1 CATEGORY 13 STATUS REPORT OF NEVADA STATE DUCK STAMP PROGRAM. RECEIPTS, PROGRAM EXPENDITURES AND PROJECTS UNDERTAKEN DURING FISCAL YEARS 2007 AND This report is submitted to the 75 th session of the Nevada State Legislature pursuant to NRS and A. PROJECT DETAILS FY 07 Carson Lake Water Transfer A total of $50,000 was expended during procurement of expert research and testimony to be used at a hearing before the State Engineer. The hearing was related to the Nevada Department of Wildlife s efforts to secure the transfer of the full duty on water rights that the agency has purchased in the Lahontan Valley. NDOW s attempts to transfer the full duty were protested by a variety of parties and the hearing was intended to allow the State Engineer the opportunity to gather testimony prior to making a ruling on the protest. The State Engineer ultimately ruled in favor of NDOW and that ruling has been protested by the Pyramid Lake Paiute Tribe. Humboldt WMA Topographic Survey A total of $12,134 was paid to Ducks Unlimited for the completion of a topographic map of Toulon Lake at the Humboldt WMA. The survey will be used in selecting sites for four cross dikes that are planned for the Lake. The cross dikes will improve water management capability and thus improve the quality of wetland habitat. Carson Lake Weed Management A total of $1,960 was expended for the purchase of herbicides that were used to control cattail and hardstem bulrush growth around boat launches and boat travel lanes at Carson Lake and Pasture. Some herbicides were also used to control the spread of African rue and Syrian bean caper.

2 CONTROLLED BURN OF CATTAILS AT CARSON LAKE Eastern Region Weed Management A total of $7,014 was expended on the purchase and application of herbicides at the Bruneau River and Franklin Lake WMAs in Elko County. Targeted weed species include Reed canary grass, Canada thistle, purple loosestrife and tall whitetop. Steptoe Valley WMA Meadow Rehab A total of $1,443 was expended on the purchase of various native plant seeds that were used to re-vegetate areas that were disturbed during the initial phase of the NAWCA wetland development project. Without re-vegetation efforts, the disturbed areas are quickly invaded by noxious weeds such as hoary cress. Statewide WMA Weed Management A total of $14,410 was expended on the purchase and application of herbicides on noxious and invasive weeds that have negatively affected wetland habitat at the Mason Valley, Kirch, Key Pittman and Overton WMAs. Noxious species treated include 2

3 tall whitetop, Russian knapweed, tamarisk and hoary cress while the non-noxious, but invasive species, include willow, cattail and hardstem bulrush. Scripps well pumping A very small amount of money was expended to pay for pumping the well at the Scripps WMA. The pumped water was used to irrigate a small stand of forage kochia that has become established there. Administrative costs A total of $14,410 was used to offset the costs associated with the administration of the Duck Stamp program and to reimburse the 4452 account for mileage costs. FY08 Carson Lake water transfer A total of $13,603 was expended for the procurement of additional expert testimony relative to the water right hearing referred to in Item #1 listed in the 2007 expenditures. Waterfowl harvest modeling A total of $10,868 was expended to begin development of waterfowl population models that more closely reflect waterfowl populations in the Pacific flyway. The resulting models will allow NDOW to provide more applicable population data to the United States Fish and Wildlife Service the regulating agency that establishes waterfowl seasons and bag limits. The overall goal is to make sure that the seasons and bag limits more accurately reflect the status of waterfowl populations in the Pacific flyway and are not established based on populations in other flyways. Sportsmen s Journal A total of $1,960 was expended to support the development and distribution of a Sportsmen s Journal that can be used by sportsmen to more accurately document their harvest of game species. In addition to providing the hunter with a means of tracking their personal take, the journal will also allow the hunter to provide more accurate harvest information if they are asked to fill out one of NDOW s harvest questionnaires. 3

