1 1 Deer Management Program Proposal The Bernardsville Green Team is continuing Deer Management on the four municipally owned parcels Borough Springs/Laurelwood, Charlotte Hill/Round Top, Peters Tract, Whitenack, and the Little Brook Sanctuary, a county park located in Bernardsville for another year This is based on the successful completion of deer management for two consecutive seasons: , and , in accordance with Borough safety regulations and performance of all stipulated criteria outlined in the Deer Management Program Plan of Re-affirmation of our Goal The Right Balance The Green Team has worked with Bernardsville Borough officials, residents, and volunteer groups as well as with a number of municipalities, NJ Audubon, Duke Farms, New Jersey Division of Fish & Wildlife, the NJ Sportsman s Club, Raritan Valley Community College, and others, for the past six years to address the negative impacts on our community. Tick borne diseases, such as Lyme disease, deer-vehicle collisions, landscape damage, farm, forest, water, woodland degradation and proliferation of invasive species can all be traced to the overpopulation of deer. There is a critical need in our community to bring the deer population into the right balance with all our residents, economy, and environment. Our goal is to align with surrounding municipalities and many other conservation lands in New Jersey employing deer management programs. Bernardsville has many of the same problems faced throughout the state - the most densely populated and highly developed state in the country. We are in step with the recommendations of the State and Rutgers University with regard to deer management. We have performed two scientific studies, a community-wide survey, multiple outreach programs, and we will modify our efforts if other solutions are found. Deer Impacts on Forest Health As reported in The Bernardsville News on August 28, 2017, deer impacts have left the forests in really rough shape, according to Jay Kelley, associate professor of biology at Raritan Valley Community College, who is familiar with our area. Something is going to have to be done if our forests are going to regenerate. Deer Management Program Rules Statement of Purpose To allow authorized deer management hunts on Borough-owned properties. This program is authorized under Bernardsville Borough Ordinance Further, for the season, Borough Resolution # stipulates hunting be permitted on certain Borough-owned properties, including Borough Springs/Laurelwood, Whitenack, Charlotte Hill, Peter s Tract, and
2 2 Little Brook Sanctuary; both the Ordinance and Resolution are still in effect. The Council approved the Deer Management Plan Monday, August 13, Resolution #18-190, and signed the Permit for the County August 16, Program Concepts The Bernardsville Deer Management Program represents a management philosophy/practice that unites the Borough and hunters in a common goal of producing biologically and socially balanced deer herds within existing environmental, social, and legal constraints. It will utilize the concepts of Quality Deer Management. This approach limits the harvest of young bucks (yearlings and some 2.5-year-olds) combined with a substantial harvest of female deer to maintain a healthy population in balance with existing habitat conditions. This approach leads to quality deer (bucks, does, and fawns), quality habitat, quality hunting experiences, and quality hunters. The Bernardsville Deer Management Program will continue to foster: Safety - Safe and ethical hunting - Reduction of negative impacts from over-abundant deer through the harvesting of antlerless deer (especially adult does) - Adherence to wildlife and trespass laws through cooperation with wildlife biologists and enforcement officers - Education of hunters and non-hunters toward a better understanding of wildlife management - Only bow hunting will be allowed, firearms are prohibited due to lack of sufficient distances from neighboring structures. Borough Code 3-12 will be enforced by Bernardsville Police Department. The use of a bow and arrow must be performed under a permit provided by the Borough. - Bernardsville Deer Management will rely on in-season bow hunting only. This includes long, recurve, compound, and crossbow. - No hunter may carry a nocked arrow or hunt within 150 feet of a building or populated area. - All hunting will occur from an elevated tree stand (this assures that arrows that may miss a target will travel a minimal distance before entering the ground). Communications - This deer management plan was presented to the Council for review and discussion at a public meeting at Borough Hall on Monday, August 13, 2018, and approved. - During the time period of the hunt, signs will be posted in advance on the perimeters of each hunted parcel, informing the public that a deer management program is in progress. - All residents and adjacent landowners will be notified of the deer management program several weeks prior to the initiation of the program on the website of the Borough.
