shooter, he must return the license to the IPC Shooting office for cancellation. He/she may apply for a new license in the future. 2.3 For the acquisition of an IPC Shooting referee s license, preparatory instruction and training is necessary. The applicants should possess an ISSF B or A referee s license. 2.4 Applicants must also have achieved the pass-standard in the General Aspects (e.g. IPC Handbook, ISSF rules) and the Shooting Discipline Parts (rifle, pistol) of an official IPC Shooting referees' course within the last four (4) years. 2.5 An applicant's National Paralympic Committee must sign the completed official IPC referees' application form (see Appendix 1) to confirm the contents and support the application. The National Paralympic Committee must then send it to the IPC Shooting office. 2.6 Applications should be submitted as soon as possible, but no later than 1 November each year for licenses to be issued in the following year. 2.7 Each application must be accompanied by two (2) recent passport photographs 3 cm x 2 cm or a digital photograph of the applicant. 2.8 The IPC Shooting Technical Committee will evaluate and approve, where appropriate or postpone applications during its annual meeting which will usually be held towards the end of the Year. 2.9 After approval, the IPC Shooting office will issue the licenses These licenses are sent to the National Paralympic Committees for delivery to the license holders Approval of initial applications will result in the issue of a "C" category license. Category "B and A" licenses are only issued following further experience and upgrading.
3 3 VALIDITY AND EXTENSION OF THE LICENSE 3.1 All IPC Shooting referees' licenses are issued for a period of four (4) years. 3.2 After expiration of this period, the license can be renewed. The minimum requirements for each level must be in place by the applicant for the 4 years period by the renewal time. 3.3 The National Paralympic Committee must submit all requests for renewal to the IPC Shooting office accompanied by a completed Renewal Form. 3.4 The application must be accompanied by two (2) recent passport photos 3 cm x 2 cm or a digital photograph of the applicant. 3.5 Evidence of recent activity as a Jury Member is required, and the applicant must be conversant with the current edition of the IPC Shooting and ISSF Rules and Regulations. 3.6 The current license should not be returned when applying for a renewal, though it will cease to be valid after the expiry date. Applications for renewal should be submitted at least three months before expiry. 3.7 The Head of competition and officiating in co-operation with the IPC Shooting office will deal with all renewals. Renewed licenses will be returned to the National Federation. 3.8 A fee of Euro will be charged for each renewal. 4 EXPIRATION OF A LICENSE 4.1 When an IPC Shooting referee s license expires after four years, license holders will be taken off the IPC Shooting list if not renewed by application within two years. In such a case any future license must be applied for in accordance with the acquisition of a license, including attendance at course(s). Licenses renewed late within the two years will only be valid for four years from the previous expiry date. 4.2 The license holder's National Paralympic Committee, at any time, has the right to apply for cancellation of an IPC Shooting referee's license. The license holder may be taken off the list, in such a case the license should be returned to the IPC Shooting office.
4 4.3 A referee s license may be cancelled if a holder does not fulfill his/her duties as a referee or harms the interest or reputation of the IPC Shooting. The holder will be taken off the IPC Shooting referees list and the license must be returned to the IPC Shooting office. All IPC Shooting referees' licenses remain the property of IPC. 4.4 Referees' Courses 4.5 Only courses that have been approved and recognized by the IPC Shooting will be considered as official training courses for referees. 4.6 Applications for recognition must be submitted to the IPC Shooting office within the given timelines in the application for a Referees course (see Appendix 2) before the date of the intended course. 4.7 The objective is to ensure that applicants for IPC Shooting "C" licenses have a proper understanding of the Rules, and their application, in respect of the disciplines for which they seek to be licensed. Also to ensure applicants have a proper understanding of the Constitution, General Regulations, Terms of Reference, Eligibility and Anti-Doping regulations, etc applicable to all disciplines. Separately, applicants for licenses must possess practical experience gained from officials' duties within ISSF competition Every part of the course should be opened with the explanation of the purpose and the content of the course, followed by the duties of a referee During the course the IPC Shooting Technical Rules and Regulations must be covered and a test being conducted. 4.8 The instructors for IPC Shooting referees courses will be appointed by IPC Shooting The Local Organizing Committee must pay the costs for travelling, accommodation, meals and local transportation for the instructor(s). 4.9 Courses should last a minimum of two days The organizer is responsible for providing a training room with adequate facilities for efficient instruction, and for the comfort of those attending, projector, screen, flip chart, notepads and pens.