4 FRONT COVER OF NEVADA SPORTSMEN S JOURNAL Carson Lake weed management A total of $681 was expended for the purchase of herbicides that were used to control cattail and hardstem bulrush growth around boat launches and boat travel lanes at Carson Lake and Pasture. Some herbicides were also used to control the spread of African rue and Syrian bean caper. Mason Valley water structures A total of $3,530 was used to purchase water control structures and pipe for use in water management activities in the wetlands at the Mason Valley WMA. Water control structure replacement is an ongoing activity on the area since existing structures fail from time to time due to corrosion resulting from age and highly corrosive soils. 4

5 NEWLY INSTALLLED WATER STRUCTURE AT THE MASON VALLEY WMA Mason Valley weed management A total of $6,969 was used to purchase and apply herbicides to noxious and invasive weeds in the wetland at the Mason Valley WMA. Primary weed species targeted include tall whitetop, hoary cress, willow, cattail and hardstem bulrush. Control of these species is necessary in order to prevent degradation of the wetland habitat. Steptoe Valley weed management A total of $5,089 was used to purchase and apply herbicides to weed species that have invaded the wetland area of the Steptoe Valley WMA. Primary species treated include hoary cress and Canada thistle. Eastern Region weed control A total of $6,809 was expended on the purchase and application of herbicides at the Bruneau River and Franklin Lake WMAs in Elko County. Targeted weed species include Reed canary grass, Canada thistle, purple loosestrife and tall whitetop. 5

6 Status Report Category 13 Duck Stamp Overton farming A total of $3,156 was expended on the purchase and application of seed, fertilizer and soil amendments to approximately 75 acres of wildlife fields at the Overton WMA in Clark County. The fields provide a great deal of habitat for ducks, geese, turkey and other wildlife that inhabit the area. The Overton WMA is a significant resource for the waterfowl and waterfowl hunters that live in the Las Vegas area. Field B-6 at the Overton WMA Lockes Ranch weed control A total of $1,735 was expended on the purchase and application of herbicides to noxious weeds at the Lockes Ranch in Nye County. This property was purchased primarily for its value to the Railroad Valley springfish but also provides waterfowl habitat in this very remote valley. Key Pittman farming A total of $2,909 was expended on the purchase and application of seed and fertilizer on approximately 50 acres of wildlife fields at the Key Pittman WMA in Lincoln County. The fields provide valuable habitat for waterfowl that reside on or 6

7 migrate through that portion of Nevada. The Key Pittman area is a popular destination spot for waterfowl hunters from Clark County. WILDLIFE FIELD AT THE KEY PITTMAN WMA Kirch weed management A total of $3,853 was expended on the purchase and application of herbicides to noxious and invasive weeds at the Kirch WMA in Nye County. Primary species targeted include Russian knapweed, cattail and hardstem bulrush. North American wetland enhancement A total of $10,000 was paid to Ducks Unlimited to assist with wetland enhancement in Canada. NDOW contributes to this effort since the prairie wetlands of Canada provide critical nesting habitat for waterfowl that ultimately migrate through Nevada. 7

8 Alkali Lake water structure A total of $2,130 was expended on the purchase of a water control structure and culvert pipe for use at the Alkali Lake WMA. The structure replaces an old structure that had rusted out which precluded travel into the main wetland area. Mason Valley water pumping A total of $3,722 was expended to pay pumping costs for the Joggles well and Redhead pumping stations at the Mason Valley WMA. The two sources provide enough water to irrigate approximately 300 acres of wetland that would otherwise not be irrigated in dry years. The pumping capability also allows for more effective management of wetland habitat on the area. REDHEAD PUMPING STATION AT THE MASON VALLEY WMA Fernley water structure A total of $1,621 was expended for the purchase of a water control structure and culvert pipe for use at the Fernley WMA. The purchased unit will replace an old unit that rusted out and was no longer functional. 8

9 WATER STRUCTURES FOR FERNLEY, ALKALI LAKE AND MASON VALLEY WMAS Scripps weed management A total of $1,061 was expended for the purchase and application of herbicides to weed stands at the Scripps WMA. Tall whitetop is the primary weed species targeted. A total of $15,987 was used to offset the costs associated with administration of the Duck Stamp program and to reimburse the 4452 account for mileage costs. 9
