1 COSSA safety rules and range use procedures are intended to promote the enjoyment of COSSA Park and the safety of all participants, shooters and spectators. COSSA s Safety Manual covers specific guidance on the use of firearms at COSSA Park. The Member s Guide expands on that guidance to cover range usage and etiquette. If you have concerns or suggestions for improvement, please contact the COSSA Safety Coordinator via the COSSA website: Violations of safety rules or range use procedures are grounds for expulsion from COSSA Park. Repeated or egregious safety infractions will result in loss of membership and permanent banishment from COSSA Park. COSSA PARK COSSA Park is located at mile marker 24 on Highway 20, east of Bend. COSSA Park consists of almost 30 distinct shooting venues, ranges and bays. It is open to COSSA members year around 24 hours a day, seven days a week subject to scheduled events and BLM-mandated closures. Consult the range calendar on the COSSA website to see if any event is scheduled for a shooting bay or range you wish to use. 12/15/2017 Page 1
2 COSSA PARK RANGES & BAYS Each range or bay is designed for a specific use and has restrictions appropriate to its layout. The following further describes the range and bay parameters. See also the map at the end of this document. The Gong Range, the Nosler High Power Range, the Black Powder Rifle (Buffalo) Range and the Rifle Silhouette Range cannot be used simultaneously due to the lack of safety berms separating the ranges. When an event is scheduled for one of these ranges, the other ranges are closed. Gong Range (Map Legend 1): Targets are set from 100 to 1000 yards in 100 yard increments. Paper targets may be set up along the road at various distances and must be removed when done. Rifles only. Nosler High Power Range (Map Legend 2): (200 to 1000 yards). This range is never available for recreational shooting. Black Powder Rifle (Buffalo Range) (Map Legend 3): (100 to 1200 yards). Only black powder cartridges with lead bullets can be used on the soft steel buffalo targets. Ranges always available for recreational shooting Fockler Sight-in Range: 200 yards; gongs to 500 yards. This is the primary recreational use range. Pistol/rifle range (Bay 18): 100 yards Shotgun range Ranges open to recreational shooting (subject to scheduled events) Gong Range: to 1000 yards Black Powder Cartridge (Buffalo) Range: 100 to 1200 yards Rifle Silhouette Range: 500 meters Action pistol ranges (Bays 1, 2,3,4,5,6,7,8): COSSA Practical Shooters Cowboy Action ranges (Bays 9,10,11,12,13,14): Horse Ridge Pistoleros and Pine Mountain Posse Lady Hawks ranges: (Bays 15-16) Ranges closed to recreational shooting COSSA KIDS-Small Bore Range: 100 yards Nosler High Power Range: 200 to 1000 yards Handgun Silhouette Range: 200 yards Law Enforcement area (Bay 17) 12/15/2017 Page 2
3 Rifle Silhouette Range (Map Legend 4): (500 meters). No handguns or shotguns. Handgun Silhouette Range (Map Legend 5): (200 yards.). Used for handgun silhouette matches and special events. Closed to recreational shooting. Fockler Sight-in Range (Map Legend 6): (200 yards). This is the primary recreational use shooting range. All calibers are allowed at this range. Benches, target backing, and sandbags are supplied. Paper or plastic targets and steel gongs only. Steel gongs are set at 50-yard increments from 250 out to 500 yards. Range rules are posted. Police all brass and targets when done shooting. Target backing boards are provided if needed. No shotguns unless using slugs. For safety, do not access the area beyond the berms at 200 yards. COSSA KIDS-Small Bore Range (Map Legend 7): (100 yards). Used for rimfire shooting only. COSSA KIDS meet the third Saturday of every month on this range. Closed to recreational shooting. BAYS 1-16; 18: Bays 1 through 16 and 18 may be used for recreational shooting when no event is scheduled. Use only pistol caliber lead bullets in Bays Bay 18 may be used for recreational rifle and pistol shooting except when law enforcement is using Bay 17. Scheduled events have precedence and all members must yield to that event. There are no permanent target holders set up in these bays and shooters must set up and take down target holders if they wish to shoot in these bays. Clean up all targets and debris when finished. No shotguns are allowed except for scheduled events. Pistol and Pistol Caliber Rifle Range (Bay 1) (Map Legend 8): (100 yards): Used for recreational shooting and scheduled events. Targets can be set at any range out to 100 yards. Benches, target stands and gongs provided. Scheduled events take precedence over recreational shooting. Range rules are posted. Do not shoot the range yardage markers. COSSA Practical Shooters (Bays 2-8) (Map Legend 9): Used for recreational shooting and scheduled events. Bay 3 has 5 COSSA steel plate targets for recreational shooting. DO NOT MOVE THESE STEEL PLATE TARGETS TO OTHER BAYS. Do not leave target stands in Bays 2, 7 or 8 as they provide access to storage areas behind berm. Cowboy Action (Bays 9-14) (Map Legend 10A&B): Used for cowboy action scheduled events and recreational shooting. Pistol caliber lead bullets and lead shot only. Lady Hawks (Bays 15-16) (Map Legend 11): Used for recreational shooting and scheduled events. 12/15/2017 Page 3