5 4.11 A maximum of 8 participants should be admitted per instructor. To make the course cost effective it is recommended that at least 12 participants should attend The participants should possess a good background of practical experience as officials before attending a course. Participants with little experience must obtain practical experience under the guidance of an experienced referee in a series of national competitions before applying for an IPC Shooting referee s license The IPC Shooting should publish details of the course as early as possible. The announcement should include all details about dates, times, accommodation, meals, local transportation, costs and any further important information Every participant must be given a registration form to be filled in with his name, address and date of birth. The participant must further indicate his experience and any special knowledge he/she has acquired during competitions in which he acted as an official, and the qualifications obtained in his National Federation In case that the course is to be cancelled IPC Shooting will announce it no later than a month prior to the course Participants who successfully complete the course, including knowledge of the General Aspects will be issued with an IPC Shooting Diploma The IPC Shooting Diploma guarantees the issuance of an IPC Shooting C license. It only certifies the satisfactory completion of the official course At the end of the course the instructor must write and submit a short report with a list of those attending. It should also indicate the names of those completing the course to the standard required for an IPC Shooting license (e.g. those having received a Diploma). Where possible the report should indicate whether the individuals already possess sufficient practical experience, or whether further practical experience appears appropriate before an IPC Shooting license is granted. The report must be sent as soon as possible to the IPC Shooting office and Head of Competition and Officiating. 5 UPGRADING Upgrading of referee s will be done by the IPC Shooting Technical Committee, based on the years evaluation sheets of all attending referee s at the IPC Shooting recognized competitions. The IPC Shooting office will maintain an overview of all IPC Shooting C, B and A referees and the activities during the years. If referees meet
6 the criteria to get upgraded the Head of Competition and Officiating will propose those upgrades during the yearly STC meeting. After decisions are made the Referee will get a new License card Junior International Referee (C) The successful completion of two (2) days referee workshop including the examination is required. Following the successful completion a certificate will be sent by IPC Shooting office. Certified Junior International Referees may be allowed to attend an International approved competition accompanied by Senior International Referees Senior International Referee (B) Certified Junior International referees can be upgraded to Senior International Referees by working under supervision for two (2) sanctioned shooting competitions under the supervision of an IPC Shooting Supervising Referee at their own expense. The IPC Shooting Supervising Referee will submit to IPC Shooting the Evaluation of Performance / Progress Report of Approval after the sanctioned competitions. The IPC Shooting officials who supervised the officiating work that the Junior International Referee did over the two (2) IPC Shooting competitions submit a letter of assessment to IPC Shooting. Senior International Referees are competent to run World Cups Supervising Referee (A) The basis for upgrading to the status IPC Shooting Supervising Referee is the experience over a number of years acquired as Senior International Referee He/she must be an active Senior International Referee for at least four (4) years He/she must have the ISSF EST-License (Electronic-Scoring- Target-License) Must have attended at least on five (5) competitions level 2 or higher. On at least two occasions the applicant must have been a Jury Member. The other three occasions must have been as a Chief Range Officer, Chairman of the Jury, Chairman of Classification or Chairman of Equipment Control.
7 IPC Shooting will decide on the upgrading applications at its annual meeting. After the upgrade of the International IPC Shooting - License to IPC Shooting Supervisor Referee License he/she is responsible to write a report when working as Supervisor for every applicant which works under Supervision to the IPC Shooting Head of Officiating. The referee allocation to competition will be based on the level of competency in relation to the weight of the competition.

9 6.1 Competition Referees At IPC Shooting recognized Competitions, juries must be formed in accordance with IPC Shooting rules to advise, assist and supervise the competition officials appointed by the Organizing Committee. A Range Jury must be appointed to supervise the conduct of events. A Classification Jury must be appointed to supervise scoring and ranking. An Equipment Control Jury must be appointed. All Juries when on duty are required to wear the ISSF Jury vest with their IPC Referee License. The vest must be purchased from the ISSF Headquarters The Range Officers are responsible for the actual conduct of the competition while the Jury acts in an advisory and supervisory capacity. They must cooperate fully together. The Range Officers and Jury are responsible to the Organizing Committee and to the IPC shooting, respectively, for the conduct of the competitions in accordance with IPC shooting Rules All Range Officers and Members of the Juries must be familiar with the IPC Shooting Rules and they must ensure that these Rules are enforced in a fair and equitable manner during the competitions. 6.2 Duties and Functions of the Jury The Juries must supervise the examination of the guns, IPC Shooting allowed equipment, and accessories (in the Equipment Control Section), and continuously observe the shooting positions and the equipment of the shooters The Jury must decide all cases which are not provided for in the IPC Shooting rules. Such decisions must be made within the spirit and intent of the IPC Shooting rules. Any such decisions must be put into writing and sent to the IPC Shooting committee so that necessary rules may be clarified or changed. 6.3 EQUIPMENT GENERAL The Organizing Committee must provide a complete set of IPC Shooting instruments for equipment control before and during an IPC Shooting recognized competition. Certification or Calibration Test Equipment must be provided Shooters must use only equipment and apparel that complies with the IPC Shooting Rules. Anything (guns, devices, equipment, accessories, etc.) which may give a shooter an unfair advantage over others and which is not mentioned in these Rules, or which is contrary to the spirit of the IPC Shooting rules, is prohibited. The shooter is responsible for submitting all equipment and apparel for official inspection and approval to an IPC Shooting-supervised Equipment Control prior to its use in IPC Shooting competitions. Team leaders are
10 equally responsible for ensuring that the shooters equipment and apparel comply with the IPC Shooting rules Prior to the competition each shooters gun and other equipment must be examined by the Equipment Control Officials to ensure that it conforms to IPC Shooting Rules. The shooter is responsible for presenting all guns and equipment, including any questionable equipment and/or accessories for official inspection and approval before use The Equipment Control Officials will be assisted and supervised by IPC Shooting Jury Member(s). 6.5 IPC equipment control tools During IPC Shooting recognized competition only certified testing equipment may be used. These tools are the measuring equipment for the support SH2. This equipment must be marked with an IPC Shooting stamp/id sticker. This certified equipment will be documented in IPC Shooting equipment database records by the head of competition and officiating. 11 7 APPLICATION FORMS FOR LICENSES 7.1 To simplify the administration of license issue, the forms in Appendix 1a and Appendix 1b should now be used when applying for a C license or Renewal 8 DRESS CODE OF IPC SHOOTING REFEREES During IPC recognized competition the IPC referee may wear a suite or normal trousers with polo-shirt under his/her ISSF Red Referee vest and his/her IPC Shooting Referee ID.