3 3 - Local, county and the New Jersey Division of Fish & Wildlife will be informed of the controlled hunt, in a manner that is efficient, clearly described, consistent with law, and in harmony with public need. - All necessary information about the hunt, including dates and times for the hunt, will be posted to the Borough website to fully inform all residents. - Although the presence of hunters does not present a real danger, enjoyment by residents in their surroundings, can be reduced by the sight of hunters and by the sight of dead deer or deer viscera. The Borough aims to balance deer management activities with continuing education. Hunter Application and Selection - All hunters will be selected by the Borough and approved Deer Management Team. Criminal and Division Fish & Wildlife hunting violation background checks will be performed by the Police Department. Any hunter failing the background check will not be allowed in the program. At present, Warren Blue Ridge Hunt Club is the only applicant being considered. - All applicants must register and file a Permit Registration/Application form. - Completed forms must be submitted, reviewed, and approved by the Police Department. - Approved applicants are issued Vehicle and wallet permit cards. - Applicant will not be charged a fee; applicant will pay for bait corn. - Warren Blue Ridge or other approved applicant will provide proof of carrying a minimum $2,000,000 liability insurance policy. - All applicants must sign an agreement with the following language: I agree to conduct myself according to all applicable State and local regulations that apply to the use of bow and arrow. I acknowledge receipt of a copy of the Borough Code regarding the use of bow and arrow attached to this application. I agree to not conduct any acts of vandalism or property destruction and to report any such acts to the Police Department. I understand that failure to comply may result in a revocation of this permit. Hunting Access and Timing - Hunting will be allowed for sixty [60] pre-determined days within the allowed dates established under state regulations established for NJ Division of Fish & Wildlife Deer Management Zone 9, which usually runs from early September through mid-february. This equates to 2-3 days per week during the season. As done for the previous seasons, public notice specifying dates will be posted on the Borough website prior to any hunting in Hunting is not allowed to occur on any Sunday during the hunting season. Additional Hunting Rules and Requirements
4 4 - Prior to Hunting - All hunters must follow NJ Division of Fish & Wildlife regulations throughout the year. All regulations are provided through the annually published New Jersey Hunting & Trapping Digest (typically available in August of each year). In addition, all relevant federal, state & local regulations must be adhered to throughout the year. Each hunter will receive a copy of the Bernardsville Deer Management Plan and are expected to work within the provisions of the plan. - Each hunting day - Each hunter will notify the Police Department in advance whenever they enter and leave the property. - Program permits must be displayed on vehicle and person (permits will be valid for one year from June to June). Possession of a permit to hunt on Borough land does not give hunters permission to cross private property. Hunters are responsible for knowing the boundaries, as well as safety zones Selected Parcels and Season Harvest Quotas (2017/2018) - Maps showing property boundaries and safety zones for each of the program parcels are attached. Because the primary goal of the program is to reduce deer impacts, the doe harvest quota will be one doe per two property acres. This level of harvesting will require careful planning and intensive implementation by a group of coordinated hunters. - Hunters are required to report their harvests to both the Division of Fish & Wildlife and the Bernardsville Deer Management Team. Photographs of the program in progress and of harvested deer are recommended. - Deer management was consistently performed on the Borough-owned properties, including Borough Springs/Laurelwood, Whitenack, Charlotte Hill, Peter s Tract, and Little Brook Sanctuary in Bernardsville. This 100-acre sanctuary remains undeveloped in order to further its role in acquiring and conserving, for future generations, lands that have unique or special value because of their natural beauty and ecological features. Somerset County granted permission to Bernardsville Borough for a Deer Hunting Permit. The Warren Blue Ridge Hunt Club will comply with all the requirements in strict accordance to the standards of the Somerset County Parks. 5 5 Program Evaluation - The Deer Management Program may be evaluated using one or more key quantifiable measurements. A pre-program baseline has been established and will be compared to the desired percentage reduction of impacts. Examples are provided below: - Lyme Disease (Determined via survey of residents) - Deer Vehicle Collisions (Documented by Bernardsville Police Department and/or via survey of residents) - Landscape Planting Damage (Determined via survey of residents) - Forest Health Assessments (Determined via field measurements using protocols established by Michael Van Clef, Ecological Solutions, LLC. Recommended.) - Healthy forests are associated with Sentinel Seedling Protocol results where there is less than 10% browse on planted seedlings over six months and Forest Secchi Protocol results where there is greater than 70% cover of native woody plants within the deer
6 6 browse zone. A successful deer management program should involve incremental improvements from baseline conditions that approach the desired quantifiable results detailed above. The Bernardsville Green Team recommends that these tests or similar, be performed every five years. Little Brook Sanctuary Little Brook Sanctuary was an excellent addition to the deer management plan for Bernardsville as it helps to facilitate our goal of achieving the right balance. Further, it follows the high standards set by the Rutgers University Wildlife Conservation and Management Program: Our main objective is to reduce the conflict between wildlife and humans in the most densely populated and highly developed state in the United States. Our work focuses not only on reducing wildlife damage caused by overpopulated animals, such as deer and Canada geese, but we also strive to increase wildlife habitat quality and the persistence of species of special conservation concern. - Plan written by Michael Van Clef and Ed English with multiple inputs from members of the Bernardsville Green Team, Environmental Commission, Shade Tree Committee, NJ Audubon Society, NJ Fish & Wildlife, Bernardsville residents and many others. Appendix A. - The Deer Management Team recommends that the Warren Blue Ridge Sportsman s Club, Inc. implement the Bernardsville Deer Management Program. The following synopsis has been provided by the Club themselves. Executive Board - Joe Nappe, President Scott Dealaman, Vice President Ralph Garafola, Treasurer Jeff Praul, Secretary Bob Piano, Sargent At Arms Incorporated as a non-profit corporation in Club carries a $2,000,000 liability insurance policy (copy attached). - Club performs deer culling for: o Bridgewater -12 years (122 deer taken 2014/2015) o Warren Township - 6 years (103 deer taken 2014/2015) o Watchung - 3 years (54 deer taken 2014/2015) - Club only charges towns for the corn used to bait the deer. - All deer are utilized, by members or donated to needy organizations.
7 7 - All prospective Associate Members are interviewed by the Club President and another executive Board member, introduced to the other members and are on probation and voted on each year. - The Club provides a detailed report of deer taken by town, location, type (sex) and fetuses count (when available). - All members must pass an accuracy test with all weapons used each year. - Members only hunt from elevated stands not from the ground, therefore shooting only at a downward angle. - Unsportsman/Unsafe Conduct of any kind is not tolerated and results in termination of membership. - The Club is listed as volunteers for Somerset County Search and Rescue and provided community service work. - Attached decal is placed on each member s vehicle to identify the members.