4 Law Enforcement Training (Bay 17) (Map Legend 12): Bay 17 is never available for recreational shooting. Bay 18 (100 yards) may be used for recreational shooting when Bay 17 is not in use. Bay 18 (Map Legend 12): (100 yds.) This is another primary recreational use shooting range except when law enforcement is using Bay 17 or has scheduled Bay 18. All calibers are allowed at this range. There are no permanent target holders set up in these bays. Clean up all targets and debris when finished. Shotgun Range (Map Legend 13): Four fixed clay throwers are provided. Cover throwers when finished and report any damaged throwers to any board member. A shot patterning area is also provided with paper and holders for patterning shotguns. Steel and lead shot and slugs are allowed in this area. Personal throwers can be used and MUST be positioned in the designated area just beyond the fixed throwers. West Range and Special Use Area (Map Legend 16) If any further information or clarification is needed, see the COSSA Safety Manual or contact the COSSA Safety Coordinator via the COSSA website Firearms and Ammunition At COSSA Park, restrictions on firearms and ammunition are minimal. Shooters may use any firearm they are legally allowed to possess that is serviceable and safe. Persons shooting fully automatic firearms must have the required legal documentation in their possession and notify other range users that auto fire is in use. Ammunition is restricted to that commonly used in hunting and target shooting. Incendiary, exploding or tracer ammunition are not allowed due to BLM restrictions as well as fire danger. Steel targets must be positioned from the shooter at least 25 feet for firearms using pistol caliber ammunition and for shotguns using lead shot and 50 yards for firearms using rifle cartridges and shotgun slugs. Armor piercing, painted tip or steel or tungsten core ammunition is not allowed due to potential target damage and ricochet danger..223 Green Tips are not allowed. Targets COSSA provides steel targets at some ranges open to recreational shooting. Buffalo Range targets are mild steel so modern jacketed bullets are not allowed. Shooters are welcome to provide their own paper targets using the wood target backing and target stands provided by COSSA. Clay targets are permitted only at the Shotgun Range. Objects, such as old TV s, propane tanks, glass bottles, or any material that may result in sharp-edged fragments, are NOT targets and are prohibited. Explosive and incendiary (Tannerite ) materials are also prohibited. 12/15/2017 Page 4
5 1. Access General Range Usage All members in good standing can access COSSA Park by use of the solar powered west gate. Upon entering, drive up to gate access key pad and proximity card reader on the left-hand side of the west access road. Input your 5-digit access code/membership ID number (followed by the # sign) or place your access card within 6 of the reader. o Wait for the gate to fully open and drive in. o Gate automatically closes behind you. o An instruction sign is posted. Exiting: the gate automatically opens to allow departure. Do not allow another vehicle to follow you through the gate without signing in. Politely quiz any vehicle that attempts to do so. Access procedures for non-cossa members for Discipline and Special Events will be communicated to participants by the Discipline or Special Event Coordinators. Sign-in Procedures Members with guests must BOTH sign-in at the Kiosk and pay $5 for each Guest! Children 17 and under are free! If you ONLY have Members in the vehicle, individually enter each ID number and the # sign or swipe each member s access card. After completing all entries, DRIVE IN! DO NOT STOP at the Kiosk to sign in as you have already electronically signed in. Non-COSSA members participating in scheduled events do not need to sign-in at the Kiosk and should proceed directly to their event and sign in with the Event Coordinator. It is COSSA policy that all persons sign in at scheduled events whether they are direct participants or observers. Members can purchase an access card for $40 by contacting Bookkeeping Tax Services at (541) or membership@cossapark.com. The West Gate now allows full RV access and all Members must use the West Gate for access. The East Gate is no longer an option for member access. 12/15/2017 Page 5
6 Emergency Exit Procedures If the West Security Gate is inoperable or blocked. The East Gate location is available in those circumstances. 1. Proceed to the East Gate location. 2. At the East Gate Sign-in Kiosk in the upper left-hand corner is a small lock box which can be opened using the fire trailer code. 3. Inside is a code for the combination lock for the emergency exit gate located immediately to the left of the East Gate and a big juniper tree. 4. Open and then exit re-locking the gate behind you. 5. Immediately notify Bill Lewis or another officer that you had to exit using the East Emergency Exit Gate. 2. Hours of Operation COSSA range facilities are available year around to members 24 hours a day, 7 days a week. Shooters must respect scheduled events. As a courtesy to any campers at the range, shooting is restricted to one hour after sun-up to one hour before sunset. 3. Guests In the interests of safety and security, all guests to the Range must be accompanied by a COSSA member. Each COSSA member may bring up to four (4) guests onto COSSA facilities per visit. There must be at least one adult COSSA member supervising shooters 17 years of age or younger. Guests must leave with the sponsoring member. 4. Housekeeping All shooters must adhere to the requirement of picking up their brass and shotgun hulls, picking up all litter, and placing it in designated trash receptacles. When done shooting, remove all paper targets from stands and place in the trash barrels Cardboard targets and flattened boxes should be taken to the horse trailer north of Bay 2, not placed in trash barrels or the black dump trailer. Large burnable items should be taken to the burn pile behind Bay 3 which is accessible via Bay 2. Use caution if going behind those bays and alert shooters that you are doing so. Take all garbage home. 5. Parking Safe parking spaces are provided in designated areas free of brush and high weeds. Vehicles must be parked away from the firing line and not be subject to ricochets or direct fire. Major events will have designated parking areas. Parking for Bays 2-16 should be behind the iron rail fence. The fire lane between and along these bays must be kept clear. 12/15/2017 Page 6
7 6. Wildlife Is Protected In accordance with BLM regulations, COSSA Park is a wildlife sanctuary. There is no shooting of wild animals (including elk, deer, coyotes, badgers, rabbits, birds) for any reason at any time including hunting season. Adjacent properties are leased by the BLM for cattle grazing. Shooters should beware of the possibility of cattle wandering onto COSSA Park. Suspend shooting if appropriate and notify a COSSA officer immediately. 7. Pets Pets must remain under physical control (leashed or physically controlled) during firing activities. Owners are responsible for picking up after their pets. 8. Fire Protection In accordance with BLM regulations, smoking is restricted to only inside a vehicle and fully enclosed structures. All smoking must be in compliance with the current BLM fire alert level which may at times completely prohibit smoking. Open fires, campfires, charcoal fires and warming fires are not allowed. The BLM may also impose additional restrictions consistent with the fire alert posture governing the general area in and around COSSA Park. During extended hot weather, monitor the sign at the gate and the COSSA website for fire alerts and possible range closure. 9. Camping Camping at COSSA Park is allowed with the understanding that no services are provided except for the use of the toilets. Due to the fire hazards associated with un-mowed grasses and brush, camping is ONLY allowed in the Buffalo Range Parking Lot and the open area in front of Bays 2 thru 16 bordered by the far road on the south and the iron rail fencing to the north. All other areas are off limits to camping. Campers must abide by all COSSA rules and BLM regulations per the following link o Stays are limited to 14 days maximum. o Open fires, campfires, charcoal fires and warming fires are not allowed. o Portable cooking fires using liquefied or bottled fuels are allowed o Smoking is prohibited except in vehicles; o Generators are allowed but must be placed on a metal fire pan. Campers should sign in at the sign-in kiosk. Campers participating in events should sign in with event sponsors. Campers are expected to carry appropriate liability insurance and should be prepared to show coverage if requested. Campers should be aware of high winds. Awnings, chairs and other light objects should be stowed when not in use. Late night noise should be kept to a minimum and consideration given to fellow campers. Night shoots should be coordinated with fellow campers. COSSA does not furnish trash removal services. If you bring it in, haul it out! 12/15/2017 Page 7
